The minutes of the Bingo Association AGM on the 9th May were barely written before Rishi Sunak had asked the King to dissolve Parliament on the 22nd May.
The subsequent election of a Labour Administration on July 5th left the Bingo Association with a sense of ‘what now’ as we were agonisingly close to seeing the White Paper enacted. Whether you believe the paper to be positive or not for Bingo, at least we could all have moved on with some certainty after what felt like three years of debate and evidence gathering!
It is a changed political landscape now, with only fifteen conservative MP’s left with a bingo club in their constituency and ninety five labour MP’s. For the first time we have three Reform MP’s, one Green and eight Lib Dems representing their local bingo club. Despite this the BA hopes and has reason to believe that cross party consensus will be to see it implemented as soon as parliamentary time allows with little or no amendment.
A different administration also brings with new priorities and operators will need to monitor potential changes to Workers Rights and the Tobacco and Vapes Bill amongst others.
Some issues remain, such as the adoption of Martin’s Law and as previously mentioned implementation of the Gambling Act Review.
At the Labour Party Conference we were able to ‘sell out’ our Conference Bingo Session with five of the new parliamentary MP’s taking their turn to call a game of
Bingo as we look to build relationships with the new administration.
Meanwhile the Gambling Commission has certainly not gone away! The regulator continues to push ahead with a review of Gaming Machine Technical Standards which in its current form should be a big concern for all licensed bingo operators. The GC’S newly launched Gambling Survey for Great Britain is also a cause for concern where it looks like participation in Bingo and therefore the number of those experiencing harms from playing bingo in a club looks to be greatly exaggerated as a result of selection bias and vaguely asked questions.
So plenty to push back on and fight our corner on in the coming months and I haven’t even mentioned the budget!
On June 27th we hosted an excellent National Bingo Day celebration despite the event being sandwiched between the Euros and some record breaking hot days!
Finally I look forward to seeing many of you at the upcoming Bingo Association/National Bingo Game and Meeron roadshow in Leeds on the 21st November.

National Bingo Week was celebrated in style this year from 24th to 30th June, with National Bingo Day on the 27th being a particular highlight.
Bingo players across the UK enjoyed halfprice tickets for both afternoon and evening National Bingo Game sessions, where a £50,000 Jackpot and hundreds of club prizes were up for grabs!
One of the week’s most exciting moments came when reality star Gemma Collins made a surprise visit to a London Bingo Club, delighting regulars with an unannounced appearance as their bingo caller.
“The GC” (that’s Gemma Collins!) charmed the audience, even saying, “I’d like to do this as a full-time job.”
Gemma later shared the experience with her 2.2 million Instagram followers, encouraging people to support their local clubs during National Bingo Week: “Bingo brings everyone together...it’s a fun and cheap night out!”
On Friday 29th June, bingo clubs hosted a charity game in aid of Variety – The Children’s Charity, raising over £25,000. The bingo industry has now contributed nearly £2 million to the charity since 2015, demonstrating the generosity of bingo players nationwide.
The charity games also attracted 23 election candidates from various political parties, including Steph Peacock, Oliver Dowden, and Alex Norris. These candidates took the stage to call numbers in clubs, showing their support for the community.

This year’s Labour Party Conference saw record-breaking attendance, with 20,000 delegates descending on Liverpool for the first Conference in 14 years where the party has been in Government. With 243 new Labour MPs joining the Conference, it was a great opportunity for our industry to meet these new faces, as well as catch up with our long-time supporters from across the Labour Party.
The Bingo Association was right at the heart of the action on the first evening (22nd September), bringing our ever-popular charity conference bingo event to provide a space for Labour members to blow off steam after endless policy announcements and debates in the day. Located right in the heart of the secure zone, the event was a resounding success, with more than 80 attendees and various MPs, their staff and councillors making up the room.
The Bingo Association was pleased to welcome a variety of special guest callers. First up was the UnderSecretary of State for Scotland Kirsty McNeill MP, kicking off proceedings with an exciting round which saw an unprecedented four full-house winners. Then it was the turn of the Minister for Democracy and Local Growth, long-term friend of the industry, and former Chair of the APPG for Bingo, Alex Norris MP. We were also joined by Taiwo Owatemi, MP for Coventry North West, and new MP for Blackpool North and Fleetwood, Lorraine Beavers. Our final caller was another new MP and self-confessed bingo enthusiast, Terry Jermy, who represents South West Norfolk and had already had a successful evening himself, having won three games in total. His two chosen charities, the Swan Youth Project and the Charles Burrell Centre, both received £200.
In total, the evening saw nearly £2000 raised for a range of charities, including White Ribbon UK, Women’s Aid, Girl Guiding UK, Endometriosis UK, and Scouts Group, making it a fantastic evening of fun and charitable giving. The successful event was the perfect end to the first day of the Labour Party Conference, with a great atmosphere of camaraderie that perfectly demonstrated the important role of bingo clubs in communities across Great Britain.
The event is one of many activities the Bingo Association is undertaking in the year ahead to ensure that land-based bingo maintains strong relationships with the Labour Government and the significant number of new MPs who now represent our clubs across the country.
During this year’s National Bingo Week, the Bingo Association member clubs successfully raised over £25,000 for Variety – the Children’s Charity. An additional £1,900 was raised at the Bingo Association’s annual golf day, from attending bingo operators and key members of the supply chain, bringing our total fundraising efforts to over £54,000 so far in 2024.
We’re not stopping there, as more activities are planned across the industry to help us reach our ambitious target of £2 million by June 2025. We look forward to celebrating this milestone at a special event on the Terrace at the House of Commons next year, with the date to be confirmed.
As an industry, we’ve raised £1.9 million to date.
We extend our heartfelt thanks to you, the fantastic club teams, and your customers for the incredible and ongoing support.
In addition to funding buses, we’ve recently provided essential equipment to individuals across Great Britain, totalling £28,000. This equipment includes specially designed beds, mattresses, chairs, sensory room tools, and programs to support those
with special educational needs and disabilities. We are also excited to announce that we are planning our next bus presentation.
One recent example is a young individual with ASD, sensory needs, and mobility challenges (tip-toe walking). Their condition significantly impacts on daily life at home and in school. They suffer from social anxiety, are extremely vulnerable and lacks a sense of danger. Non-verbal and struggling with social interaction, they will benefit from the sensory equipment that helps to calm and manage their anxiety.
This equipment, which cost over £3,000, has been life-changing for the whole family, allowing them to live a more comfortable and fulfilling life whilst helping with happiness and a platform from which to learn, grow, and develop.

On Saturday, 18th May, Mecca Bingo launched its first-ever cross-channel Slots Tournament, uniting both online and retail players in a landmark event at its Luton club. Sponsored by Blueprint Gaming, the tournament featured 16 finalists—eight online and eight from Mecca’s venues— competing for a share of £25,000, including a top prize of £10,000. The evening kicked off with a lively reception before players entered head-to-head slot battles. In a dramatic final, Andrew Thorpe, 40, from Norwich, claimed victory with a thrilling spin, walking away with
the £10,000 jackpot. “I never expected to win—it was surreal! This prize will change everything, and I’m looking forward to celebrating with my family,” Andrew said, already planning a big holiday with his wife and children.
Robert Lee, Head of Meccabingo.com, shared his excitement: “This event brought together seasoned players and newcomers, showcasing the best of what Mecca has to offer. A huge thanks to Blueprint Gaming and congratulations to Andrew!”

Joanne Bell, 43, from Stockton, has won a life-changing £50,000 at Mecca Bingo on Chandlers Wharf. The mother of four was playing the National Bingo Game with her mum, sister, and niece when she unknowingly hit the jackpot by calling ‘house’ within the first 16 numbers.
“I didn’t even realise I’d won until everyone around me started celebrating! It was so surreal,” Joanne said.
A regular bingo player, Joanne believes her niece brought her luck that night. In celebration, she’s decided to share the winnings with her family. “My mum’s retiring early now! She deserves it after working so hard all her life,” Joanne added.
With plans to renovate her home and take her first-ever holiday abroad, Joanne is making her family’s dreams come true.
Jess Heron, Mecca Bingo Stockton’s caller, said, “The atmosphere was electric. It was amazing to see the whole room come together to celebrate Joanne’s big win!”
In what turned out to be an unforgettable night for Club 3000 Bingo, nine of their clubs reached full capacity! Club 3000 Bingo in Coatbridge, in particular, was the site of a life-changing win, as Maureen Russell, a regular customer from Airdrie, took home a staggering £100,000 during a unique Link Game on Sunday, September 29th, 2024.
This exciting event marked Club 3000 Bingo’s firstever “Millionaires Night,” where all 24 of their clubs linked together for a special game that concluded with massive winnings across the country.
Alongside Maureen’s £100,000 jackpot, other big prizes were claimed, including £10,000 for a two-line win in Cardiff and £5,000 shared between Blackpool and Doncaster clubs for one-line wins.
For Maureen, who has been attending bingo at the Coatbridge club since its opening in 2006, the win came as a surprise. Attending the event with friends, including her best friend of 50 years, Maureen’s tradition of splitting any winnings with her best friend held firm, and this time, it was no exception.
“I love coming to bingo, and Club 3000 Bingo at Coatbridge is always a fantastic experience,” said Maureen. “The atmosphere was amazing, and I couldn’t believe it when I won. The staff were wonderful, and the whole club was buzzing with excitement. I’m still in shock and haven’t decided how to spend the money yet, but it’s an incredible amount that will change my life.”
And Coatbridge holds a special place in bingo history, as it still holds the record for the highest bingo jackpot ever won in the UK - £1.2 million on the National Bingo Game in 2008.
Louise Connelly, one of the managers on duty at Coatbridge, said: “It was a magical night. The atmosphere was electric, and we were overjoyed for Maureen. The moment she called for the full house, the entire club erupted with cheers. The joy from both staff and customers was overwhelming. We’re like a big family here, and we love providing opportunities for our bingo community to win big. Club 3000 Bingo is the place to be to win Big Money.”
In the wake of the success of the evening, Club 3000 Bingo is planning a special cheque presentation for Maureen in the coming weeks, where the celebrations will continue!
On 12th September 2024, the long-anticipated Terrorism (Protection of Premises) Bill, also known as Martyn’s Law, was introduced in the House of Commons by the Minister of State for Security, Dan Jarvis. This Bill represents a critical step towards ensuring that public venues and events are better prepared for potential terrorist attacks, with a focus on reducing physical harm and improving responsiveness.
What is Martyn’s Law?
Named in honour of Martyn Hett, a victim of the 2017 Manchester Arena attack, the Bill aims to protect the public by requiring venues to take reasonable steps to mitigate the impact of terrorist incidents. The specific measures required will vary depending on the size and nature of the premises, but the overarching goal remains the same: to make public spaces safer and more resilient to terrorist attack.
As the Bill progresses through Parliament, it has attracted scrutiny from various quarters, including the Home Affairs Committee, the business community, and campaign groups. Concerns were raised over the proportionality of the measures, particularly with regard to the financial and operational burden on smaller businesses.
The Government has taken these concerns on board and made significant adjustments to ensure that public protection is enhanced without placing undue strain on businesses.
Key changes to Martyn’s Law
is feasible for a smaller premises, ensuring flexibility in implementation.
• New approach to assessing capacity: Instead of relying on a strict assessment of venue capacity, the Government has adopted the more flexible ‘reasonable expectation of numbers of individuals present’ method. This change allows venues to better account for fluctuating attendance and provides a more accurate threshold for determining their obligations under the Bill.
Several important revisions have been made to the draft Bill in response to feedback:
• Training requirements: The Bill no longer mandates a specific, prescribed form of terrorism training. Instead, businesses will be required to integrate terrorism awareness into their own staff training programmes, tailored to the needs of their venue. This adjustment ensures that training remains relevant and practical without becoming overly burdensome.
• Regulatory oversight: The Security Industry Authority (SIA) has been designated as the regulator responsible for ensuring compliance with Martyn’s Law. While the primary focus of the SIA’s role will be to guide and support businesses, it will also have the authority to investigate non-compliance and issue civil sanctions, such as monetary penalties, where necessary.
The Bill is still in its early stages and will be debated at the Second Reading in the House of Commons on Monday 14th October 2024. As it moves through Parliament, further changes may be introduced, so businesses are encouraged to stay informed about developments.
• Raising the threshold for the Standard Tier: Initially, the threshold for the Standard Tier was set at premises with a capacity of 100 or more. This has now been raised to premises hosting 200 to 799 people. The revision ensures that smaller venues, which may not have the resources for extensive security measures, are not disproportionately affected.
• ‘Reasonably Practicable’ requirements: The Bill introduces a ‘reasonably practicable’ standard for both tiers, allowing venues to tailor security measures to their specific circumstances. This approach recognises that what is suitable and appropriate for a large event may differ from what

As Managing Director of Opera Bingo, Daryl oversees five clubs across the North-West, driving a focus on customer experience and community-building. Her journey into bingo wasn’t planned: she started at the company as an accountant in 2013 with no experience beyond seaside bingo, but quickly found herself immersed in the business.
As the industry continues to evolve, their influence will shape the future of bingo, ensuring it remains a welcoming, fun and safe space for all. This article celebrates just a few of the many exceptional women who are at the heart of the bingo world, showcasing their stories, achievements, and dedication.
Donna has long been a vibrant presence in the bingo world, but her claim to fame came when she was crowned National Bingo Game Caller of the Year in 2019. Her showstopping performance, complete with a rendition of Dame Shirley Bassey’s This is My Life, wowed the judges and secured her the coveted title. Donna’s passion for bingo is evident not only in her ability to entertain a crowd but also in her deep connection with customers.
Before stepping into the world of bingo, Donna worked as an entertainer at Haven Holiday Parks, and this background shines through in her role as a caller. Her ability to interact with
customers, listen to their stories, and amplify their excitement when they win is what makes her stand out.
One of Donna’s funniest moments came when she accidentally left her microphone on while heading to the toilet, resulting in the entire hall hearing her belt out Reach for the Stars. It was a moment that had everyone, including herself, in stitches.
For Donna, the inspiration behind her work comes from the strong women in her life, particularly her mother. “My mum always taught me that anything is possible,” Donna says, adding that she hopes to set the same example for her own daughters.
Daryl credits much of her success to the collaborative nature of the bingo industry, where other independent operators provided guidance and great support as she learned the ropes. Her role has since evolved from crunching numbers to running day-to-day operations, always making time for a cup of tea and a chat with customers and team members.
A favourite moment in her year is the weekend breaks she organises for customers to Blackpool, where the fun of seaside bingo brings everyone together.
Daryl’s love for the community aspect of bingo is clear, and she’s not afraid to take on new challenges. Next up on her list? Learning to call bingo herself!
Jenny’s bingo journey began in 1994, when she was part of the team opening Mecca Bingo’s Knotty Ash club in Liverpool. Starting her training as a team member just before her 18th birthday, Jenny quickly climbed the ranks at Mecca, before moving to the independent bingo sector to become Deputy General Manager at BJ’s Bingo in Leigh in 2007, where she has thrived ever since.
For Jenny, bingo is a family affairher mother worked at the Top Rank Casino in Liverpool, and the bingo bug runs deep. The relationships she’s built over the years have created a
Nuala has been a fixture in the bingo industry since 1985, when she took her first job at Granada Bingo in Clapham Junction. Despite a rocky start (customers shouted at her during her first session!), Nuala quickly found her footing and fell in love with the bingo community. Over the years, she climbed the ranks, becoming a club controller and eventually an area trainer.
Nuala’s career is filled with anecdotes of charity work and community involvement, including raising money for ChildLine by pushing a bed from Kennington to Crystal Palace while pregnant, and later skydiving for the cause after giving birth to her daughter. Her dedication to charity work has continued throughout her career, raising thousands of pounds for various causes close to her heart.
Nuala is also a strong advocate
for Girl Guiding and has been a Brown Owl for 18 years. Being a trainer for young leaders, and a positive female influence on girls is something Nuala is extremely proud of.
In 2019, Nuala was recognised with an award as an ‘Inspirational Business Woman’ by the Sutton Business Awards for Women’s Group. She was also recognised for the work that she did with her business, helping those with mental health issues, and people from MENCAP to find jobs in the community.
Now Financial Director at Connaught Bingo in Herne Bay, Nuala’s love for bingo and her commitment to her community remain as strong as ever. Having met her husband Tony at Bingo, it’s fair to say that bingo not only shaped her career, but her family life as well!

Jenny’s dedication extends beyond the bingo club, raising thousands of pounds for charities like Walking For Autism through sponsored walks, and even producing a staff naked calendar to raise money for Variety, the Children’s Charity (like Jenny says, “…the things you do for bingo!”).
Jenny’s love for bingo, her customers, and her community shines through in everything she does. Her latest project? Overseeing a full club refurbishment to give their customers an even more luxurious experience.
At just 27, Demi Rawden became one of Mecca Bingo’s youngest General Managers, and in the six years since, she’s managed eight venues across the country. Demi’s energy, drive, and passion for customer service have been recognised multiple times, most notably when she was named a finalist in Mecca’s General Manager of the Year awards in both 2022 and 2024.
Her career began when, at 18, she walked into Mecca Bingo Burtonon-Trent looking for part-time work while completing her business management studies. Fast forward to today, and she’s overseeing one
Elaine’s bingo journey started back in 1999 when she joined Jarglen Bingo in Bloxwich at just 19 years old. What began as a part-time job quickly became her passion, leading her to rise through the ranks from team member to general manager at various clubs across the country, including Gala and Buzz Bingo. Elaine is now Deputy General Manager at BJ’s Bingo in Kitts Green, Birmingham, embracing a fresh challenge.
Her career is marked by a genuine love for bingo, which she believes is ingrained in her DNA. What keeps
her going is her customers and staff – she finds joy in making people’s days, whether it’s by calling numbers or offering a listening ear. During the COVID-19 lockdowns, Elaine made special efforts to check-in on vulnerable members, touching lives at a time of uncertainty.
From raising money for charity to celebrating every big win with her team, Elaine’s dedication to the bingo community is truly inspiring. A special source of pride is her two daughters, who love telling everyone that their mother is a manager at a bingo club!

Recently, Demi completed Women at Rank’s career accelerator programme, developed by Mecca’s parent company, Rank Group, to support female managers looking to progress their professional journey. Demi credits the support and mentorship she’s received along the way: “Looking back, I honestly never expected to be a general manager in a multi-million-pound business, but if I could go back, I’d tell young Demi to drop any preconceived ideas of bingo, believe in herself and go for it.”
Nikki’s journey in bingo started as a teenager at the Hippodrome club in St. Helens, and over the years she has gained invaluable experience across multiple venues and roles including Majestic and Buzz Bingo. Today, Nikki is the co-Owner at Regal Bingo in Bridlington, a role she stepped into after reopening the club with her business partner Tim Clark following its closure during the COVID-19 pandemic. It was a potential dream, but also came at a huge personal and
financial risk. However, Nikki and Tim held a strong belief in the ‘club bingo’ experience as one that binds people of all ages and backgrounds together. From launching table service during lockdowns to hosting themed nights and customer excursions, Nikki has reinvigorated the local bingo scene, and the club is now thriving. Her advice to others? Do your homework, take the leap, and know that there’s so much support within the bingo community.
As the newly appointed Central Operations Director at Mecca Bingo, Sarah O’Neill plays a vital role in shaping the future of the business. Overseeing operations for 52 venues, Sarah’s journey in bingo began in 2004 when she joined Mecca parttime while studying law in Leicester. What started as a temporary role to fund her exchange year in Australia eventually turned into a fulfilling career, with Sarah progressing through various operational roles. She quickly made her mark, managing Mecca’s Beeston venue and later being
Affectionately known as “Jackpot Jean,” Jean Parton has been a beloved bingo caller for over 30 years at Buzz Bingo. Her love for the game is matched only by her devotion to her customers, many of whom she knows by name.
Jean’s warmth, friendliness, and genuine care for others have earned her a special place in the hearts of players and colleagues alike.
Jean is well-known in her local community, where she regularly raises money for charity. For years, she has collected donations for the local children’s hospital at Christmas and
named General Manager of the Year in Mecca’s North-West region.
A graduate of Mecca’s Management Academy, Sarah also holds a postgraduate diploma in leisure leadership and strategy. Today, Sarah balances her central leadership role with insights gained from her years working directly in clubs, ensuring that Mecca’s operations remain customerfocused and strategic.
Her passion for bingo and commitment to the future of the industry are evident, making her an inspirational figure within the sector.

Jean’s joy for life is contagious, and she’s often found at karaoke nights with friends, singing her favourite songs like Penny Arcade.
Despite her decades in the industry, Jean remains as enthusiastic as ever, dedicated to making every customer feel welcome and valued.
She’s a shining example of the heart and soul that women like her bring to bingo, demonstrating how the smallest acts of kindness can leave the biggest impact.
Heather’s bingo journey is deeply personal - her family has been involved in the gaming industry for decades. Heather first started working for her family’s business in 2004, taking charge of the bar and kitchen.
In 2008, they took the leap into bingo, acquiring the Ritz Bingo Club in Belper, where Heather found herself stepping into a leadership role on the bar and kitchen. Through tough times, including economic pressures and learning the ropes of the bingo business, Heather’s determination helped turn the Ritz Bingo Club around. Her leadership and efforts paid off,
building a strong customer base.
When her parents made the hard decision to sell the company to Real Fun Group in 2023, Heather continued running the club under its new ownership and was appointed General Manager.
Heather’s dedication to both the business and her personal pursuits is clear. Alongside running the bingo club, she’s pursuing a degree in Astrophysics from the Open University. Balancing this with her work is a testament to her resilience and drive, making her a proud part of the Belper community.
Leigh never imagined that a part-time job at 19 would turn into a 12-year career, but her time in bingo has been a journey filled with growth, learning, and success. Starting her bingo life in the kitchen team, Leigh worked her way up to become General Manager at Globe Bingo in Donnington, a position she’s held for three years.
Throughout her career, Leigh has faced challenges. But with a supportive network around her, she has flourished. Leigh is passionate about creating a welcoming, fun environment for both her team and
Sarah is fast becoming a powerhouse in the bingo world, overseeing 321 colleagues across 18 Buzz Bingo clubs as a Regional Manager. Her journey at Buzz started in 2016 as a Deputy Manager, and since then Sarah’s passion for people and bingo has seen her career flourish at Buzz.
Sarah’s leadership style is built on empowering her teams, fostering collaboration, and driving exceptional results.

As part of Stroke Awareness Month in May, Buzz Bingo proudly partnered with the Stroke Association, inviting the Parklands Stroke Support Group to their Derby club for a special day out.
The Parklands Stroke Group, like other stroke support groups, provides a safe and encouraging space for survivors to rebuild confidence, try new activities, and learn more about life after stroke.
The group travelled from Long Eaton to the Derby club, where they enjoyed an afternoon of bingo, tea, and biscuits. For many stroke survivors, socialising can be a daunting challenge, with 1 in 4 feeling lonely or isolated since their stroke.
Over a 3-year partnership, Buzz Bingo is committed to creating a welcoming, friendly environment where stroke survivors can connect, play bingo, and have fun while rebuilding the social networks that stroke can disrupt.
To further support the cause, Buzz Bingo hosted a special charity bingo game on two Saturdays during Stroke Awareness Month, with 100% of net proceeds going to the Stroke Association. Limited edition Stroke Association dabbers were also sold, with all profits going directly to the charity.

In a surprising turn of events, musical clowning comedian Dru Cripps has been crowned the Dabbers Bingo Comedy Caller Winner 2024, taking home the £1,000 prize. Dru re-entered the competition as a wild card after fellow contestant Lil Wenker withdrew due to a medical emergency, turning what was already an exciting contest into an unforgettable finale.
On Sunday, 7th July, Dru performed to a sold-out crowd at Dabbers Social Bingo, wowing the audience with his unique combination of improv, beatboxing, and mime - all while calling bingo. His rave-inspired routine, complete with dance moves and comedic flair, brought a fresh energy to the stage and secured him the most audience votes.
Reflecting on his unexpected win, Dru said, “I found out the night before I was back in the competition! It felt a bit like a clown stepping in when the lion tamer has been eaten.” In true sportsmanship, Dru plans to share his prize money with Lil Wenker, the contestant he replaced.
Hosted by BBC New Comedy Award finalist Sikisa Bostwick, the event featured top-notch performances from other finalists, including Australian stand-up Kat Dellar and 80s game show host impersonator James Watkins. essential updates on Meeron and the National Bingo Game Association (NBGA), ensuring members are fully briefed on current BA activities and industry developments.
Of particular interest this year will be a deep dive into the Gaming Machine Technical Standards Consultation, which may have significant implications for the industry. To guide members through these changes, Graham Burgin from the Gambling Commission will join us to provide expert insights into the consultation and its potential impacts.
Jenna Lothammer from GamCare will also be presenting on industryspecific training courses designed to enhance player protection and promote responsible gambling across bingo operations.

On 22nd August 2024, 42 dedicated golfers gathered at the stunning Carrick Golf Course, situated on the banks of Loch Lomond in Scotland, to compete in the annual Carlton Golf Day in support of the Bingo Association’s nominated charity, Variety.
Despite three days of relentless rain leading up to the event, the skies cleared just in time, much to the relief of the golfers who had traveled from across the UK to take part.
Now in its ninth year, the event is organised by Stephen Morrison, Compliance Director at Carlton. This year’s outing was particularly special, as for the first time, representatives from all the major bingo operatorsboth large and independent - came together for the day. Joining them were key contractors who work closely with the sector, alongside supporters who play an integral role in making the event a success.
A special thank you goes out to Shipley Creative and Club 3000, whose
generous financial contributions helped make this year’s charity day possible.
The companies represented included industry heavyweights such as BJs Bingo, Buzz Bingo, Mecca Bingo, and Club 3000, as well as several sector suppliers like Cowells, Leisure Electronics, and Novomatic, among others.
The golfers took off from both the 1st and 10th tees, soon enjoying spectacular views of the Scottish hills, including Ben Lomond and Loch Lomond itself. While the scenery was breathtaking, some of the golf left room for improvement, but a few standout performances earned prizes at the evening’s clubhouse dinner:
• Best Individual Stableford: Richard Laciok (Globe Bingo) – 37 points.
• Best Combined Team Stableford: Kevin Temple (Novomatic Gaming), Ian McIntosh (Guest), Jake McCaffery (Carlton, Dunfermline) –92 points.
• Nearest the Pin: Mark Woodhouse
(Dalriada Trustees) and Jake McCaffery (Carlton, Dunfermline).
• Longest Drive: Jonathan Morrison (Guest).
Though the day was filled with camaraderie and fun, its main goal was to raise money for Variety. Through the generosity of participants, a total of £1,290 was raised, which will be added to the Bingo Association’s growing total.

In early January, the idea for a team-building day was raised at Buzz Washington, and what better way to strengthen bonds and give back than by participating in the Race For Life Pretty Muddy for Cancer Research?
Agroup of eight colleagues from Buzz Washington and Buzz Sunderland eagerly signed up for the Herrington Park event in June, calling themselves Team ‘Shake Your Balls’
However, in the weeks leading up to the race, one of the team members had to drop out, reducing the group to seven. With excitement building, fundraising efforts kicked off both individually and through in-club activities, quickly gathering momentum and support from family, friends, and customers. But, just as race day approached, disaster struck – heavy rain led to the event being cancelled at the last minute due to waterlogged grounds.
Undeterred, the team transferred their entries to the next local Race For Life Pretty Muddy event at Newcastle Town Moor in July. Despite the change of date, only five participants were able to continue. Nonetheless, Donna and Jon from Buzz Sunderland kept their fundraising efforts going strong and remained valuable members of the team in spirit.
On race day, the Buzz Washington five—Debbie, Kim, Sam, Kyle, and Vicky—faced what can only be described as horrendous conditions. Battling freezing rain and soaking wet obstacles, they powered through the mud, sticking together as a team every
step of the way. Though the weather was far from ideal, the team’s energy and camaraderie shone through, making it an unforgettable experience.
The success of the event wasn’t just measured by how much mud was conquered, but also by the astonishing amount of money raised. Thanks to the overwhelming generosity of family members, customers, and supporters from both clubs, Team ‘Shake Your Balls’ raised an incredible £4,233.42, including £162.50 in Gift Aid.
The experience was such a success that the team is already looking forward to taking part again next year!

Club 3000 Bingo in Greenock celebrated yet another huge National Bingo Game jackpot on Saturday, 29th June 2024, as part of National Bingo Week.
Aretired local lady won the £50,000 Community Prize on the National Bingo Community Game. The jackpot was shared among 150 customers, each receiving £335 - making everyone a winner! This marks the club’s sixth big jackpot win in recent years, solidifying Greenock’s status as Scotland’s luckiest town for bingo.
The lucky winner, a regular at the club, scooped the house prize of £1,000 as well as her share of the £50,000 Community Jackpot. Overjoyed, she said, “The money will go towards our holiday to Gran Canaria, and I’m so happy everyone in the club
received part of the prize. It makes the win even more special!”
Andrew MacDonald, Assistant Manager at Club 3000 Greenock, added, “The atmosphere was electric when everyone realised they’d won. This is our sixth jackpot win, and we’re proud to be Scotland’s luckiest bingo club!”
Club 3000 Bingo in Cardiff is proving to be one of the luckiest bingo clubs in the country, with four huge jackpot wins totalling £275,000 in just a few months.
On Monday, 12th August, a local man scooped a staggering £50,000 on the National Bingo Game, marking the second big win at the club in a month.
The recent £3 million refurbishment at the Cardiff venue seems to have brought not just a fresh look, but plenty of luck to its customers.
Among the four lucky winners is a 25-year-old woman who, while wishing to remain anonymous, couldn’t hide her excitement.
“It was unbelievable. I come with my friends every couple of weeks
for a good night out and to catch up socially. I was totally overwhelmed when my numbers came up and I realised I had won the huge £50,000 prize, it was surreal. It is going to make such a huge difference as I am going to use it as a deposit to buy my first house… the win really is life changing for me. The staff were amazing, and everyone celebrated with me.”
Stephen Pidgeon, Head of Operations, was equally thrilled about the club’s success.
“We have had several reasons to celebrate recently. Not only have we invested in the club to provide
our customers with the best bingo experience ever, but we’ve also had four huge jackpot wins in the last couple of months. The first win occurred on 18th June, during what seemed like an ordinary Tuesday evening. A regular player, who wishes to remain anonymous, was enjoying her usual bingo session when all her numbers came up on the National Bingo Game. She was stunned to find she had won the top prize of £50,000.
Josh Davis, manager of Coronet Bingo, recalled the moment: “It was a typical session until it became anything but! The atmosphere in the club was fantastic, and everyone was thrilled for the winner. We are so happy for her and know this win will change her life.”
Laurie Carpenter, proprietor of Coronet Bingo, added, “We’ve always said that bingo is about more than just winning; it’s about the social experience. But it’s fantastic that our small club can have such a positive impact on people’s lives

Sean Tucker, the manager on duty that evening, said, “All of the customers in the club were overjoyed for the winner. It was an amazing experience to witness someone win such a huge amount. Honestly, I think I was more nervous than the winner! It’s incredible that our little club has had two big wins in just a couple of months.”

The bi-annual National Bingo Game Caller of the Year 2024 Grand Final is gearing up to be an exciting showcase of all that makes bingo great—fun, entertainment, community spirit, and of course, fantastic bingo! Callers, Presenters, and Hosts from across The Bingo Association have been competing in regional finals, leading up to what promises to be an unforgettable Grand Final.
This year, independent operators participated in three regional qualifying events, while Mecca and Buzz Bingo selected their champions through internal competitions.
The first regional qualifier took place on 28th July 2024, hosted by Club 2000 Bedford, where an enthusiastic crowd of 400 watched competitors from the Midlands and South East. After a lively contest, Kara Smith from Club 3000 Ipswich was selected to move on to the Grand Final.
On 18th August, Scotland and the North descended on Apollo Rhyl for the second qualifying event, where 250 bingo lovers created an electric atmosphere. Despite a few last-minute withdrawals, the day ran smoothly, and Anton Fletcher from Castle Bootle and Tim Dobson from Club 3000 Blackpool both secured their spots in the Grand Final.
The final regional event was held at Castle Nantgarw on 1st September, with seven contestants from Castle’s Welsh clubs competing. The playing crowd of around 400
were treated to a number by the local male voice valley choir, with one lead vocalist being Travis George, a previous Britain’s Got Talent finalist. By the end of the afternoon, Debra Phillips of Castle Merthyr Tydfil had earned her place in the Grand Final.
Meanwhile, Buzz Bingo is set to hold their own contest on 15th September in Derby, where they will select their finalist from among talented callers like Alex (Colchester), Issy (Live Bingo team), Jordan (Darlington), Megan (Wakefield), Michael (Liverpool Croxteth), and Rosemary (Borehamwood).
And in July, Mecca Bingo held the national final of its own search, with six seasoned callers from Mecca clubs going head-to-head, having battled their way through a series of regional heats. Kelly Horton, who has been at Mecca Bingo’s Brierly Hill club for 17 years, initially wowed the judges with her enthusiasm and rapport with customers, and in the final called the perfect game of bingo to secure her place at the Grand Final.
Alastair Stewart, Head of Commercial Operations at the NBGA, praised the competition: “The competition to date has highlighted everything good about bingo, bringing different bingo communities together for the day to spend time doing what they love; Some entertainment, great fun and bingo, supported by quality food and one or two drinks, with the
bingo caller’s putting themselves front and centre to ensure the day runs perfectly. We’re grateful for Club 2000, Real Fun Group and Castle for hosting so brilliantly and for Adam, Robert and Marcus and their club teams for delivering such brilliant events.
The support of Mecca, Buzz, Merkur, Club 3000, Shipley’s, BJ’s Bingo, Castle, Bingo Plus and Palace Coalville in encouraging their team to enter, plus sending a coach of supporters has ensured all attending have had an experience that will last long in the memory and will be talked about. The Grand Final is shaping up to be another incredible day!”

Buzz Bingo has just completed one of the most exciting acquisitions in the bingo sector this year, with the purchase and rebranding of two major bingo clubs—Cricklewood in London and Northampton.
These high-performing venues, formerly part of the MERKUR group, are now fully integrated into the Buzz Bingo family, and the transition has sparked excitement across the industry.
For years, Cricklewood (pictured below) has held the prestigious title of Britain’s biggest bingo club. With over 3,500 winners each month and an impressive payout history, including a Guinness World Record for the largest single bingo house prize of £100,000, this club is legendary in the bingo world.
The club’s General Manager, Steve Young, reflected on the journey:

In September, Buzz Bingo Sheffield Parkway said goodbye to long-serving colleague Helen Callaghan, who retired after an impressive 39 years with the business. Regional Manager Mike Ellis acknowledged her decades of hard work and dedication, sharing that it was an “honour and privilege” to present Helen with a token of appreciation as she finished her final shift.
General Manager Steve Edwards added, “Helen has been the heart and the soul of this club for decades. Her hard work, loyalty, and support have made a truly lasting impact. Everyone wishes her a long and happy retirement.”

2024 is shaping up to be a monumental year for Club 3000 Bingo as they ramp up their commitment to growth and investment across the UK. Opera Bingo, one of the UK’s smaller independent bingo operators, is making headlines with an extraordinary achievement. In a rare and exciting feat, they celebrated back-to-back National Bingo Game £50,000 jackpot winners in two consecutive sessions.
The first life-changing win occurred at their Carlisle club during the evening session of September 19th, followed by another remarkable win in the afternoon session of September 20th at their Barrow club.
This double jackpot success story couldn’t come at a better time for Opera Bingo, whose community spirit and customer focus have been at the heart of their business. Expert insights: Employment update from Taylor Walton
During the state opening of parliament in July, the King’s Speech confirmed the new Labour Government’s plans to make significant changes to employment rights in the UK. The Government will legislate to introduce a new deal for working people to “ban exploitative practices and enhance employment rights” through a new employment rights bill which is due to be published by 12 October 2024.
The Briefing notes to the King’s Speech provide more detail on what can be expected in employment law in the coming months, which is described by Labour as the “biggest upgrade to workers’ rights in a generation”.
Key highlights include:
• The Government has promised to work in partnership with businesses, trade unions and working people to deliver the changes, which they have described as vital to their growth strategy.
• Extension of Day 1 Rights to cover parental leave and unfair dismissal protection. An employee currently requires 2 continuous years’ service to claim unfair dismissal and the right to claim unfair dismissal from day 1 represents significant change. Whilst the details in relation to the extension of unfair dismissal rights remain unclear, it is expected that the new law will mean that employers could still dismiss an employee for failing probation but only after following a fair and transparent process. It is anticipated that probationary periods will be limited to 6 months. At the time of writing the details of how probationary periods will work in practice have not been published.
• Flexible working will become a default right from Day 1 for all
workers. Employers will be required to accommodate the request unless it is not reasonable to do so. According to press reports this will include the right to request a 4-day working week.
• Banning “exploitative” zero-hour contracts to bring an end to “onesided flexibility” and ensure all jobs provide a minimum standard of job security and predictability. Workers will have the right to a contract that reflects the number of hours they regularly work and requires that reasonable notice of any changes in shifts are provided, with proportionate compensation for any cancellations or reduction of hours worked.
Since the Kings Speech, Labour has stated that it will not go ahead with the Predictable Terms Act. This was introduced under the previous Conservative government and was expected to come into force in the autumn. The Act would have given workers a right to request a more predictable working pattern, but Labour wants to go further and introduce a right to ‘have’, not just ask.
• Ending “Fire & Rehire.” Current legislation will be amended to provide effective remedies for workers who are subject to this practice, with current rules in this area being described as inadequate.
• Strengthening Statutory Sick Pay. The lower earnings limit will be removed so SSP is available to all workers, with the waiting period also removed so SSP is payable from the first day of absence.
• Strengthening Protections for New Mothers. It will be unlawful to dismiss a woman who is pregnant for 6 months after her return to work, except in specific circumstances (details of which are yet to be published).
• A Single Enforcement Body. A new body will be established, to be known as a “Fair Work Agency”, to strengthen the enforcement of workplace rights which will be in addition to the current Employment Tribunal system which deals with individual claims. The Government has also indicated that the time limit to be bring a claim in the Tribunal will be extended from 3 months to 6 months.

• Updating Trade Union Legislation. “Unnecessary” restrictions on trade union activity will be removed, to ensure relations between employers and trade unions are based on good faith negotiation and bargaining. The process of statutory recognition will also be simplified, to ensure workers and union members have a reasonable right to access a union within a workplace.
• In addition, a new Equality (Race and Disability) Bill will ensure the full right to equal pay for ethnic minorities and disabled people, which the briefing notes claim will make it easier for them to bring pay discrimination claims. It will also introduce mandatory ethnicity and disability pay reporting for employers with 250+ employees to help close the ethnicity and disability pay gaps.
Other measures the Government is committed to are the “Right to Switch off”, a right of workers not to work beyond their core hours and extending the Worker Protection (Amendment of Equality Act 2010) Act 2023 which comes into effect from 26 October 2024. This places a new duty on employers to take ‘reasonable steps’ to prevent sexual harassment
of employees and the Labour Party wishes to take this further by making it clear that the employer will be liable for the actions of third parties for example customers and clients of the employer.
Labour has also indicated that it intends treat an allegation of sexual harassment as amounting to “whistleblowing.” This may lead to a rise in claims by employees seeking to link their dismissal or any alleged detriment to an allegation of harassment, for the purposes of pursuing a whistleblowing claim. No particular period of service is required to pursue a whistleblowing claim.
Whilst the new Labour Government has stated that it will be consulting with business organisations about the possible effect on the above measures on jobs and business it is already clear that the changes to employment law will have significant implications for employers. Businesses of all sizes will need to consider what changes will be required to their HR practices to prepare for and comply with the new requirements.

As we anticipate the UK Budget on 30 October, the first in over 5,000 days by a Labour Chancellor and the first ever by a female Chancellor, the media is awash with the usual rumours and speculations about surprise tax raids, winners and losers, rabbits and hats. This article aims to sift through some of the noise, delineating what we know and what we don’t, and specifically examine the potential ramifications for the Bingo industry.
Approaching this Budget, there is a feeling far closer to the apprehension felt before a dentist’s appointment than the happy anticipation of a Bingo Club visit. There are a number of reasons for this.
First, the general indicators of the UK economic and fiscal environment do not make for happy reading. The tax burden is already at a historic high and projected to rise further. Experts warn that government spending will need to increase further to make necessary long-term investments in infrastructure, health and defence. The national debt is already high, while economic growth remains low.
Secondly, although the Labour Party manifesto promised limited tax rises, the tone has changed since the election. In particular, on Legislation Day in July, Chancellor Rachel Reeves revealed a so-called “£22 billion black hole” in the public finances. Both Lords of the Treasury (being the Prime Minister and the Chancellor) have warned that the Budget is “going to be painful” and involve “difficult decisions”. With measures already announced including the controversial means testing of the Winter Fuel Payment, there will be a political need to show that the Budget has exhausted all more palatable options for raising money.
Thirdly, in a typical election cycle, the first Budget is the one where governments normally raise taxes, knowing that they have the rest of the Parliament to spend the money (hopefully wisely) and aim to get a return that outweighs the memories of the tax rise on election day.
However, the gloom may be tempered slightly. The Chancellor made it clear that, in her view, boosting economic growth, not tax rises, is the key solution to the UK’s economic problems. As with her speech at September’s Labour Party Conference, she will be looking to give UK businesses and consumers reasons to be optimistic about the future, to encourage them to continue to spend and invest. And there are some positive economic indicators. Inflation is close to target, and the Bank of England is
starting to lower interest rates.
How might the Budget impact the Bingo industry?
In terms of taxation, the Bingo industry makes a valuable economic contribution to the Chanceller’s coffers, including directly supplying around £150 million annually in taxes. This is in addition to the wider economic value that it generates through the people it employs, and the businesses and communities it supports. Around half of the tax contribution comes from the usual sector-agnostic taxes, including corporation tax, income tax, National Insurance contributions (NIC), value added tax (VAT) and business rates, with the other half coming from the sector specific taxes of Bingo duty and machine games duty.
On the sector-agnostic side, Labour has ruled out, both in its election manifesto and subsequent leadership comments, increases in the rates of income tax, NIC and VAT, while the corporation tax rate will remain capped at 25%. There is currently no indication that the Chancellor will look to reverse these commitments, with the recent cuts in employee NICs by the previous Conservative Government being protected. Of course, the focus on rates leaves open the possibility of other changes, such as to the tax base, but the government rhetoric has focused on not raising taxes “on working people” and some of these other changes might infringe on those statements.
Business rates is one area where the Government has promised reform, with its manifesto promising to replace the system in a revenue-neutral way. It also said that a new system would level the playing field between the high street and online giants, better incentivise investment, and tackle empty properties. Of course, the net effect of any changes on Bingo will depend on what happens to the COVIDrelated 75% exemption (capped at £110k per business) for retail, hospitality and leisure which runs out at the end of March next year.
Betting and gaming duties are forecast to raise a
combined £3.6 billion in 2024-25. Labour has made no commitments here, so in theory all options are available to the Chancellor. From an Exchequer perspective, Bingo duty is a very small element of this (raising around £22 million), and therefore unlikely to be a target. Indeed, the small cost could mean that there is even a chance the Chancellor might choose to go in the other direction and take the duty down to nil, if she is looking for ‘good news’.
Of greater concern is the risk that machine games duty (which is twice the size of Bingo duty) might increase, with the focus not on Bingo but the wider gaming machine environment.
The indirect impact
Of course, Budget watchers will be thinking not just about those taxes affecting the Bingo Clubs themselves, but also announcements that will impact the wider economy and the industry’s customers. Energy prices are expected to increase further, coinciding with the drop in temperature and, alongside the means testing of the Winter Fuel Payment already announced, funds available for leisure are likely to feel the strain. A Budget that further dampens consumer sentiment could lead to decreased discretionary spending and fewer social outings to Bingo halls.
But to end on a positive note, the Budget is expected to include a business tax roadmap, intended to provide long term certainty about the direction of business taxes in the
future. This will include the commitment to full expensing and hopefully will mean that future Budgets over the next five years are less of a surprise.
In a nutshell, there are reasons to believe that Bingo may be less affected than others in what is likely to be a tough Budget. The Bingo Association has continued to proactively engage with the new Government, making the case for protecting the Bingo industry, ensuring those making the decisions are aware of the Bingo industry’s positive contribution, both economically and to the social fabric of the communities it serves. And though we will have to wait and see what the Budget brings, there are indicators that the message is being heard.
As we await the Budget’s details, there is cautious optimism that the Bingo industry may weather the storm, with the promise of a brighter spring on the horizon.

The July general election saw Labour win with a historic majority of 167, securing a total of 412 seats. The result was only marginally short of Tony Blair’s record-breaking victory in 1997 and gave the Party a clear and resounding mandate to deliver on a wealth of manifesto promises.
There has been a significant change to the ministerial make-up of the Department of Culture, Media, and Sport. In late July, Baroness Twycross was confirmed as the Minister for Gambling, with Stephanie Peacock MP, who held the gambling brief when the Party was in opposition, moving to a different role within DCMS (as Minister for Sport, Media, Civil Society and Youth). This is the first time there has been a Minister whose entire brief is dedicated to gambling, indicating this will be an area that the Government will be focusing on in the coming period.
Twycross’s new brief will be centred on fulfilling Labour’s manifesto commitments on gambling, where they outlined their intention to strengthen gambling regulations to tackle gambling-related harm. Their manifesto stated: Labour is committed to reducing gambling-related harm. Recognising
the evolution of the gambling landscape since 2005, Labour will reform gambling regulation, strengthening protections. We will continue to work with the industry on how to ensure responsible gambling.
Beyond this, there was little further detail in the manifesto or during the campaign to expand on this commitment. Steph Peacock, in her former role, had backed the gambling reforms the Conservative Government set out in their April 2023 White Paper, stating the reforms would be taken forward “regardless” of the general election results. Leader of the House of Commons Lucy Powell also stated on 25 July that the Labour Government is “committed to redoubling our efforts to reduce gambling-related harms” and is “looking at taking forward” the measures proposed in the previous government’s white paper. Ensuring that the Government implements the measures outlined in the Gambling Act Review at pace will be a priority to secure the future of the bingo industry.
At PLMR, our key focus is helping the Bingo Association navigate the new political landscape. Prior to the new Parliament, strong groundwork had already been laid thanks to our successful National Bingo Day. The day saw twenty-three parliamentary candidates visit their local clubs, and seventeen of those candidates went on to win their seats. There are now hundreds of new MPs. The Labour Party has 209 new MPs, and 108 of these have bingo clubs in their constituencies. There are also several new political parties that hold the constituencies where bingo clubs are present, including Liberal Democrats, Green, Reform, and Plaid Cymru, as well as several Independent MPs. Engaging these MPs and building
strong relationships on a cross-party basis will be key to the success of the future of the industry.
Preparations are underway by the Bingo Association to begin engagement, with our charity bingo reception at the Labour Party Conference taking place at the end of September. Special guest callers confirmed include Democracy and Local Growth Minister and long-term supporter of the industry Alex Norris MP, and Scotland Minister Kirsty McNeill MP. This is an excellent way to kick off our wider engagement strategy, which will focus on ensuring the Labour government understands the positive role played by the landbased bingo industry, is supportive of the sector, and that the proposed reforms from the Gambling Act Review are implemented as soon as possible. Plans also include re-establishing the APPG for Bingo to support our activities and the sector across the next Parliament, and hosting a reception in the Houses of Parliament next year.
With the new Parliament in session, there is a challenge with so many fresh faces to approach and make aware of the bingo industry, but with this comes plenty of opportunity. The Bingo Association is focused on ensuring that land-based bingo will be firmly on the agenda for the next five years by building a wide support base across all parties and forms of government in the political system in the UK.

The timing of the election this summer has led to delays in the implementation of a number of the proposals which came out of the government Gambling Review White Paper. However, there are elements, those led by the Gambling Commission (the Commission), which will result in changes to the Licence Conditions and Codes of Practice (LCCP) and to the requirements for Personal Management Licences, which are being implemented, and these are discussed in this article.
But let’s start with what isn’t happening yet. We don’t yet know when the Department for Culture, Media and Sport (DCMS) will be introducing the proposed statutory instrument regarding the change in the ratio of Category B to Category C and D gaming machines in bingo halls, from 20/80% to 2:1. Neither do we know when the removal of the prohibition on the use of debit cards on gaming machines will be introduced, this could take longer. On cashless payments on machines the Commission are continuing to do their work on the machine technical standards, including consulting with the Bingo Association, but there are changes required to the legislation, which need to be dealt with by the DCMS, and this is not a straightforward subject or process. Also, still to come are the regulations to increase the legal age limit to play Category D slot style machines that pay out cash, to 18s or over, and finally the DCMS announced, along with those I’ve just mentioned, that they would be increasing Licensing Authority premises licence fees, allowing the maximum chargeable fees to be increased by 15%.
The proposals outlined above are in the pipeline and once the new government decide on its agenda and legislative timescale, we will hopefully know more about the detailed regulations which deal with the above and implement the proposals.
We also still have matters such as the statutory levy,
the increase in Commission licensing fees, and the introduction of the Ombudsman, topics on which we don’t yet have definitive announcements from government on how the proposal will be implemented.
As you will know from the Association, the Ombudsman particularly is proving to be a challenge.
Of course, the new government could decide that all the above will be subject to another Gambling Review and White Paper, they can make the decision that they wish to review all the previous government’s proposals, they could re consult with the industry etc. The general view is that this will be unlikely as the new Labour government has taken a relatively similar position to the previous Conservative government on matters of gambling regulation. But they could decide that they have their own ideas on how gambling should be regulated going forward.
Back in May the Commission announced widespread changes aimed at increasing safety in customer choice. These to be implemented in four stages in August 2024, November 2024, January 2025 and February 2025.
Again, there are a number that aren’t directly relevant to bingo. Importantly the Commission’s proposals regarding changes to the LCCP, with the introduction of financial vulnerability checks and frictionless financial risk
assessments will be applied to remote, online operators and not to non-remote operators such as our Association members who operate bingo halls. There are also changes announced by the Commission regarding remote game design, to reduce the intensity and increase customer understanding, again one for online operators only.
Happily, the Commission announced that the proposals regarding direct marketing to improve customer choice would be applied only to online gambling and not nonremote licensees. This was important as the original consultation from the Commission had proposed introducing these requirements, to provide customers with options to opt in to product types they are interested in receiving and the channels through which they wish to receive marketing, to both non-remote and remote licensees. There were understandable concerns expressed by the Association ion it’s response to the consultation, on the potential impact on non-remote bingo operators, particularly with regard to the proposals approach to gaming machines, and the Commission listened and decided not to impose the direct marketing changes to nonremote businesses. So, another we can ignore for now. Although as we know from experience, it’s not uncommon for regulation which is introduced to the online industry, to then be introduced to the land-based industry at a later date.
So, what will be coming in over the coming months?
One change to the LCCP which the Commission announced in May, which does impact on land-based operators, such as our bingo halls, are the new rules which will mean all gambling land-based licensees, including smaller licensees, must carry out age verification test purchasing. Previously this has been mandatory only for the larger operators. The Commission will also change the ordinary code provision (this is good practice advice rather than mandatory) to say that licensees should have procedures that require their staff to check the age of any customer who appears to be under 25 years of age, rather than the current ordinary code provision which refers to under 21 years of age. Operators might look at their age verification policies and procedures. New display notices and staff badges (for those that use
them) might be necessary referencing age 25. The changes requiring all licensees to carry out age verification test purchasing took effect back on 30 August 2024. These age verification checks can be arranged by the Bingo Association on your behalf.
The other proposal from the Commission announcement in May relates to Personal Management Licensees and the extension of the roles which would require an individual to hold a Personal Management Licence. The Commission clarified and extended the operator staff management roles expected to hold a Personal Management Licence, these provisions come into force on 30 November 2024.
Clarifying the current position, the Commission announced all Chief Executive Officers, Managing Directors or equivalent will be required to hold a Personal Management Licence. This is a clarification it is already a requirement that the individuals responsible for the overall strategy and delivery of gambling operations are required to hold a Personal Management Licence. Generally, the overall strategy and delivery of gambling operations is the role undertaken by a Chief Executive Officer or a Managing Director or equivalent. But the Commission have decided that clarification is required. This is unlikely to impact on any Association members.
The Commission have also decided to implement a new provision that would require the Chairperson of a licensee with a Board to hold a Personal Management Licence. The consultation response explained that the provision applies to a Chair who was appointed for a fixed or indeterminate term of office and not on a transient and/or short term basis for individual meetings.
Again, this change potentially could impact on larger members of the Association with have a Board, but is unlikely to impact the smaller members.
Finally in relation to Personal Management Licences, the Commission decided to extend the provision to require that the person responsible for the licensees Anti Money Laundering (AML) and Counter Terrorist financing function, as head of that function, to hold a Personal Management Licence. In my experience many individuals within licensees’ management structure, who undertake the AML and Counter Terrorist financing role, already hold a Personal Management Licence, but those licensee members, where that function currently is not undertaken by a Personal Management Licence holder, will need to make changes to ensure that the individual applies for and maintains a Personal Management Licence. The Commission has been accepting applications for the roles from 1 June 2024 and all those in the role will be required to have a Personal Management Licence by 30 November 2024.

Bingo has a long history in the UK where it has always been about people, community and fun. Since it became popular here in the 1950s and 60s, operators, the media and private individuals have been there to record events and occasions, capturing unique moments, people and places that have played their part in bingo’s rich history. Since 2015 Sean Connolly - known by many in the bingo sector - began sharing all his old bingo photos on Facebook ‘Bingo Photos Old and New’ and has posted over 7,000 images of people and clubs which has enabled a great many colleagues to reconnect.
