The north- and south-bound travel lanes, along with their associated entrance and exit ramps occupy a significant portion of the urban landscape of Savannah’s east side. The conditions bounding the county-owned right of way varies, connecting several large swaths of publicly held land, owned by the Mayor & Aldermen of the city of Savannah, the Savannah Housing Authority, and the Savannah-Chatham County Board of Education. Negotiating the relationships between the parcels is key to the construction of the Truman Linear Park Trail, ownership is especially important to placemaking strategies for a variety of sites along the route.

Through minimal shifts in the land use, vegetative and traffic pattern conditions at grade-separated intersections along the parkway, gains in public utility are made. The plans manage the typological conditions of berms, underpasses, exit/entrance ramps, and the bicycle network by coupling pedestrian and public transportation amenities within the Truman Parkway right-of-way and on other publicly held lands. Placemaking strategies create destinations that are supplemental to the primary network goals of the infrastructure system.

Actions on the public interface of the highway its underpasses and berms - includes coupling infrastructure networks and creating habitable place. Site Strategies
Research & Participation
The existing bike route, Police Memorial Trail, is insignificant in the urban network, with limited connection points and serving only as a path without creating place. Much of the political struggle in planning the future phases of the Truman Linear Park Trail and Truman Greenway could rely on significant public involvement to build support and generate community investment in creating vibrant and useful places within the right-of-way that couple new pedestrian and multimodal infrastructures to the existing proposal.
