Publisher’s Letter Dear Readers: What is partnering? That is a provocative question that appears on Page 2 of a manual on the subject produced by the California Department of Transportation. The “Field Guide to Partnering on Caltrans Construction Projects” goes on to answer its own question this way: “Partnering is simply a way of conducting business in which two or more organizations make long-term commitments to achieve mutual goals. This requires changing traditional adversarial relationships into team-based relationships.

Partnering promotes open communication, trust, understanding, and teamwork among participants.”

This is not a new concept. Virtually everyone in our industry, and the public owners who hire us to construct public works improvement projects for them, is familiar with the term “Partnering” and, in the broadest sense, what it means. Caltrans, for example, has required partnering in some form to be done on projects since 1992.

But are we really partners? Do we truly exemplify the principles of partnering in all of our words and actions? Or are we just going through the motions, paying it lip service, and then retreating to familiar non-partnering behaviors outside of a partnering meeting?

Those who have been at the partnering game for a long time have learned that for partnering to be truly successful, it requires a sincere and ongoing commitment by all parties. That means everyone should be trained and empowered to be effective partners, particularly field personnel, ensuring that sound decision-making and risk-management occurs on projects, and taking the time to recognize good partnering practices and how they positively impact a project.

In Arizona, where I worked for many years before coming to California, the Arizona Department of Transportation’s General Provisions states “Good faith … means to proceed diligently, avoid hindering, stay within the law and delegated authority, and cooperate.”

Unfortunately, acting in good faith and cooperating seems to have fallen out of fashion on some projects. I’m not sure why. Our industry and our agency customers should have a common goal of delivering high-quality projects promptly and in a cost-effective manner for our ultimate bosses, the taxpayer and transportation system user.

Our association’s Strategic Plan and our Code of Ethics state our industry’s intention to do right by our customers and act in an honest and ethical way, and to strive to achieve high standards in design, manufacturing, inspection and construction, and “deal fairly” with all whom we interact with. That includes our own employees, customers, sub-contractors and suppliers.

We also do our best to “walk the walk,” having woven partnering principles into our interaction with public agencies when we discuss specifications, construction standards, materials testing and more. We have previously had former Arizona Department of Transportation Director Larry Bonine, a nationally recognized partnering expert, speak at one of our conferences, and hand another conference panel discussion devoted to the topic and best practices.

With a new year upon us, I challenge everyone in our industry and our public agency partners and private customers to recommit to the core principles of partnering and deliver successful projects for the benefit of all Californians. That way, when someone poses the question, “What is partnering?” the answer will be “It’s all around you.”

Since 1923, Sully-Miller Contracting Co.’s success has been firmly based in their transportation infrastructure expertise, serving both the public and private sectors. Founded with just five highway employees, one asphalt plant, and a team of mules, Sully-Miller is now an award-winning contractor in the field of asphalt paving, concrete paving and structures, grading, wet and dry utilities, and pavement preservation. Sully-Miller has grown with Southern California, building much of the region’s infrastructure in market segments including airports, seaports, rail and intermodal, military/federal, roads and highways and other specialty projects.

Sully-Miller is a licensed General Engineering Contractor in the states of California and Nevada. Todd Roper is an asphalt paving superintendent for the company, and part of his duties include purchasing the best equipment possible. Sully-Miller has purchased numerous paving machines over the years from Herrmann Equipment, and they recently took delivery of their 19th paver a Bomag CR1030W, 10’ wheeled highway paver. The Bomag CR1030W has recently been redesigned and equipped with the latest state-of-the-art technology. “We especially like the new operator platform with interactive computer and touch screen,” says Roper. “Better technology means greater productivity, and that benefits both Sully-Miller and our customers.”

The Bomag CR1030W highway paving machine also offers industry-leading ergonomic comfort for the operator, and the platform provides “side view” for better visibility. “Keeping our operators comfortable on the jobsite, means less fatigue and that always leads to more productivity,” says Roper. The paver also comes with a new, sleek design, a redesigned, streamlined screed, as well as a new engine pump design that has been relocated for easier access for the mechanics. “We are very excited about our newest paver and just can’t say enough about Herrmann Equipment,” says Roper. “Mike Allen’s expertise and service is second to none in the industry.

Tullis, Inc. – Approaching 50 years of service excellence to the asphalt production and paving industry in Northern California

THE EARLY YEARS Tullis, Inc. has operated successfully in Northern California for 49 years as a general engineering contractor that specializes in grading and paving operations. The company started in 1970 as Tullis & Belli Grading and Paving Contractors (Tullis & Belli) when William Tullis and Andy Belli joined together to go out on their own.

Both men had worked for a large and well-known construction firm by the name of Fredricks and Watson.

Tullis worked for the company as a superintendent, while Belli served as a paving foreman. Remarkably, the two men made this leap of faith without any real capital or equipment, just the raw desire to see their dream into fruition. Their first job was both welcome and humble when they got their start patching ditches for a local public utility company.

LYLE TULLIS MAKES HIS MARK ON THE TULLIS FAMILY ENTERPRISE A few years later, in 1974, Lyle Tullis was just being released from his service and commitment to the United States Air force. Lyle immediately went to work for his father and soon purchased Mr. Belli’s interest in the company for a whopping $11,000. Then, in 1978, Lyle Tullis (Tullis) purchased his father’s 8

remaining shares in Tullis & Belli. The very next year, Tullis brought in Dan Stuart and Dale Calkins as minority partners in the business. Dan had been working for O’Hare Construction, and Dale had worked for William Tullis for many years prior. Both men now owned 20 percent shares in the venture that was by this time doing around $1 million a year. The company was appropriately named Tullis & Associates, and the three amigos successfully ran and grew the business to greater heights each year.

They were paving parking lots and other small asphalt constructionoriented projects. By the mid-80s, the company had grown to the point where they owned and operated six asphalt plants located throughout California, Oregon, and Nevada.

Things were booming, and the company was expanding to unprecedented levels when tragedy struck, and things changed for all three partners. Sadly, Dale Calkins died after battling lung cancer for several years, prompting Dan Stuart to retire, leaving Tullis on his own for the next few years. “We had an auction and sold off most of our asphalt plant assets,” says Tullis. “After a few years on my own, I reached out to Chuck Heller, who had been a superintendent with Kiewit and asked him to join me

in running and growing our company.

This was when we changed the name to Tullis, Inc.” CHRIS HANDLEY JOINS THE COMPANY Tullis, Inc. had been through some highs and a few lows, and the company was weighing their decisions and thinking hard and long on what the future might bring. Then, along came a young intern by the name of Chris Handley, who would bring with him unique talents that would prove to be a catalyst into a rebirth of Tullis, Inc. “Chris came to work for us as an intern from Chico State in the Construction Management Program,” says Tullis. “He joined us full time after graduating in 2001, and his energy, influence, and commitment to excellence was both welcome and appreciated,” says Tullis. “I started to think about retirement when Chris arrived and helped us build it all back up to where we are now doing between $30 million to $50 million annually.”

Chris Handley became a 50 percent partner in Tullis, Inc. in 2014 and now runs the daily operations of the corporation. Tullis, Inc. currently owns and operates an asphalt concrete plant in Shasta County, as well as manufacturing and supplying

aggregate materials from their Shasta Ranch Aggregates facility in Anderson. “We also own a couple of crushing plants and have a royalty arrangement with an alluvial deposit on the Sacramento River in Anderson and recently opened another south of Redding on the property of Sierra Pacific Industries,” says Tullis. “We furnish the aggregates necessary to run our operation, as well as providing these materials to commercial customers in and around the Redding area.”

Tullis, Inc. tried their hand in the concrete construction business for a short time but found that that it did not fit in well with their vertical integration model. They have put their full and entire effort into paving and grading jobs, with an emphasis

on widening freeways and working on public works project for Caltrans and other agencies. “We purchased a new Terex asphalt plant around 10 years ago, and we are thrilled with the production and reliability we have been getting since,”continues Tullis.

The Tullis, Inc. asphalt plant is rated at 400 tons per hour, and it fully supports all of the company’s paving operations, as well as providing hot mix asphalt for other contractors in and around the Redding area.

Tullis, Inc. also owns and operates an impressive fleet of Caterpillar machinery, as well as five Volvo asphalt pavers. “We go with Cat for reliability, uniformity, and availability of parts and service, as well as receiving the best resale value,” says Tullis. “I have always gone with Blaw-Knox pavers, which are now under the Volvo brand, and they have never let us down.” Tullis points out that some of his Cat machines have 30,000 hours and are still used in some capacity. “We recently

purchased a couple of new Cat 980M wheel loaders from our local dealer, Peterson Cat, and we keep all of our equipment running smoothly with our in-house equipment management system. From excavators to motor graders and wheel loaders, we keep all of our machines serviced and maintained at all times.”

COTTONWOOD’S RED BLUFF LONG-LIFE PAVEMENT PROJECT ON INTERSTATE 5 One of Tullis Inc.’s most significant jobs was on a Long-Life Pavement project on Interstate 5 for Caltrans in 2012. This job included the removal of approximately 100,000 tons of existing asphalt pavement, with around 200,000 tons of LongLife Pavement being installed and designed to last 40 years or more with minimal maintenance. The $33 million award-winning project also included the use of cement-treated base, and numerous other surface and subgrade repairs. Additionally, 30,000 linear feet of new K-Rail was installed. “This was an interesting and rewarding job where we had to shut down traffic to one lane in each direction and move all traffic to one side of the highway at night,” says Tullis. “It also represents the single largest project in our firm’s history.”

STATE ROUTE 299 RECONSTRUCTION AFTER 2018 CARR FIRE DAMAGE Tullis, Inc. is also proud to have been a part of helping those affected by the devastating and deadly 2018 Carr Fire in Shasta and Trinity counties. As the prime contractor, Tullis, Inc. took on the emergency Caltrans project that rebuilt and repaired 27-miles of SR-299 after the 2018 Carr Fire. In addition to the asphalt construction, Tullis, Inc. also restored slopes and replaced guardrail, culverts, and other drainage systems along SR-299. The $22 million project was processed and completed with determination and efficiency, prompting District 2 Director, David Moore to comment, “I must recognize Caltrans and contractors’ teams on this project who worked tirelessly to bring back the state route to normality.” Interestingly, Tullis, Inc. had bid on and was awarded another portion of SR-299 just before the Carr Fire. “We were awarded another $15 million Caltrans job on SR-299 to install around 40,000 to 50,000 tons 10

of asphalt, so we ended performing both jobs concurrently,” says Tullis.

LASSEN LODGE SAFETY REALIGNMENT PROJECT ON STATE ROUTE 36 Tullis points to the realignment project on State Route 36 as one of the more unique jobs the company has been part of during their tenure.

This was a 3-mile segment of roadway west of Lassen National Park and the town of Mineral. The job was completed in 2017 and included the realignment of 20 road curves while increasing the widths to 4-feet and 8-feet. The contract also called for Tullis, Inc. to increase the catchment areas, improve culvert and drainage facilities, and install guardrails. More than 200,000 yards of dirt and rock were moved in the process, with 24-hour one-way traffic control operations in place for several months. “This project was a great challenge in that it involved numerous steep and narrow cuts and fills,” says Tullis. “This is one of the more technically challenging jobs we have faced in our nearly 50-years in

business. It was scheduled to take around two years to complete, but we were able to get it all done in just one-year, pleasantly surprising Caltrans and frankly, ourselves in the process.”

Like most companies, Tullis, Inc. has seen its peaks and valleys during their five decades of service to the Northern California construction industry. “In the beginning, bonding and capital was a challenge. We made it over that hump in the mid80s with ample financial resources to operate and expand properly,” says Tullis. “I remember hiring our office manager, Cheryl Dickson, in 1995. I made it clear to Cheryl that we were in the midst of regrouping and that there really would not be much for her to do. The downtime did not last long, and Cheryl sarcastically reminds me of my comment now and then.”

Lyle Tullis makes it clear that the credit for Tullis Inc.’s success is shared by all 150 or so team members.

have such extremely low employee turnover,” continues Tullis. “Our paving superintendent, Dusten Hiser, went to work for us as an apprentice 24 years ago. Our office manager, Cheryl Dickson, has been with us for 25 years. Chris Brimhall, our chief estimator, joined us in 2005 after graduating from Chico State in Construction Management. Other young individuals, like Scott Bond, our grading foreman, have been with us 15 to 20 years already. The list goes on and on, and these great people come to work for us as apprentices and remain until they retire. That says something about a company and its culture.” Chris Handley adds to Lyle’s comment by pointing out, “we have one big draw for our employees in that we focus on servicing a 100-mile radius of Redding,” says Handley. “This means that our people are home every night 12

with their families where they belong.

That is how it is supposed to be, and we are happy and proud to be able to provide that for our wonderful employees.”

Tullis, Inc. is signatory to the Laborers and Operators Union and has the best of the best working for them every day. “We rarely, if ever, go to the Hall for help. Honestly, we have laborers and operators from all over the state that work for our company,” says Tullis. “This has allowed us to maintain our success by being selective and hiring only the best here at Tullis, Inc.” Tullis, Inc. recently celebrated its first year as a member of the California Asphalt Pavement Association (CalAPA®). “We researched and found that CalAPA® was on the cutting edge of the technical side of HMA and quality mix designs like Superpave.

We wanted to take advantage of their tremendous knowledge and

relationship with Caltrans and other agencies,” says Tullis, Inc. vice president, Chris Handley. “Caltrans and HMA specifications are constantly being updated, and CalAPA® has their hands on the pulse of these updates and changes. It was simply a good business move to become a member of CalAPA®.”

he California Asphalt Pavement Association trained a record 457 industry and agency personnel in 2019 in a variety of technical classes representing the most diverse offerings in the association’s history.

The 18 classes delivered at various locations across the state ranged from the introductory “Asphalt Pavement 101,” taught by former association executive and senior Caltrans materials engineer Roger Smith, to an advanced asphalt plant optimization training taught

by T.J. Young, a Florida-based consultant flown in to California to conduct two classes.

Other classes delved into the Hamburg Wheel Track test, understanding the Job Mix Formula, an overview of Section 39 of the California Department of Transportation’s standard specifications as they relate to

asphalt, and classes devoted to the new Caltrans pavement smoothness specifications.

“One of the things that has always set CalAPA® apart from other associations is their dedication to creating and sharing superior technical knowledge with its stakeholders,” said Toni Carroll, Director of Quality for CalAPA® member Graniterock. “Not only is the association involved in building street-ready specifications across the state but they drive an overall improvement in company quality control through teaching classes focused on specification, testing, and plant information.”

The classes were in addition to the numerous other technical knowledge-transfer activities the association conducted throughout the year, such as the Spring and Fall conferences, regional technical committee meetings and webinars, and the publishing of numerous “Member Alert” bulletins and a weekly “California Asphalt Insider” newsletter.

CalAPA® has developed its technical training program under the guidance of the association’s Technical Advisory Committee.

Surveys and other feedback instruments over the years have

gleaned valuable input from the industry and agency personnel about what knowledge gaps exist, which in turn has prompted the association to develop or acquire technical training products to fill those needs. In many cases, CalAPA® has partnered with others, such as when the association collaborated with the National Asphalt Pavement Association on a “webinar” January 8 on the subject of Environmental Product Declarations. Presenters during the January webinar were drawn from NAPA, Caltrans, CalAPA® members and the University of California Pavement Research Center. The webinar format was selected for this topic to make it easily accessible to anyone in the state and across the nation.

Graniterock’s Carroll is currently serving as an association officer, Board Secretary, and co-chair of the association’s Technical Advisory Committee. “The overall quality of California’s materials across the state has greatly benefited from this sort of knowledge transfer as companies are able to lower their cost to produce through quality oriented efficiencies and taxpayers are able to benefit from roads that last

“No other association in the state is able to offer such a breadth of technical classes with such high marks from its participants and it shows in the always increasing demand for their content.”

CalAPA® partnered with the Federal Highway Administration to bring a special “ProVal” pavement software class to California. The instructor of that class, George Chang, P.E., Ph.D., Director of Research for the Transtec Group, was the principal developer of the software, was flown in to California from Texas specifically for the April 8 class in Sacramento, which was well-attended.

The ProVal class was designed to familiarize participants with all aspects of the Profile Viewing and Analyzing (ProVal) software, understanding the fundamentals of pavement profiling and analysis, and included an interactive, handson approach to using the software.

The Optimizing Hot Mix Asphalt Production workshop, held Nov. 19 in Ontario, was intended for intermediate- to advanced-level plant operators and QC personnel.

It offered real world best practices covering cold-feed blending, asphalt storage and asphalt metering, aggregate drying, dust-collection and fines return, recycling, drumand batch-plant mixing and load-out techniques. Participants received a comprehensive reference binder and poster.

In course evaluations, participants praised the “very knowledgeable” instructor, “informative information and handouts,” and the “real-life examples” cited during the class.

One attendee noted that they appreciated learning “short cuts that we didn’t know to improve production.”

CalAPA® employs a continuous improvement model for all of its training classes, distributing course evaluation to all attendees, collecting and then tabulating the results. The compiled information is reported to the CalAPA® Board of Directors each quarter, and also shared with trainers so they can

The class covered specification changes and terminology, new ways of measuring pavement smoothness, the many opportunities for improving ride quality, grinding plans and best practices.

“When the new smoothness specification was implemented, it was not only a wholesale change in how smoothness was measured, but was also a very difficult and challenging specification to meet,” Robinson said. “The revised specification, while still challenging, also provides opportunities for contractors to be rewarded for taking the time to be prepared and for implementing best practices, and that is a focus of the revised class. As one participant noted, it is ‘nice to get a perspective

identify opportunities for refining and improving their presentations.

CalAPA® also offers member companies and public agencies the opportunity host a class at their facility for a discounted rate, an option that has proved very popular over the years. The evaluation data from the classes is shared with the host facility so they can see how their employees responded to the class, key take-aways and how they can apply the knowledge to their everyday jobs. Hosts have told CalAPA® they like the flexibility of scheduling the training at a time that is convenient to them and at their own facility, which saves on travel costs and ensures that everyone receives the same information. Having documented proof of everyone who attended the training, plus the tabulated evaluations and other feedback, also helps hosts get a better handle on how much of the information was absorbed and what other training may be needed.

CalAPA® also is a partner, along with Caltrans and California State University, Long Beach, on the Joint Training & Certification Program for materials technicians. The program trains and certifies technicians on numerous test methods for Hot Mix Asphalt, Portland Cement Concrete and Aggregates, using nationally recognized standards. The program through September had delivered 16

The association also helped facilitate the delivery of technical training in California conducted by others, such as when representatives of the National Center for Asphalt Technology at Auburn University conducted a Balanced Mix Design workshop in Sacramento on Oct. 1. CalAPA® assisted with on-site logistics and refreshments.

By far the most popular class offered by CalAPA® for the past 10 years has been the introductory “Asphalt Pavement 101,” which has been refined over many years by Smith, former executive director of CalAPA®, and who previously worked for the Asphalt Institute and as a senior materials engineer for Caltrans.

"As asphalt pavement technology progresses, with more to know, CalAPA®'s ‘Asphalt Pavement 101’ class fills a big void, both for newcomers to the industry and also for those more seasoned,” Smith said. “This 'basics' class is designed to provide practical working knowledge that people can get immediate benefit from.

In addition to the class content, there's added value from the attendees' opportunity to rub shoulders with other pavement specialists from both the industry and road agency worlds."

All attendees of CalAPA® classes receive a workbook that includes presentation slides and other important reference information, such as a glossary of terms and acronyms commonly used in the industry, as well as a certificate of completion.

Last year, the association’s annual “Better-Worse” survey found that recruiting and training the next generation of workers the No. 1 concern among industry and public agency personnel. The CalAPA® training offerings were developed to provide a convenient, cost-effective way to provide the knowledge needed by those new to the industry as well as more experienced hands.

“As a generation of experienced workers depart our industry, a new group of individuals rise-up to ensure the quality work continues,” said Brandon Milar, P.E., CalAPA®’s Director of Technical Services.

“Our Association is committed to assist the next generation in understanding the necessary activities to build quality pavements as well as the best practices to build them efficiently.”

CLEANCOR LNG LLC CLEANCOR LNG provides natural gas fuel to both mobile and stationary asphalt plants that do not have an existing natural gas pipeline available.

CLEANCOR LNG, as part of its full turnkey solutions for both permanent and temporary asphalt plants, will supply, if necessary, all of the LNG storage and vaporization equipment, including telemetry systems, tank level systems and all safety systems, as well as temporary power generation equipment during the transition.

he G3 Way is defined by their Code of Conduct, a written collection of principles and cultural norms that their organization considers significant and holds fundamental to their success. Many companies have a mission statement that you can find on their website that may serve as more of a marketing strategy rather than an actual value system. At G3 Quality, Inc. (G3 Quality), supporting and reinforcing their values of Partnership, Pride, Ownership and Effectiveness is job one. Chris Gerber is the owner and president of G3 Quality, and he was not always interested in the engineering, quality management, materials testing and inspection business. “After graduating high school in Ventura, CA., I had aspirations to become a film major.

I somehow envisioned myself being involved in Hollywood movies or producing light shows for Pink Floyd,” jests Gerber. “I had little to no knowledge of the asphalt industry, but that all changed when I met Lynn Franklin, the owner and founder of BTC Laboratories (BTC) in Ventura.”

Gerber had been working around

the industry without knowing it, mowing the lawns and cleaning the lab as a summer job when he was 15.

Gerber was offered and accepted an opportunity to go to work for BTC in 1997 to perform a variety of tasks, including work in the binder and asphalt lab, and on into more significant responsibilities at the age of 17. “As I was entrusted to actually perform laboratory tests, I then met an individual by the name of Terry Chapman, working for Caltrans in independent assurance, who took me under his wing and showed me the ins and outs of training, test methods, specifications and all things Quality Control/Quality Assurance,” continues Gerber. Little did he know that Caltrans was at the forefront of launching its QC/QA (Quality Control/Quality Assurance) asphalt specification. Gerber worked around the clock to develop a

QC/QA manual and provide field QC/QA services on some of Caltrans first AC Pay projects. Gerber built relationships through everything he did and methodically surrounded himself with individuals that he recognizes as mentors who provided him the opportunity to do great things.

After working in the industry for nine years and armed with this valuable experience, having built a reputable pavement division, Gerber was recruited to go to work for another inspection and materials testing company following yet another of his mentors to Long Beach.

“The company that I had been working for had been bought and sold a few times, and my mentor, Lynn Franklin had since retired.

During this time, I had the chance to learn the business side of the industry participating in stock holder meetings, preparing annual budgets and building new service lines. My responsibilities grew from cleaning the lab to managing a team of 20 while performing mix designs, field inspections and testing by the age

of 25. It took about a year to move away from Ventura and make the jump at the opportunity to continue to learn and experience more in this industry with a well-established firm and a remarkable mentor,” says Gerber. “My job was to start and develop the asphalt pavement division at this testing company and grow and transition it into the existing infrastructure division.” This move represented yet another step in Gerber’s growth and leadership experience, as he took the lead in growing individuals within the company, opening and managing three additional branch offices as well as the list of services the company would provide.

After working for other testing and inspection labs for 16 years, Gerber decided that he was ready to go at it on his own, prepared by his years of experience and a burning desire to succeed. Together with his founding partner, Susan Pierce, G3 Quality, Inc. was formed in 2013, with the G standing for Gerber and the “3” representing the guiding principles: grow, guide and give.

Gerber’s founding belief was to establish a client-focused infrastructure quality management company that partners with all project stakeholders and invests in the success of the project. “We were embraced immediately and with great support by so many in the asphalt construction industry,” says Gerber. “I am thankful for the close partnerships we have built over the past six years. To be recognized as an individual leader with an elite team that provides world-class inspection, materials testing, and geotechnical services to the asphalt pavement and other infrastructure industries is both humbling and rewarding.”

G3 Quality partners with asphalt, concrete and other heavy civil infrastructure-related construction companies by developing their quality programs including materials designs, interpretation of specifications, and construction inspection and materials required by Caltrans and other agencies. “These companies retain us to write a quality control plan, provide assurance that materials meet specifications and provide 29

proactive solutions,” says Gerber. G3 Quality guides its clients through the entire construction process, including materials consulting, pavement evaluations and design and managing entire complex quality programs.

Construction information is critical to the success of a project and G3 Quality provides important inspection and testing data to move a project forward. “We communicate all of this information through our internally developed information system, known as Quality Connect.

This program is an application and cloud based, real-time reporting software that we have developed in-house over the course of three years,” continues Gerber. “We fully invest ourselves in the success of each project, by bringing forward technology that is valuable to our clients; providing critical information any time of the day or night in real time.”

Gerber further explains that G3 Quality field inspectors collect data on their tablets as the work progresses and that information is available to their clients in real time.

asphalt rolling pattern with a target threshold of 93 to 95, and our field technician collects data at 92, a superintendent can receive an alert informing them that they are at the bottom end of the specification,” says Gerber. “All of our field test data is sent back to our office and added to the database, where it is added to the laboratory and sample results corresponding to a specific sublot, along with the inspection reports. Ultimately, a combined report is generated and available for review on our online portal.” Gerber stresses that offering this technology developed specifically for infrastructure quality management to its clients completely streamlines the reporting, corrective action resolution and filing of project data.

They are also on the San Bernardino County Transportation Authority (SBCTA) I-10 Corridor Express Lanes Project providing quality validations services, as well as the LAX People Mover Project and the Riverside County Transportation Commission (RCTC) I-15 Express Lane project. “We truly value the partnerships we have built since our existence and believe our clients trust in the services we provide whole heartedly,” says Gerber.

organization that we became a member of after forming our company in 2013,” says Gerber.

“Being a part of an association, whose members share their knowledge and great talents has been invaluable to the growth of our firm. Going to meetings and events keeps us regularly exposed to current and future clients, and that is just good business.”

According to Gerber, the company’s strategic plans include expanding their presence in Northern California, as they continue to evolve with a growing list of engineering and consulting service offerings.

“Our director of technical services has over 40 year’s experience with cementitious materials and is really expanding our services on research and development” continues Gerber.

“We also have Matthew Ramos, who was my first employee and has been with G3 since Day One. He specializes in HMA mix designs, with 19 years of experience in balanced mix designs and Superpave procedures. Matthew 32

has been a great leader in our laboratory operations with technical expertise all along the asphalt side of our business and oversees the company’s internal quality systems.”

There are also some other opportunities that G3 Quality is looking into nationally over the next few years. Gerber makes it clear that it is his people and their knowledge and work ethic that keep the clients coming back for their services. “We have an incredible team of employees who truly take ownership in their roles located throughout our three offices. With the continued growth that we have experienced each year we have multiple positions that we plan to fill with talented individuals.”

CalAPA® Members met on Nov. 12 for the CalAPA® Contractors’ Dinner Meeting – Topics covered were an important CARB update and Cyber Security Members of the California Asphalt Pavement Association met Nov. 12 at the historic Dal Rae Restaurant in Pico Rivera for a CARB update by Associat Associates Environmental and a cybersecurity presentation by Evolve MGA. The meeting began with Steve Cota, Patriot Risk & Insurance Services, and CalAPA® Contractors Committee Chairman, introducing Drew Delaney of Associates Environmental. Drew covered the revocation of California’s waiver for the California Advanced Clean Car (ACC) program, Zero Emissions Vehicle (ZEV) mandate, and

Greenhouse Gas (GHG) standards that are applicable to model years 2021 through 2025. The waiver revocation action, if upheld after litigation, only addresses greenhouse gas and zero-emission rules for cars and light-duty trucks.California is opposing this attempted waiver revocation in court. All CARB regulations on trucks and off-road vehicles, including the Truck and Bus Regulation, continue to be California law. There have been no direct federal law changes to any other rule.

Allen Hahn Retires After Serving Nixon-Egli Equipment Co. and the Southern California Construction Industry for 38 Years Allen Hahn has been a sales representative for multi-line equipment dealer, Nixon-Egli Equipment Co. (Nixon-Egli) since

1981. Although much has changed in the industry these past 38 years, Allen Hahn’s commitment to his customers and his employer

Nixon-Egli Equipment has never wavered. During his career, Allen sold the companies paving lines in Riverside, San Bernardino, Los Angeles and San Diego counties. Hahn makes it clear that he will miss so many aspects of his job, but nothing more than the friendships and camaraderie he developed with his customers, co-workers and other industry colleagues.

Allen Hahn explains that he loved his job that always kept him busy, doing something different every day and meeting with so many unique individuals.

“I always felt that my job was to help my customers be successful.

Unselfishly guiding them to purchase the right machine for their business was the key to success for both my customer and myself,” says Hahn. “I never tried to push a customer into a machine they didn’t need or one that I just wanted to sell. I always followed that principle and it has served me and Nixon-Egli well these past 38 years.” Allen is looking forward to his retirement, with plans to stay healthy and travel abroad. CA 36
