Last month I took some flak about my criticism of the view that Apps will account for 100% of taxi bookings in future. Before I pick up my point again I want to confirm that the ACT Government has asked me to clearly state that it is not their intention to see 100% of taxi booking services committed to an app. So picking up again on the need to provide equivalent services (time, quality, value) to people who choose not or cannot use apps or smartphone digital technology I want to revisit this essential aspect of customer services. The digital market should be about giving people choices. As the number of technologies grow, as the many payment options grab market share there is a need for a service provider to continue to offer the vast range of choices. And it should be Government’s job to ensure the longevity of free choice. Taxis have always been multi providers of booking and payment options. Have a look at the range of payment systems on offer in a cab. A taxi can be booked via phone, web, app, sms, email, letter (snail mail), fax etc. This is good service as it accepts customer flexibility. My point, that I did not emphasise enough last month is that the cost of making this service choice available is not insignificant. The choice is vital to various market segments and this was the core of the old, but now apparently defunct, Customer Service Obligation (CSO) that Government regulation imposed upon a taxi license.

The Gig economy players have convinced Governments and they are now able to offer one booking method, one payment option, minimal complaint services and no help desk option. This is a low cost service model, based on minimal infrastructure that in having Government remove the CSO obligation gives a massive market advantage. I.e. cherry picking market segments where profitability can be maximised. Removing the CSO is not innovation it is, in my opinion, an irresponsible act on the part of Government that will force Government to accept the responsibility to fund the unserviced range of community services. So my point, following on from last month, is still relevant – Why have the Government, abandoned their commitment to the universal service obligation from regulations imposed on commercial businesses, using the spin (Innovation)? If you want to hear more on this aspect then have a listen to Late Night Live ABC RN 26 April 2016 – “Hail the maintainers”. The people with whom I have discussed this program all see many aspects that are very applicable to Canberra.

NEW TECHNOLOGY AERIAL’S TAXI BUSINESS CabBerra this month introduces some of the marketing customer service changes that Aerial will delivery in coming months. These changes to our customer service model as made possible by technology change in our Contact centre that delivery new multimedia channels and hence new products.

TAXI DRIVER TRAINING As CabBerra goes to print this month we are working through the major change just announced that removes taxi driver training rules in the ACT. Taxi drivers now only need pass an English test and police check to obtain a taxi drivers license. Aerial is reviewing our induction course that is still required to issue an Aerial PIN to taxi drivers. This information will be released separately.

Winter A time for Caution.

inter is coming and it is time to remind all drivers about safety issues related to this season. Icy roads and fog are two hazards that drivers need to be mindful of and take necessary precautions against. These hazards are usually more prevalent during the early morning. Be sure to maintain a proper distance between your car and one in front to ensure you are able to brake or take evasive action in the event of an emergency or sudden change in traffic conditions. Avoid using your mobile phone, particularly when customers are on board. It is not only a distraction, but highly unprofessional when you have passengers in the taxi. Pay attention to cleanliness and hygiene by allowing fresh air into the vehicle without causing discomfort to passengers. It also helps to keep you alert. A clean well maintained taxi also tells the passenger that you take pride in your job. With the arrival of ride sharing in Canberra, Aerial does understand the impact that this has made on takings, particularly on weekends. A good strategy to combat this threat is to focus on customer service. Welcome every passenger and make them

feel special, help them with shopping bags, luggage etc. and thank them for travelling with Canberra Elite Cabs. Remember that good customer service pays off with rewards in the way of continued business and better tips. Don’t refuse any jobs – you never know what one job may lead to and it’s better than waiting around hoping for a longer job. The more jobs you do the greater the rewards. It is also very important that drivers know what events are on in and around Canberra. This will help you to be in the right place at the right time and keep your meter running. As the new fleet manager I look forward to working with you and am happy to receive any suggestions that will lead to greater efficiency and to making your job easier. I am sure that together we can make a difference. There are many other issues still to address, which we will focus on next month. Till then be safe and drive carefully.

“Obtaining your taxi licence now made easier!” The ACT Government has announced that the requirement to complete an approved Taxi driver training course and practical assessment is now no longer required. Applicants for a ’T’ condition must still provide the following; •Certificate of having completed a language skills assessment for Taxi drivers through the CIT •A police character check •A passed commercial drivers health check •Evidence of residency status •A work or student visa that allows the applicant to work in Australia (If applicable). In order to obtain a PIN to work in Aerials fleet(s) new taxi drivers will still be required to attend an Aerial Taxi Driver Induction Course and pass a practical geography assessment to ensure they have reasonable knowledge of major landmarks in Canberra. The induction course is being reviewed and amended in line with these changes to ensure drivers still receive appropriate and effective training within a shorter timeframe and at a considerably lower cost. Jockeying will still be an important component of training and, if done correctly, will reduce the time involved in obtaining a PIN.

We understand the role we have to play in the success of “Self Help” applications like the Canberra Elite Mobile booker and other technological innovations. We are also mindful that the needs of the customer are ever evolving. Some of these platforms are Aerial fleet Mobile Apps, Online bookings and our own Voice recognition booking service. The growth in “Self Help” bookings has presented opportunities both within the Contact Centre and to the cars on the road. Contact Centre staff are consistently monitoring these and all bookings with a goal to ensure accurate information is available to drivers when the jobs dispatch to a fleet.

Customers presently have the opportunity to rate the service provided by our Agents on every call. Our customers have been consistently reinforcing that they are happy with the service they are receiving. This feedback is a reflection of the efforts made by people within our team. It is important that we continue to provide a professional service to the taxis on the road that is consistent, fair and efficient. We aspire to improve in areas of communication and integrity as we aim to be an even more professional business unit. We understand the success of a drivers shift is directly related to the accuracy and timeliness of the bookings they receive. NEWS We are now in the eighth month of the new “uber world” and so far, the taxi industry in canberra still appears to be holding its own, except for some losses on Saturday, and to a lesser extent, Friday nights. Anecdotally, taxi drivers who have tried uber on these nights are reported to be drifting back on Fridays. This is some indication that the uber promises do not stand up to reality. With regard to taxi drivers moving into and out of uber, some taxi operators are concerned that uber drivers cannot make the transition to taxi drivers because an english language test is not part of their licensing requirements. The cost of the english language course is an added cost for taxi drivers and gives an advantage to rideshare services when recruiting drivers, hardly an example of the promised “level playing field”. However, the requirement for intending taxi drivers to undertake a mandatory english course may soon be removed, but this does not mean that the roles of rideshare drivers and taxi drivers should be automatically interchangeable. For the sake of making it easier to recruit drivers, the taxi industry cannot afford to drop training standards. The CTIA believes that basic training for public transport providers is necessary and that rideshare drivers should be subject to the same basic training requirements, or at least driver testing that apply to taxi drivers, and this argument will continue to be pursued. However, in competitive markets, worker training is essential if a company’s (or industry’s) image is to be well presented. So to conform to the idea that a licence, a medical and a police check are the three requirements for a good taxi driver seems to be a little short-sighted. For the sake of its own image and for the image of our cities and of our country, the Australian taxi industry fought for years to have driver training made compulsory in all states of Australia. Drivers’ awards, driver of the year competitions and other initiatives have been employed to encourage higher driving standards and to help taxi drivers to feel part of a team. And that was pre-rideshare, pre-competition. Now, with the advent of rideshare, unfair competition though it is, the taxi industry cannot afford to abandon the philosophy that good training leads to success, and that no training produces poor consequences.

Uber’s rating system that ensures that poorly rating drivers are dismissed may sound impressive, but it does little to improve standards. Sacked drivers can pay about $65 for a one-hour course and then be reinstated at a satisfactory level. Sooner or later, the poor driving, non-english speaking, rude driver will weigh down on uber’s image. At a taxi conference in new orleans in 1998, a New York taxi operator outlined his one-hour “training” course for would-be taxi drivers (he said he simply had to get drivers onto the road). Uber has made great strides in New York. No doubt the one-hour course helped them. The regulatory changes that will set out the new road transport passenger services regime is to come into force on the 1st August. This could prove to be very interesting, as uber has “spat the dummy” whenever anything like reasonable conditions are imposed on their operations. The South Australian government announced the legalisation of uber as from 1st July 2016, but when uber read the legislation under which it is to operate, it announced it would not start (seriously?). A similar response came from uber when regulatory proposals relating to its hoped-for operation in Queensland were announced recently. Recently in Chicago, two aldermen proposed a rideshare reform ordinance that proposed that rideshare drivers should obtain a chauffeur’s licence and submit to a tougher background check. Uber claims this simple public safety measure will lead to “an end to ridesharing as we know it”. Uber has shown in the past that it kicks and squeals whenever it is confronted by regulations. It has either left a city or has reached agreement with a government or a council. It will be interesting to see if the newly amended legislation in the ACT raises uber squeals, and if it does, will the ACT Chief Minister, in an election year, enforce the rules, or allow uber to ignore them.

CRIME STOPPERS ACT LAUNCHES CAMPAIGN

To Help Fight Crime In Canberra Suburbs

Crime Stoppers ACT launched their Local Suburbs Awareness Campaign this month outside the Ainslie IGA Supermarket. This important campaign aims to increase awareness of Crime Stoppers amongst local suburban retailers, their staff and the community at large – particularly those who are most vulnerable. To implement the campaign, Crime Stoppers ACT representatives will visit and provide information to local suburban retailers and community centres, targeting areas most prone to crime across Canberra. The aim is to educate retailers about crime prevention and crime awareness measures. As a Canberra Elite Cab driver, you are urged to support the campaign. Taxi drivers, like retailers, can help be the eyes and ears of the community. You may have the missing piece of the puzzle needed to solve or prevent criminal activity. Crime Stoppers is partnering with Canberra Elite Cabs to help keep the community safe. Two taxis, wrapped in Crime Stoppers information, are now on the road to support the education campaign. “Crime Stoppers provides the mechanism for people to report crime anonymously. Something that may appear small or insignificant could prove vital to an investigation helping police to solve a crime or to make an arrest. Sikh Festival of Vaisakhi Sikh Taxi Drivers of Canberra celebrated the Sikh festival of Vaisakhi on the 27th of April which marks the 315th anniversary of the birth of Khalsa. The festival bears a great significance for the Sikhs due to the fact that on the Vaisakhi day in 1699, the 10th guru of the Sikhs, Guru Gobind Singh Ji laid down the foundation of the Khalsa and bestowed them with the teaching of defiance and gave them a code of conduct for serving disadvantaged and indigent. This day is also observed as the ‘thanksgiving’ day by the farmers whereby the farmers pay their tribute, thanking god for the abundant harvest and also praying for the future prosperity. The Sikh Guru’s teach equality among all humans and guide us. ‘let no one be hungry where the spirit of god prevails” Encouraged by this verse the followers of Sikh religion often organise free community kitchen as a mark of respect toward their Guru. It is known as Guru-Ka-Langar where the food is served to everybody without any consideration of caste, color, creed and status in the society. Following this practice Sikh Taxi drivers of Canberra distributed free breakfast and coffee at Canberra Airport to mark the festival. This was kindly organised for all taxi drivers by Jagjit Singh & Associates of STDAC
