ASEAN Summit, 9-10 Oct 2013, Brunei Darussalam Wishing Our Readers a Happy AidilAdha FORUM OF CHIEF LIBRARIANS (FOCAL) The forum initiated by BLA in cooperation with Dewan Bahasa dan Pustaka Brunei Library was held on Saturday 12 Oct 2013 at Dewan Patih Berbai, DBP Brunei in Berakas.

It was co-chaired by Pn Nellie, BLA President and Awg Hj Sahari, Chief Librarian, DBP Brunei and attended by the Chief Librarian of major libraries.

The aim of FOCAL is to provide a platform and ‘connectivity’ between libraries where information on matters connected with library issues and library development as well as best practices can be shared towards excellence in library services in this country. Go to page 2

From page 1 Issues discussed included updates on the progress of digital libraries development in Brunei Darussalam, the sharing of library statistics for country reports, library and information science education and the training of librarians, regional activities under CONSAL, AUNILO, LINAR, IFLA, reading culture, standardization of library job titles and library conferences.

The forum agreed that FOCAL should be formalized and meetings be held regularly as the benefits to be gained are enormous as the platform will allow chief librarians to update each other on the development of their libraries and the deliberations will give more ideas and impetus to issues at hand. The issue on ‘connectivity’ was raised as libraries in Brunei Darussalam need to work together for the common benefit of our community.

WOMEN’S INSTITUTE GOLDEN JUBILEE A thanksgiving mass prayer to mark WI’s golden jubilee was held on 19 Sept 2013 at AlAmeerah Al -Hajah Maryam Mosque. Pn Nellie was among the invited guests.

The Women’s Institute was formed in 1963 is a member of the Council of Women of Brunei Darussalam. It joined the Associated Country Women of the World in 1986 which has a 9 million members in 950 member societies in over 70 countries.

LOCAL INFORMATION NETWORK ASEAN REGION (LINAR) Pn Nellie, BLA President was invited as a speaker at the 6th Meeting and International Forum on ‘digitisation of selected local cultural heritage materials” on 5-6 Sept 2013 at Mahasarahkham University, Isan Province, Thailand.

LINAR is an information sharing project on local information/local wisdom/traditional knowledge/indigenous knowledge among ASEAN member states, Japan and India initiated by Mahasarakham University, Thailand since 2004.

Brief history • In 2004, a first International Meeting was held to establish a Network Creation of Local Information Specialists in Southeast Asia: Aiming to provide a Forum for the Development of Strategies on Preserving and Sharing of Local Information and for Training Young Local Information Specialist Professionals in Southeast Asia.

• In Aug 2005 a second International Meeting was held.

• 2-4 Aug 2005 Local Information Management network in Southeast Asia portal was established • in 22-24 Sept 2006 a meeting on “Assessment of the Initial Efforts toward Greater Resource Sharing among Local Information Network Members in Southeast Asia” as a follow-up to the resolution of the second International Meeting was held • on 26-27 June 2006, a “Regional Workshop for Content Builders: Preserving and Sharing of Local Information Resources Among Southeast Asian Network Members” was held under the project “Network Creation of Local Information Specialists in Southeast Asia: Aiming to Provide a Forum for the Development of the Strategies on Preserving and Sharing of Local Information” and Training Young Local Information Specialist Professionals in Southeast Asia.

A Keynote Address and numerous papers by local wisdom practitioners on topics such as traditional medicine, local history etc.

In 2005, a portal www.localinfonet.msu.ac.th, was created and hosted by Mahasarakham University.

ACTION PLAN. Members called to strengthen the portal: • to revise metadata format with additional: Material type, location code, abstract, subject heading, language of document with parallel title • To have periodic updates in electronic/digital format for Portal • To introduce local information management as a subject in LIS schools

IN FRAMES OF THE ASEAN SUMMIT This was a cultural programme performed by young musicians of the Youth Orchestra ASEANRussia which was held on 12-18 Sept 2013 in Brunei Darussalam as part of the ASEAN Summit programme. It was organized by the Ministry of Culture of the Russian Federation and the Brunei Ministry of Culture, Youth and Sports.

The programme was prepared by the International Competition Centre Moscow with assistance of the Russian Federation Embassy in Brunei Darussalam.

A total of 52 young musicians from all ASEAN member states and Russia have joined in a symphony orchestra.

It was co-conducted by Awg Mohamad Abdoh Damit and Mr Valentin Uryupin. There were 2 songs composed

by Awg Mohamad Abdoh and an ASEAN Melodie that comprised cultural heritage music of all the 10 ASEAN member states.

From page 3 The objective of the workshop was to develop the understanding, skill and capacity of librarians in the management, and administration towards planning, handling, collection, organization and dissemination of materials.

There were 9 topics and 4 practical sessions. The workshop covered the following: a) management & administration b) work ethics in the public services c) services & consumer lending d) procedures use on general reference materials & Bruneiana e) leadership in library f) ICT in facilitating the work of the management & operation of the library g) indexing for newspaper & journals h) classification & cataloguing of library materials From this workshop we gained new knowledge in the areas of management, administration, cataloguing & planning which are useful in our daily work, and hopefully can help change the attitude and mind set of librarians. The practical sessions were very useful and could be used to train new staff.

The three major factors that affect excellence in libraries areadministration, management & services. These three factors complement each other, so the librarians should take them into consideration when making big plans to improve the quality & effective services to satisfy the user needs.
