Anyone watching the drama and emotion taking place in the Truck Owner Driver industry over minimum rates for freight? Justice Collier (1/4/16) of the Federal Court has handed down a temporary stay order delaying the implementation of the minimum rate decision, which triggered my interest here. Why is this interesting to the taxi industry? Because this debate is relevant to the comparison between ridesharing and taxi drivers (owner drivers). The Truck Unions argues that there are too many trucking accidents because of declining truck maintenance and owner operators need to work longer hours to pay the bills. Therefore, the Unions argue that minimum rates for freight need to be mandated to ensure that owner operators earn enough to do necessary maintenance and work reasonable hours. The Truck Companies, Trucking Experts and Economists have a different view drawing on competition, pricing inflation and market forces. Sounds familiar doesn’t it? Ridesharing drivers have to pay their own vehicle maintenance and need to work long hours to cover the bills. (see - The Washington Post – Feb 20, 2015 J. Weiner – The hidden cost of being an Uber driver.) Economists hate minimum prices (taxi fares set maximum fares and discounting is encouraged) but they hate maximum regulated fares too. But look what happens when Government goes too far with their deregulation competition agenda. Is the trucking debate going to flow through to ridesharing when maintenance levels and inspection standards deteriorate on ridesharing cars? Evidence from around the world on ridesharing says, Yes. So why is our ACT Gov. so fixated on being seen to be an innovative cutter of red tape but only where its saves them, the Gov, the cost of being a responsible regulator? Last month in CabBerra I asked, when commenting on the ACT Gov’s economic analysis of ridesharing’s benefit to the ACT – “Have the emperor’s new clothes failed to impress his subjects?” This report certainly didn’t impress or persuade me. I am pleased to see other members of the taxi industry take up this comparison of the Emperor’s nakedness, QLD in particular. Other Emperors (State and Territory Politicians) are being universally criticized by small business owners across Australia as being naked when it comes to fully considering public safety, social justice and a competitive level playing field. Here is

one example that should stall all our ACT Gov. politicians in an election year. The ACT Gov are punting that ridesharing apps will take 100% of the booking market. Ask them, I have more than once, and they confirm this view. So what does this mean for the people who don’t have credit cards, don’t use smartphones, those who need help to manage every day transport decisions, the ones that want to talk to a local company that cares about their standing in Canberra and the value of their investment in Australia? Well my assessment is that the ACT Gov. are taking an each way bet that this question wont be asked nor have to be answered before the October 2016 ACT election. Why, because Ridesharing and Apps wont service this market nor these people. It also looks like ridesharing is damaging the Gov’s investment in public transport (Nightrider services). So who, when all the regulations that require universal service obligations (USO) have been removed, will care about these people? Deregulation experience around the world confirms that the price of these services will increase significantly as soon as the Gov. drop their regulatory responsibilities. Experience in the USA and NZ says before long the Gov. will have to reverse their decisions but only after much harm is done. Are they listening? – It does not look like it. The glitter off their new clothes, powered by public relations hype and manipulated social media marketing prevents common sense from giving pause to their enthusiasm. So what is the Taxi industry doing in response. Having just attended the ATIA Australian taxi conference in Queensland I am buoyed to say a lot. Ridesharing appears to have taken less than 6% of the taxi market around Australia and the taxi industry, even in NSW and Victoria are aggressively holding on to their 94% of the market and winning back customers with better service, better cars and new innovative products. New products that don’t only rely on Smartphone technology. One final point – The tax scandals from the Panama Papers is putting added emphasis on corporate responsibility to pay tax. Paying tax in Australia is vital for the future of our life style. Canberrans in particular understand this point. So why would the Emperors give preference to multinational organizations who pay no corporate tax in Australia, make no investments in infrastructure, create only precariat jobs and threaten to break the law when ever they don’t get what they want? They call it innovation and its okay. They are wrong and it looks like the taxi industry needs to prove this in the market. And it looks like we have a lot of customer backing.

Autumn Is A Time Of Growth For The Taxi Industry BY JASON SHIELDS, FLEET MANAGER As the leaves start to fall from the trees, the mornings start to have a chill in the air and the cricket bats are replaced by footballs, we realise that we have succumbed to autumn. We are hoping that for the taxi industry, autumn will bring a rise in the number of visitors to Canberra. The 2016-17 Federal Budget will be released on the 2nd May and there will be an increase in lobbying in the lead up to the Federal Election. Also through autumn, Canberra will play host to the Groovin the Moo music festival at the University of Canberra, and a number of football matches of various codes at GIO Stadium in Bruce and Manuka Oval. In this month’s edition of the fleet news, I want to talk about the Silver Service fleet, taking jobs allocated to other taxis, refusals from ranks, and overall standards. Overall the Silver Service Canberra fleet has been a flagship for premium taxi travel in Canberra for many years. Through great support from our loyal account holders and hard work from the Silver drivers, the Silver Service business continues to grow. However, one area of the Silver business where we continue to see problems from bookings at the Airport terminal. We have experienced problems in getting these customers picked up from the terminal at their requested time due to some drivers in the Silver fleet purposely avoiding these jobs. This is in direct violation of the Silver Service driver standards, which all drivers sign when given a Silver Service pin. Some drivers have been found turning their meter on and off in order to avoid an Airport booking, which has led to some customers being picked up late or not picked up at all. It has also led to other drivers having to drive excessive distances to carry out Airport bookings when other Silver drivers were much closer. The fleet encourages all Silver drivers to do the right thing and accept these bookings at all times. Penalties apply should you be found in breach of the Silver Service driver standards. Moving onto the subject of job stealing and its effect on the morale of the taxi industry. I don’t need to tell drivers that in recent years we have seen an increase in the number of bookings allocated to one taxi being stolen by another taxi. What is less well known, is the increased response to this problem due to a large increase in the reporting of these offences by drivers. In response to written complaints, we have been able to take action against drivers found to have taken a fare allocated to another taxi. Action for this breach of the by-laws can range from a formal warning with the incident added to a driver’s access record up to an infringement of $100.00 or more for a repeat offender. So far this year 47 drivers within the Aerial fleet have faced action for taking a fare allocated to another taxi. Drivers are reminded that

when picking up a passenger from public places, when they have not been allocated that job, they must query the base to confirm the status of the booking and if it is OK to take the passenger. All drivers understand the frustration of no jobs and how it can really change the meter total at the end of a shift. We encourage all drivers to think about other drivers before taking a job that has not been dispatched to them. We are getting an increasing number of complaints about passengers being refused service from ranks and I would like to narrate an incident that occurred on Tuggeranong rank recently. A driver who was parked in second position on the rank received a complaint from a customer after the first taxi on the rank refused to take her. The reason? She was not going far enough to make it “worth the driver’s time”. Thankfully the second driver took this customer home and was able to show the customer that their business was important. To the driver who took the customer and all those who have done the same thing in similar circumstances thank you for your professionalism in servicing our customers. They will only remain our customers so long as we continue to provide the level of service that they expect. The driver of the taxi that refused service to the lady has faced disciplinary action from Aerial. This is a timely reminder to all drivers that refusal of service to customers from ranks due to the distance or direction they wish to travel is illegal. If you want to pick and choose the jobs you do, you have no business working in the taxi industry. Aerial will work hard to assist drivers who show dedication, commitment and pride in their job, but will take a no tolerance approach to drivers who seek to damage the industry through poor customer service. In closing, it was recently mentioned to me that we should consider not doing fleet inspections and driver training because ridesharing companies don’t require them. My response to this was quite clear. Our customers have, for more than 50 years, been telling us that they expect a taxi to be clean, well presented, driven by a driver who has a good working knowledge of Canberra, and also have great customer service skills. How do we meet these expectations? Through a solid driver training program and regular inspections of taxis within the fleet. While the leaves may be falling this autumn, the taxi industry has the chance to grow through the increase in business to Canberra and the continual improvement of service and performance of drivers. MTData Operator Web Client Reports

Aerial Capital Group recently implemented improvements to the Trip Report function on the MTData Operator Web Client. This is to allow operators to easily reconcile account work since hand written dockets were phased out. Operators can now look at the number of account jobs, fares earned, and assess the number of jobs according to Fleet, whilst still utilizing existing useful features such as seeing how long a taxi was vacant. Pre existing features on the operator portal of live taxi tracking and live messaging have remained the same. Improvements include the following additional reporting features: Booking Number Applicable Fleet – It is now possible to easily distinguish between Silver Service and Canberra Elite jobs

Account Job – Operators can see which organization the account work was completed for e.g DVA. Payment Type – Account job or Cash payment This reporting function has been provided its own dedicated server, which updates everyday at 6am to the latest data. This is to reduce the load on the server to ensure optimum performance and uptime for operators. Trip Reports containing the latest data can be generated every morning for the day before. The data provided in the reports is raw to maximize the information provided to the operators. This data is easily filtered to clearly provide the information required by operators. CTIA NEWS CANBERRA TAXI INDUSTRY ASSOCIATION

AUSTRALIAN TAXI CONFERENCE 10th-14th April 2016

This report is written at the Gold Coast, at the venue of the ATIA International Taxi Conference. The theme of this year’s conference is “Think Global- Act Local” a most appropriate theme when the eyes of the taxi industry and those associated with it are focused on the effects on the industry of ride hailing and the industry’s response to the obvious threats. This year’s conference features five international speakers and this reflects the global nature of the present challenges. The keynote speaker, Graham Harvey, of Service EQ, a professional business coach and a person familiar with the taxi industry, agreed with the arguments that condemn the existence of the non-level playing field but stressed the argument that a crisis always presents opportunities. He said the taxi industry is in a position to make great advances. He suggested that Uber is not the enemy, but the real enemy is us. He said it is very rare to find a business that reforms itself if it is not threatened from outside, and that Uber is only part of a passing phenomenon and not the most serious threat. The attractiveness of Uber is not its technology, but the perception of its service. People in many cities have been attracted to something different, because of their experiences with dirty taxis, with drivers who do not greet them with a smile, with drivers who smell, with drivers who pop the boot and sit in their car whilst the passenger loads and unloads the luggage. These are the perceptions that the taxi industry needs to demolish. One of the speakers on Tuesday also saw the entrance of Uber presenting opportunities for the taxi industry. Ms Sonila Mettushi, Manager, IRU Global Taxi Network represents a European based organisation that has been very successful in curtailing the progress of the UberX variant in Europe. They have approved an app that shows a local “skin” on a smartphone but which may be used anywhere in the world. Worldwide, 500,000 taxis are affiliated with IRU.

RU has developed a driver-training program that may be downloaded in an app to a mobile phone so a driver’s training qualifications may be updated on the job. In Europe, there are drivers and there are professional drivers. The aim of the taxi industry must be to eliminate all except professional drivers from its ranks. Also on Tuesday 12th, the South Australian Government announced the entry of ridehail services from 1 July, and promised compensation of $30,000 to licence holders to whom they had sold licences for $300,000 only twelve months ago. A recommendation on ridehail services is expected in August by the Queensland government and although the industry has made a tremendous effort and is hopeful of a reasonable outcome, it is hearing the same reassuring words about the equal playing field heard previously by the rest of us. No speakers have laboured the unfairness of Uber’s entry, but rather on the need to actually apply the message that has been constant throughout the life of Australian taxi conferences, and that is: “get off your backside and clean up your act”. This has led to much attention being focused on technical innovation, to the extent that in this field our industry is second to none in the world, and Australian taxi technology has been exported to many countries. It is obvious that technology has not held back the real threats we now face. Now the competition is not “out there”. It is here, it is visible, and its effects are measurable; and so is our performance. We are in a battle for hearts and minds and the measure of success is customer feelings. Do they get the vibe? The message I received is “Taxi companies must set a high standard and enforce it, taxi operators must meet vehicle standards that impress passengers, and drivers must impress passengers with their professionalism, and those in any group who cannot see this should leave yesterday”

NEW ONLINE PAYMENT FOR CANBERRA ELITE CUSTOMERS

Aerial Capital Group has activated online payments for customers who would like to pay for their travel when booking via Canberra Elite mobile and desktop website www.canberraelite.com.au. Customers will have the following options: • Pay to Driver (cash or card), • Prepay Fixed Fare at the time of booking, or • Automatically be charged the meter fare at the end of the journey. BENEFITS • Quick and easy payment processing. No need for the customer to wait at the end of the trip to pay for their fare. • Payments will be made into Operator’s accounts on a weekly basis. • Customers will receive a tax invoice via email immediately after the transaction is completed. AS A DRIVER WHAT WILL I NEED TO DO? Prepay Fixed Fare At The Time Of Booking When a customer chooses to prepay, the job will be offered as a fixed price job in the same way other fixed price jobs are offered. You will not be required to use the meter but must engage the “Pickup” and “Dropoff” functions on the MTData screen. Do not process any manual dockets. Remember to include the amount in your end of shift summary.

Automatically Be Charged The Meter Fare At The Completion Of The Journey When a passenger chooses to pay online at the completion of the journey you will be required to engage the meter as normal. You will have to follow the prompts to manually enter the total amount into MTData at the end of the journey. The customer’s credit card will automatically be charged. It is important that you enter the correct fare into the MtData unit. If not, the customer will be incorrectly charged. Driver Instructions: Customer Automatically Charged Meter Fare At The Completion Of The Journey

Any job which has a price on completion condition will require drivers to enter the metered fare into MtData. Drivers will not be able to plot into any area and get any radio work until this is done. The condition will appear on the job details.

Once the driver has turned the meter off, this screen will pop up asking for the price to be entered. The driver will then need to enter the final price on the job. The final price should be the price that is displayed on the meter at the end of the fare. *Please ensure that any extra charges (Airport Toll/ Commissionaire Fee) are added to the meter total so the customer is aware of the final price. If you enter the wrong amount, use the delete key and start again.

Please press ok after entering the price

Press finalise to complete the job. You will now be able to plot and accept work. Once you have completed the job by pressing the finalise button the customer will automatically receive an email with the all the job details including final price on the job.

ANZAC Day The 25th of April is one of Australia’s most important national occasions. It marks the anniversary of the first major military action fought by Australian and New Zealand forces during the First World War. Commemorations are being held from the 23rd April in the lead up to Anzac 100th Centenary. Images from the Memorials collection of Servicemen and Servicewomen will be projected onto the Memorial Building.

ENTERING QUEANBEYAN MEANT IT WOULD NOT BE LEGAL TO NURSE THE NEWBORN. INSTEAD OF WIPING YOUR HANDS OF THE PROBLEM, YOU LIASED WITH BASE AND ANOTHER VEHICLE THAT COULD SUPPLY A CAPSULE AND TRAVEL IN QUEANBEYAN AND MAKING SURE THAT THE FAMILY WAS ABLE TO GET HOME SAFELY. WE REALLY APPRECIATE THE EFFORT YOU WENT TO AND SO DID THAT FAMILY.

WE RECEIVED AN EMAIL FROM A LADY THAT PRAISING YOUR HELPFULNESS, YOU SAW HER STRUGGLING TO ASSIST HER AUNT AND MOTHER INTO HER CAR NEARBY AND YOU WENT OVER AND HELPED WITH SUCH CARE AND CONSIDERATION. SHE WAS QUITE APPRECIATIVE. GREAT WORK TESFAY!
