New "Agreement fo Insure" Procedure Announced by FHA

A new procedure to stretch out FHA mortgage commitment authority has been announced by FHA, which said that extraordinary demands of a rapidly expanding market in trade-in houses made the change necessary.

A large percentage of applications for insurance of loans on older houses does not involve an actual sale, but are trade-in houses that are going on the market, for which buyers have not yet been found. Under present procedures, approximately 35/o of these commitments issued are not actually used.

Under the new procedure, a commitment will not be made until actually needed. The new procedure provides for an "agreement to insure" on existing housing instead of a "commitment to insure" when no immediate sale is involved.

Some concern over the effect of the new procedure has been expressed in certain quarters for fear that it might cause some lenders to refuse construction money to specula- tive builders. Whether this concern is warranted remains to be seen, said the National Retail Lumber Dealers Association.

Because of an unprecedented number of applications for insurance being received by FHA, the general insurance authorization of that Agency which was increased by $4 billion by Congress this year will soon be exhausted. The new procedure is designed to make the present authorization go as far as possible. When Congress returns in January there undoubtedly will be a request for additional authorization by FHA.

While the Workshop is designed to provide yard employes with a solid foundation in estimating, and no previous estimating training or experience is necessary, many who have had experience in the field will also find the program valuable, as many new ideas will be presented and explored.

The registration fee of $30 per person for the entire fourday Workshop will include all necessary materials and texts to be used in the course. Rooms, at $6 per day or $10 double, meals and personal expenses are additional. To insure maximum individual instruction, total enrollment in the Workshop .Jvill be limited to 30 students-on a first come: first served basis.
