CITY UNVEILS NEW OCP PLAYGROUND FOR CHILDREN AND FAMILIES
The City extends its sincere gratitude to everyone who joined us, as well as those who support our community from afar, in celebrating the ribbon-cutting ceremony for the new playground at Old Celina Park. We are grateful to residents, community leaders, and visitors who participated in recognizing this important enhancement to Celina’s recreational offerings. The new playground represents a valuable addition to the City’s amenities, providing children and families a safe, engaging, and fun space for play and social interaction.
UPDATE ON PARKING GARAGE COMPLETION AND TURNOVER
Swinerton remains on track to open the Downtown Parking Garage this month. While the original goal was to have the garage operational in time for the Celina Homecoming Parade and Oktoberfest, completion will not occur this weekend. Staff continue to monitor progress closely and will provide updates as milestones are reached.
The parking garage is scheduled for turnover within the next 10 days. At this stage, the City is awaiting the resolution of several minor items, including striping, locks, and signage. The primary outstanding component is the elevator installation, which is actively being completed by Swinerton’s team. The current timeline estimates construction completion for the elevator by Saturday, followed by a third-party inspection.
Upon successful inspection, staff will perform a health and safety review. If the garage passes this inspection, the City can issue a Temporary Certificate of Occupancy (TCO) and begin utilizing the additional parking. The final CO will be issued once all remaining issues are resolved, which is expected to be approximately 30 days after the TCO.
CELINA OKTOBERFEST CELEBRATES COMMUNITY, CULTURE, AND TRADITION
Celina Oktoberfest will take place on Saturday, October 11, from 11:00 AM to 7:00 PM in the heart of the Entertainment District. The festival continues to attract residents and visitors to Downtown Celina for a full day of celebration. This family-friendly event brings the sights, sounds, and flavors of Germany to North Texas, featuring authentic food and beverages, live entertainment, and festive décor. In addition to music and traditional fare, guests can look forward to a variety of contests and interactive experiences that embody the energy and excitement of a classic Oktoberfest celebration.

ANNUAL STREET MAINTENANCE PROGRAM UNDERWAY IN CELINA
As part of the City’s ongoing commitment to maintaining high-quality infrastructure, the Annual Street Maintenance (ASM) Program focuses on the repair and preservation of local roadways to ensure safe and efficient travel throughout the community. These efforts represent a strategic investment in the safety, durability, and functionality of Celina’s transportation network.
For 2025, the ASM project includes asphalt roadway repairs in the following areas:
• S. Illinois St – 100 Block
• S. Illinois St – 200 Block
SCHEDULE (Weather Permitting)
• Start Date: October 7, 2025
• Estimated Completion: November 7, 2025
TRAFFIC IMPACT
• Two-way traffic may be limited within construction zones.
• The contractor will actively manage traffic control to ensure safety and minimize disruptions.
• Local traffic will have access to homes via E. Main St.
• Residents and visitors should anticipate slower-than-usual travel in these areas during construction.
The City appreciates the patience and cooperation of the community as these essential roadway improvements are completed. Through programs like the ASM, Celina continues to prioritize safe, reliable, and efficient infrastructure, keeping our city moving forward.
TRAFFIC ADVISORY: CONSTRUCTION NEAR OLD CELINA PARK
On Saturday, October 11, TxDOT will be performing asphalt paving for the new turn lane from FM 455 onto Celina Parkway, located directly across from Old Celina Park. This improvement is part of ongoing efforts to enhance traffic flow and overall roadway safety in the area.
SAFETY & TRAFFIC ADVISORY
• Flaggers will be present on-site to maintain safety as trucks and equipment operate near the westbound lane.
• Residents and motorists are encouraged to exercise caution and anticipate minor delays while work is in progress.
CITY WELCOMES NEW TEAM MEMBERS AND CELEBRATES PROMOTION
The City is pleased to announce several recent additions and a promotion within its team, highlighting our ongoing commitment to strengthening City services and supporting community needs.
The Parks & Recreation Department has welcomed new staff members to enhance programming, facilities, and community engagement opportunities for residents. The Public Works Department has also expanded its team, further supporting the maintenance and improvement of Celina’s infrastructure. Additionally, the Police Depart-
ment celebrates a personnel promotion, recognizing dedication, leadership, and continued commitment to public safety. These updates reflect the City’s ongoing investment in attracting and retaining skilled professionals who contribute to the effective delivery of municipal services and the overall quality of life in Celina.
MARKETING DEPARTMENT RECEIVES INTERNATIONAL AWARDS
The Marketing Department was honored with 14 awards at the 30th Anniversary of the IFEA/Haas & Wilkerson Pinnacle Awards, held in late September, during the 70th Anniversary of the IFEA Annual Convention & Expo, presented by atVenu in Palm Springs, California. Among the awards received, the department earned six gold medals and five silver medals, recognizing excellence in event marketing and promotion.
The Pinnacle Awards are highly prestigious, attracting submissions from around the world, including Australia, Hungary, Iceland, South Korea, Slovenia, and Thailand. These honors reflect the City’s commitment to creativity, professionalism, and effective communication in engaging the community and promoting Celina’s events on both national and international stages.

DALLAS NORTH TOLLWAY PHASE 4A PROJECT: LANE CLOSURE NOTIFICATION
As part of the continued progress on the DNT Phase 4A project, construction crews will soon implement targeted lane closures to support key project activities. These closures are necessary to facilitate the transport of topsoil, conduct mass haul operations, perform area cleanup, and set structural beams. It is important to note that full closure of the left lanes is not anticipated. Efforts will be made to ensure that lane closures are coordinated to prevent conflicts within overlapping work zones.
Monday, October 13, through Saturday, October 18:
• The northbound and southbound left lane of Dallas Pkwy from First St to FM 428 will be closed daily from 6:30 AM to 6:30 PM
• The right turn lane of westbound FM 428 at Dallas Pkwy will be closed daily from 6:30 AM to 6:30 PM
Monday, October 13, through Friday, October 17:
• All lanes of eastbound and westbound Light Farms Way between northbound and southbound Dallas Pkwy will be closed daily from 9:00 AM to 4:00 PM
Wednesday, October 22, through Saturday, October 25:
• All lanes of eastbound and westbound Frontier Pkwy between northbound and southbound Dallas Pkwy will be closed nightly from 8:00 PM to 6:00 AM
Thursday, October 23, through Friday, October 24:
• All lanes of eastbound and westbound Light Farms Way between northbound and southbound Dallas Pkwy will be closed daily from 4:00 AM to 4:00 PM
