Before you read this article, stop for a minute. Try to come up with an area of life that doesnâ&#x20AC;&#x2122;t have some sort of expectations about gender; some kind of assumptions about what boys and girls are â&#x20AC;&#x2DC;supposedâ&#x20AC;&#x2122; to be like. Toys, clothing, hair styles, sports, chores â&#x20AC;&#x201C; you name it, it has a set of gender norms around it. Most children fit more or less neatly into a boy or a girl box. That isnâ&#x20AC;&#x2122;t the problem. The problem is what we, as a society, do to children who donâ&#x20AC;&#x2122;t fit quite so easily into one box or the other. Often, we torment them. Boys donâ&#x20AC;&#x2122;t cry or play with Barbie. Girls donâ&#x20AC;&#x2122;t climb trees or get a crew-cut. And,

With just a year to go before the full implementation of the Common Core State Standards (CCSS) in 2014-15, school districts around Connecticut â&#x20AC;&#x201C; as well as the State Department of Education (SDE) â&#x20AC;&#x201C; are preparing in earnest for the dramatic conversion. In Middletown, Superintendent of Schools Dr. Patricia Charles said that preparations are going well in her district. â&#x20AC;&#x153;We have been working on this for quite a while and certainly a lot of work was done over this past year and again over the summer,â&#x20AC;? she explained. For example, much of Middletownâ&#x20AC;&#x2122;s summer curriculum work for K-5 centered on revising its common formative assessments and making sure â&#x20AC;&#x153;that alignment is there,â&#x20AC;? said Charles. â&#x20AC;&#x153;And in 6-12 we are creating performance based assessments,â&#x20AC;? she added. Middletown has also been working on subject integration, according to the superintendent. â&#x20AC;&#x153;The other thing we are really working on is integrating science and social studies into a lot of our other units that we are doing K-12 for English Language Arts; thatâ&#x20AC;&#x2122;s been a focus this summer,â&#x20AC;? said Charles. Over at the State Department of Education, Dr. Dianna Roberge-Wentzell, the stateâ&#x20AC;&#x2122;s Chief Academic Officer, noted that 2013-14 will be a big year in the lead up to the CCSS. â&#x20AC;&#x153;We are still in our implementation transition; by this year the majority of our districts have at least time See COMMON CORE page 18

especially, boys donâ&#x20AC;&#x2122;t insist that they are girls or vice versa. Except some do. As a member of the Board of Education, you have a significant responsibility to ensure your schools are safe for all the children who attend â&#x20AC;&#x201C;including the ones who are gender non-conforming and transgender. It is not just the right thing to do; itâ&#x20AC;&#x2122;s the law. This short article will explore some of the policies and procedures Boards of Education need to put into place to meet the requirements of Public Act 11-55. We will begin with some definitions. There are essentially three continuums of gender. Though related, each is separate; individuals can be anywhere on each of the three continuums. In addition, especially for children, where on each continuum the individual identifies can vary over time. (See diagram on page 19). â&#x20AC;˘ Sex is about your biology: Your body, internal and external reproductive organs and chromosomes. Sex is generally assigned at birth. Male or female, right? Not exactly. In about one out of every 3,000 births, a child is born intersex (sometimes also called DSD) with missing or extra chromosomes or external genitalia that doesnâ&#x20AC;&#x2122;t look quite as expected. Even at the level of biology, there is significant human diversity. â&#x20AC;˘ Gender Identity is your internal psychological understanding of yourself as a boy, a girl or something See PINK AND BLUE page 19
This past year has provided for myriad of reactions concerning Public Act 12-166 (Education Reform). Of the provisions within this Act, a pilot program was initiated for 10 districts across the state to provide a litmus test of the new evaluation and support. Over 36 districts and district consortia applied to participate in this pilot; of these applicants the following were chosen: Bethany, Orange and Woodbridge; Branford; Bridgeport; Capitol Region Education Council (CREC); Columbia, Eastford, Franklin and Sterling; Litchfield and Region 6; Norwalk; Waterford; Windham; and Windsor. Having been chosen to represent the varying regions, demographics, and performance levels across the state, these pilot groups would provide the initial information regarding implementation of educator evaluation and support. In a press release on June 4, 2012, Governor Malloy commented on this program with the hopes of attaining information necessary for fixing â&#x20AC;&#x153;what is broken in our public schoolsâ&#x20AC;? and improving the performance of all teachers across the state. His statement, â&#x20AC;&#x153;Learning everything we can from this pilot is a huge part of getting us to that goalâ&#x20AC;? left me wondering how effective this pilot See PILOT page 18
