Happy November!
By the time this reaches your inbox, Election Day will be behind us. Hope it went well for everyone and good luck with onboarding, reorgs, etc.! I for one am looking forward to putting this election behind us. This was a really tough campaign season at my agency.
It’s been a pretty quiet month on the CCAC front since my last message.
The Board is gearing up for our meeting on November 19th which I hope you’ll attend. We’ll be discussing the Scholarship Policy, considering adoption of the 2025 CCAC Legislative Platform, and receiving an update on financials, among other things.
The 2025 Conference Committee is hard at work reviewing session proposals for next year’s conference. Additionally, a survey went out this week regarding the Annual Banquet. Please do take a moment to respond – all entries will be entered into a raffle for a $50 credit at the Merch Store!
While not CCAC related, it’s worth mentioning that in October, the Cal Cities Annual Conference was held, which includes the Wednesday morning City Clerks Workshop.

At that workshop, the 2024-2025 City Clerks Department Officers were sworn in, and I handed over the Presidency to Ashton Arocho. I know she’ll lead the department well this next year!
The 2024-2025 Cal Cities City Clerks Department Officers are as follows:

• Immediate Past President – Jessica Blair During Marc’s elections report (as Immediate Past President at the time), he mentioned that he ran for 2nd VP again as there were no nominations submitted and encouraged everyone to get involved. Sitting on the department board for Cal Cities is not a huge time commitment and it’s a good way to test the waters to see if board leadership is for you. Please consider throwing your hat in the ring next time there’s a vacancy or call for nominations. If you have any questions about the time commitment or what all it entails, please reach out to any of the names above. It’s a good way to give back to the profession and further develop your skill set.

SCHOLARSHIP UPDATES

Over the past several months, the CCAC Scholarship Committee has been diligently revamping our scholarship policy to better serve our members. We are excited to share the proposed updates designed to provide you with the resources necessary to achieve your CMC or MMC accreditation.
Here’s what’s in store:
More Flexibility: Say goodbye to the educational vs. institutional use restrictions! You’ll soon be able to use scholarships for any IIMC-approved course or program, prioritizing in-state trainings.
Tiered Scoring: We’re introducing a tiered scoring system that aligns with different scholarship award amounts, offering more levels of awards.
Membership Requirement Change: We’ve got great news for new members! The one-year membership requirement is being reduced to just 6 months, making it easier for newer members to qualify for scholarships.
We believe these changes will create a more fair and open process for everyone. The CCAC Board will review these revisions at the November 19 Board meeting, so stay tuned!
In the meantime, don’t miss out on the current scholarship opportunities available for this fiscal year. Applications are now open, so jump on it and submit yours as soon as you can. For all the details, head over to CCAC’s Scholarship page.

NEW LEGISLATION SPOTLIGHT
The following bills were signed by the Governor in 2024 and go into effect January 1, 2025.
The information provided here is a brief summary and is not legal advice. Refer to the original legislation and/or your legal counsel for applicability to your agency and full details.
AB 1170 – Electronic Filing of Form 700 (SEIs)
Summary: AB 1170 (Valencia) 1) requires officials whose filing officer is the FPPC (most 87200 filers) to file their Statements of Economic Interests/Form 700 using the FPPC’s electronic filing system, 2) requires redaction of certain information from SEIs posted online by the Commission, and 3) allows for electronic retention of certain paper reports and statements.

– Ethics Training Course
Summary: AB 2631 (Fong) requires the FPPC to provide the local agency officials ethics training course in perpetuity.
SB 1243 & SB 1181 – Campaign Contributions: Pay-to-Play/Levine Act Rules
Summary: SB 1243 (Dodd) & SB 1181 (Glazer) update the “Pay-to-Play”/Levine Act rules (Gov Code 84308): 1) increase the threshold for applicable contributions to officers from $250 to $500; 2) exempt contracts valued under $50,000, contracts between two or more government agencies, contracts where no party receives financial compensation, and the periodic review or renewal of development agreements, as specified, from the provisions; 3) increase the time for officers to cure a violation from 14 days to 30 days. MENTOR PROGRAM UPDATE

As we embrace the season of gratitude, it’s the perfect time to reflect on the invaluable impact each mentor has made within our community. November brings an opportunity to give thanks for the dedication and kindness of mentors who invest their time and expertise to guide others on their professional journeys. This update highlights the accomplishments of our mentees and the mentors who have been there every step of the way. Their generosity in sharing knowledge and support creates an environment where we all continue to grow and thrive together.
Thank you to every mentor and mentee—your commitment to each other enriches our association and strengthens our profession.
STATUS OF MENTOR ASSIGNMENTS
The following are updates on the mentor assignment status of those who attended the Nuts & Bolts workshop in August. We had additional members opt into the program. I’ve made significant progress in matching participants with experienced mentors, ensuring that each new clerk receives the guidance and support they need to thrive in their roles. These pairings are designed to help our newer members navigate the complexities of the profession while building valuable relationships within our community. These new pairings of mentors and mentees are already actively engaging in meaningful collaborations. As we continue to support these connections, we encourage all participants to take full advantage of the resources and insights available through this program.

To date this year, an impressive 50 individuals have earned their CMC, and 15 have achieved the MMC designation. NAVIGATING PROCUREMENT FOR MODERNIZATION
Procurement is more than just purchasing; it’s about strategy, adaptability, and foresight. For city clerks, the challenges of procurement also involve selecting technologies that align with budgets, regulations, and community needs.
FLEXIBILITY AND EASE OF USE
A city clerk’s role, by nature, interacts across many departments while ensuring compliance with local regulations, making flexibility and usability vital when choosing new technology. Increasingly, clerks favor solutions that integrate with existing systems, reducing data silos and improving communication.
When considering new technology, it’s a good idea to assess its ability to connect with other systems. Look for tools that simplify integration. Tools that work together enable comprehensive data management, enhance transparency, and support easier compliance tracking—things that are essential for today’s city clerk.
LONG-TERM VALUE OVER INITIAL COST
While budget constraints certainly make initial costs an important factor, city clerks should consider total costs (not only of adopting a new technology, but also of not adopting a new technology) and long-term value.
This means looking ahead to analyze costs over a solution’s lifespan. Though it can sometimes be challenging, clerks can advocate for solutions that support growth and more efficiency than existing or outdated solutions.
CYBERSECURITY AND PRIVACY
With cyber threats rising, cybersecurity is a top priority. Technology for municipal use must meet high data protection standards. City clerks, often managing sensitive data, need tools that guard against unauthorized access and breaches.
Seek vendors that prioritize cybersecurity with regular updates to address vulnerabilities. Procurement evaluations should include checks on encryption protocols, data privacy compliance, and data recovery policies to protect public trust. Local laws and regulations should, of course, be considered throughout this process.
INCLUDING STAKEHOLDERS AND ENSURING TRANSPARENCY
Involving stakeholders in procurement is essential for success. City clerks can bridge departments by creating processes with input from IT, finance, and end-users, improving buyin and implementation success.
Transparent procurement also fosters accountability, ensuring municipalities meet legal and ethical standards. Detailed records demonstrate due diligence, which enhances public trust.
LOOKING AHEAD
City clerks’ roles are evolving, and procurement demands are changing to reflect the digital and data-driven nature of governance. By focusing on flexibility, long-term value, cybersecurity, and stakeholder engagement, city clerks can lead modernization efforts in public service.

The survey is open to all city clerks across North America and seeks to gather information about the most timely and relevant issues and trends facing city clerks today. The data from the survey will be analyzed and published in a report that will be freely available. We hope you’ll participate!

MEMBER SPOTLIGHT:
EXCITING CHANGES IN THE CITY OF OAKLEY CITY CLERK’S OFFICE!
The City of Oakley has announced exciting transitions within its leadership team. After 16 years of dedicated service, Libby Vreonis, City Clerk and Paralegal, is retiring. Although Libby will be greatly missed, her effective succession planning has paved the way for Kim Snodgrass, Deputy City Clerk, to be promoted to the role of City Clerk.
HONORING LIBBY VREONIS

Libby joined the City of Oakley in 2008, initially as a Legal Secretary before transitioning to Paralegal in the City Attorney’s Office. In 2011, she took on the additional role of City Clerk, bringing a wealth of knowledge and academic achievement, including a Juris Doctor from John F. Kennedy School of Law and a Master of Laws in Taxation from Golden Gate University School of Law. The City of Oakley expresses immense gratitude to Libby for her 16 years of unwavering professionalism and contributions as a member of the leadership team. As she moves forward, Oakley is confident that Kim will continue this legacy of excellence in her new role as City Clerk. The team looks forward to supporting Kim as she leads the City Clerk’s Office into its next chapter.
WELCOMING KIM SNODGRASS

Kim Snodgrass has spent her entire career in Oakley’s City Clerk’s Office, beginning as an Administrative Assistant in 2008, then advancing to Records Management Clerk, and later to Deputy City Clerk. Her promotion to City Clerk reflects her dedication, hard work, and the exceptional mentorship provided by Libby. She completed the Municipal Clerk Certificate program through San Joaquin Delta College in 2019 and achieved the Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks (IIMC) in 2022. Kim is also a graduate of the Contra Costa Local Government Leadership Academy. Kim has been involved in many projects that helped evolve the City Clerk’s Office, like implementing e-recording with the County.
