Art.2 -The Biennial stipulates that every participating country send one (1) artist, except for special projects, realized together with the 23rd IBSP.

Art. 20!! . Osistema elétrico do Pavilhão da BIENAL é de 110 volts monofásico ou 220 volts monofásico ou trifásico (60Hz). Osistema de televisão no Brasil é PAL·M (60Hz· 525 linhas) ou NTSC, somente para reprodução de fitas no sistema VHS. . As paredes para disposição das obras são feitas em compensado de madeira com 06 mm de espessura e sua altura é de 3,20 m. Os casos especiais poderão ser estudados. . No caso de esculturas e instalações, o peso máximo por m2 é de 1000 kg. Art. 21!!· Aassinatura da Ficha de Participação implica a aceitação integral deste Regulamento. Art. 22!! . Os casos omissos serão resolvidos pela Fundação Bienal de São Paulo.

CONCEPT Art.1 -The 23rd International Biennial of São Paulo (henceforth referred to as 23rd IBSP), to be held from 5October till 8 Decembe" 1996, at the Pavilhão Ciccillo Matarazzo, Parque Ibirapuera, São Paulo, Brazil, will reflect upon the theme of the dematerialization of art at the end of the millenium. Contemporary art can be seen as an operation that aims to subtract weight from the world. The pulverization of artistic substrate and the involvement of ali sensory organs in the artwork denotes aprocess of dematerialization. Artwork has stopped privileging only the sense af sight, whether this is connected to tactile values or is purely optical. Hearing and olfaction call for the participation of the spectator as the protagonist of the artwork. Attributes like uniqueness, permanence, decorative attractiveness of the artistic object have become less and less significant in present day production. At the beginning of the century, artist-pedagogues had already worked to refuse figurative productions overloaded by parnassian metaphors, searching for the zero of form by way of points, lines, textures, diversity of supports, transparencies. Art.3 -The spacial concept of the 23rd IBSP will be submitted to the aesthetic criteria proposed by the Chief Curator of the São Paulo Biennial Foundation. PARTICIPA T10N Art. 4- The countries will be invited to participa te in the 23rd IBSP by the delivery of the Regulations to the respective diplomatic missions. Art. 5- The participating countries must indica te aCurato" who will be the interlocutor with the Biennial. Art. 6- The Curator will: a) choose an artist to represent his country, taking as aguide-fine the theme mentioned in Art. 1. ln the case of Brazil, the Chief Curator of the São Paulo Biennial Foundation will indicate an artist; b) submit the,artist's Participation Form before April30, 1996. Non-compliance with this term will result in disqualification of the artist; c) provide, before April30, 1996, ektachromes of the works, ashort biography and bibliography and atext about the work with amaximum of three pages with twenty lines of seventy strokes, written in English, French, Spanish or Portuguese; d) inform the Biennial of needs for installation or special care to be taken while assembfing the work; e) see that the works to be sent are properly identified and labelled; f) adopt ali the necessary measures concerning insurance of the artworks, transportation within the country of origin, and send the artworks to the Biennial building. They must arrive between August 15 and September 15, 1996. Art. 7- The 8iennial may suggest to the Curators of the participating countries the inclusion of specific artists or movements. Art. 8- The Curator of the participating country must indicate aRepresentative, resident in Brazil, as the responsible person before the Biennial, to act in the following situations: a) to be present, if necessary, on the date and site of the arrival of the artworks to accompany the check-in procedures and other customs requirements; b) to verify the status and identification of the artworks sent, checking the parts and complements as to their integrity; c) to organize and execute, if necessary, the

assembly of the artworks, for which the Representative shall have full responsibility; d) to provide, if necessary, extra securityguards; e) to provide the dismantling of the exhibition and transportation back to the country of origino Art. 9- Each participating country will be fully responsible for the artworks and artists indicated, ine/uding: a) full insurance of the artworks, nail-to-nail, including the permanence in Brazil. The Biennial is henceforth exempt from any and ali liability for any damages. Acopy of the insurance policy should be sent to the Biennial: b) Health and accident insurance for the artists and other members of the delegation: c) accomodation and other expenses of the delegation: d) expenses for packing and unpacking in the country of origin: e) expenses for installation, assembly, unpacking and packing of the artworks: f) expenses for transportation from the place of origin to the Biennial building and back: g) expenses for importation/exportation and customs clearance of the artworks: h) expenses for special illumination: i) expenses for extra guards. Art. 10 -The artworks must be dispatched to: 23Ê BISP -Fundação Bienal de São Paulo Parque Ibirapuera -Portão 03 -CEP 04098900 São Paulo -S.P. -Brazil Art. 11 - Each participating country shall be responsible for the manufacturing of labels for artworks on exhibition, according to standards established by the Biennial. Art. 12 -Ali works must be accompanied by customs documents, even in case of free transport. The airway-bill or bill-of-Iading must be accompanied by three copies of the packing-list, stating name of the artist and titles, techniques, values, dimensions in metric system and weight in kilos of the artworks.

GENERAL RULES Art. 15 - The participating artists authorize the Biennial, free of any fees including author's rights, to reproduce, photograph, film or registe" through any technical means of reproduction, the respective artworks exhibited at the 23rd IBSp, for purposes of catalogues, posters, outdoor advertising, artie/es in newspapers and periodicals, and other promotional material for the 23rd IBSP. Art. 16 - The Biennial reserves the right to refuse participation of any works that may present adanger to the pubfic or to the building. Art. 17 - The Biennial will not be held responsible for non-participation of any artist, due to failure to observe terms and conditions established for delivery, assembly and forwarding of the Participation Forms, documentation and special instructions related to the artworks. Art. 18 -ln case of doubt regarding spelling of an artist's name, or any information about the artworks, the information given on the Participation Forms will prevail. Art. 19 - Removal of artworks on display will not be allowed before the conclusion of the 23rd IBSP. Art. 20 -The electrical system in the Biennial building includes 110 single-phase volts, 220 single-phase volts and triplephase volts (60 Hz). The television/video system in Brazil is PAL -M (60 Hz-525 fines) or NTSC, only for use of VHS system tapes. -The walls of the exhibition space are made of 6mm plywood, 3.20 metres high. Special requirements will be studied. -The weight of installations and sculptures should not exceed 1,000 KG/M2. Art. 21 - The signing of the Participation Form implies full acceptance of these Regulations. Art. 22 - Cases not covered by these Regulations will be judged by the Biennial.

Art. 13 - Due to customs regulations, foreign artworks are not allowed to remain in Brazil for over one hundred and eighty (180) days, counting from the day of arrival. Art. 14 - The disassembly of the exhibition must be carried out according to the schedule proposed by the Biennial. The artworks must be withdrawn within forty five (45) days after the conclusion of the 23rd IBSP. If this term is not observed the Biennial will not be held responsible for maintenance, conservation or custody of the artworks and reserves the right to send the artworks back to the country of origin, freight to be paid by the receiver. 343
