FROM THE EXECUTIVE DIRECTOR: TEN YEARS OF ACCOUNTABLE PROGRESS A former colleague used to chide me often about the Economic Alliance’s metrics and scorecards. “Is there anything you guys don’t measure?” she asked as she was getting acclimated after experiences with other economic development organizations that were a little “looser” with their accomplishments. With 10 years of the Economic Alliance’s successes and failures to now look back upon, I’m certainly proud of that transparent accountability. It’s true not all economic development organizations do it this way. But I believe it’s critically important for us to clearly show – in specific and measurable ways – the progress we’ve made toward the goals and priorities our members have helped establish. Almost 1,200 business members invest in the Economic Alliance. You trust us with your dollars with the expectation we are doing everything in our power to drive economic and workforce growth strategies and to help businesses succeed. And we owe it to you to be very transparent about how we’re doing – both the good and the notso-good. In 2021, we achieved 37 of our 48 strategic and operational goals, which equates to about 77 percent. You need context to know if that was successful or not. If those were all layups, 77 percent isn’t too good. If those were all 3-point shots, then we had one heck of a year. It was somewhere in between, of course, but I can unabashedly assure you it was a strong year by the metrics. The highlights of many of those outcomes are included in the pages of this Annual Report. And if you want to go into even greater detail, please reach out to any Economic Alliance team member. We would be happy to walk you through all the successes and failures. Some of the goals we missed relate to economic or political factors we don’t control. We can try to influence outcomes, but sometimes even our best efforts can’t get others to move in the direction that will create the most economic growth or business success. Among things we can control, I’m most proud of measures of hard work the Economic Alliance Team puts in. Engaging more than 80 percent of our members in some substantive way is a demanding goal that we have now achieved four years in a row. And by the numbers, 876 meetings with 343 companies is extraordinary for a relatively small staff. Many of the successes highlighted in this report were accomplished in collaboration and through partnerships in the region, never alone or in isolation. We are so grateful to live and work in a community where we can connect with each other to create opportunities that are better and more inspired than any of us could have achieved alone. We are proud to serve this business community and will continue to provide value where it is most critical. Thank you, as always, for your membership.

ECONOMIC DEVELOPMENT 2021 saw many successes despite another challenging year with supply chain delays and workforce availability. The Economic Alliance assisted with the successful passing of the Local Option Sales Tax extension into 2034. Our area led the state in the number of Workforce Housing Tax Credits handed out, with five projects in Cedar Rapids, Marion and Hiawatha. The Economic Alliance helped secure nearly 15% of the money awarded in the state, and these awards equate to nearly 325 new housing units and $4.5m in awards. The need for more housing and redevelopment of older buildings contributed to the successful extension of the Brownfield/Grayfield Redevelopment Program in 2021, and increased funding for this program.

AREA SEES SUCCESS IN BROWNFIELD/GRAYFIELD REDEVELOPMENT TAX CREDIT PROGRAM Included in the developments of 2021 were 3 projects; 2 in Cedar Rapids and 1 in Vinton that were awarded $1.5m in tax credits and received final approval by the Iowa Economic Development Authority Board. This tax credit program is capped at $15m per fiscal year with a maximum award of $1.5m per project and is offered as a way to promote economic health of communities by reducing environmental hazards, cleaning up eyesores, creating jobs and boosting tax revenue. The Economic Alliance consistently advocates for funding from the Brownfield/Grayfield Redevelopment Tax Credit program, and other key economic development incentives that demonstrate a positive return on investment, particularly those that further workforce and development efforts. WORKFORCE CONCERNS AND OUR DIRECT IMPACT Workforce concerns moved to the forefront for many members in 2021 and the Economic Alliance responded with ideas and solutions. We created a Workforce Solutions Guide for members that offers answers on how to grow a quality workforce. The guide is a toolbox for members and lists the many programs, grants, collaborators, alliances, and other ideas available to employers. Since sharing this resource, we have helped more than 300 businesses improve their workforce efforts. The need for this resource guide became more apparent when the Economic Alliance hosted a workforce roundtable with Governor Kim Reynolds and many regional employers. At the roundtable, businesses and organizations shared concerns about workforce challenges, with many not realizing the programs and grants already available in the state and our region. The Workforce Solutions Guide offers all available workforce resources in one place and is available for all members of the Economic Alliance. The Economic Alliance is leading the way for even more assistance in workforce. Our public policy priorities, which are created with input from members and in collaboration with the Iowa City Area Business Partnership, offer even more ideas and solutions for public policy decision makers on the federal and state level. We will continue to champion for our members in this area, which many members say is their number one WORKFORC concern. E SOLUTIO

In response to these increased workforce issues, ICR continues its Talent Hub efforts. Launched in 2019, this initiative is a specialized and interactive marketing campaign that focuses on attracting talent from outside our region. We continued to push this initiative in 2021 and saw success. Last year, many of the applicants who used the Talent Hub landed jobs with employers in the Cedar Rapids Metro. After being totally virtual for the majority of 2020, we were able to continue our intern program, IgniteICR, as a hybrid opportunity offering more than 250 students in the metro area a chance to gain valuable experience throughout the summer in the business sector. The young professional’s program, ImpactCR, continued in 2021 to create experiences that connect and engage young professionals with people and places in our community. The group’s networking events continue to be held monthly, helping to cultivate the future business and community leaders of Cedar Rapids. In 2021, we also helped host the first-ever virtual ICR Regional Career Fair where five area colleges, 67 employers, and 257 students participated in a virtual event. Many of the more than 240 student and employee introductions turned into full time offers and we were pleased to facilitate this interaction.

BUY LOCAL BATTLE CRY RINGS YEAR ROUND The Cedar Rapids Metro Economic Alliance championed a local-first mindset yearround in 2021. It’s been a challenging few years, and we know first-hand the negative economic impact both the global pandemic and derecho disaster have had on our community. Now more than ever, the continued importance of buying local and giving local is critical to keeping the lights on and doors open for our incredible local businesses, restaurants, organizations and nonprofits. We’ve kept buy local initiatives top of mind in our strategic plans with the purpose of increasing not only local spending, but also business-to-business local spending. Through initiatives and substantive storytelling throughout the year, we’ve been able to showcase and amplify the message of keeping dollars local to both membership and the community. These events and initiatives included: •

Cedar Rapids Restaurant Week - A week featuring 20 participating local restaurants who showcased their unique culinary flavors to the community.

Downtown CR Dollars - This program launched in late 2020 and ran through July, 2021 with 522 participants who sent in 2,701 receipts totaling $181,197. The Downtown SSMID infused the program initially with $64,250 to downtown businesses for gift cards, in which 2,130 gift cards were sent to participants. This created a total of $245,447 in downtown economic impact at 34 unique, local businesses.

Cedar Rapids Downtown Farmers Market and Market After Dark - Two highly anticipated events returned to their in-person glory in 2021. More than 220 participating vendors helped bring back these placemaking events that are community favorites.

CR Summer Rally - A new buy local program for 2021 incentivized patrons to get out and enjoy more than 22 participating arts, culture and entertainment member businesses and venues this summer. From July through September these theatres, recreational venues, music halls and more gave away more than 40 giveaways throughout the community.

Buy. Give. Grow. - This program selected 15 member businesses, organizations and non-profits with unique, influential stories to highlight and encouraged Dark Backgrounds local buying and giving during the holiday season from November to December.

Each have their own voice, their own purpose and calling to support different sectors in our area. We are proud to have brought these to the community when they’ve needed them most, and couldn’t do it without the support of our members and the broader community alike. The Economic Alliance also offered a variety of programming to grow and develop business, continue our members’ development as community leaders, foster professional growth, collaborate and create something new, or simply meet and network with other professionals through our business support programs held yearround. In total, we had 2,859 participants engage in 47 different programs and networking sessions. Connecting our members to each other provides a shared value and connection that fosters growth for all.

In 2022 we have no intention of putting the brakes on our buy local charge. Let’s continue to move forward together as one to support our one-of-a-kind local business community.


EXISTING INDUSTRY SNAPSHOT Insights from business leaders drive priorities and initiatives the Economic Alliance chooses to undertake related to business recruitment and retention, workforce development, community development, business support, public policy, quality of life and other issues. We get input in a variety of ways, but one of the most comprehensive tools we use is called a Synchronist Survey, which provides in-depth analytics we can also compare to similar data on a state and national basis. Each year the Economic Alliance conducts in-person interviews with interstate commerce companies to generate annual existing industry data. We surveyed 123 C-level executives, plant managers, and site leaders in collaboration with our local economic development partners. We are pleased to provide and highlight a few of the major outcomes from this research.

PUBLIC POLICY ADVOCACY MAYOR FORUMS & VOTER RESOURCE GUIDE Public policy is one of the core functions of the Economic Alliance. We advocate for pro-growth policies at all levels of government. One of the keys to achieving good policies is having the right candidates elected to office. While the Economic Alliance is a non-partisan entity and does not formally endorse or donate to political candidates, we do encourage our members to be informed on the issues and vote for business and communityfriendly candidates and initiatives when they go to the polls. Once again, to help our members in their voting decisions, the Economic Alliance put together a Voter Resource Guide in 2021 as voters made their choices for Cedar Rapids city council and mayor. Because Cedar Rapids was forced into a Runoff election, we also put together a more in-depth Runoff Voter Resource Guide for the two remaining mayoral candidates and hosted a forum for all Cedar Rapids mayoral candidates with Hawkeye Area Labor Council and KCRG-TV. We were the only organizations to host a runoff forum maximizing access to the candidates for our members.

WORKFORCE LEGISLATION Growing and developing a workforce that matches the needs of our businesses remained our number one priority in 2021. We worked toward success in areas of child care, redevelopment, housing and training. We pushed to end barriers to work in the child care area by addressing the “cliff effect” that gradually reduces child care assistance benefits to allow for more people to remain in the workforce, as well as the doubling of income thresholds for those eligible to receive the Child Dependent & Development Tax. The ongoing need for more housing and redevelopment of older buildings in our metro area

had us pushing successfully to increase funding for both the Workforce Housing Tax Credit as well as the Brownfield/Grayfield Redevelopment Program. We saw the extension of both these programs, including ending the backlog of projects in our urban centers. Our priority to advocate for funding of training workers that aligns with the needs of employers saw more success in 2021 as legislators agreed to continue their support of the Future Ready Iowa Employer Innovation Fund and Last-dollar Scholarship fund, the Iowa Skilled Worker & Job Creation fund, STEM internships, Career & Technical Education, Early Childhood Iowa fund and Workbased Learning programming.

INFRASTRUCTURE Legislation to modernize our nation’s Infrastructure systems has long been a priority of the Economic Alliance. The overdue need to fix our nation’s crumbling infrastructure, including Iowa’s deficient bridges, grow our economy, create jobs, keep the U.S. globally competitive and strengthen our quality-of-life initiative finally became a reality in 2021 with the passage of the $1.2 trillion federal bipartisan infrastructure package. This allows us to move the dial on completing flood control, finishing the Tower Terrace Road interchange, making the I-380 commute safer, keeping up with the growth at the Eastern Iowa Airport and expanding reliable broadband throughout the state. Over the years, we have advocated with diverse coalitions, groups, individuals, Chambers and economic development groups from throughout the United States to push for passage of bills. It’s not often a topic is supported by business leaders and union members, by rural and urban interests, by Democrats and Republicans, by the Midwest and the coasts. It was a historically unifying opportunity to modernize our nation’s infrastructure in a fiscally and environmentally bipartisan way.


SHIFTING PLANS FOR SUCCESS IN 2022 AND BEYOND Another 2021 achievement sets the region up for more success in the future. Area business leaders recognized the pandemic and its aftermath had so drastically changed numerous economic factors that the region needed a new 5-Year Regional Economic Development Plan. No matter that the old plan was less than four years old, it was time to figure out what new growth strategies might work, as well as what old growth strategies might have been rendered useless. The East Central Iowa Council of Governments (ECICOG), with consulting help from FutureIQ out of Minneapolis, was given a very clear directive from a central strategy committee of major stakeholders from throughout the region: Create one unified regional economic development plan that everyone believes in and we can all use as the framework for future development decisions in our region, counties and communities. That was no small task – especially given the past failures of other similar plans – but the Regional Plan has gotten strong buy-in from business and community leaders throughout the seven-county region because of an exhaustive planning process that involved many hundreds of people from all walks of life throughout the region. The Regional Plan is scheduled to be published soon and is already having an impact in the region. Johnson County is working on a local plan using the Regional Plan as its guidepost. The Economic Alliance board of directors delayed final editing on its 2022 priorities to ensure its goals align directly with key strategies in the Regional Plan. Another regional organization will use the plan to seek grant funding for a major new workforce initiative. And now other communities and organizations have begun talking about making sure their next round of local economic planning takes advantage of the great work done by the regional planning process. We’re proud of the role we played in the regional planning process and count it among our 2021 highlights. But more than that, this is yet another example of how most of our work happens in collaboration with others. Kudos to all those involved. It has not always been easy, but through discussion and compromise and consensus building, the region will be blessed with a true unified regional plan that should pay great dividends in years to come.
