Delivering Value to Members in Uncertainty This past year we literally ripped up our original 2020 strategic plan and revised it to match what was happening in our business community and the world. In many ways, we feel we have delivered more value than ever to businesses, as we shifted resources to oneto-one assistance, modified programs and services, and provided fierce advocacy in a time of great need. We started the year by rolling out a relationship management system with our Economic Alliance Team. The goal being to better engage in substantive conversations with our members and bring more in-depth knowledge of our members across all staff. Drawing deeper connections and opportunities for our members has been one of the greatest highlights of the year. We plan to do even more of it in the future. In a year many may have thought would not have the development opportunity that normally occurs, the Cedar Rapids MSA had the most high-quality job awarded projects in the state and we still saw a similar
investment pattern to capital projects as the previous few years. Business expansion and business attraction projects remained strong, even in an unstable pandemic year. Much of the completed work in 2020 that youâ€™ll read about in the following pages was done in collaboration and through partnerships in the region, never alone or in isolation. Even though this past year felt as if it could have been one of the loneliest, we are so grateful to live and work in a community where we can connect with each other to create opportunities that are better and more inspired than any of us could have achieved alone. One-to-One Assistance Impact Members called upon the Economic Alliance to help them understand state and federal assistance opportunities when they became available following the initial COVID outbreak. With our public policy connections and expertise, we were able to quickly understand and summarize the information for our members. We offered consult and provided greater chances at assistance where it was needed most. The stories we gathered about your businesses made direct impacts on both the state and federal levels too. We directly sought financial assistance for any eligible business and provided related support to our member businesses. Despite nearly a year of remote work and quarantines, we still had 2,981 points of outreach with members and 1,212 substantive engagements. These one-to-one efforts were impactful and the value we could provide our members in this arena were quite possibly the greatest accomplishments of the year.

Despite Challenging Year, Economic Development Activity Remains Strong Economic development activity continued to a strong degree despite a difficult year full of pandemic challenges and the Derecho storm in our community. We still saw a similar investment pattern to capital projects as the previous few years. The Economic Alliance worked with the development community to keep existing business and already-announced projects on track.

BUSINESS ATTRACTION Four project successes in 2020 included BAE, Blue Star Refrigeration, Travero and WIX.
CEDAR RAPIDS AREA DEVELOPMENTS SEE SUCCESS IN BROWNFIELD/GRAYFIELD REDEVELOPMENT TAX CREDIT PROGRAM Included in the developments of 2020, were six projects in Cedar Rapids and Vinton that were awarded $2.8M in tax credits and received final approval by the Iowa Economic Development Authority Board. This tax credit program is capped at $10M per fiscal year with a maximum award of $1M per project and is offered as a way to promote economic health of communities by reducing environmental hazards, cleaning up eyesores, creating jobs and boosting tax revenue. The projects submitted in the Cedar Rapids area in 2020, and in the past 5 years, have been extremely successful, each year receiving approximately one-third of the $10M fund. In the last 5 years, we have seen 26 projects totaling $15,069,231 in awards.

The Economic Alliance consistently advocates for funding from the Brownfield/Grayfield Redevelopment Tax Credit program, and other key economic development incentives that demonstrate a positive return on investment, particularly those that further workforce and development efforts.
FOCUS NARROWED FOR EXTERNAL REGIONAL MARKETING In 2020, the ICR Iowa Board announced changes to the regional organization that began in 2016 as a Joint Venture between the Iowa City Area Development Group (ICAD) and the Cedar Rapids Metro Economic Alliance. Beginning in 2021, ICR Iowa will execute a Strategic Marketing Plan for business attraction and talent attraction (outside of ICR Iowa). The plan will focus on external marketing to elevate awareness and the profile of the ICR region to targeted audiences and will include key performance indicators. Responsibilities will include managing the ICR brand, supporting social media channels, finding innovative ways to share the ICR Region’s story with external markets, and creating a cohesive story about the region’s assets and unique characteristics. Between the Economic Alliance and ICAD, the important work of regional business attraction, workforce attraction and retention and the many coalitions like Inclusive ICR, will continue to thrive.
Welcoming Cedar Rapids: Action Plan Welcoming Cedar Rapids aims to ensure that foreign-born residents have the education, preparation, and connections necessary to reach their ultimate potential. Immigrants have played a key role in developing the economy of Cedar Rapids, founding and supporting some of the most important local businesses. Making sure that our economy continues to work for all residents will maintain a high quality of life for all members of our community. The Economic Alliance, along with several community partners, have a big part to play in this plan that works to create a welcoming community, strengthen workforce and education, and support business development and entrepreneurship. In 2020, the Economic Alliance generated a social media and advertising campaign to promote resources and services that bring together immigrants, refugees, and long-time residents to build strong connections and inclusiveness in our community.
Interstate Commerce Businesses Respond to COVID Challenges: An Existing Industry Snapshot Insights from business leaders drive priorities and initiatives the Economic Alliance chooses to undertake related to business recruitment and retention, workforce development, community development, business support, public policy, quality of life and other issues. We get input in a variety of ways, but one of the most comprehensive tools we use is called a Synchronist Survey, which provides in-depth analytics we can also compare to similar data on a state and national basis. Each year the Economic Alliance conducts in-person interviews with interstate commerce companies to generate annual existing industry data. In late 2020, we responded to the stateâ€™s request to conduct specialty COVIDbased Synchronist surveys. We virtually surveyed 68 C-level executives, plant managers, and site leaders in collaboration with our local economic development partners. We are pleased to provide and highlight a few of the major outcomes from this research.

Going All In On Keeping It Local in 2020 The Economic Alliance pivoted efforts to meet small businesses’ needs in a challenging year and went all in on buy local initiatives this past year.
RESTAURANT WEEK AND FORK & KNIFE FEAST The Economic Alliance was proud to support 20 selected local restaurants and push the Eat Local message in our community prior to the pandemic.
CEDAR RAPIDS DOWNTOWN DRIVE-THRU FARMERS MARKETS In-person, 14,000 people on average Farmers Markets were not in the cards for 2020. Instead, we thought innovatively, and eight Drive-Thru Farmers Markets were safely and successfully completed, providing a spark of commerce for several dozen small business vendors. Additionally, local e-commerce platform, ‘Shop Where I Live’ was used to help vendors grow their online presence and sales.

RALLY C.A.P. (CHAMPION AND PROTECT) Executed on Rally C.A.P. campaign to Champion And Protect local businesses impacted by COVID-19 pandemic. This community-wide, team approach to supporting local businesses and arts & cultural attractions aimed to help speed economic recovery from the pandemic (and then derecho too), and share the message of pride in our community and safe re-openings. This campaign was among the largest the Economic Alliance has ever been able to put toward a message for buying local. The Challenge portion of the campaign offered consumers the opportunity to earn their very own Rally C.A.P. just by patronizing their favorite businesses!
DOWNTOWN CR DOLLARS Created and promoted district specific â€œbuy localâ€? strategy and small business commerce to assist economic recovery through Downtown CR Dollars program. This Downtown business support program encourages consumers to shop and spend locally in the Downtown District and has infused $31,000 of immediate cash to downtown businesses, with the goal of consumer spending of as much as $200,000 by its completion.
BUY. GIVE. GROW. Executed on Buy. Give. Grow. initiative with over 235 participating businesses and non-profits and reinforces the Rally C.A.P. message that was started over the summer. Intense traditional and social media marketing efforts aimed to champion and protect local businesses during the holiday season and beyond.

Thatâ€™s Enough 2020... We will never be able to articulate all the pivots, quick changes and innovative opportunities that came from the uncertainty of 2020. We absolutely know the easiest thing we could have done with our programming, events and initiatives would have been to just cancel. But we didnâ€™t. In fact, we were one of the few organizations in our industry across the state to immediately keep everything moving â€“ but as virtually, safely and securely as possible. We modified programs or created new ones as needed, we multiplied one-to-one outreach and engagement and still supported ongoing core district plans for beautification and services. We learned we are stronger than we realize. We are more resilient because of this year, and we hope that work shows for years to come for our business community.
