Every employer in Ohio must have a managed care organization (MCO) to medically manage their workers’ compensation claims. The Ohio Bureau of Workers’ Compensation will determine your premium, but YOU determine your service.
The Bureau of Workers’ Compensation (BWC) serves as the state-funded insurance company for all workers’ comp claims. If an employer does not choose an MCO to manage the medical side of workers’ comp claims, the BWC will assign one. The BWC also collects the employer’s premium and makes the initial and final decision on all claims. Employers do not pay the MCOs. The BWC pays them - and reviews their performance.
A third-party administrator (TPA) is an optional resource for employers. They provide a group rating and represent employers in workers’ comp claims disputes. Employers pay TPAs through private contract. This is a just another way for employers to manage their workers’ comp claims economically.

When a new SCORE client seeking help creating a business plan arrives for a first meeting, often he/she begins by saying “Would you like to see my website?” Or “I have a new brochure.” Or “I put a sign up but I’m not sure it’s working.”
In those instances, the client is thinking first of tactics. In a list of business plan elements, tactics should be far from the top. Here are steps that can be called upfront thinking, and they can spell the difference between sustained success and failure. In articulating these steps, WRITE THEM DOWN.
Aspirations. These are NOT one- or twoyear objectives. They are your dreams – what you envision far into the future if your plan and implementation thereof are successful. Why articulate them? They can inspire confidence and fuel creative thinking.
Opportunities. As you peer into the future and visualize progress, these are the ideas that strike you as further benefiting your business or organization.
Challenges. Again, as you think and look ahead, you likely will encounter challenges or obstacles. Write them.
Statement of Situation. List the facts that you deem most relevant to your success. There could be only a few or many.
Financing. How much capital do you have available to invest in your business? Will you need a loan? How much? Create two lists: Known fixed costs and anticipated variable costs. They will form the foundation of your first budget, and it will serve as a historical foundation for future budgets. This will require some estimating.
Staffing. In getting started YOU might well be the entire staff. But look ahead and ask how many employees might you need after 12 months. Or 24. Your aim will be to succeed such that eventually you can’t grow as a one-person band.
Objectives. These are your business objectives for the first one or two years. You should be able to think of at least three or four. If you can’t, think harder. To the extent possible, these objectives should be measurable. Examples: Level of sales you expect to achieve in the first 12 months.
Number of customers you expect to serve in the first 12 or 24 months.
Strategies. These are the broad how-to’s required to achieve your objectives. You should see STRONG LINKAGES between these strategies and objectives. Examples: Making more extensive use of social media. Obtaining speaking engagements. Participating in trade shows. Joining certain civic or social organizations. Note: These are not tactics.
Audiences. These are the people – individuals or groups – who will likely influence your success. Do not casually or immediately think you know all your audiences. As you begin to list them, you likely will think of more.
Audience Expectations. Divining audience expectations is something that many businesses flub. Reason: It requires crawling outside your mind and only then inside the minds of audiences and asking: What do they expect from me? What do they really need or want? Do not overlook the seemingly trivial such as ample free parking and a caller friendly phone answering system.
Messages. They should be ones that will cause audiences to take actions that YOU desire. You should be able to articulate at least 3 to 5 core messages – and some that are tailored to specific audiences. To the extent possible, your messages should differentiate your business from competitors.
Tactics. Unlike those broad how-to strategies, these are the specifics. Examples: If a broad strategy is to make greater use of social media, list the ones that best fit your objectives. If you see speaking engagements as a successful strategy, list the organizations you plan to approach.
Pricing. In pricing your product or service, of course you need to plug in your costs, loan repayment obligations and competitors’ pricing. But do consider pricing sensitivity. That is, avoid prices so high as to turn off potential customers and so low that your offering is seen as inferior quality. Be prepared to EXPERIMENT with pricing. Take into account feedback you receive and ask yourself if you should amend your pricing.
Feedback. This too is something many businesses flub. They are dismissive. Instead, record feedback – whether spoken or written. Periodically review that feedback and adjust your objectives or messages or pricing etc.
Living Document. Building a business plan isn’t supposed to be easy. That’s because it requires thinking – lots of it. Once you’ve completed a plan, it’s of little value if tucked into a file and forgotten. Consider it a living document and review it at least annually – and preferably semi-annually.

The Ohio Bureau of Workers’ Compensation is merging the Drug Free Safety and Substance Use Recovery programs into a new, streamlined program called Substance Use Prevention & Recovery Program (SUPR). BWC made the changes to enhance and simplify overlapping programs into one integrated, unified program. The goal is to reduce customer confusion, increase program utilization, reduce customer paperwork, improve internal administrative efficiencies and streamline processes for both customers and BWC.
An overview of the changes include:
• DFSP Safety grants are replaced entirely with SUR grants
• DFSP participants are automatically eligible to request SUR grants
• Expands reimbursable expenses to include substance use assessments for employers with “second chance” policies
• Switches from a limited enrollment window to year-round rolling enrollments with the ability to earn pro rata premium bonus
• Eliminates requirements to file the Safety Management Self-Assessment (SH-26) and Safety Action Plan (DFSP-5) forms and requires filing of the Accident Report (DFSP-1) only for lost-time injuries
• Integrates the enrollment processes for DFSP and SUR into one application
• Moves SUR grant requests to an online format
• Creates an online “as-you-go” format to allow employers to upload annual report documents throughout the program period
• Provides an online employee and supervisor training option through BWC’s Learning Management System

SoL Harris/Day Architecture announces that applications are now being taken for the John E. Harris III Architectural Scholarship Award. This annual $1000 scholarship will be awarded to a Stark County high school senior student entering an accredited school of architecture as a Freshman in Fall 2025.
This scholarship is awarded in recognition of John E. Harris’ commitment ot quality architecture, community service, and ongoing mentoring of architectural students and interns.

The scholarship is designed to significantly strengthen Ohio’s competitiveness within STEMM disciplines and STEMM education.
Scholarship awards are provided to qualifying students in over 70 approved programs such as mechanical engineering technology, concept-based nursing, HVACR technology, cyber security and computer forensics technology, industrial maintenance and emergency medical services. The total amount awarded annually is limited according to Choose Ohio First guidelines.

The Pro Football Hall of Fame and Canton Regional Chamber of Commerce have named two longtime community volunteers to the top leadership positions for the 2025 festivities that will celebrate the annual Pro Football Hall of Fame Enshrinement.

Vivian “Vi” Leggett will serve as General Chair and Bill Smith as General Vice Chair.
