2022 ANNUAL REPORT

As we take our annual look back at the year just ended, we are again humbled by the amazing support of the business community. Through times good, bad and uncertain, businesses have invested in us to be the steadfast advocate for growing the economy and helping businesses succeed. Throughout this report, you’ll see outcomes and descriptions that measure our accomplishments in 2022. None of it would have been possible without the investments of almost 1,200 members, including 108 new members last year and record membership retention just shy of 97 percent. THANK YOU, THANK YOU, THANK YOU.

The framework of the Economic Alliance defines our core functions as Economic Development, Workforce Solutions, Community Development, Business Support and Public Policy. The specific priorities within those core functions are shaped each year by you, our valued members in the business community. You can see from the lists in this report that well over a hundred of you are directly involved in our decision making through service on the Board, Innovation Councils or other committees. Additionally, more than 83 percent of members in 2022 had some sort of substantive engagement with us. If it wasn’t through service on one of our governance bodies, it likely was via an in-depth conversation over coffee or at your office. Our Team holds meetings virtually every work day with our members, listening to business concerns, taking suggestions and getting economic data that helps us keep a pulse on local economic trends.

All of that is the essence of a membership business organization. You support us. We listen to you. We’re all in this together.

By most measures, 2022 was a strong year, and I’ll let this report speak to that. Part of our commitment to you is always to be frank and honest about economic-related issues, so it’s only fair to also touch on the challenges. Although few businesses have yet experienced slowdowns, many have worried forecasts heading into 2023. Our region’s shortages in housing and struggles with child care continue to hinder growth. And our workforce still has not recovered from the pandemic, sitting about 4,700 jobs or about 3.3 percent under where we were in February 2020.

So that’s where the Economic Alliance and the regional economy stands at the finish line of 2022. Which also happens to be the starting line of 2023. So here we go…

Keep it Local. Build Community.

The Economic Alliance has always championed a local-first mindset, revving it up in the last several years since the global pandemic and destructive derecho that hit our local community hard. 2022 was a year of great revival, growth and community support. Putting local businesses, vendors and entrepreneurs at the cusp of all buy-local programming that now has a year-round focus.

The Economic Alliance was proud to support 21 local member restaurants and establishments for the 2022 Cedar Rapids Restaurant Week. To further showcase our versatile local eats, the “week” was extended over two weekends, spanning ten days instead of the traditional seven. Restaurants saw record breaking sale days, sold-out specials and community support that helped them keep their lights on and doors open.

The Economic Alliance also connected with foodies community-wide by engaging with the more than 600 Restaurant Week Insiders in email marketing efforts that shared exclusive details about the highly anticipated event.

The Cedar Rapids Downtown Farmers Market was back for its 17th season and in full, in-person force. The 8-market season kicked off in May and spanned through the special fall market in September. Attendance numbers were back to an all-time, postpandemic high with an average of 11,500 people per market. The community loved celebrating and supporting all the creative, talented, hard-working 150+ vendors that bring one of Midwest’s largest farmers markets to life. The iconic Market After Dark also returned on August 27, fully equipped with a main stage and two sub-stages that supported musical talents throughout the night. The evening event hosted 80 vendors and more than 20,000 people from the community.

Living the Local Life

In an effort to further showcase all the local establishments, businesses, entertainment, and arts and culture the community has to offer, “Buy Local” itineraries were created and shared across Economic Alliance communications.

These 8 itineraries each highlighted a person from the Business Support Innovation Council, as they shared what a full weekend of supporting local looked like for them from restaurants, to shows, to museums and more.

From season to season the buy local battle-cry never ceased. When there was a time that local greats could be shown off, it was taken advantage of. Press releases were sent regarding Cinco De Mayo local celebration locations, local eateries to support National Waitstaff Day, and places to squeeze in last minute summer fun before fall.

Continuing our buy local push, this program highlighted 15 local small businesses in traditional and digital marketing efforts aimed at championing and protecting local businesses during the busy holiday season and beyond. Five ‘Buy’, five ‘Give’, and five ‘Grow’ businesses were selected by a committee and highlighted on Economic Alliance communication platforms and high traffic marketing mediums throughout the community.

Above all, sharing stories about our members was a driving force for 2022. Without the support of members, the Economic Alliance simply would not exist. Showcasing the names, faces and stories of those who make up the core of the community was and will continue to be of importance to Economic Alliance efforts. More than two dozen member stories were written and shared, highlighting the story behind the story of members who faced loss in the derecho, adjusted to the pandemic, fought through hardships and found success, and kept their lights on from the support of the community year after year. It is the stories behind the businesses, the faces and voices behind the names that create the vibrant melting pot of our community, and it’s an honor to share their stories.

Creating meaningful connections among people within our business community is one of the greatest interactions the Economic Alliance can be a part of. In 2022, the business support series Let’s Get Down to Business was launched. The series included a variety of programming designed to help businesses develop, help business professionals and entrepreneurs grow as leaders, and create collaborative atmospheres for people to network from industries of all kinds. Over the course of the year, 579 professionals from our member businesses attended the Let’s Get Down to Business programming as well as 4 quarterly speed networking events.

Creating Connections

It is important to the Economic Alliance to offer many opportunities for members to engage, learn and connect with one another. BizMixes are hosted monthly by a member business, where they’re able to showcase their brick-and-mortar location. BizMixes are also a great networking opportunity for members of all levels to get together and connect.

Connections happen when people interact with one another, which may come in the form of face-to-face or a virtual handshake. The Economic Alliance digital communities continued to grow throughout 2022. New efforts to effectively and accessibly communicate with members were rolled out in the form of a LinkedIn Newsletter entitled “The Inside Scoop”, with a readership of 2,340 and rapidly growing. The LinkedIn Economic Alliance community has grown to 5,194 followers, nearly doubling since 2021.

2022 Envision East Central Iowa Regional Plan

In the effort to help move the Eastern Iowa region forward, the Economic Alliance collaborated with regional stakeholders to create a robust five year plan. This comprehensive plan will bridge the gap between urban and rural communities in the seven county region. The Economic Alliance is taking the lead on several initiatives and is looking forward to this plan being an added asset for future economic development in the East Central Iowa Region.

Economic Development in a Nutshell 2022 was a monumental year for economic development in the community. The Economic Alliance responded to 24 request for proposals in 2022 and hosted 8 site visits, marking a record year for business attraction in the area.

“Every community needs to diversify its economy,” said Ron Corbett, vice president of economic development at the Economic Alliance. “Bringing new businesses to the community helps lessen the tax burden on existing industry and homeowners. These new jobs also help replace lost jobs, especially during a recession.”

With all the activity of the RFP’s, two companies chose the Cedar Rapids metro to build their next locations. Sub-Zero, an appliance manufacturer based out of Madison, WI, announced its plans to build a second location in Cedar Rapids last summer. The state-of-the-art manufacturing

facility will create 180 high-quality jobs with a capital investment of $140 million. Convergen Energy, headquartered in Green Bay, WI, produces a renewable fuel used in a multitude of solid fuel power and steam generation facilities. They plan to add their second facility south of the Travero Logistics Park on Lefebure Road, in the Big Cedar Industrial Center in Fairfax, IA, with a capital investment of $18.4 million.

“The Cedar Rapids Metro is on the radar screen of site selectors around the country,” said Corbett. “The availability of our land and infrastructure makes our region very attractive to national and international companies.”

Of all the attention our region received in 2022, the overwhelming majority of the business attraction prospects have come from foreign direct investment interests, reshoring efforts, renewable energy, and sustainability efforts based on our strong agriculture industry in the region. One reason our area is sought after is due to the sustainability efforts our community is standing behind, like the Duane Arnold Next Era Solar Project. The Economic Alliance worked publicly and behind the scenes advocating for this project, knowing that adding to our renewable energy portfolio is critical to remaining competitive in economic development.

While business attraction is important to the overall economic health of the region, the Economic Alliance spends 80% of its time helping and assisting existing businesses in the community. Congratulations to all businesses who are growing in our community.

Workforce Solutions Take Shape

Economic Alliance Continues to Champion a Welcoming Community

The Economic Alliance has continued strong connections with diverse populations throughout the region, especially with Catherine McAuley Center in 2022. It is important to economic growth to employ people of all backgrounds, and immigrants are a key ingredient to a successful workforce. Immigration took center stage because of the surge of Afghanistan refugees that came through Catherine McAuley Center and into our community in 2022. For the last 5 years, the Economic Alliance has talked with area businesses on how they can be ready to hire and retain this growing population through services that are offered in the community. Making these early connections with employers allowed more than 300 new members of the Cedar Rapids area the ability to enter the workforce within 90 days of processing.

initiative, Ignite ICR, wrapped its third season last July with the Progressive Dinner that hosted 128 interns from 33 companies in the Iowa CityCedar Rapids (ICR) region. The dinner was the last of the three-part intern series that started in 2019 to help the thousands of interns who flock to the region for the summer to better engage, experience and indulge in all the area has to offer.

“I have personally seen the transformation that the city has gone through since the 2008 flood, and I have definitely considered residing in Cedar Rapids after college,” said Sarah Cunningham, Loras College senior who is interning at Van Meter. “There are many events on the weekends for all ages and various interests to participate in, which is something to think about as I figure out where I’d like to be after college. There are many opportunities to connect and grow throughout my career as well,” added Cunningham.

Interns relish the opportunity to learn as they indulge in the scrumptious delicacies, hearty conversations, and enlightening suggestions during Ignite ICR events.

“Internships are our preferred method for building our talent pipeline. It is a win-win when a stellar former intern becomes a full-time employee as we get new employees who we already know are great to work with. Ignite ICR gives our interns a chance to connect outside of work and in the local community. We appreciate this opportunity for interns to see the area and begin to imagine a life here.”

Employers in the area, who use internships to find talented young minds for potential employment, see these events as opportunities to help young professionals fall in love with the community so they stay post-graduation.

Workforce attraction and retention are precursors to the long run economic growth of any city, state, or country. Showing a constantly growing, vibrant community with a favorable cost of living, sets the groundwork to welcome innovative minds to the region. The enthusiasm of these interns to stay or come back to the region after completing their academic endeavors is indicative of future growth of the corridor. We appreciate all local businesses and eateries that have played a part in ICR Iowa’s forward momentum.

ICR Talent Hub

Talent Hub took a back seat during COVID, but this year it came roaring back with big expectations and momentum in 2023. The Talent Hub is a high-touch personalized experience to connect out-of-market job seekers with careers in high demand fields in Iowa City-Cedar Rapids (ICR). This experience hand delivers qualified candidates to companies, lowers their acquisition cost of new employees while simultaneously increasing the workforce population of the region.

Cedar Rapids Metro Economic Alliance members and ICAD Group investors have free access to Talent Hub candidates. These employers can designate employees within their organization to receive the bi-weekly candidate lists, which can be filtered by industry to meet their specific needs.

Employers can view basic contact information about candidates and have access to their resumes and LinkedIn profiles for direct contact. They also can join a monthly virtual call to hear more about a candidate’s skills and interests and why they’re looking for a job in this region.

ImpactCR Connects Young Professionals to the Community

I’m incredibly grateful for this organization and the group of amazing individuals on our board that care about Cedar Rapids so deeply and want to help a younger generation thrive.”

Getting young professionals involved in the community is a key retention tool for the Cedar Rapids metro area and important to the growth of our thriving community. ImpactCR, a young professionals networking group, hosted nearly a dozen events around the Cedar Rapids metro and showed future leaders this is a great place to get involved in their community, build their own network, find volunteer opportunities and experience what makes our community great.

From recurring after work socials to engaging events with our area’s top business leaders, young professionals can find the right connections in the heart of Cedar Rapids and leave a lasting impact. It’s a great way for your younger employees to get engaged with other business professionals outside of their organization as well as make connections and friendships.

Diversity Assessment for Betterment

Inclusive ICR, a regional coalition with a mission to grow diversity and inclusion in the workforce throughout the region, announced a free Diversity, Equity and Inclusion (DEI) assessment last spring where nearly 100 corporations participated and received a confidential evaluation through the lens of five DEI pillars: CEO Commitment, Diverse Suppliers, Diverse People, Internal Policy, and Community Outreach. A custom summary was sent to each participating company identifying current position and opportunities for growth. The assessment was made possible with leadership from Inclusive ICR along with project investors ICR Iowa, the Cedar Rapids Metro Economic Alliance, Iowa City Area Business Partnership, and the Iowa City Area Development Group.

The Leadership for Five Seasons (LFS) program and its Executive and Youth spin-offs are foundational programs of the Economic Alliance and represent the region’s premier community leadership programs. LFS provides participants with community knowledge, career-long connections and inspiration to make a positive impact on the region.

With almost 2,000 graduates over 39 years of LFS programming, the alumni roster reads like a Who’s Who of the most successful people in this region. In a recent survey of LFS alums, 86% agreed or strongly agreed that connections they made through the program helped them advance personally or professionally, and 84% said their involvement in the community increased because of LFS.

Similar eye-popping results have come from the Youth LFS Program where high-schoolers come into the program mostly thinking there’s no way they’ll consider a career here, but by the time the program ends, about three out of four say it’s now a possibility.

The 40th LFS Adult Class will graduate in May of 2023. The class, along with alumni from the previous 39 LFS classes, will take part in a grand graduation celebration on June 1. The success over the last four decades has compelled many companies to use LFS as a workforce retention tool because it ignites passion and makes participants feel a sense of belonging in the city in which they live and work.

The day left me feeling grateful that I live in a community that prioritizes citizen input and inspired me to apply for one of the city’s many boards and commissions. This summer, I accepted a six-year appointment to the Cedar Rapids Public Library Board of Trustees. I want to thank the Economic Alliance for opening doors for my LFS class and creating opportunities that strengthen our connections to each other and the community.”

Painting the Town

From showcasing the talents of local artists, to a Swedish duo from across the globe, the new pieces range from one-story wonders to a parking garage high. Diversity, equity, inclusion, tradition, city history, togetherness, kindness, imaginationthere is a piece to celebrate it all.

The city has taken on a whole new personality in 2022. Downtown and the MedQuarter districts are the canvas for 7 new murals, whose versatility in color and meaning have painted new life and powerful messages into the body of Cedar Rapids. The streets have become the stage for packed events with tens of thousands of people at BLOCKtoberfest and Market After Dark. There is never a dim moment when the holiday lights are flipped on for the season, but the downtown skyline is lit up year-round thanks to the Facade Improvement Program supported by the Downtown Self-Supported Municipal Improvement District (SSMID). It was even possible to catch an Iowa football game, a movie or music on the Generation Square projector on the Armstrong Building. Beautification of an already incredible community helped breathe new, fresh life and light into the city.

Race for the Space

The Economic Alliance launched a program dubbed Race for the Space in the Spring of 2022. The program was designed as a business competition aimed to support a startup, secondary location, or anything in between that had the opportunity to become a staple of downtown Cedar Rapids for years to come. Through an application and committee selection process, the winning business was announced in a “Shark Tank” style event - Mohamed Nasraddin with The KETO Kitchen received the grand prize of $20,000, a $7,500 credit towards architectural design services and buildout support from Form Function Studio, a complimentary 8-week owner education course to build a more valuable business provided by BerganKDV, and a one-year membership to the Economic Alliance. The KETO Kitchen has an opening date of January 26, 2023 in the Armstrong Building located at 3rd Street and 3rd Avenue in downtown Cedar Rapids.

Darryl English, owner of WeDream Cyber Cafe, and Darcel Pledge, owner of ExCel Childcare Services, both received the runner-up prize of $10,000 to go towards rent and build out expenses. They are still actively looking for their perfect space in the downtown area.

In October 2022, Jim and Deb Fallows, distinguished journalists and educators whose work was brought to life in an HBO documentary entitled “Our Towns,” spent two days exploring and experiencing the uniqueness of Cedar Rapids.

Advocating as One Region

2022 marked the fourth session the Cedar Rapids Metro Economic Alliance and Iowa City Area Business Partnership joined forces to advocate as one region with a unified message. On behalf of our joint 2,000+ members, and with workforce at the core of our advocacy, solutions were pushed for in the areas of child care, talent development and community placemaking. The 2022 session saw progress on a number of those fronts including:

Placemaking

Funding increased for the Iowa Great Places and Community Attractions & Tourism (CAT) grants to go toward community placemaking projects. Great Places grants were increased by $1 million for a total of $2 million and Community Attractions & Tourism (CAT) grants were increased by $5 million for a total of $10 million. Additionally, we saw increases to the Sports Tourism marketing grants, recreational trails and a $100 million investment provided through federal pandemic relief funds for cities, counties, nonprofits and other organizations with shovelready attraction projects to apply for grants.

Talent Pipeline

Adjustments to the Future Ready Iowa Last Dollar Scholar program now allow part-time students to take advantage of educational funding. Included in the Governor’s workforce bill was a provision focused on expanding work-based learning programs to expose more high school students to high demand careers and allows for those students to receive credits toward graduation. One of the most significant priorities this session was the passage of the aircraft omnibus bill. This bipartisan bill eliminates sales tax on the parts and service of general aviation aircraft, supporting Iowa’s regional airports and making Iowa competitive with border states. This bill is coming at the right time for our region as Kirkwood recently launched their aircraft maintenance training program.

Child Care

We saw progress in 2022 on this workforce issue with the creation of Child Care Business Incentive Grant that will provide a total of $25 million to support child care projects, including funds awarded in our region.

The continuation of the Employer Child Care Tax Credit within the Economic Development budget further encourages businesses to provide child care to their employees. We also remain active on the Iowa Women’s Foundation’s Business & Child Care Coalition to help businesses strategize ways to address employee child care challenges.

Business Environment

The legislature passed, and the governor signed into law sweeping tax reform that adjusts both personal and corporate income taxes for businesses of all sizes.

• Personal Income Tax: Phases in a flat tax rate of 3.9% by tax year 2026. Reduces the number of brackets and rates over the same years.

• Corporate Income Tax: Reduces corporate income tax rates to a single rate of 5.5% from the current 9.8% if the state’s net receipts are

more than $700 million in the previous fiscal year.

• Retirement Income: Exempts all income defined as retirement income for taxpayers aged 55 years and older starting in tax year 2023.

• Capital Gains: Removes capital gains tax on the sale of stocks from employee stock ownership plans (ESOPs).

• Tax Credits: Preserves tax credit programs, but lowers refundability of several programs, including Research Activities Tax Credits and Redevelopment Tax Credits to increase state revenues and offset rate cuts.

With 2022 being an important election, the Cedar Rapids Metro Economic Alliance and Iowa City Area Business Partnership joined forces for a Regional Candidate Forum series which allowed our members access to federal and state candidates. Candidates shared their priorities for Iowa and listened to the business community’s priorities.

Policy on the Rocks Engages Members

Policy on the Rocks returned last year to provide two mid-session opportunities for Economic Alliance members to speak to legislators. The casual event gives lawmakers and members the opportunity to network and discuss important issues in a relaxed environment.
