I hope you’re all enjoying your summer! Since my last update in winter 2024, I’m excited to share highlights from recent conferences that have enriched our Region.
The Washington Municipal Clerks Conference was held in March 2024 in Yakima, Washington. The conference theme, “Life Begins at the End of your Comfort Zone,” resonated deeply with me. Reflecting on my term as Region IX Director, I’ve experienced firsthand the personal and professional growth that comes from stepping outside one’s comfort zone. I encourage each of you to consider how you can contribute—whether by joining a committee or exploring leadership opportunities. Remember, the only limit is the one you set for yourself! In addition to the outstanding educational sessions, conference highlights included dinner at LaCasa Estrada (thank you, Deb!) and the award ceremonies where exceptional individuals were honored:

In April 2024, the California City Clerks Association Conference took place in San Diego, California, under the theme “Reset, Reconnect, and Reimagine.” It was a fitting theme as it provided me with the opportunity to reset amidst the warm weather, reconnect with the Region IX Leadership Team and CCAC members, and reimagine the possibilities for my state association conference after witnessing CCAC’s offerings. The conference was filled with memorable moments, including joining the CCAC Executive Board and honored guests for a delightful dinner cruise aboard the Hornblower. I extend special recognition and congratulations to CCAC members for their outstanding achievements and contributions:

he joins the IIMC Board of Directors. As my term expiration date approaches in May 2025, I look forward to serving my final year alongside Marc. I’m honored to write my first article as one of your Region IX Director representatives with IIMC. I want to start off by thanking former Region IX Director, Ruth Post, for her three years of service to our region and IIMC as a whole. She made invaluable contributions that will leave a lasting impact for years to come.
As I start my service on the IIMC board, I’m thrilled to work alongside fellow Region IX Director Jamie Newman. During my time as CCAC President, I’ve gotten to know Jamie throughout our many travels in the region. I look forward to her mentorship and guidance as I begin my service to the members of Region IX.
I think it’s always important to remember that your Region Directors are here for you. Please don’t ever hesitate to reach out to us with any thoughts, questions, or concerns. IIMC is always evolving and looking for ways to better serve the membership. Doing that sometimes invokes change. Don’t ever hesitate to share your thoughts or opinions. In order to best represent you, we need to hear from you.
As I reflect on the IIMC Conference in Calgary, I’m so thankful for all the learning, networking, and friendship opportunities during that week. I was particularly proud of the large delegation of Clerks from Region IX at the conference. We truly came out to represent! Thank you again to the State of Alaska for hosting a wonderful Region IX dinner. It was a night filled with laughs, entertainment, and great food! To OAMR President Nanci Sandoval, I want a rematch on our cornhole game!

The Board convened virtually in Executive Session to address an issue in Region III. IIMC policy restricts the disclosure of Executive Session discussions.
The Board (2023 – 2024) met in Calgary prior to the IIMC Conference. Key highlights from the meeting include:
• Authorized Director Shalby to proceed with an agreement with the Association of Public Treasurers of the United States and Canada. This agreement aims to support mutual missions in providing treasury management education, resources, and networking opportunities to members.
• Approved the Education Department’s proposal to continue researching the education hour system from points to hours.
• Accepted the 2023 year-end financials as recommended by the Budget Committee.
• Directed the posting of the IIMC Policy Manual on the IIMC website.
• Referred the Transparency Policy to the Public Relations & Marketing Committee for revision. The goal is to clarify how information is disseminated to members, addressing what, why, when, and how.
• Received committee liaison and staff reports.
• Director Shalby provided updates on future Annual Conferences:
º 2025 – St. Louis, MO
º 2026 – Reno, Nevada
º 2027 – Fort Worth, Texas
• The Board will decide on the 2028 location at its mid-year meeting in November 2024.
The Board convened in Calgary with newly installed Board members actively participating. Key highlights from the meeting include:
• Newly installed President Lisa Garcia outlined her priorities to the Board.
• Director Shalby informed the Board about sending the IIMC Accord of Trust to newly installed Board members for signature.
• Director Shalby presented three options for revising the composition of the Budget Committee. After discussion, the Board adopted a motion establishing the committee
with four executive board members, two current board members, and three members at large holding the MMC designation with a financial background.
• President Garcia’s request to form the “Ideal Group,” aimed at promoting inclusion, diversity, accessibility, and continuous learning, was approved by the Board.
• The Board approved President Garcia’s proposal to create the “Futures Committee,” composed of 10 clerks with less than 10 years’ experience and 5 clerks with more than 10 years’ experience, focused on anticipating and shaping the future of municipal governance.
• The Board approved Director Shalby’s recommendation that the Policy Committee create a Board removal policy.
• International travel was approved for Director Shalby, President Garcia, and the Executive Committee.
• Director Shalby announced plans for a board development session and mid-year Board meeting scheduled for November 14 - 17, 2024, in St. Louis, MO.
• Director Shalby reiterated protocols for engaging with IIMC staff.
• Development of an artificial intelligence policy and a policy on executive sessions, recommended by Director Shalby, was approved by the Board.
• The Board agreed to discuss, at a future meeting, potential revisions to a policy concerning Board Members endorsing candidates, including those applying for incoming Board positions.
• Director Shalby announced the resignation of Director Jaylene Robertson from Region X and outlined the process for filling the vacancy.

The IIMC Board of Directors has approved a new composition regarding the Budget and Planning Committee. The new structure will now include one member at-large to serve on this Committee. Requirements to serve on the Budget & Planning Committee include the following:

• Applicant must be an IIMC member for five or more years.
• Applicant cannot have served on previous IIMC Budget & Planning Committees.
This Committee member shall serve a three-year term, automatically progressing through the positions of the Budget & Planning Committee - Member, Vice Chair and Chair.

RUTH POST, MMC, FORMER REGION IX DIRECTOR
Three years goes fast! And with that, my term as one of your Region IX Directors is complete.
I don’t like to think of it as over; complete has a better ring to it. In addition to having the honor of representing all of you at the IIMC Board level, it has been a once-in-a-lifetime experience to travel to your states, renew old friendships and make new ones, and absorb the challenges being faced locally and at your state associations.
I’m especially thankful for all of the state association presidents past, present and future who are now special friends. Creation of the Region IX Leadership Team and our sometimes spirited meetings leaves memories that will be cherished. Two particular notes of thanks go to my Region IX Co-Directors
Scott Passey, WMCA, and Jamie Newman, AAMC.
While Scott and I had a short one-year partnership impacted by Covid, he instilled a passion in me to promote IIMC membership. These past two years with Jamie have developed a friendship that will endure. And I can’t leave out CCAC
Immediate Past President and new IIMC Region IX Director Marc Donohue. He’s worked hard to come into this new position completely up-tospeed and ready to represent our great region.
Region IX is in great hands in the years to come; and with that, my time is truly complete. It was an honor to serve all of you and thank you for this special opportunity.

APRIL TRICKEY, MMC, ALASKA ASSOCIATION OF MUNICIPAL CLERKS PRESIDENT
This summer in Fairbanks we have had some beautiful evenings to enjoy the Midnight Sun. I don’t have a picture taken at midnight, but the picture above was taken at 11 p.m. last week. It is hard to believe that half of a year has already passed in my presidency for Alaska Association of Municipal Clerks. AAMC is in full swing planning for our 59th Annual Conference to be held in Anchorage, Alaska, December 8-11, 2024. Planning efforts will continue, and we hope to have many things wrapped up by the end of August, so that those who conduct local elections in October and November can focus on administering our local elections.

True to my theme this year “you got to nourish to flourish” I have been busy nourishing both my professional and personal life. It was my pleasure and honor to attend the Washington Municipal Clerks Association Annual Conference in March at Yakima, Washington and the City Clerks Association of California Annual Conference in April at San Diego, California where I was born. My husband James has also been able to travel with me this year. It was a great opportunity to be able to attend training sessions and learn what our State Associations are doing in our Region. The bonus was all amazing people that we have met. The



instant bond and friendships built have been an unexpected blessing that both myself and my husband will never forget. Attending the Annual IIMC was another great opportunity. Every time I attend an IIMC Conference I am ready for the next one! The training sessions, networking and all the late-night fun that us clerks enjoy fill my cup. We have the most amazing Region IX Directors. Because of them, all presidents from our Region had the opportunity to carry our state flags with a little flare at our Region meeting. Thank you everyone who was able to attend the Alaska hosted Region IX Dinner. Because of you, and the planning and coordinating of AAMC members, it was successful night and night. Thank you to Ruth Post, outgoing Region IX Director, for everything she has done for our Region.
I am looking forward to attending the Oregon Association of Municipal Recorder Annual Conference in September. If you have ever considered running for a seat on your own State Association Executive Board/Committee, I encourage you to do so. You will never regret your decision. Our Region Associations need you to continue to do work that is needed for our organizations to help support each other in our professional lives as Local Municipal Clerks and in our personal lives. Our profession is unique, and no one understands better what we go through daily than a fellow clerk. Until next time!

ELIZABETH ADKISSON, MMC, PRESIDENT, WASHINGTON MUNICIPAL CLERKS ASSOCIATION
I hope you are enjoying this time in your personal and professional lives; summer marks the middle of the calendar year, a time for exploration and adventure, and in Washington, a time when the beauty of our state shines, from mountains to sound, and beyond!

Washington Municipal Clerks Association (WMCA) holds our annual conference in March each year and installs our newly elected Executive Committee during our Annual Banquet; a grand celebration, always. I had the pleasure of taking office as President at that time and sharing my theme for the year with our membership:
This theme was many years in the making and ultimately inspired by you and your work; by municipal clerks, in whatever title you hold; by the impact you have in your respective entities and the “clerkdom” at large. We, clerks, are heroes in disguise; many will never see the important work of the clerk, done to preserve and uphold the tenants of sunshine laws, of transparency in government, of service, of impartiality and neutrality. The work of the clerk will last for years, decades, centuries… long after the term of our service ends; the work of a clerk is a legacy. Your work is a legacy.
In my travels thus far as President, I continue to be inspired by the clerks I have met along this journey, from each one of the Region IX States, as well as in our IIMC “Clerk-verse.” Thank you, Superclerks, one and all, for your vital contributions to our profession and the clerkdom.
Our WMCA Executive Committee is comprised of twelve amazing clerks from across Washington State, representing over four hundred members, and service to WMCA is all volunteer based. The 2024-2025 Executive Committee has been hard at work this year, meeting monthly, with robust goals for our operating year (March to March). Highlights include:
• Approving a 2024-2025 Work Plan, including aspirational and operational goals for the year, committee assignments, and foundational projects such as developing a WMCA mission, vision, and values, as well as member engagement, ethics, and an onboarding program for new Executive Committee members.
• Hosting an Executive Committee Retreat focused on Effective and Engaging Communication, including a number of team building activities related to communications, building on our personal styles for the team benefit of WMCA discussions and decision-making.
• Working on our “legacy” documents, those items that will capture our current operations, and support the growth and future of WMCA.
The Executive Committee is supported by twelve WMCA Committees which assist with association operations, such as conference planning, education, fundraising, membership, and scholarship functions. Quite simply, the Committees put WMCA goals into action, and are the beating heart of our association. I am so proud of our WMCA Executive Committee team and Committee chairs and members. I am honored to serve alongside these wonderful WMCA Superclerks.
October 3-4, 2024 - Wenatchee, WA
In the Fall, WMCA hosts a two-day training event including an Athenian Dialogue and Advanced Academy, earning attendees up to six points towards their IIMC certifications. Our WMCA Education Coordinator, Alice Attwood, City of Tonasket, has once again scheduled an amazing two days of training in lovely Wenatchee, Washington; and our Membership Committee will host a WMCA Clerks Gathering/Reception on the evening in between the educational sessions for some clerk fun. This is always a wonderful way to build Superclerk skills and network across the clerkdom, all while surrounded by the amazing central Washington fall colors.
March 18-21, 2025 – Blaine, WA
Our next WMCA annual conference will be held at the lovely Semiahmoo Resort, Golf, and Spa in Blaine, Washington, which sits on the Salish Sea, near the United States/Canadian border. This opportunity includes one day of advanced educational activities where attendees can partake in an Athenian Dialogue or Advanced Academy, followed by two and half days of conference activities including general and breakout sessions, our annual business meeting, and networking events. Registration typically opens at the beginning of December; keep an eye on our conference webpage for more information if you are interested in joining our Washington clerks for this annual gathering!

NANCI SANDOVAL, CMC, PRESIDENT, OREGON ASSOCIATION OF MUNICIPAL RECORDERS
We are deep into hot weather and planning here in Oregon, with most of the State at over 97°F (except for the coast). Our conference committee has been working diligently to ensure a fantastic conference. The 2024 Annual Academy, Athenian, and Conference are open for registration! This year’s conference theme is “Winning Together!” We will be at Wildhorse Resort and Casino in historic Pendleton, Oregon, from September 24 to 27. Your participation and contributions will be crucial to this event’s success and provide you with invaluable learning and growth opportunities!
OAMR is in year two of five of the Strategic Plan. We have streamed-lined several committees and will introduce an organizational chart for the membership to use as a guide. You will see more bylaw amendments to clean up some language and adjust our operations.
• Treasurer Alex McHaddad switched cities and now serves OAMR from Elgin, Oregon.
• The Conference and Special Project & Fundraising Committee have merged to form the Events & Fundraising Committee (EFC).
• The Records Management Committee and Legislative Committee have merged and are now the Records and Regulations Committee (RRC).
• We have a draft organization chart.
OAMR has three new CMCs! Donna Trippett, City of Lebanon; Alexandra Downing, City of Corvallis; and Ronnie Smith, City of King City! There are three new MMCs! Melissa Bisset, City of Keizer, Kara Kerpan, City of Happy Valley, and Kimberly Veliz, City of Wilsonville. Since December 15, 2024, OAMR has 26 new members.
I attended my first Washington Municipal Clerks Association Conference in Yakima, Washington. A ginormous thank you to the immediate past president, Lisa Neissl, MMC, for hosting such an exciting conference—a huge congrats to Liz
Adkisson Jira for stepping up to serve as WMCA’s president.
I also attended my first City Clerks Association of California in San Diego, California. I greatly appreciate the immediate past president and current Region IX director, Marc Donohue, MMC, for allowing me to learn from them and engage in a well-thought-out conference. Also, congratulations to Jessica Blair, MMC, for committing to serve such a great organization as the president.
As I write my last article as OAMR’s president, I can’t help but be completely overwhelmed by the friendships I have made this year. I have learned and grown so much and have been fortunate to see new ideas implemented among the upcoming states’ leaders and Region IX. I have been continuously inspired by the collective passion that Region IX has for the profession. This experience has been fulfilling, and I am proud of what our directors have been able to accomplish for us! Special shoutout to OAMR’s own Ruth Post, MMC, for taking me under her wing and showing me the ropes. I wouldn’t have survived my presidency without her guidance and empathy.

Happy July, everyone! I’m so pleased to be writing my first article as CCAC President for the Region IX Newsletter.
It’s been a busy year for CCAC so far!
At the end of March, I had the pleasure of representing CCAC at the Washington Municipal Clerks Association (WMCA) Annual Conference! Thank you to WMCA Past President Lisa Neissl, newly sworn-in President Elizabeth Adkisson, and the entire host committee and membership for being so welcoming and for putting on an amazing conference. The education sessions, networking, friendship, and camaraderie were heartwarming. The silent auction impressed me more than I can say – WMCA really comes through for their scholarship fundraising! It’s so interesting to see how other associations do things – some very similar, some very different.
In April, the CCAC Annual Conference was held at the Hard Rock Hotel in San Diego! The weather and location were perfect, the education sessions seemed to really resonate with clerks, and the networking is always boundless.

This year’s conference was the first time we were able to swear in our Board of Directors during the President’s Banquet thanks to the Bylaw Amendment passed last year. It was a nice evening and I know all of us on the Board appreciated getting sworn in in front of our peers!
As part of this, we were also able to recognize outgoing President Marc Donohue in front of the membership as well – which I think is awesome! Marc did such an amazing job for 18 months leading this Association. From the Bylaw Amendment, to executing a contract and implementing the new institute program, and so much more, the Board’s accomplishments over the past year plus really brought the association to a new level. It’s all thanks to Marc’s strong leadership and his commitment to this profession that it was able to be done. Marc, thanks again for all you’ve done! It was so nice seeing him sworn in as the next Region IX Director in May in Calgary!
I also wanted to take a moment and thank outgoing Region IX Director Ruth Post for her years of service to our Region. Her contributions were extremely valuable and she will be missed!
Also, during the Banquet, I had the honor of taking the oath as President. I deeply valued the opportunity to take the oath before the membership.
During the Banquet, I announced the association name change initiative. We are knee-deep in working to change the name of CCAC to be more inclusive of all clerks. We’re in the middle of a survey now which includes a few possible new names, and I’ll report back on how that’s going in the next Region IX Newsletter.





I also announced at the conference that next year’s annual conference, themed “Shaping our Future Together,” will be held at the Hilton Signia in downtown San Jose, April 29-May 2, 2025! If you’ve ever wanted to attend one of our conferences, please save the date and join us!
We’re in the middle of our renewal season and I’m happy to say that renewals have gone great, and we’ve also expanded our membership – we’re close to 1,000 members!
As you may have heard in a previous article from Marc Donohue, we went through a revamp of our Institute Program over the past three years. This year is the first year of our new institute, and it’s been very successful. Randi Johl is our new Institute Director and the program is now ran out of the Cal State San Marcos campus. CMC Series 100 was held in February and sold out in 48 hours. We just opened registration this week for CMC Series 200 and that session, to be held in October, sold out in 35 minutes! Capacity for the first year was set at 70 registrants. The CCAC Board and the Institute Director will look at expanding the program next year to accommodate the clear need for this program in the state. In June, the first MMC session of the Municipal Clerks Institute was held and was also successful. There were 50 attendees, and all accounts are that it was a great week with reflective education and programming. Topics included emotional intelligence, organizational belonging, public servant leadership, diversity, equity, and inclusion. As a reminder, the Institute is the only IIMC approved institute in California for those pursuing their Certified Municipal Clerk (CMC) and Master Municipal Clerk (MMC) designations. Each Institute session provides 30 hours of required education and 15 CMC/MMC points. Sessions include one virtual day and four in-person days in response to member requests for hybrid learning.
Last week, the CCAC Board of Directors held its annual Goal Setting meeting. The Board spends two days each year really diving into how we operate, how we align with our goals, and takes time to discuss things outside of our normal day-to-day business. Retired clerk Shalice Tilton facilitated the event. The agenda included items such as reviewing celebrations and victories from the previous Board year, status on the Name Change Initiative, focus areas for the next year, Board roles and responsibilities, accountability protocols, developing a goals and objectives action plan, reviewing policies and position statements, updates on the legislative platform and finances, the Association’s education offerings, and what’s ahead. The Board was thoughtful and engaged and I’m really optimistic about the upcoming year. Lots to come as we execute decisions made.

I’m reaching for a fellow Region IX member in need of help. Monique Lomeli, a dedicated member of the Palm Desert City Clerk’s Office and loving mother of two daughters, is courageously battling colon cancer and is undergoing intensive chemotherapy and radiation in the hope of making her tumor operable. Last year, Monique endured a medical crisis with a ruptured appendix that depleted all her leave. Despite these challenges, the City of Palm Desert is extending her medical benefits beyond the standard FMLA coverage. However, Monique faces a looming hurdle as her short-term and long-term
memorial donation to the Foundation, below are the link and QR code. Others have asked so I’d thought I’d share here. Only share if you want and if you feel it is appropriate. The family is notified when a donation is made. I’m not sure how many people remember Pearl. There are a lot of new faces that didn’t know Pat or Pearl. Others of us still smile when we think of the bird story….that Pat!
