Christie Smith, one of the Smith children for whom the benefit was held is a fellow cheerleader. Left to right are Gaven Deming 2, Hali Hahn 14, Bri Barger 14, and Karlie Deming 14 (Gaven’s big sister). They tell us that sales were great and that they sold almost everything that they didn’t buy for themselves. (See more pictures in the photo gallery.)

Parenting Teens - Cell Phone Ownership Part 1 of 3 By - Robin L. Kuleck, RN, MSEd, Senior Extension Educator I Penn State Extension – Cameron Cell phone ownership among teens has been growing steadily since 2009.

Current statistics show that three-quarters of teens currently own cell phones. As a parent, one does not need to wonder if his or her child will have a cell phone only when will the child acquire it. So, how does one decide when the appropriate time is for a child to have a cell phone?

Ownership of a cell phone should not be dictated by age; instead, the following factors should be considered: child’s level of responsibility, child’s ability to demonstrate appropriate use of the phone, and the child’s need to be in contact with family members. Careful review of these elements with the child’s input can help one determine if his or her child needs and is ready to have a cell phone.

A child’s level of responsibility is an important consideration when determining if he or she is prepared to own a cell phone. Does the child show responsibility

for everyday actions? Does she or he pick up his or her room when asked? Does the child show solid motivation related to schoolwork, household chores, or instrumental practice time without constant reminders? Does he or she remember where items have been placed, especially electronics and other expensive gadgets?

If the child displays responsibility with respect to the home and school settings, he or she could possess the level of responsibility needed to keep track of and manage a cell phone.

Another consideration for parents is determining if the child can use the cell phone appropriately. At this point, discuss important factors related to cell phone usage. Does the child understand when and where it is appropriate to answer a phone call? Answering the phone during a piano lesson, vocabulary test, or soccer game are inappropriate times; however, taking a call during lunch period, while hanging

out with friends at the park after school, or while shopping at the mall could be good times to answer the phone. Parents should ensure their child understands when talking on a cell phone could be disruptive or rude or when talking on the cell phone is appropriate.

In addition to actually talking on the phone, texting will probably be an important part of communicating with a cell phone. Ensure the child understands that texts are eternal once the send button is pushed. Whether the text is comprised of words or a picture, text messages are permanently available for anyone to retrieve and receive. Have the child ask himself or herself “what would my teacher or parents think if they read this text?” or, if applicable, “will my employer approve of this text?” before hitting send. If the child feels he or she would not want you, a teacher, or an employer to see this text, he or she needs to recognize the text is probably not appropriate.

One of the biggest factors for parents as they consider when to buy their child a cell phone is the need to be in contact with their child. For example, children who go places with friends without an adult, children who are at home alone and may or may not have access to a landline, or children who are old enough to care for siblings at home or babysit for neighbors would benefit greatly from having a cell phone. Cell phones provide a level of safety and security for the child and parent.

In addition to discussing the abovementioned factors, establishing ground rules and providing clear expectations for cell phone use in different situations can (Continued on page 15 )

Three big events that took place on Saturday, October 8th, serve as focal points for the photos included in this issue of the Bradford Journal. First up was the Back the Blue Bradford Midget Football Championships held at Parkway Field. There we found representative members of the two pony league teams that would be playing for top championship- Pizza Hut Red Raiders and the Fairway Ford Mustangs (who took the big win for the day). Other pictures for that event included teams on the field, and various interesting halftime activities, some in which local police showed their abilities as cheerleaders. Our next event took us to the 2nd annual Bradford VFW Post #212 walk/run event where people were assembling to take part in this 5K event. Our readers should know that we went out onto the trail ourselves, to capture some of these volunteers in action. All proceeds are scheduled to be donated to the Pennsylvania Veteran’s Foundation. The last event of the day was the Everett and Christie Smith Family Benefit held at the Limestone Fireman’s Community Center.

The place was loaded with people lending their support to Everett “Lee” Smith and his family. (Lee had been recently diagnosed with a rare and inoperable cancer.)

While sixteen photos have been placed on the pages of this edition, many others can be found in our photo gallery associated with it……..The Committee that runs First Night Bradford (FNB), the organization that has been responsible for the downtown non alcoholic activities that have taken place on New Year’s Eve for the past many years, has decided to postpone this year’s event until next year due to unusual fundraising circumstances, and higher than usual personal work activities being experienced by committee members. Planning for First Night 2018 will begin during the scheduled F.N.B. committee meeting, November 14th at the Bradford Area Chamber of Commerce building at 6:00 PM. New members are needed and all are welcome to join……As most people know, home remedies and/or doctors and their medicine proper, have been available for hundreds of years at affordable prices.

But things have changed. These days, many good home remedies, for example codeine, pseudoephedrine, and marijuana have been placed under government control and doctors and their professional organizations have decided to make themselves scarce, keeping prices for their services high. As the cost of delivery of medicine goes higher and higher, we think that it’s time to look into this once noble profession to see how the corruption began, and what needs to be done to fix it.

It’s A Matter Of Opinion...

Guest Columnist “VP Selection ” -by Bob Perry The debate between Mike Pence and We have entered the month of October Tim Kaine has provided us with an interesting insight into the demeanor and character of the two candidates. Most notable was a more than irritable Tim Kaine who repeated the same sound bytes over and over as he tried to demean the GOP Nominee Donald J Trump which revealed the demeanor of Kaine as less likable than he was being promoted as being. The media had been trying to convince the listeners by claiming everybody likes him. The sound bytes Kaine kept repeating were a diversion from the subjects addressed in the questions asked by CBS moderator Elaine Quijano. The Democratic response to the debate indicated Kaine achieved his purpose thuough his attack mode but it did serious damage to the image of who he is.

The image of Mike Pence created by his composed demeanor and ability to avoid the traps set up by Kaine made him the candidate most presidential out of all the candidates. Having been a talk show host, Pence was unflappable as he had practice fielding question from not-so-happy callers. The debate has made Pence a favorite presidential candidate for the 2020 election. When voting this election we must remember that the Vice President is but a heart beat away from the Oval Office and the probability of either Hillary Clinton or Donald Trump not fulfilling their term is heightened due to age and question of health.

and as indicated previously there will be October ‘surprises’ and there are going to be more than usual this year. Starting out we have witnessed the illegal publishing of tax return information of Donald Trump that was illegally obtained. Note that the publishing of one’s tax return(s) is by permission of the person. Then we heard a hot-mike conversation between Today host Billy Bush and Trump in which Donald used locker-room language and bragged about his ability to successfully make advances towards women because he was famous. This is nothing new as Bill Clinton can testify. The video was made some 10 years ago and has provided the Democrats with useable talking points.

WikiLeaks has released a reported 1% of the emails they have on Nominee Hillary Clinton and their latest discloses some transcripts of closed-door meetings with Wall Street companies and positions she holds on trade and immigration. The tapes are most revealing by supporting Bernie Sanders assertions that Hillary is a fake populist who holds different private and public opinions of important issues of national concern.

We can expect there to be a continual flow of ‘surprises’ until the election and it will turn even uglier as there is obviously a drove of dirt accumulated by both camps.

Gene Meacham

Gene V. Meacham, 65, of 239 W. Washington St., Bradford, passed away Saturday (Oct. 1, 2016) at The Pavilion at BRMC. Born in Port Allegany, on Sept. 21, 1951, he was a son of the late Eugene and Alice Campbell Meacham. He was a 1968 graduate of Port Allegany High School.

Gene was employed for more than 30 years at Pitt-Corning, later as an over the road truck driver and prior to his retirement at McCombs Industries in Salamanca, N.Y. Surviving is his long-time companion, Julia McGuire; one daughter, Myra Meacham of Bradford; two sons, Gene Meacham of Bradford and Lonnie Meacham of Shinglehouse; one sister, Tina (Bill) Drabert of Roulette; his twin brother, Dean (Valerie L.) Meacham of Bradford and brother, Michael (Valerie J.) Meacham of Port Allegany, seven grandchildren, Toni Meacham, Amanda Meacham, Cassandra Marsiglio, Ryan Marsiglio, Haley Marsiglio, Kodiak Meacham and Jeremiah Meacham; and five great-grandchildren.

He was preceded in death by his parents; wife, Nancy Meacham; and one sister, Bonnie Fuller.

Joseph Figula

Joseph M. Figula., 50, a dedicated hus-

band, father, son, and brother of Derrick Road, Bradford, passed away unexpectedly Thursday (Sept. 29, 2016) in Ellicottville, N.Y. Born Jan. 22, 1966, in Bradford, he is the son of Jane Bartlebaugh Figula of Lafayette, and the late Michael J. Figula Jr., who died April 23, 2011. On July 25, 1992, in St. Bernard Church, he married Valerie L. Anderson Figula, who survives.

He was a 1983 graduate of Bradford High School and graduated in 1984 with a degree in welding from the Lincoln Electric-Technical School in Cleveland, Ohio.

Joe worked with his father, Mike, and grandfather, Mike, at Mike’s Body Shop, and Edmonds Chevrolet Auto Body Shop.

He began his career in trucking in 1990, working for LDB Trucking, later Bradford City Public Works, and Keane Fracking.

He was currently working for Benjamin Truck Service.

He was a former member of the Moose Lodge, American Legion, Eagles, and the Enchanted Mountain Border Riders Snowmobile Club. Joe enjoyed boating, go-cart racing, snowmobiling, going to late model dirt track races, and the Seneca Allegany Casino with family and friends. He along with his uncle, Duane, spent many hours hunting and trapping. If there was ever a person in need, Joe was the first one to help.

Surviving, in addition to his wife of 24 years and his mother Jane, are three sons, Andrew Figula, Daniel Figula and Phillip Figula, all of Bradford; one sister, Pam (Bob) Smith of Hagerstown, Md.; two uncles, Duane (Barb) Bartlebaugh of

Inez Carlson

Inez M. Carlson, 69, of 101 Nelson Ave., Bradford, passed away Saturday (Oct. 1, 2016) surrounded by her loving family at UPMC Hamot in Erie.

Born July 6, 1947, in Salamanca, N.Y., she was a daughter of the late James and Cora Freeman Finland. She was a 1965 graduate of Bradford High School.

Inez worked for many years at Airco Speer, later at the United Way, and the Veterans Outreach Center Office. Prior to her retirement, she worked for Joe Troutman.

Surviving are three sons, Larry (Julie) Carlson of Limestone, N.Y., Carl (Sue Isenberg) Carlson of Bradford and James Carlson of Bradford; one brother, James Finland of Bradford; five grandchildren, Katelyn (Raymond) Rettger, Tyler (Samantha Simonds) Carlson, Abbey Carlson, Dakota Galloway and Chad Carlson; two great-grandchildren, Chase Carlson and Madi Rettger; and many nieces and nephews.

She was preceded in death by four brothers, Joseph Finland and three infant brothers.

Dennis J. Yehl, 56, of 32 Linwood Ave., Bradford, passed away Monday (Oct. 3, 2016).

Born Feb. 13, 1961, in Olean (N.Y.) General Hospital, he was the son of the late Joseph Francis Yehl of Allegany, N.Y., and the late Joyce Elaine Schermerhorn Yehl of Limestone, N.Y.

K.O.P.S. Status (Keeping Off Pounds Sensibly) is the goal of every member of the T.O.P.S. Organization (Taking Off Pounds Sensibly). Reaching this status is the highest honor given to a T.O.P.S. member. This means that the member has met their healthy weight goal submitted and approved by their physician, a GREAT accomplishment.

Dee Rhodes joined T.O.P.S. PA #1704 on October 15th, 2015. She was struggling with the ups and downs that the numbers showed her on her scale, as many of us do. She had tried many different ways to lose the weight, but had faith in herself and started to look for a group that might be able to give her the support she needed to continue to move forward. Water: Drink at least eight cups of water a day. Other good liquids are juice, milk, broths, herb teas and soups.

Limit your intake of highly caffeinated drinks such as coffee, tea and some sodas to eight ounces a day. Exercise and high temperatures will increase your need for liquids.

BUSINESS & PERSONAL FINANCES What College Students Should Learn About Money As you prepare for a new year at col- lowing three tactics almost any college

lege, managing your money may be the last thing on your mind. But, college is the perfect time to instill strong and healthy financial habits, such as budgeting and living within your means.

By starting on the right foot with good saving and spending habits, you’ll have a good chance to set yourself up for a life of financial success. Here are some ideas students – with the help of parents, relatives and the school’s financial aid office – can consider while taking the leap into living away from home.

Create a financial plan early on. Create a general financial plan for your college years right away, and a more detailed budget for the upcoming semester. You can start with estimated costs for tuition, fees, room and board from your school’s financial aid office and fill in the actual numbers once you know them.

Even with financial aid, most college students need to be frugal as they balance major expenses and a limited income from work or parental support.

While you may need to take out student loans, the better you manage your personal and educational expenses the less you’ll have to borrow now, and repay later.

Adjust your budget as you go. Your focus should be school, but you can also take time to track your money and stick to your budget. A budget can be a tool and a learning opportunity, and particularly during your first few semesters, you’ll likely have to make adjustments as you learn to balance wants and needs. Try to stick with it and remember it’s okay to make changes (and an occasional mistake) as you go.

Parents can discuss how they manage their personal or family budget and offer suggestions for cutting expenses or finding work. College students may face many financial firsts, such as signing a rental agreement, purchasing insurance or applying for a loan, and parents can share their experiences and advice.

Make your budget add up. Learning how to roll with the punches and live within your means are timeless skills.

You’ll have to balance academic obligations with a part- or full-time job to increase your income. But, there are often flexible on-campus jobs you can qualify for if you have a work-study grant as part of your financial aid package.

When it comes to saving, there are all sorts of ways to cut costs on necessities and indulgences. Consider the fol-

Make a practice of saving for the future. You’ll want to figure out the best way to use your savings. If you’ve taken out student loans, you could allocate some of the money to early loan payments.

Thyme-Scented Roasted Vegetables and Beets

Servings: 4 Prep time: 20 minutes Cook time: 30 minutes 1 jar (16 ounces) Aunt Nellie’s Whole Pickled Beets, drained, halved 1/2 pound baby carrots 1 medium onion, cut through core into 1/2-inch wedges 8 ounces shallots, peeled, halved if large 1 tablespoon olive oil 1 teaspoon dried thyme leaves 1/2 teaspoon salt 1/4 teaspoon freshly ground black pepper 1 clove garlic, minced Heat oven to 400 F. Line 15-by-10-inch jelly roll pan with aluminum foil. Add beets, carrots, onion and shallots. Drizzle with oil; sprinkle with thyme, salt and pepper; toss to coat.

Roast, uncovered, 15 minutes.

Add garlic to vegetables; toss well.

Return to oven and continue roasting 15 minutes, or until vegetables are tender and lightly browned.

Note: 1 tablespoon chopped fresh thyme may be substituted for dried thyme leaves.

Spicy Carrot-Sweet Potato Casserole

Servings: 6 Prep time: 10 minutes Cook time: 30 minutes 1 jar (15.5 ounces) Aunt Nellie’s Glazed Small Sliced Carrots 1/4 cup orange juice 1 teaspoon ground cinnamon 1/2 teaspoon ground ginger 1/2 teaspoon grated orange peel 1 cup cooked sweet potato pieces (about 2 inches each) 1/4 cup coarsely chopped pecans Heat oven to 350 F. In large bowl, gently stir together carrots with jarred liquid, orange juice, cinnamon, ginger and orange peel.

Spray 1 1/2- to 2-quart baking dish with nonstick cooking spray.

Arrange sweet potatoes in dish.

Pour carrot mixture over potatoes.

Sprinkle with pecans.

Bake 30 minutes, or until bubbling and heated through. Allow to stand 5-10 minutes before serving.

Note: 1/2 cup chopped apples can be added to carrot mixture.

Servings: 8 Prep time: 25 minutes Cook time: 20 minutes 1 jar (16 ounces) Aunt Nellie’s Sliced Pickled Beets 2 cups all-purpose flour 1 tablespoon baking powder 1/2 teaspoon salt 1/2 teaspoon ground black pepper 1/2 cup milk (2 percent or skim) 1/3 cup olive oil 1 egg, beaten 1/4 cup thinly sliced green onion 1 tablespoon chopped fresh rosemary 1 small clove garlic, minced 2/3 cup crumbled feta cheese (not fat-free) 1/2 cup coarsely chopped toasted walnuts 8 rosemary sprigs

Heat oven to 400 F. Drain beets well. Chop coarsely; set aside on paper towels.

In large bowl, whisk together flour, baking powder, salt and pepper.

In small bowl, whisk together milk, oil and egg. Stir in onion, rosemary and garlic. Add milk mixture to flour mixture. Stir to combine. Gently stir in feta and walnuts, just until combined, then add beets and stir gently to combine.

Turn out onto lightly floured surface. Knead dough three to four times to smooth. Pat into 9-inch round on ungreased baking sheet.

Cut into 8 triangles; do not separate.

Lightly press rosemary sprigs into each scone.

Bake 20 minutes, or until light golden-brown. Cool on baking sheet; set on wire rack. Serve warm or at room temperature.

Add onion and bell pepper. Cook and stir 1 minute.

Add sausages; continue cooking 5 minutes until browned and heated through, turning occasionally.

Remove sausages from skillet.

Add potato salad and black pepper to skillet.

Stir to combine with onion mixture. Return sausages to skillet. Cook 2-3 minutes until heated through. Sprinkle with parsley, if desired.

Mr. Yehl is survived by his fiancée, Linda Pysadee of Bradford; five daughters, Ashley Mae (Jason) Connor of Taylorville, N.C., Sunny Dee Chilson of Bradford, Julie Ann Lathrop of Reading, Christy (David) Sherk of Cranberry and Dawn (Eric) Ramcharitar of Erie; two sons, Shane Michael Yehl and Joseph Charles Yehl, both of Bradford; and 11 grandchildren, Jasmine, Jason and Hunter Conner of Taylorville, Lilly, William and Delany Chilson of Bradford, Daren Lathrop of Reading, Calia and Kiara Sherk of Cranberry, Cal and Leland Yehl of Portville, N.Y., and Eian Yehl of Bradford.

(Michelle) Clark of Westminster, Md.; two grandchildren, Keegan Clark, and Reagan Clark; six first cousins, Judy Stitt of Venice, Fla., John Cuthbertson of Camp Hill, Jim Cuthbertson of Bradford, Joanne Lamb of North Hills, Jill Cuthbertson of Erie and Brian Cuthbertson of Pittsburgh.

She was preceded in death by a twin sister who died at birth.

Burial will be in Maplegrove Cemetery, Shinglehouse.

Kathryn A. “Kay” Clark, 72, of 442 Derrick Road, Bradford, passed away Monday (Oct. 3 2016) at UPMC Hamot in Erie.

Born Feb. 16, 1944, in Bradford, she was the daughter of the late Harry and Marie Dingus Frantz.

She was a 1962 graduate of Bradford High School.

On Feb. 14, 1991, in Bradford, she married Thomas A. Clark, who survives.

Paula had been employed as a certified nursing assistant at Elk Haven Nursing Home in St. Marys.

can create distrust between the parent and child. When the child answers the phone call, parents feel reassured that they have a connection with their child and assume a level of security. The child benefits also because if his or her parent is comfortable with a situation, the child gains confidence in feeling a level of independence from the parent; yet, he or she has the reassurance that his or her parent is just a phone call away.

Parents may also want to think about who their child is calling, and will he or she be texting and with whom? Encourage the child to think about how he or she plans to use the phone and discuss his or her ideas with him or her. This conversation could create a sense of awareness and give the parents the opportunity to hear their child’s needs and plans for using the cell phone and make rules accordingly. For some families, texting may be a better way to communicate. If the child feels embarrassed or is at a place where he or she cannot talk on the phone, texting is a good solution. Parents too can be in situations in which a phone call is inappropriate or obtrusive, so texting is a good option for them too.

Setting time limits for when to use the phone and for the length of time are also ideas for deliberation. Perhaps limiting the number of texts is another area for discussion. Many phone carriers offer services that allow parents to place a limitation on the amount of data and the time in which a child can use his or her phone during a billing cycle. These limitations can assist the parent in teaching the child to manage his or her phone. Lastly, identify expectations for the child’s cell phone ownership in terms of responsibility for it and its safekeeping. Parents may want to remind their child to not let others use his or her phone or help the child choose a safe place to keep the phone during school, recess, or athletic events.

Some parents have drafted a contract in order for a child to own a cell phone. Involving the child in identifying the specifics of a contract can be helpful as children are more likely to understand and follow the rules if they have been involved in creating them. Once the rules of cell phone ownership have been established, the parent should identify consequences that are appropriate for misuse and consistently use them.

Once a parent has made the decision to allow the child to possess a cell phone, parents must remember that children will make mistakes. Careful planning and understanding can help the child gain more than just the knowledge of how to use this technology; this experience could help the child develop a sense of self-confidence and independence.

While parents entrust their children’s safety to the capable hands of bus drivers, these tips from the National Association for Pupil Transportation provide some measures parents can take and lessons they can teach to increase safety going to and from the bus, and even during the ride.

Ensure backpacks are packed securely so papers and other items don’t scatter as the bus approaches.

Create a morning routine that puts kids at the bus stop five minutes before the scheduled pickup time. This helps avoid a last-minute rush, when safety lessons are easily forgotten, and ensures kids are safely in place for boarding.

Encourage children to wear bright, contrasting colors so they can be seen easier by drivers.

Instruct children to walk on the sidewalk. If there is no sidewalk, advise them to stay out of the street, walk single-file, face traffic and stay as close to the edge of the road as possible.

If kids must cross a street, driveway or alley, remind them to stop and look both ways before crossing.

Verify that the bus stop location offers good visibility for the bus driver; if changes are needed, talk with nearby homeowners or school district officials to implement changes.

Never let kids wait in a house or car, where the driver may miss seeing them approach the bus.

Remind children that the bus stop is not a playground. Balls or other toys could roll into the street and horseplay can result in someone falling into the path of oncoming traffic.

Instruct children to allow the bus to come to a complete stop before approaching it.

When boarding the bus, items can get bumped and dropped. Caution children that before picking anything up, they should talk to the driver and follow instructions to safely retrieve their possessions.

Teach safe riding habits: stay seated with head, hands and feet inside at all times; use a seatbelt (if available); keep bags and books out of the aisle and remain seated until the bus stops moving.

Remind kids that just like when riding in your car, loud noises are off limits so they don’t distract the driver.

Another Safety Solution Beyond teaching safety precautions around the bus, there is another option to ensure kids are transported to school and arrive home safely each day. Many school districts are moving away from noisy, pollution-inducing and expensive diesel buses in favor of buses powered by an alternate fuel, like propane, which offers numerous benefits for school districts and their students.

School buses powered by propane offer numerous safety advantages, including being quieter than diesel buses when Jenna Bush Hager operating, making it easier for drivers to hear both inside and outside the bus. This can have a direct impact on student behavior, and many districts have reported fewer disciplinary issues as a result. An interactive

“As a former teacher, I know that parents often overlook how the ride to and from school can impact a child’s performance in the classroom,” Hager said. “A child’s attitude or behavior before they arrive at school can set the tone for the whole day.”

In addition, these buses meet rigorous U.S. Federal Motor Vehicle Safety Standards and each is equipped with an automatic shut-off feature that prevents fuel flow to the engine when not running.

Another safety consideration is the health impact of older diesel buses. The shorter height of younger students can put them face-to-face with a black cloud of diesel smoke every school day. With propane buses, however, students aren’t exposed to the harmful particulate matter in diesel exhaust, which is known to aggravate asthma and has been identified by the World Health Organization as a carcinogen.

Not only is propane consistently less expensive than diesel, the buses themselves don’t require the same expensive repairs and replacement parts that today’s modern diesel buses demand. Saving money on transportation costs puts schools in a better position to meet students’ needs in the classroom and other areas, such as fine arts and athletic programs.

Remind children to look before stepping off the bus. If they must cross the street, teach them to do so in front of the bus by taking five big steps away from the front of the bus, looking up and waiting for the driver to signal that it is safe to start into the street.
