Advancing California’s Park & Recreation Profession With an eye toward the future, your CPRS State Board and HQ team have spent the past year working on a new strategic framework for CPRS. This framework will serve as the pillars guiding all CPRS programs and services across various levels, including District, Section, Region, HQ, and State Board. These pillars are designed to align goals at all levels of CPRS, ensuring a collective focus on creating a thriving CPRS Community, Advancing the park and recreation profession, sharing Resources, and fostering professional and leadership Development.

What about the VIP plan of the late 1990’s or the California Action Plan, developed in 2019? Both are still valuable guiding documents, advancing the park and recreation profession here in California. And, both helped inform this new strategic framework. The principles and tools outlined in both the VIP plan and CAP live on in this new strategic framework providing a valuable resource for all CPRS members.

As the 2024-2025 Board is installed and the next leadership year begins, there will be more information shared about these new pillars. The emphasis is on members not just understanding but also feeling the impact of these pillars in every program and service offered by CPRS, regardless of when, how, or where you choose to engage. How Public Art Can Help Your Community Shine By Marija Nelson Bleier, Public Art Manager, Public Art Program/Bedford Gallery

Can you remember the last time you walked by a public work of art? Did you pause to think about how it got there? The artwork you see installed in a city plaza, park or near a building entrance is just the tip of the iceberg; it’s the result of many collaborators bringing to fruition something that makes a statement, draws interest, inspires and educates passersby. In Walnut Creek, California, the City and its engaged residents have seen the value and are dedicated to building one of the region’s most vibrant public art scenes. Let’s take a look at the process.

Another hugely important benefit is economic prosperity. Americans for the Arts recently released findings from their major study, Arts & Economic Prosperity 6, siting that nonprofit arts and culture organizations and their audiences in the U.S. generated $151.7 billion in economic activity in 2022. It’s crucial to keep this important benefit in mind when fundraising and making a case to your community about the value of the arts and, specifically, public art as communities with a strong public art presence become cultural destinations. A high-profile work of art will attract visitors from outside the community becoming a landmark piece that drives tourism to your

• Public art is art for everyone! No ticket fee or cost of admission is required to enjoy the experience. Works are created with the intention of being placed in highly visible and accessible areas to allow for engagement and enjoyment by everyone who sees it. • Public art plays an important role in enhancing the overall aesthetics and

PUBLIC ART city. For example, the City of Walnut Creek is proud to have in its collection a unique piece by Seyed Alavi, titled Fountain Head (shown at right). The artist says of this work, “In this piece I combine the concepts of water as a source of life, with the mythological connection of wisdom and the fontanel—the soft spot on a baby’s head. In Greek mythology, Athena, the Greek goddess of Wisdom, was born from the head of Zeus.” When the work was installed, it made quite an impact on Walnut Creek and drew much attention, landing on CNN’s Top 15 Fountains in the World list in 2014.

Who’s Involved When cities initiate a public art project or a private developer chooses to add public art onsite, there are many factors at play. No two public art projects are alike, and most projects require the collaboration of many different parties to accomplish the installation. For example, in Walnut Creek, which features a robust public art collection comprised of murals, sculpture, fountains and installations, each of these fantastic works took a great deal of teamwork to realize. The process begins with arts administrators, such as a public art manager and/or public art coordinator, who are responsible for developing and executing a public art project and bringing together all the different parties to install a substantial and meaningful artwork. In addition to a city’s arts administrators, a project might call for the expertise and insight of city planners, engineers, architects, landscape and maintenance teams, traffic and safety teams, the city attorney, a risk management team, arts commissioners or arts advisory boards, and city council members, as well as outside contractors such as independent art advisors, fabricators, handlers, installers, and of course, the artist. All these parties must collaborate to realize the ultimate goal of creating and installing artwork that is not only aesthetically engaging, but also uniquely reflects the community where it is being

installed, ensuring that it will remain relevant and safe for years to come.

Planning Considerations A public art plan and art ordinance is critical to helping staff and key stakeholders determine guidelines to follow for each project. Although each project will be unique, it is also important that the way the projects are implemented adheres to a consistent set of rules and guidelines to help maintain the integrity of each project. Budget is a major consideration when developing a plan to implement public art. Where is the funding coming from for your project? Some cities, like Walnut Creek, have a percent for public art requirement, which dictates that 1% of the total new construction cost of any private or public building (or a half a percent for nonprofit and healthcare facilities) goes toward public art either by installing art onsite or contributing to a Public Art Fund. Some cities derive their funding from private donors, a “friends of” group, or other nonprofit organizations that contribute to the arts.

Next, there is a plethora of aspects to consider when it comes to planning a public art project, such as location, safety, fabrication, installation, care and maintenance. Organizing an artist selection panel is a good step, as they can help determine budget, artist, fabricator and installer and maintenance.

Ongoing Support & Promotion Marketing the artwork is another important aspect. Once the work is installed, it is critical to make sure that the community knows it’s there, who made it, and its significance. Art that is for everyone is an asset to any community that has expressed a commitment toward diversity, equity and inclusion. Having a significant work of art in place helps foster community pride, so spread the word! Post about new projects on your city’s social media accounts, include information in your email newsletters, and reach out to local media with a prepared press release, access for interviews, or an invitation to check out the work.

PUBLIC ART Another creative way to provide ongoing promotion of your established public art pieces is creating walking tours and scavenger hunts. The City of Walnut Creek provides printable self-guided scavenger hunts for people of all ages to enjoy independently. Additionally, the City has such a large collection of public art that there are four distinct Public Art Walking Tour routes that community members and visitors attend each month (April – November) to learn more about the history and details of each piece in the collection. The art tours are a fun way to connect with other arts appreciators and learn more about the values and ideals of the community. These fantastic walking tours are led by volunteer docents who have a passion for art and wish to spend time sharing their knowledge with the community. The City of Walnut Creek is a community comprised of arts appreciators; they know the value of good art and arts programming and how invaluable the arts are to the vibrancy and economic prosperity of their city. Although the process of implementing public art efforts can be complex, the result is a thriving community with a distinct personality. n

New Tish Tang Mural

Greets Visitors with a Celebration of Hoopa Culture By Hoopa Valley Tribe

Muralist Carl Avery was commissioned to design the mural under the Clean California Hoopa Four project–a $5 million award granted to the Hoopa Valley Tribe under Governor Gavin Newsom’s $1 billion initiative to clean California and beautify public spaces. “I hoped to tell the story of Hoopa with this particular piece,” Avery said. “Many of the things I’ve painted– ceremonial dances, animals, women cooking acorns with hot rocks–are things I saw while growing up here. It’s easy for me to paint the things I know and have seen all of my life.” Hoopa Parks and Recreation along with Avery, who now has painted five murals throughout Hoopa and dozens more regionally and beyond, began preparing the retaining wall

On December 15, the Hoopa Valley Tribe unveiled the nearly completed Tish Tang Mural which depicts a scene that celebrates Hoopa culture with bold colors, traditional designs and wildlife that together capture the beauty and essence of the river and the Hoopa people.

at Tish Tang Campground in early September. First they removed the previous mural, which was well-loved by the Hoopa Community and visitors since 1989. “I am excited to see Carl Avery Jr.’s new mural at the Tish Tang Campground. He is an incredible artist,” said Deborah McConnell, who was the lead artist on the 1989 mural, which incorporated art from a team of youth who sought to curb the graffiti problem on the retaining wall. “I proposed to the U.S. Forest Service that we do a culturally relevant youth project. We accomplished much more than I ever anticipated. The mural lasted nearly 35 years. The old mural

was beyond repair and it is time for something new. Thank you, Carl.” Avery said he grew up seeing the previous mural when his family would visit Tish Tang. “I really want to make Hoopa proud of this piece while representing all of the best and beautiful highlights of the community.” The new mural at Tish Tang is just the first of many improvements planned throughout the Hoopa community. Three other popular locations in the Hoopa Valley, including the Neighborhood Facilities, Pookeys Park, and the Rodeo Grounds will also be improved as part of the project.

The construction plans for the Hoopa Four Project are nearly complete and are anticipated to be put out for bidding by local contractors at the beginning of 2024. The contractor selected for the project will start construction when the weather improves some time in Spring, with construction set to be completed by June of 2024. n

Clean California Local Grant Program The Clean California Local Grant Program (CCLGP), established under Assembly Bill 149 (Sec.16) as part of the broader Clean California (Clean CA) initiative, allocates approximately $100 million from the FY 2023-2024 State budget to enhance local streets, roads, tribal lands, parks, pathways, and transit centers. The program, aimed at combatting litter accumulation, incorporates beautification measures and public art, coupled with litter removal efforts. Guidelines for the program’s development and management were formulated through collaboration with Caltrans, local government agencies, transit agencies, and tribal governments. The funding, contingent on the FY 23-24 State Budget, imposes a maximum grant award of $5 million, with no minimum, and encourages competitiveness for smaller projects under $3 million to ensure timely completion by June 30, 2026. Member Events in Focus: Palm Springs

Our City slogan is “Like No Place Else,” and it is so relevant when it comes to all things Palm Springs Special Events. What makes Palm Springs Special Events unusual, is not the number of events or type of events, and not that we have the longest running weekly arts and crafts festival in California, but that our tiny town (45,000 population off-season, 100,000 plus during tourist season) produces the same number of events that larger cities do, and we do it in style!

Like No Place Else – We celebrate history with celebrations and events galore. Don’t miss your chance to visit the Forever Marilyn Monroe statue, located downtown. She stands 26 feet tall and is one of Palm Springs’ most visited attractions. This is Marilyn’s second visit to Palm Springs, and we celebrated her return to Palm Springs, as only Palm Springs can do. Nearly 15,000 people gathered

Palm Springs has the unique ability to take a small event and make it something special. Who else celebrates their City’s 85th Anniversary by gathering cars to represent each of the 85 years of City incorporation, beginning with a 1938 Chevrolet Master Deluxe - think 1930s era gangster cars - followed by vintage autos from each of the

ensuing years, all the way up to a shiny red 2023 Corvette, parade them throughout the City and then hand out over 8,500 cupcakes to the public. Palm Springs does! I love to tell people that Palm Springs will celebrate ANYTHING! We plant a tree in Palm Springs, and we will celebrate that planting, in style.

With only a giant parachute big enough to cover her, the Palm Springs Fire Department (using a ladder truck) unveiled Marilyn and welcomed her back home. Live entertainment, hundreds of Marilyn look-a-likes, and a spectacular array of fashion from the late 50s and early 60s created a special event like only Palm Springs can do. And don’t miss the birthday party a few people hold for her every year! Like No Place Else – Palm Springs has the longest running weekly art and craft fair in California known as VillageFest. Every Thursday night, downtown Palm Springs transforms into a festive pedestrian street fair. VillageFest, one of Palm Springs greatest achievements, was started in 1991 by the thenMayor Mr. Sonny Bono, the well-known singer and entertainer who famously performed with thenwife Cher in the 1960s. The original idea was to create an event on Thursday night to help attract weekend travelers to come a day earlier and increase hotel nights for our hospitality industry. In true local government fashion, the City Council and the Chamber of Commerce put together a committee to create the first VillageFest. Fun fact: the very first night of VillageFest, it rained, and the event had to be postponed! (Auspicious start, just like good luck at weddings!). While the event has evolved over the past 32 years, it still resembles its small-town original vision with new artists and mom-and-pop sellers starting their journey to become small business owners. You can find unique food vendors and lots of interesting entertainment. The name VillageFest originates because our downtown area was historically called “The Village.” And if you have ever

Like No Place Else – VillageFest takes place every Thursday, (except Thanksgiving). At the height of the season, the event has over 200 weekly vendors. When it’s 120 degrees, you can still find us out on Palm Canyon Drive. We may have less vendors, but we are still functioning with well over 5,000 people in attendance on a weekly basis. During the summer months, the Palm Springs Bureau of Tourism markets to our European neighbors to attract visitors who do not mind the heat. VillageFest is run and operated by the City of Palm Springs, however, it is governed by a Board of Directors, and single-handedly managed by 1.5 city staff.

Like No Place Else – VillageFest is utilized as an incubator for future businesses to become local merchants and continue to foster our local economy on a grander level. VillageFest has been a catalyst for a large number of small shops to become businesses in Palm Springs and the Greater Coachella Valley. Like No Place Else – Palm Springs Special Events is forward looking, but we appreciate and learn from our past, and we embrace and cherish celebrating our native history. Palm Springs is Native land, the Agua Caliente Band of Cahuilla Indians is a federally recognized tribe of the Cahuilla Native people. Their creation as a federally recognized entity can be traced to the early 19th century. The City of Palm Springs values the continued partnership with the native members of our community and in turn, The City of Palm Springs celebrates the Agua Caliente Band of Cahuilla Indians history, and many current contributions by hosting one of the City’s favorite cultural events, KEWIT, which is a celebration of cultural awareness and the embracement of the beauty of our City’s history. As Parks and Recreation professionals, it is incumbent upon us to ensure that their stories are told,

and are told with value, respect and appreciation. Like No Place Else – Coordinating and producing Special Events is in our DNA, as it is a necessity. Tourism is one of the main revenue streams for the City of Palm Springs, and we are very dependent on the transient occupancy tax (TOT) it produces. Special Events, both large scale and smaller scale, bring residents and visitors alike to the city where they spend their hard-earned dollars resulting in an increase in sales tax, TOT, and even home sales. Over the years, the Palm Springs Pride Festival has brought so many visitors who come for the event, love the welcoming spirit of the City, and that has translated into home-buying for many first and second homes here. With the advent of Coachella and Stagecoach concert events located further down valley, we host many visitors to the area during those weekends, who help fill our coffers. These financial boosts help the City to continue to provide needed services for our residents and visitors alike and help improve our quality of life here in the desert. Many of the funds translate

to more parks, more recreation programs and a genuine love for all things, Palm Springs. In 1991, Donald Getz, author and leading scholar in the fields of tourism and events studies, defined special events as “an opportunity for leisure, social or cultural experience outside the normal range of choices and beyond everyday experiences.” As Parks & Recreation Professionals, we often forget the importance of special events, how when we gather our community, and visitors, there is a collective joy that emanates from the people and spaces where our events take place. It is important to be reminded that festivals and events are sparks for wellbeing, they inspire future generations, create lifelong memories, and they provide support for communities to move forward, and for diverse communities to be seen. In a post/current pandemic world producing and hosting special events, reminds us all of the importance of collective joy and shared excitement of coming together, and that is, All of our Place. He is the host and executive producer of the PBS television series America Outdoors with Baratunde Thurston, creator and host of How To Citizen with Baratunde which Apple named one of its favorite podcasts of 2020, and a founding partner of the new media startup Puck. His comedic memoir, How To Be Black, is a New York Times best-seller. In 2019, he delivered what MSNBC’s Brian Williams called “one of the greatest TED talks of all time.” Baratunde is unique in his ability to integrate and synthesize different and difficult topics in a style that’s intelligent, compassionate, and humorous. Baratunde serves on the boards of Civics Unplugged and the Brooklyn Public Library and lives in Los Angeles, California.

Dr. Gale K. Gorke (she/her) Founder & Executive Director, Kids Kan Inc. Specializing in both elementary and secondary levels, Dr. Gale Gorke has impacted the lives of hundreds of thousands of students, teachers, and administrators. In 2004 she created Kids Kan Inc., an international organization that specializes in curriculum design, staff development, activity selection, and program implementation. Her teaching style effectively models a keen awareness of adolescent development and brain-based learning principles, accommodating all students’ ability levels.

Make Connections in the Expo Hall Ranked among the top three largest Park and Recreation EXPO shows nationwide, the CPRS Connections Exhibition Hall features over 200 companies and 700 industry experts. Offering a wide variety of products and services, the EXPO hall promises to spark inspiration and clue you in on the very latest technologies. Engaging with exhibitors from across the country will provide you with invaluable insights for both the current and future planning needs of your agency. The EXPO hall’s official Grand Opening is scheduled for Wednesday, the 28th, at 12:30 pm but will be open for a special event between 10:30 –

11:30 am as attendees are invited to a “Taste of the Expo Hall”. The hall will remain accessible on Thursday from 10 am to 3 pm so make sure to take advantage of all opportunities to explore the hall’s offerings. Cash and prize drawings including a $2,500 grand prize will take place both on Wednesday and Thursday during dedicated viewing times in the Expo. The silent auction is making a return, featuring fantastic items generously provided by participating vendors. All proceeds from the auction contribute to the California Foundation for Parks & Recreation. Attendees can place bids on items displayed at exhibitors’ booths, and

winners can conveniently pick up and pay for their prizes at the Conference Registration Area until 5pm on Thursday. Keep an eye out for University Row and the Best of the Best Awards Showcase. University Row is a unique opportunity to speak with professors eager to discuss research shaping the fields of leisure, recreation, and tourism professions. City of Santa Rosa Hires Donté Watson as its new Director of Recreation and Parks After a comprehensive, nationwide recruitment effort, the City of Santa Rosa has named Donté Watson as its new Director of Recreation and Parks. Mr. Watson has most recently served as the Acting Assistant Director of Parks Recreation and Youth Development for the City of Oakland, where he supervises over 109 employees and oversees a budget of $26 million. Under his purview, Mr. Watson is responsible for 140 parks, six aquatic facilities, 68 fields, 42 tennis courts, 24 community centers, four cultural arts facilities, three nature centers, two boating centers, five historic estates, 27 dog parks, 13 community gardens, four skate parks, an equestrian center, and a full-service fitness, gym, and indoor aquatic facility. Mr. Watson is a Certified Park and Recreation Professional, bringing over twenty years of demonstrated and progressive leadership experience in recreation program development, operations, and facilities management. During his tenure with the City of Oakland, Mr. Watson directed several facility renovations and installations, most notably the master planning of the historic Mosswood Recreation Center and Jack London Aquatic Center. Before his experience as Acting Assistant Director, Mr. Watson served in various Recreation Supervisor roles and as Recreation Center Director for the cities of Oakland and San Leandro, where he coordinated and boosted attendance to significant citywide events, served as department liaison to the citywide Homeless Taskforce/ Encampment Management Team, and worked collaboratively with community stakeholders to prepare appropriate programming and mitigate food insecurity during the COVID-19 pandemic.

Parks & Recreation has seen the end of an era with the retirement of Director Buck Martin. Buck came up through the ranks of P&R in an unconventional fashion, where he worked in concert/entertainment venues, last serving as the General Manager for MCA Concerts at the Amphitheater in Chula Vista. At the end of his second season managing the Amphitheater, he was approached by the City Manager of the City of Chula Vista about a job opening with their recreation department as the Director. He was hesitant at first but also thankful for taking that step to push himself to do something that wasn’t in his comfort zone. It just so happens they hired him. “Building relationships is an important tool to have in your toolbox.” As you can imagine the recreation team at that time wondered, what

does this person know about parks and recreation? At first, he didn’t really say a whole lot. He became a big listener. He took his knowledge of business operations, putting on events, building relationships, creating collaborations, and worked with the team to look at ways of enhancing existing programming. He did a lot in the eleven years he was there. His team built over $125 million of recreation facilities and parks. Everyone on the team had input into the projects, as staff had to run these venues and based on all of their experience, they knew what the public was looking for.

After eleven and ½ years, another connection he knew who had recently been hired as the City Manager of San Marcos contacted him to let me know his Director of Community Services was retiring and encouraged him to apply. Buck hadn’t interviewed for a job since being offered the job in Chula Vista. “I recommend as you move forward in your career, take the opportunity to apply for different jobs and get that interview experience,” Buck encourages. That interview seemed like the longest hour of his life. He must have said something that had some validity, as he got a second interview and got the job. He’s had an amazing eleven years with the City of San Marcos. He leaves a legacy of establishing a Youth Sports Council, the Friends of San Marcos Parks & Recreation, a non-profit arm that

Mia’s Dream Come True: All Abilities Playground Project Introduction Fashioned after a stylized map of the Hayward area, local landmarks are easily recognizable and contribute to a whimsically immersive experience that flows seamlessly through a tapestry of color, texture, sound, and movement. From the imagination of the playground’s namesake – an endearing local girl with a rare form of cerebral palsy – the shoreline, fire station, airport, water tower, and more come to life in a carefully created environment dedicated to inclusion. Mia’s Dream Come True: All Abilities Playground caters to the diverse needs of children and adults with varying cognitive or physical abilities. Instead of creating a space that unintentionally highlights differences, the play space fosters a sense of equality, joy, and hope for every visitor.

Project Narrative Mia’s Dream Come True playground opened in summer of 2021 as a remarkable, inclusive play environment located in the City of Hayward, in San Francisco’s East Bay. Mia and her parents sought a space that would provide unrestricted access to play for both her and her community, regardless of their abilities. So, as the well- worn anecdote goes, Mia and her father Daniel sketched up a design for a park that included all of Mia’s favorite Hayward landmarks on the back of a napkin. With that sketch and a small seed-grant from the Make-A-Wish Foundation, Mia’s family found a champion for their vision at the Hayward Area Recreation and Park District (HARD) and its HARD Foundation. Already committed to programming for individuals with special needs, HARD’s leadership quickly embraced the vision and swiftly prioritized the project.

Collaborating with design consultant RRM Design Group (RRM), Mia’s Dream Come True embraces a vision of equitability, integrating spaces throughout the play space where individuals of all ages and abilities can participate and interact alongside one another. During the design process, stakeholders, including subject-matter experts and Mia’s parents, diligently upheld the project’s core purpose. The result was a profoundly creative realization of the original vision, with Mia’s favorite places serving as the foundation for a network of interconnected spaces designed to engage all the senses. An oversized storybook at the entry introduces visitors to Mia’s story. Upon passing into a dreamy world, playground visitors first encounter the Hayward shoreline, with breaching humpback whales and a fishing boat featuring switch-activated mist from the whale’s blowhole and the

boat’s fog jets, acting as a cooling sensory experience. The swing zone offers various options, including a Liberty Swing for wheelchair users, and swings hanging from airplane wings representing the Hayward Airport. The fire station area contains a roller slide and a small trampoline nearby. A decommissioned City fire truck retrofitted with a wheelchairaccessible cab, was donated by the Hayward Fire Department. The Sulphur Creek Nature Center is located on one end of the park with climbing tree stumps, a friendly caterpillar, hill slides, and a large flower sculpture created by a local artist. The musical therapy zone features interactive musical play instruments including a giant in-ground piano, drums, and metallophones evoking the spirit of the Russell City Blues Festival. A quiet zone, featuring lending libraries and child- sized benches, offers a relaxed

Lastly, at the heart of the park stands the Hayward Water Tower, surrounded by an accessible lookout area to view the park in all its glory. Unexpected surprises and rich details await at every turn, engaging the senses and fostering imagination and play. Distinct areas cater to various play principles, including group play, independent play, sensory play, and creative play. By accounting for each of these principles, the park opens doors for expanded learning, development, and fun for all. Boisterous areas like the music zone contrast with quiet, contemplative spaces for individuals who are easily over-stimulated, offering them somewhere to retreat and decompress. To enhance the variety and quality of the different spaces, the design team created elevation changes on the flat site, yet not a single step can be found within the playscape to ensure a barrier-free experience. The resulting slopes and hills became opportunities for sliding, somersaulting, and lookouts for the imagination to run wild. Major design challenges RRM faced included large, mature trees on site as well as stormwater treatment integration. The design team strategically configured park amenities around pre-existing trees to weave them into the park’s design. This challenge proved to be a huge opportunity, as the park benefits greatly from a mature, leafy canopy that provides shade and ceilings of outdoor rooms. Utility infrastructure was integrated discreetly, with many of the storm drain inlets concealed beneath the pervious rubber surfaces. Stormwater on the park’s north half is treated through landscaped bioretention basins under an elevated boardwalk, while on the southern portion, runoff percolates through porous concrete paving of the parking lot and into a second bioretention basin.

Additionally, a series of inspirational Dr. Seuss quotes are sandblasted into walls and paving. In Alameda County alone, over 350,000 individuals live with a disability, with only a few truly inclusive facilities to serve them. The unique features of this play environment help fill a massive need while representing the Hayward area’s vibrant and steadfast community. The park is exciting and memorable for visitors, and most importantly a place where everyone feels kindness, compassion, and respect – just as the 3 colorful arches within the playground proclaim. n

To realize the vision of local landmarks, the design team partnered with trusted collaborators. Daniels Wood Land, better known as fantastical tree house builders and theme park environment creators, developed several of the park’s structures. Furthermore, a plethora of sponsors were crucial to grounding this park within the Hayward landscape including the Hayward Fire Department who donated the decommissioned fire truck and Kaiser Permanente who donated the airplane at the center of the swing area. Cosumnes CSD Announces Traci Farris as Parks and Recreation Administrator Farris has been an integral part of the District since 2018, serving as Recreation Manager and Park & Golf Operations Manager. Demonstrating her dedication and capabilities, she has been fulfilling the Interim Administrator position since September. During her tenure with the District, Farris played a pivotal role in various significant initiatives, including opening the Elk Grove Aquatics Center, participating in a Government Alliance on Race and Equity cohort, and providing crucial support during the storms that impacted south Sacramento County in January 2023.

Cosumnes Community Services District is pleased to announce the appointment of Traci Farris as its new Parks and Recreation Administrator. Farris brings 21 years of experience in the parks and recreation field and a wealth of knowledge and expertise to the role.

Phil Lewis, the District’s General Manager, expressed confidence in Farris, stating, “Traci has a gift of bringing people together. Her passion will resonate within the community, fostering an environment to improve the lives of our residents and visitors. With her extensive knowledge of the District, Traci is well-positioned to provide exceptional parks and recreation services to our community.” Before joining the District, Farris served the City of Ceres for 16 years. She holds a bachelor’s degree in Recreation Administration from Chico

State University and is a Certified Parks and Recreation Professional through the National Recreation and Parks Association. Farris has also contributed her expertise to the nonprofit board of the California Park & Recreation Society. In her new role, Farris will oversee the operations of over 1,000 acres of green spaces, including 103 parks, and a diverse range of recreation programs catering to all ages and abilities. From youth development and sports to special events and inclusive recreation, Farris is committed to ensuring that everyone in the community can access and benefit from these vital services. Farris said, “I am beyond honored to serve our diverse community, especially as we grow and bring new opportunities for health and wellness with the future CORE Recreation Center. My mission is to support our dedicated park and recreation professionals as we work to preserve the quality of our park system, protect the environment and natural resources, and enhance access and equity to services. I have full confidence in our agency’s pursuit of excellence and am excited to uphold the community spirit that defines Cosumnes CSD.” n

SAGE ADVICE FROM RETIRED CPRS PROFESSIONALS

Introducing “Guiding Lights” Retirement. It is something that many people look forward to with anticipation and they will spend time preparing and planning for retirement. For others, it may never cross their minds. And for an unfortunate few, it just happens to them. Whether “retirement” is something that you think about, the concept of retirement, or completion of one’s career, is something that you should at least consider developing a plan for, as it will almost certainly occur one day for everyone. The concept of working 30+ years for one agency or in one profession, whether it be in Parks and Recreation or any other field, is changing. To get working professionals to at

least start thinking about what retirement might be like, in the coming issues of the California Parks & Recreation magazine, the California Park & Recreation Society (CPRS) will highlight several “retirees” to get their thoughts as to what retirement was and is like for them. These “lessons learned” are intended for you, as professionals, to start planning for your future just as you do the planning for your communities. As Winston Churchill said in a speech in 1948: “Those that fail to learn from history are doomed to repeat it”. We hope some of our words of wisdom from the past will help you as you look ahead and plan for your future.

Guiding Light: Craig Bronzan My name is Craig Bronzan, and I am a 3rd generation park and recreation professional. My first job was working as a gym attendant/umpire as a freshman in high school in 1970. Since that time, I have been working continuously in parks and recreation for 53+ years. My first 8 years were as a part-time employee, followed by a 36-year career working full time. I “retired” from full-time work as Director of Parks and Recreation with the City of Brentwood in December 2013, and have continued as a part-time special advisor consultant in parks and recreation with Management Partners/Baker Tilly for the past 9+ years. I have been a member of CPRS since 1982, and continue giving back to the profession as a Recreation and Park Commissioner with the City of Reno. Craig Bronzan

Q&A with Craig Did I plan for my retirement? My experience has taught me that the term “retirement” means different things to different people. I had never defined the term to mean that I would stop working or giving back as a volunteer. What it meant to me was that I would move from a full-time job to many part-time jobs and endeavors. I remember my first day of work as a full-time recreation supervisor and finding out that as a CalPERS member, if I worked for 37 years, I could retire at

74% of my salary (2% @ 60 formula). That seemed nice and along the way, I realized that use of a deferred compensation plan would add value in the long run to support my pension. Being a planner, I put together the long-range plan to be able to retire when I was vested and could continue a style of living that supported my interests. The Cal-PERS retirement side did not require a lot of planning, but the on-going contributions to my deferred comp program from 1982 through 2013 did and it made all the

difference in the world. Adding a deferred comp program to my CalPERS retirement allowed me to retire when I wanted to retire. I wanted to walk away when the hard things in my career that had been easy to accomplish were replaced by the easy things that had become hard. For me, the political side of dealing with ever changing City Managers and City Councils were the least enjoyable part of the job, and the ones that over time became hard. Continued on page 62…

SAGE ADVICE FROM RETIRED CPRS PROFESSIONALS What was next? I officially retired from my full-time job, and walked right into consulting work with an outstanding company that supported my wish to work when I wanted, and around the schedule that worked for me. During the past nine years I have consulted with over 50 park and recreation agencies to assist with recruitment of directors, efficiency and effectiveness reports, strategic planning, and park and recreation master plans. I have found that the ability to provide recommendations that are implemented by others has allowed me the freedom to recommend the right thing to do while others must massage the political issues that are

different in each agency. My “after retirement plan” also allows me to continue to assist communities including local homeowner’s associations to write standards and specifications for landscape maintenance contracts. Whether it is paid or pro bono, I truly enjoy the opportunity to continue to give back after my official retirement.

Would I have changed anything? I would not change how I planned for retirement; however, I would have spent more time preparing for consulting work as I was fortunate to find something right after my formal retirement. I would recommend that anyone within a year or two of

retirement decide what they want to do after retirement and start preparing in advance. I have found there is a shortage of park and recreation professionals who want to enter the consultant world and there are many businesses looking to add our talents to their consultant list if that is something that would interest you. For those who want to do something other than consult, think about what that is and be prepared so when you retire you can move in that direction when you are ready.

Were there any unintended consequences of my retirement? The one thing I was unprepared for was the decompression that occurred after being on the clock 24/7, 365 days a year tied to my phone/emails of responsibility that went with the position of director. Being able to relax without the expectation that someone might need to contact me took a good 3 months. It took a while before I was able to settle in and did not have the feeling or pressure of being on call that had been a part of my job. Once I realized that calls and emails could be returned on my schedule, I was able to relax and start to appreciate everyday rather than look forward to weekends. Another unintended consequence related to having an identity as director in my community. I have always lived in the communities where I worked and as such, was always well known for the position I held. Once I was retired, I no longer was counted on to provide leadership for parks and recreation and there was a bit of an adjustment for that role I had played for so long. Fortunately, my consulting work came along and I was able to assist a neighboring department for 7 months while recruiting a new director. By the end of that assignment I was more than happy to not have to be responsible anymore. n
