Shope Up or Ship Out

fT seems incredible when you think about it, r but there are still a large number of peoplc in this industry who act as if they are in no hurry to comply with the provisions of the Occupational Safety and Health Act. Some poor dumb souls are even doing nothinpJ, figuring, we imagine, that beeause their operation is small, out of the way, or somesuch, that the federal bird dogs won't find them.

It should go without saying, but it doesn't. that the above scofflaws are in for some real grief when the feds inspect. And inspect they will. Don't be fooled by recent cutbacks in funds for inspectors. It won't eliminate the inevitable, just delay it a little.

Further inside this issue is a checklist we cribbed from the Lumber Association of Southern California that they use to help their members meet the OSHA regulations. It applies equally to any and all parts of the West. We hope you will give it the time it deserves as compliance with OSI{A is a very important element in the successful operation of a business today. Any business.

Statistics relatinp; the number of firms that

are passing the federal salety and health inspec" tions reveal that fewer than one.third get a clean bill of health. Nearly three-quarters of a million dollars in fines have so far been assessed against those who have failed to measure up to what the law demands.

The feedback from the field that we have been getting says that while there are some pretty chicken provisions within the OSHA codebook, the inspectors have plenerally been fair and understanding in their interpretations, especially on their initial inspection visit. o'Generally" is the key word here as we have also heard some horror stories regarding inspectors. We suppose it i-s inevitable that some inspectors will throw the book unfairly at an operation. There is bound to be the rotten apple in every barrel. But it would surprise us if a conscientious effort to comply, and that effort usually shows to an inspector, was followed by any 'obook throwing." If a firm makes an honest effort to meet the rules" it doesn't follow that the inspector's reaction will be one of vindicitiveness.

If you haven't yet been inspected, prepare now lor it. It's coming. If you have, correct the deficiencies noted, and get on with business.

Remodeling doesn't cost, it pa ys

THE newly refurbished O'Malley I Building Center in the small western Arizona town of Yuma is proof positive, if any were needed, that heads up merchandising is in no way strictly confined to major metropolitan centers.

Under the aegis of manager Bob Ramsey, the firm has concentrated on being a full service yard and has grown from about $720,000 annual gross five years ago to $2 million last year and expects to do about $2.5 million this year. Ramsey knows the business literally from the bot. tom up. He began with the Yuma yard 26 years ago as a day laborerl six years ago he was promoted to manager.

While the present breakdown of bushess shows 63/o -7 O/o ontractor, the remaining third in consumer business brings in 5O/o of the profit, so the recent remodeling was not an unmindful efiort to get more of the more profitable slice of the business.

Since remodeling, the panels are up by the front door, oppooite an attractive display of major appliances. The small stufr is now in back, along with occasional impulse items, such as novelty radios, wash cloths at 5/ $], women's silk hose or golf balls at 4/$1, limit four per customer. They generally try to sell up from the leader lines.

Color coding with painted panels is used to mark difierent departments in the 100x120' showroom. The interior is well lighted, aisles are uncluttered (shopping carts are used) and there is a neat-as-a-pin look to the operation that helps draw the women trade. The parking lot was also resurfaced and both interior and exterior were repainted.

Reaction has been very good, from not only the customers but from their 25 employees as well. Ramsey recognizes the importanc€ of good employees, satisfied with their jobs, and

can point to a turnover rate that is practically nil. Newest of the inside staffers began five years ago. Assistant manager Walt Brooks, who signed on l7 years, began, like Ramsey, as a day laborer.

Service is no idle term at O'Malley's Yuma yard, q6s of 14 in the chain. They have a drafting department staffed by a fulltime draftsman/ salesman to aid contractor customers and they work hard at selling them packages, such as modular kitchens, complete with appliances. They do not compete with their contractor customers as contractors, but rather maintain a list of relialle contractors and individuals for their customers who need work done.

Remodeling enforces savvy small town retailer's commitment to service bright, modern interior, well lighted, has already drawn new customers . . . good merchand'ising methods show in well ordered operation.

In these hot summer months they open an hour early, at six, as a service to the oontractors who work from 5 a.m. to 2 p.m. in an effort to beat the intense desert heat. Normally, hours are 7-5 pm., with a half day on Saturday.

The sales force has taken outside courses and can read and takeofi blueprints. They encourage employees to take night study courses; currently one is studying refrigera" tion and one is even working on conversational Spanisl! a big help with Yuma's large Latin population.

Bob Ramsey sums up the attitude on service when he says, "we all .do

all jobs when necessary, I'll go out and load cement if a customer wants it." Contractors are handled at the same counter as walk-in trade. When the builder comes in, a salesman stays with him until he has completed his buying. Then they use either the p.a. or an intercom to alert the yard crew that the customer is on his way out to the yard to pick up bis materials.

MOYE'EM OUT

As most everywhere, pre-finished paneling is a popular seller and their prices run from $2.99 to $25 a panel end encompass nearly 50 finishes. A recent ten duy sale moved 1600 sheets. The sales are important for another reason, notes Ramsey, as they bring in new customers, an especially important consideration in a growing town.

The town has a population of 28,000 and a trading area of about 40,000; competition at present includes a Foxworth-Galbraith yard, two local, small cash & carry opera. tions and Economy Lumber, a loeal independent. The arrival of a mrrcs merchandiser is not far oft, guesses Ramsey, Additional competition al.so comes from Barr Lumber in the Cali" fornia town of El Centro, some sixty miles West.

The firm carries BankAmericard and MasterCharge as well as 30 day charge accounts and budget accounts. They also use Standard Credit Co., owned by O'Malley. They put owed money into a note which can be paid ofi, thus getting the money owed them out of the accounts receivable.

Advertising is done through ads in the local newspaper as well as tabs distributed with the paper twice a year at sale time, when they also uge saturation radio to hypo sale trade. The tab and the ads are prepared by the main O'Malley office for the use of all the yards.

That the company does, reports controller E. V. Nickles, and the magnetic disc-oriented computer system which makes it possible also generatesas a by-productmanagement information reports which further enhance efficiency of the overall operation.

"As just one example of what we're getting from our computer," the controller said, 'othere is the current credit analysis for every overdue account. This is prepared every 10 days and shows the aged status of the balances in 30.day increments.

"The credit manager at our Santa Ana headquarters uses the report to speed collections. When it seems advisable, he can phone customers and counsel with them. In addition, the

report helps guide decisions about credit extensions.

"When stores call in to ask if a given customer can be permitted to buy beyond his previously established credit Iimitand they, too, have reports which show his current status -- the credit manager can check the l0-day report to see if he thinks it wise to approve the request.

"The point here is that our customers aren't faceless numbers. We may no longer be able to call all of them by name when they come into our stores, but we can certainly give them the individual attention which they descrve.

"Granting credit cannot be a cutand-dried matter of how much a man owes and when he made his last payment. Not, at least, at Ward and Harrington. We want to consider' the person and his association with us, which may go back for many years."

These sentiments were underscor' ed by James Harrington, general manager of the company which was founded more than a quarter of a century ago by his father, Frank G. Harrington, and C. G. Ward, who are now president and chairman of the board.

Besides lumber, the l0 wholesale and retail outlets also stock an ex' tensive range of other goods. Included are outdoor carpeting, shrubs, television sets and other appliances, automotive parts and plumbing fixtures. In addition. Ward and Harrington owns subsidiaries engaged in construction and wood finishing and has investments in still other businesses.

Growing sales and the increasing complexity of the product mix dictated the substitution of electronic data processing for conventional accounting techniques in late 1968, General Manager Harrington relates. After considerable study, he said, the company selected an NCR Century I00 computer system.

o'We were convinced, to begin with, that we needed the randomacess capability provided by magnetic disc," Controller Nickles explained. "In this respect and others, we determined that the NCR configuration provided us with more performance for the price than anything else.

"Important, too, however, were the superior packaged programs rvhich the manufacturer offered. along with the support of its systems personnel. We were also mindful that we're a fast-growing company. We didn't want to get saddled with a computer system that would be adequate for our workload then, but be obsolete in the near future.

"With N C R, we're protected against that, because we can expand the capability of the computer we have or step up to large configurations within the Century family, and without having to throw out our software and start all over again."

Components of the Ward and Harrington computer system consist of a 32K central processor, with an integrated punched paper tape reader; a printer rated at ,150 alpha and 900 numeric lines per minute, and a dual-spindle magnetic disc unit. The last puts two removable packs on-line which, between them, can store more than 8.3 million characters of information.

The conversion to electronic data processing of accounts receivable required no new procedures on the part cf store clerks. As before, they prepare carboned invoices at the check - out counters. For charge transactions, they look up customers' account numbers in a file and enter them on the invoices in addition to the prices for individrral items, the tar and the total.

The company action does not mean G-P believes the government claim was correct.

Final approval must be secrrred from not only the FTC and the IRS, but holders of G-P stock and debentures and insurance oompanies and banks that have loqned the firm money. Present G-P stockholders would get one share of L.P lor every four shares of Georgia-Pacific now held.

Approximately 507,000 acres of timberland in the South and on the West Coast would be transferred to Louisiana-Pacific Corp. Additional properties and operations to be transferred include: the Samoa div. which consists of eight sawmillq a pulpmill, a plywood plant and a chip export loading facility in California and which produces sulphate pulp, redwood, Douglas fir, and white fir lumber and plywood products and pulp chips; the Ukiah div., which consists of eight sawmills and one millwork plant in California and produces Douglas fir, redwood and white fir lumber, pulp chips and millwork; the Intermountain div. which consists of seven sawmills and one planing mill located in Washington, Oregon and Idaho and manufactures pine, fir, hemlock and other white wood species of lumber and pulp chipe; and assorted properties in the Middle West and South.

Total book value of properties transferred would be about $llo5 million, subject to liabilities of not more than about $I55 million.

At the 21st annual spring convention of the National Building Material Distributors Assn. in San Francisco, the board reafrrmed the importance of functional discounts in the marketing of wood products and other building materials.

In the resolution the board has asked "all wood prod. ucts manufacturers and other building material manufac. turers, acting individually, to include proper distributor functional discounts in the pricing of their respective products that fairly reflect'the costs of this function."

The resolution backs up the recent action by the North American Wholesale Lunber Assn. asking for a continu. ation of functional discount pricing in the industry.

D. G. Dutton, Jr., NBMDA president, further emphasized the importance of maintaining the present discount structure. "If the practice of pricing to distributore on a net basis were continued, it would lend itdf to the erosion of strfficient margins to cover the value of the services provided by the distributor."

RECENT articles published in trade ^1 journals discuss the subject of slack seasons. The attitude of most articles is "Why must we have a slack season ?"

Most of us have geared our sales, personnel, and inventory for the spring and summer seasonal increase in customer buying; however, this past year has proven that although

tomer has continued purchasing building supplies throughout the winter.

Customer purchase habits have dictated our sales techniques-or have our techniques trained the customer when to buy? Manufacturers have increased their promotional programs to put more "Ooomph" in the "Off-Season." If you take a moment to analyze sales techniques f'm certain you will agree that we all resign ourselves to the fact summer is the big r"uior. *

Why?-the homeowner is thinking about remodeling, painting, home projects, etc., all year. He performs many of these tasks during the summer because of habit and training from dealers. Building supplies promotion is heaviest during the spring and summer, but why can't we use a bit of psychology and advertising to convince the homeowner that fall and winter are excellent times for interior improvements ?***

If we have caused the homeowner to develop the habit of doing the greatest amount of home improvement work during the summer, I feel we can increase our fall and winter sales by re-training the customer. **'t

The dealer will probably gain in the long run since home improvement projects compete heavily with the out-ofdoors recreational activities during the summer. The customer may decide to delay a project until the following year if it interferes with an important week-end out with the family. Next year it may be delayed again for a similar reason.

RECENT activity in the retail build-* ing material field has been rather extensive.

High on the list of signifieant changes are those accontplished by Dave Lindsey and Bobert Walls at Kalispell, beginning with a change from Lindsey Lumber & Building Supply to Builders Discount Center.

This operation will soon be housed in new sales ofrces, showroom and warehouse facilities at Kalispe,ll. Also involved in these changes was acquisition of the Jensen Building Centers at Whitefish, Columbia Falls and Eureka, with these locations to be operated under the Builders Discount Center name. Bud Keil will continue

as manager of the Whitefish yard, Bob McMillan at Columbia Falls and Jerry Hawley at Eureka. Earlier, in a related action, Brick and Builders Supply at Kalispell had been acquired, with Stan Bruner joining the stafr at Builders Discount Center.

Soon to abandon a long-time location, Boyce Lumber Co., Missoula, will move into new quanters with new office, showroom and warehouse facility now reaching the completion stage. Also moving to new quar"ters in Polson are Willie Dickson and Allen Rogers, operators of Skyline Supply.

The changing scene also includes purchase of the retail building material division of Falls Building and Electric by E. A. "Woody" Erickson at Thompson Falls. The new firm operates as Falls Building Supply.

McGovern For Multiple Use

Democratic presidential candidate George McGovern has called for "expansion of the cooperative programs that unite private, state, and federal efforts to help nature rebuild the forests of this country."

"since the application of the regulations will have a varying impact on each individual firm," The request was for relief from pricing lumber and plywood on an invoice basis and to use the historic market replacement method.

Retail lumber dealers still covered by price controls must continue to

use invoice or actual acquisition cost to which their customary initial markup is to be appl,ied.

The only relief is to individually apply to the local IRS office for exception on forms S-16, PC-10, PC-50 and PC-51 obtainable from the local IRS office. Since both the Western and the National have now been turned down with similar requests, there is no other course open for relief.

The Northwestern Lumbermen's Association reports replies from IRS on two points that are of considerable interest:

The forest products industry, particularly, needs more individuals skilled at lobbying, both at the federal and at the local level. More people should be involved in acting as spokesmen, to advise the local media, civic and other organizations, on the' true facts of forestry, environment and the economics of lumber production.

The purpose of the National Forests is not thoroughly understood by many people. They don't understand the regenerative capacity of trees and

the nation's timber supply picture. They don't see timber as a crop being harvested when mature,

The leaders of the industry expressed themselves regarding this new need at a meeting in May. They are keenly aware of the fact that young, capable, knowledgeable men in business who understand the political process are going to be necessary to cope with the numerous bills that are currently before Congress. Although nothing may come of them this year, the bills will certainly appear next year. Hence, as an industry, we should be prepared to state our views in a forthright manner, representative of the highest ethical standards.

To do an effective job legislatively' the industry members must be well informed. There must be communication. The best vehicle for this com-

If a price is over the base period price and no expla- nation is forthcoming, the retailer should request the IRS to make an investigation (or if you wish, contact WBMA and we will take it up with IRS).

(2) How legal are tie-in sales where the wholesaler will sell one item only if you buy another from him ?

Answer: With respect to tie-in sales, if the manufacturer-supplier had a practice of tie-in sales during the base period and was merely continuing this practice, the practice was not a violation. "Conversely, if the manufacturer-supplier had no practice of tie-in sales during his base period, then to now require tie-in sales would constitute a price increase in violation of the Stabilization Regulations."

The Cost of Living Council has reimposed wage-price controls on an estimated 62,0fi) manufacturing wholesale and retail businesses with annual wood product sales of more than $IOO,OOO. Companies with sale below that level are still exempt.

New Koppers Plont Sile

Koppers C o. has moved its wood treating plant, formerly located at Wilm. ington, Calif., to a new site at On. tarioo according to Donald C. Smith, vp. and West Coast regronal manager.

The new facility, located on a Southern Pacific R.R. spur linking with all major rail lines, offers special wood treating processes as well as custom kiln drying seryice.

The plant also serves as a distribution yard for other specialtytreated wood products supplied from inventory and provides custom treatitrg for "Wolmanized" pressuretreated lumber and plywood, and "Non-Com" pressure treated lumber and plywood.

It is the first wood treating facility in southern California to ofrer kiln drying, according to Smith.

Sales offices remain at Wilmington.

The allied firms have been, since 1955, rnajor wholesale distributors of hardwoods and softwoods in So. Calif., Hawaii, Arizona and Nevada.

Earlier this year, Nik*el Lumber Co. named Vance Lumber its exclusive So. Calif. distributor for moulding and millwork items. The appointment enabled the firm to insure its customers an ample supply of high quality softwood moulding and millwork items.

"The appointment," according to Neil Hagen, Nikkel's millwork sales manager, "is the first time in the

FRED S]IYDER

Fred Snyder, assistant manager for the Southland Lumber & Supply Co., fnglewood, Calif., died July 2, of a heart attack. He was 69.

Bom in Ohio, he worked for Crown City Mill & Lumber Co., Pasadena, Calif,, as purchasing agent, then as assistant manager for Southland for the past eight years. He died in Hawthorne, Calif.

Surviving is his widow, two children, four grandchildren and one greatgrandchild.

Peyton P. Maloney, a retired lumberman, died June 2, at his Sun City, Calif., home. He was 73.

He had been with Tacoma Lumber Sales, San Marino, for several years and had operated his own brokerage firm, Continental Lumber Sales, in the same town.

A Mason, Shriner and member of the BPOE, he was born in Iowa.

Mr. Maloney is survived by his widow,. Ernestine; son, Pe5rton, Jr.; three grandchildren and two greatgrandchildren,
