Other than the two photos, one taken a Penn State, and the other at the Main Street Music Hall in Bradford, pictures this week represent our coverage of the Bradford American Legion Picnic held at Foster Township Park, August 16th. The chicken dinners were prepared by A&B Barbeque, the music was presented by D.J. Marty and the Karaoke volunteers, and the socializing was brought in by the members. To top it off, the usually highly unpredictable, changeable weather, cooperated with a mostly beautiful warm and sunny day and as far as we could tell, the event went well for all concerned, including this photographer who walked away with a free chicken dinner……..Remember that the upcoming weekend will bring with it the 35th Annual Crook Farm Country Fair and Old Time Country Music Festival on Saturday and Sunday, and the Buy-Sell-Trade-And Browse Bradford Gun Show on Saturday and Sunday. Also taking place over the weekend will be the Bradford VFW Post #212, Reba Maben Golf Scholarship Tournament and dinner, where money will be raised to give various annual college scholarships to area students……..We came across some interesting facts last week that we know will be interesting to some of our readers- The social safety net in the U.S. distributes at least part of its money as follows: An elderly person receives about $7.00 for each dollar received by a child; Unemployed workers can receive unemployment benefits for 30 weeks; half of the Federal housing subsidies go to households with incomes above $100,000; Among Social Security, Defense spending, and tax loopholes, the greatest drain on the treasury each year is tax loopholes; The average food stamp (SNAP) benefit is about $1.50 per meal; and according to a recent Pew Survey both those who appear to be conservative and those who appear to be liberal benefited equally when it came to programs that targeted the poor or unemployed i.e. food stamps, unemployment benefits, and welfare or Medicaid. …….. Talk about the good life, the residents in the sparsely populated areas of Foster Township are about to exchange their septic systems for pressurized public sewers. Now, those in the “way-out,” six miles from town can enjoy installation expenses, monthly electrical expenses, monthly sewage transportation expenses, and the threat of having their property encumbered by township, local government liens, if they can’t pay the startup, the monthly, and the ongoing repair costs involved. On the upside, though, perhaps the incidence of cholera, typhoid and other prevalent diseases that requires such public sewage systems in the first place, will be reduced in the township.

It’s A Matter Of Opinion...

Guest Columnist “R2P ” R2P (The Responsibility to Protect) is a principle that says civilized nations, including th United States, has a responsibility to take action when terrible crimes including genocide are taking place in other people’s nations. This principle was supported by the current administration in Washington, but, as we have witnessed lately, the support for this has been missing in action. In 2011 the US, along with NATO, intervened in Libya to prevent Muammar Gaddafi from slaughtering opponents to his regime.

In 2012 Obama created an Atrocities Prevention Board to support and carry out the R2P doctrine. Where Oh Where has this effort gone? Since 2011 there has been 170,000 people killed in Syria which has included many atrocities including the targeted opponents of President Assad.

Notable, the Administration seems more concerned with the Israel’s war against Hamas terrorist.

Israel for some reason has not had the full support of the Obama administration.

Who is the responsible party for creating the environment where Gaza atrocities have occurred? Atrocities have been occurring in Iraq ever since ISIS (which used to be al-Quada in Iraq) started their brutal forceful capturing cities and facilities along their path of destruction. The atrocities include endless killing of anyone that is not supportive with mass shootings and even the beheading of children. Where is US’s support of R2P? Anyone that is not muslim is under threat of death if they do not convert and it is primarily persecution of Christians.

It is clear that the complete failure of Obama to secure a Staus of Force Agreement with the Prime Minister of Iraq Nouri Al-Maliki and the removal of all US military support that created the environment that has allowed ISIS free reign to establish a calafate and the need for R2P. If Obama had wanted an agreement there would have been one but it has been revealed that the intentional refusal

by Obama to give a definite troop number that destroyed the deal.

Had there been a Status of Forces Agreement in place, the atrocities more than likely could have been prevented.

Undoubtedly the displacements, murders, rapes, persecutions, thefts, and blood letting lies with the responsibility of Obama.

Thousands of Christians have fled to northern Iraq fleeing the fate they faced from ISIS but ISIS has moved northerly and have thousands surrounded on Mount Sinjar that are without water or food and

Finally Obama has ordered food and water to be dropped to help the Yazidis people survive and this may only let some survive another day to meet the fate at the hands of ISIS militants. With Obama ordering limited air strikes the tone has been set that of containment, not destruction, of ISIS has been broadcasted. If containment is the reality, ISIS has enough territory, facilities and funding to create the calafate they want to serve as a base from which to operate. ISIS has declared to not stop until their flag waves atop the Whitehouse. It seems that such a declaration is that of war. The war on terrorism is not over Mr. President! The need for R2P is ever present.

As I have mentioned previously, Obama as an organizer has created the environment for the world of Islam to expand and notably Ben Rhodes, Obama’s chief foreign policy guru states Obama is busy positioning “the US to lead for the next 10, 20 or 30 years.”

By all I have seen and analyzed, the planning that is occurring is not for the US to lead but for the US to be lead by others.

OBITUARIES Floyd Sturtevant Floyd C. Sturtevant, 65, of Bradford, passed away on Monday (Aug. 11, 2014) at UPMC Hamot, Erie.

He was born on March 25, 1949 in Bradford, a son of the late Floyd E. and Goldie Smead Sturtevant. He was a 1967 graduate of the Bradford Area High School and a 1983 graduate of the Pennsylvania Police Academy at Indiana University of Pennsylvania.

On June 7, 2008 in the First Presbyterian Church, Bradford, he married Cynthia L. Hart, who survives. He served in the U.S. Air Force during the Vietnam War. He was a member of the First Presbyterian Church, Bradford, where he served as a deacon, a former first aid and CPR instructor and a health officer for Bradford Township for 10 years.He worked security for the former Airco Speers Co., was a McKean County Constable for four years and a police officer in Coudersport.

He also worked for the Pennsylvania Liquor Control Board for six years, the former Koch-Chatley-Gaeto Funeral Home for 14-and-a-half years, Mascho Funeral Home Inc. for one-and-a-half years and part-time at the Ronald McDonald II Funeral Home, Kane. for 16 years.

In addition to his wife of six years, Cynthia L. Sturtevant of Bradford, he is also survived by a stepbrother, Edward Meyer of Yoakum, Texas; a stepsister, Kathy Coy of Bradford; and many nieces and nephews.

In addition to his parents, he was also preceded in death by two brothers, James and Lester Sturtevant, and one sister, Donna Gould.

Burial will be in Willow Dale Cemetery, Bradford, PA.

BUSINESS & PERSONAL FINANCES The Ins And Outs Of 529 College Savings Plans For many people, their biggest expenses in life are funding retirement, buying a home and paying for their children’s college education – or a portion of it, anyway.

Setting aside money for these and other financial goals is difficult, especially when you’re trying to save for them all simultaneously and from a young age.

One of the more popular college savings vehicles is the 529 College Savings Plan. Every state and Washington, D.C. offers at least one 529 plan option, although most offer several. Key features include: • You make contributions using after-tax dollars; their investment earnings grow tax-free.

• Withdrawals aren’t taxed if they’re used to pay for qualified higher-education expenses (e.g., tuition, room and board, fees, books, supplies and equipment).

• If you withdraw the money for nonqualified expenses, you’ll have to pay income tax and a 10 percent penalty tax on the earnings portion of the withdrawal – plus possible state penalties, depending on where you live.

• Many states that have a state income tax give accountholders a full or partial tax deduction for contributions made to their own state’s plan. Three states (Indiana, Utah and Vermont) also offer tax credits for contributions.

• Contributions to other state’s plans generally are not tax-deductible in your home state; however, five states do offer tax breaks for investing in any state’s plan (Arizona, Kansas, Maine, Missouri and Pennsylvania).

• Each state’s plan offers different investment options, both in investment style (age-based, risk-based, principal protection, managed or indexed funds, etc.) and in actual investment performance.

• You can choose anyone as beneficiary – your child, other relative or friend.

• If the original beneficiary decides not to attend college or gets a scholarship, you can reallocate the account to another of his or her family members at any time.

• You can rollover funds to a different 529 plan or change investment strategies once a year. If you want to do more than one rollover within a 12-month period, you’ll need to change the beneficiary in order to avoid taxes and penalties. (You can always change it back later.)

• Contributions up to $14,000 a year, per recipient, are exempt from gift taxes ($28,000 for married couples).

• You can also make a lump-sum contribution of up to $70,000 ($140,000/ married couples) per beneficiary and then average the contribution over a five-year period without triggering the gift tax – provided you make no other gifts to that

• These plans are treated as an asset of the account owner (vs. the student) when calculating the expected family contribution toward college costs, so they have a comparatively low impact on financial aid eligibility.

Most financial experts recommend looking first at your own state’s plan to see what tax advantages, if any, are offered to residents. They may be significant enough to offset lower fees or better fund performance in other states’ plans.

Carefully examine the fee structure.

Common fees include those for opening an account, annual maintenance, administration costs, and most importantly, sales

commissions if you’re buying from a brokerage – which could be up to 5.75 percent of your contribution. Buying directly from the plan eliminates sales fees but puts the onus on you to research the best option for your needs.

And finally, examine the investment performance of the funds, both when you enroll and periodically thereafter. Morningstar (www.morningstar.com), College Savings Plans Network (www.collegesavings.org) and FinAid (www.finaid.org) all have helpful comparison tools.

Bottom line: The sooner you can start saving for college, the less your kids will have to rely on expensive loans.

ON THE HEALTHY SIDE Dietary Supplements May Help Reduce Health Care Costs

(NAPSI)—Here’s food for thought about finances: Use of specific dietary supplements in U.S. adults over the age of 55 not only helps improve their health but, according to a new economic report, can also mean significant savings in health care costs.

The Study The new report, “Smart Prevention— Health Care Cost Savings Resulting from the Targeted Use of Dietary Supplements,” issued by the economic firm Frost & Sullivan, examined four separate chronic diseases and the potential for health care cost savings when U.S. adults over the age of 55, diagnosed with these conditions, used one of eight different dietary supplement regimens.

The report found that utilizing certain dietary supplements that have been shown scientifically to help reduce the risk of experiencing a costly disease event among high disease-risk population groups can also be effective at controlling potential health care costs—in some cases, resulting in billions of dollars in savings. The study was funded through a grant from the Council for Responsible Nutrition Foundation, a non-profit educational foundation of the Council for Responsible Nutrition (CRN), the leading trade association for the dietary supplement industry.

The Problem Approximately 75 percent of total U.S. health care dollars are spent treating preventable diseases, with only 3 percent spent on disease prevention programs, according to the Centers for Disease Control and Prevention. For example, medical events—that is, inpatient procedures, hospital stays and emergency room visits—related to coronary heart disease (CHD), one of the conditions examined in the report, cost $78 billion a year.

A: For people avoiding cow’s milk due to allergy, lactose intolerance or other reasons, almond milk and soymilk are two of the most popular choices. Their popularity has led to many different options within each category, so check labels since nutritional content varies substantially. The calcium-fortified versions of soy and almond milk provide calcium amounts similar to cow’s milk (and some may provide fortification beyond the 30% of Daily Value found in cow’s milk). Beyond that, they are quite different nutritionally.

For protein, soymilk is closer to cow’s milk, providing 6 grams in an 8-ounce glass compared to the 8 grams in cow’s milk. Almonds themselves are packed with protein, but almond milk is not, supplying only 1 gram per 8-ounce glass (less than you get in a slice of bread). Calorie content varies substantially. Unsweetened soymilk in regular or “lite” form is similar in calories to either 1% (low-fat) or skim (nonfat) cow’s milk (around 70-100 calories per 8-ounce glass). Unsweetened almond milk contains less than half the calories of soymilk, but sweetened versions (including vanilla) add from 2 to 5½ teaspoons of sugar per cup, adding an additional 30-90 calories.

Cow’s milk is highest in potassium, which helps control blood pressure, followed by soymilk; almond milk is much lower. On the other hand, almond milk is lower in sodium and supplies half of the daily recommended amount of vitamin E. For vegans and others who have trouble getting the heart-healthy omega-3 fats, one version of soymilk comes with added DHA, one type of omega-3 fat. Consider what nutrients you are counting on your milk choice to provide, and choose accordingly. Read labels among the specific choices to find what best meets your needs.

How To Help Accelerate Medical Progress In America (NAPSI)—Each year in the United States, nearly 16,000 kids are diagnosed with cancer. And on any given day, as many as 5 million Americans are living with Alzheimer’s disease. Beyond its debilitating symptoms, the death rate for Alzheimer’s is on the rise.

But there are steps you can take to protect your family from these potentially devastating medical conditions.

One idea that may come as a surprise to many Americans is to contact your congressional representatives and the candidates for their seats.

That’s the suggestion of a national, nonpartisan, voter education initiative called “Ask Your Candidates!” designed to empower voters to talk to candidates about the future of medical progress in the United States. Congress plays a key role in influencing the future of lifesaving research. Many voters are asking candidates if, once elected, they will vote to increase federal funding for medical research and support policies that spur innovation.

The initiative helps voters engage candidates on social media and through local events, grassroots, advertising and

Launched by Research!America, the nation’s largest nonprofit public education and advocacy alliance working to make research to improve health a higher national priority, Ask Your Candidates! illuminates the crux of the issue: Federal funding for medical research is lower today than it was in 2010, and Congress has the authority to set future funding levels.

by Research!America, more than 60 percent of Americans believe candidates should assign a high priority to funding for medical research—and with good reason.

What The Researchers Do Research—conducted at universities, research institutions and government agencies—lays the groundwork for treatments and cures for diseases from cancer to Alzheimer’s to diabetes and many others.

Such research has, among many other things: • Cut in half the death rate from childhood and adolescent cancer between 1975 and 2010.

• Restored mobility to wounded warriors and those with a disabling condition, such as rheumatoid arthritis.

• Dramatically reduced deaths from heart disease by nearly a third between 2000 and 2010.

• Saved our economy more than $21 in direct medical costs for every dollar spent on the measles-mumps-rubella vaccine.

Getting The Most Out Of Your Breakfast (NAPSI)—Calling breakfast the most important meal of the day is no exaggeration. Without breakfast, your metabolism can suffer, performance and concentration are apt to decrease, and hunger throughout the day can result in overeating during future meals.

In addition to nutrition, a growing number of consumers are finding that there are other aspects of breakfast that are important. For them, making the most of breakfast includes watching how they spend their money and not wasting anything they buy. To help, here are some tips on how to get the most out of your breakfast—and your money.

Safety First: Protect Yourself During DIY Projects (NAPSI)—Reality TV shows, online webcasts and YouTube videos have encouraged many people to try the do-ityourself (DIY) route when it comes to tackling less-complicated home renovations or fixes. Often, there are advantages to DIY projects, such as financial savings, learning new skills, environmental benefits and more.

Sometimes, however, safety can seem an afterthought when it comes to DIY. Bear in mind, accidents can happen to anyone—whether you’re cleaning the gutters, installing new floors or rearranging heavy furniture.

In fact, of the more than 50 million DIY home improvement projects that will take place this year, one in five of the participating homeowners will experience an injury, according to the Home Safety Council. These accidents can add up: The Healthcare Leadership Council found that without health insurance, the average cost to treat a broken leg is more than $10,000.

This can be a problem considering a recent survey of employees, commissioned

by Aflac, found that 49 percent of employees have less than $1,000 on hand to pay for out-of-pocket medical expenses.

When participating in a DIY project, consider the following safety tips to help reduce your risk of becoming injured and facing medical bills you can’t afford.

1. Always follow instructions.

Before starting any project, carefully read the instruction manual of any appliance or tool you’ll be using.

2. Forgo fashion.

Always wear protective clothing, including safety goggles, gloves and a dust mask, when working with potentially haz-

ardous materials. Avoid jewelry and loose clothing while using power tools.

3. Keep a first-aid kit handy.

Choose a first-aid kit that’s easy to carry, latches securely and can be opened quickly.

4. Never leave a project unattended.

Never leave tools or materials unsupervised during a DIY project. Unattended power tools or a bucket of paint on your ladder can be a disaster in the making.

5. Know when to hire a pro.

Although you may save money with a DIY project, taking matters into your own hands may do more harm than good.

Small jobs can be simple but many tasks are better left to the experts.

6. Add a layer of protection.

Managing Diabetes Effectively And Affordably On Medicare (NAPSI)—While diabetes continues to be on the rise in America, there are ways you can deal with it. It may help to know that an American is diagnosed every 17 seconds, and the Centers for Disease Control estimates that by 2050, as many as a third of the U.S. population will have diabetes. Not only is it a common disease but it is a costly one; people living with diabetes spend 2½ times more on health care than the average consumer and approximately $350 annually on over-the-counter health products, including critical diabetes testing supplies. In fact, many Medicare patients rely on Part B coverage to secure their diabetes testing supplies.

However, due to changes to the Medicare program that began July 1, 2013, those with diabetes may not be able to purchase their testing supplies where they have in the past. The following tips may help Medicare patients manage their diabetes effectively and affordably: Visit a CVS/pharmacy for Testing Supplies: CVS/pharmacy will continue to accept Medicare B coverage for diabetes testing supplies and will continue to stock all major brands. Medicare patients can also receive a 90-day supply of prescription test strips for the same low Medicare co-pay as mail order.

Test Your Blood Sugar Regularly and Talk to Your Pharmacist: One of the most important ways for diabetic patients to manage their disease is to perform regular testing of their blood sugar, or glucose, levels. CVS pharmacists are available every day to speak with their patients about managing their diabetes and answer their questions about prescription and over-thecounter medications. Pharmacists can also help patients with new paperwork from their doctors’ offices required by changes to Medicare coverage of diabetes testing supplies.

Enroll in Savings Programs: These, such as the CVS/pharmacy ExtraCare Advantage for Diabetes program, offer great opportunities for people living with diabetes.
