Annual Condition of Education Released Robert Rader

At its June meeting, the State Board of Education “received” The Condition of Education (2015-16), which contains important information on many issues affecting our public schools. Key highlights from the 2015-16 report are below: • Connecticut’s student enrollment has declined by 4.6 percent over the past six years. • Though lower, enrollment is increasingly more diverse (i.e., 44

percent are nonwhite), poor. (i.e., 38 percent are eligible for free or reduced price meals), and with greater educational needs (i.e., 13.4 percent are students with disabilities while 6.7 percent are English learners). • While the composition of the student population is changing, the teaching force remains quite homogeneous (i.e., nearly 92 percent of certified staff are white). • Suspension/expulsion and chronic absenteeism rates are declining statewide; however, they continue See ANNUAL CONDITION page 8

nine years. At his retirement dinner, in thanking Joe for his “counsel, his wisdom and his friendship”, Bob Rader made these comments about Joe: “Through coalition after coalition, convention after convention, meeting after meeting and teleconference after teleconference, Joe has been a standup guy. He is often the first one to offer to do the work – whether that’s making an important phone call, volunteering to draft a letter or proposal or being a spokesperson for all of us. He has stood strong on behalf of superintendents and boards in our many PEAC discussions, just as Patrice and I stood on behalf of boards and superintendents.’ See CAPSS page 2

Despite the challenges and frustrations of resolving the budget for 2017-19, the Legislature did act to make significant improvements in several areas of education policy. The leadership of the Education Committee insured that these issues did not get overlooked, and they moved from unanimous support in the Education Committee to final action in the House and Senate. and addressed by the Legislature. By reducing statutory professional development mandates, the law enables school districts to use professional developSenator ment time to support Gayle Slossberg educators and their students. (see related article on page 8)   Public Act 17-42, An Act Concerning Revisions to the High School Graduation Requirements, Senator was the result of Toni Boucher several years of effort to insure that Connecticut’s graduation requirements are both rigorous and allow flexibility for student choice. The heightened requirements increased the minimum number of credits for high school graduation to 25, while allowing requirements to be met by successful demonstration of subject matter content mastery achieved through educational experiences and opportunities that provide flexible and multiple pathways to learning.
