Rosendal: Small town, BIG solutions ❑ First published in the Daily Maverick 168 weekly newspaper. ROSENDAL: Any talk of the Free State province these days inevitably revolves around suspended Premier Ace Magashule, misappropriated funds, and government corruption. Many forget that the eastern part of our province, bordering Lesotho, with its weathersculpted rock formations and quaint country villages such as Clarens, is one of the more beautiful parts of South Africa. Inefficiency and beauty have become bedfellows in the lesser-known towns. One such example is Rosendal
with that favorite South African maxim of ’n Boer maak ’n plan. “We get no services here,” says Hennie Burger, a former Pretoria banking consultant who now owns Oppidam, a coffee shop that faces a downhill slope to the dam, with the eastern Free State mountains behind it. “Many people have sunk boreholes to get decent water. We lose electricity every day. Not many have done solar because of the cost and a few live off generators,” Burger says. “Others have tantrums, which really doesn’t help.” A few streets away from Burger’s house lives Charmaine Gallon,
a picture-framer who runs a feeding scheme for children in the neighboring Mautse township, across the potholed R70. Gallon says that while Mautse’s refuse collection is dismal, with a few skips instead of the bins outside houses that town residents (and most of us) are used to, it has more reliable electricity. Service delivery challenges: Ironically, this is because Mautse is powered directly by Eskom, whereas Rosendal’s power is sourced from Eskom via the Rosendal municipality. (from front page) …challenges with electricity than the town across the road but says Eskom’s inefficiencies nevertheless have a domino effect on Mautse. “If there is a power failure in Bethlehem, like with load shedding, we don’t get water.” While chuckling wryly about the state of the roads, Mosala says inconsistent water supply is the main service delivery challenge. He laughs when the journalist mentions the “honeysuckers”, the sewage trucks that collect the sewage from some of the older properties in Rosendal, such as Burger’s place. “We don’t have those; we are connected to the sewage system,” he says. Power and the pizza: An exasperated Yolanda Marais, owner of Yolla’s, in the same street as the Nederduitse Gereformeerde Kerk (NGK) and the only bar in town, says her place is connected to the sewage network, but it’s the regular electricity outages that are so frustrating. “Thursday nights are our pizza nights. Selling 40 to 60 pizzas, those are my cashflow nights, which give me money to buy stock for the weekend. Yet the electricity
always goes off.” Rosendal has a population of roughly 90 residents, meaning Yolla’s and the other two or three restaurants need every beer, coffee, or breakfast sold to survive. Business survival requires a constant power supply. “Electricity is a struggle as technical skills are thin,” says Douglas Mason, chair of the Rosendal Town Committee. Far from his native Canada and a naturalized South African resident of Rosendal for six years, Mason is a contributor to The Economist magazine. He echoes concerns about the water supply. “Our water comes via a pipeline from Lesotho via Bethlehem. It cost R26-million to get the pipeline the last 30km from Paul Roux to Rosendal. That was completed four years ago.” He speaks of a “complex system with difficult electronics” that leads to the frequent interruptions in water supply throughout the Bethlehem-based Dihlabeng Municipality. Mason explains that Rosendal is just one of various towns serviced by the large municipality, which ranks among South Africa’s top 10 dysfunctional municipalities.
But that’s where Rosendal’s similarity with many failing municipalities seems to end. Working together: Mason says that it’s advantageous that Rosendal is 70km away from the municipal hub in Bethlehem. There is, he says, a certain level of autonomy that can be exercised by the 40 employees of the local municipal branch office in town. He stresses the importance of not “being sucked into the pit” which characterizes Dihlabeng. It was this local office that the town committee contacted about service delivery issues about three years ago. “It was done in a respectful manner,” Mason says. “We simply asked if the community could find ways to assist, and that there was much to gain from working together and that we were not trying to tell anyone how to do their job.” It’s instructive to hear this Canadian correspondent-cum-chair of a rural Free State town committee speak of how the committee had to win over the trust of the… (continue on page 8)

Farmworker in court for defrauding farmer in 2018

BETHLEHEM: A farmworker from Bethlehem in the Free State has been arrested for allegedly defrauding a farmer of R213 500. Police spokesperson, Captain Christopher Singo, says the 37year-old Paul Sonnekus was due to appear in court in February but disappeared and a warrant of arrest issued. He said Sonnekus had used his employer's account to buy goods on several occasions but the farmer was

unaware of the unlawful activities on his account. Singo says he allegedly stole the money over a five-month period in 2018. He said when the farmer realised what had happened, he reported the matter to police who brought in the Hawks. Sonnekus was arrested on Monday 12 July 2021, and appeared in court where he was released on bail of R5 000. He will be back in court again on 29 July 2021.

Inefficiency and beauty have become bedfellows in the lesser known town of Rosendal with that favourite South African maxim of ’n Boer maak ’n plan (from page 4) …municipal staff. “Frankly, there are legacy issues in this country around who does the complaining and who has to listen to it.” Happily, in a context where court action seems to be the kneejerk, go-to solution to any challenge, whether instituted by concerned citizens demanding action or municipalities defending the indefensible with taxpayers’ money, the response from the municipality to the committee’s offer was positive. Two working groups – water, electricity, and sanitation; and parks – were set up between Dihlabeng local staff and volunteers, who meet every two months or as often as needed. Progress: “From this, we have learned a lot more about how the municipal systems work and what the challenges are. It has not solved the problems but it has made dialogue and some progress possible,” Mason says. That progress has manifested in the attitude of the Rosendal community. A volunteer committee was set up that raised R500,000 and fed, at its peak, 1,500 people a month for seven months during the Covid-19 lockdown, Mason says. The largest single donation was from the local Rosendal NGK. Mason speaks of the need to look past stereotypes and that, from his experience, “it is the farmers and the local Afrikaners who are often the strongest and the first to come forward when help is needed”. He says the town committee has planted trees along the
main streets, erected “nicely designed signs” at the entrance to Rosendal and to Mautse, bought rubbish bins, and is repairing the local cemetery. Wilfred Sempe, the deputy principal of Taung Secondary School, says the committee funded the repair of 90 broken windows at his school. Lerato Mosala confirms Mautse’s good relations with the town committee: “We understand there may be challenges at the municipality, but we don’t want to blame people; rather come together and make it work.” Mason says the town has “virtually zero crime”, and boasts that Rosendal SAPS – under the command of Johanita Lombard, who is fluent in both Afrikaans and Sesotho – must be the best station here in the Free State. “We have little crime for one very good reason: we all know each other. For a crime to work, it has to be anonymous. I cannot rob you because I know you. People come to my door every day. They know me by name, and I know them.” When I contact Lombard to ask about the state of the municipality, she reminds me that SAPS interviews have to be conducted via police headquarters in Pretoria (with someone who’s probably never heard of Rosendal). Multicultural recipe: From the books on the shelf in the heritage guesthouse Mason owns in town, it is clear this community builder takes a deep interest in this part of the eastern Free State, his adopted home. (Photo left: Angus Begg) Mason, it’s the mix of people that makes it work. “There are very distinct groups that must get along together; not one of whom is dominant.” He refers to white farmers as the main employers, and middleclass people from the township employed as police, teachers, and municipal employees. He says “legacy Afrikaners” from farming stock are now urban and work at small business and blue-collar occupations. There’s also a community of relatively newer outsiders – “creatives who have migrated from the cities over the past 20 years and even a few foreigners”. (Mason is one of three Canadians in the small town.) Rosendal also has a sizeable gay community – something that’s not, as Mason says, “a prominent demographic” in most Free State towns. “All of these groups – Sesotho, Afrikaner, English – have to get along.” And so, they make life work. “We’re on a farm outside the town”, says Yolla’s Marais. “When we run out of water at the restaurant, my husband brings water. He brings it with a firefighter truck and fills the tank.” Burger says that, despite the frustrations, he couldn’t be happier. “Oh, I get the m@#% in. Welkom Police deployed to Bethlehem – copper theft suspect arrested ❑ SAPS (Media Statement) BETHLEHEM: The Welkom Public Order Police Reaction Team deployed in Bethlehem engaged in an operation with Transnet targeting specifically copper theft. On Friday 09 July 2021, they went to the scrapyard and requested to search the property. The owner gave the SAPS Team permission and whilst searching, copper cables
were found hidden inside plastics bags and were positively identified by Transnet as their stolen property. 81 pieces of copper, weighing 22,7kg were confiscated. A 38-year-old man was arrested for being in possession of the suspected stolen property and appeared in Bethlehem Magistrate court on Monday 12 July 2021.

Die antwoord is sekerlik “nee”. Ek dink nie ’n vrou wat geboorte geskenk het, sal ooit vergeet dat sy ’n kind in die wêreld gebring het nie, selfs al is die kind nie meer daar nie, selfs al moes sy hom dalk opgee, selfs al het dié kind haar later verwerp of teleurgestel. Die Here sê: “Selfs al sou so iets kon gebeur, Ek sal jou nie vergeet nie. Ek het jou naam in my handpalms gegraveer.” Hy het ons gemaak, vir ons die lewe gegee, sy lewensasem in ons ingeblaas en Hy sal ons nie vergeet nie. Hoe gerusstellend is dit nie. Dit kan dalk vir jou voel asof almal van jou vergeet het. Almal gaan aan met hulle eie dinge, gee aandag aan hulle eie mense, jaag hulle eie doelwitte na en jy is vergete, alleen, eensaam, weggegooi. Dink daaraan dat jou naam in Sy handpalms geskryf staan en dat Hy aan jou dink, dat Hy jou nader trek met daardie Hand, dat Hy daardie Hand op jou skouer en om jou hart sit en sê: Ek sal jou nooit vergeet nie. Sy liefde vir ons is sterk. “U liefde vloei soos ’n rivier oor ons hele lewe”, sê Ps. 36:8 in die Boodskap. Niks kan daai rivier van liefde, van onthou, van aandag stop nie. Letterlik niks kan ons van sy liefde skei nie. Wie (wat) kan dan teen ons wees of ons onderkry? “Swaarkry, probleme, vervolging, hongerpyne, ’n tekort aan klere, gevare, of dalk geweld? TIPS FOR COPING WITH JOB LOSS ■ JUDY BRYANT Just Money suggests ten tips for dealing with job loss: Draw up a budget: Make some tough decisions and prioritise necessities rather than nice-to-haves. Paying a home loan or rent, groceries, electricity, children’s education are essentials for most people. Gym subscriptions, and takeaways can be dispensed with, although you will still need connectivity for job searches and interviews. Factor in tax: If you are due a tax pay-out, allocate it when planning your budget. Use this money to trim your debt, or to pay for your household costs. Talk about your situation: Don’t feel you have to handle all this on your own. Discuss the situation with your spouse and get your family on board. Inform your bank manager, financial advisor, and creditors. You are not the first person to experience job loss, and financial institutions have options in place. Apply for unemployment benefits: Work with your former employer and register online, or visit your nearest unemployment centre, to ascertain the benefits you can claim. Ensure you have the correct documents at hand, such as your ID, previous pay slips, and a letter from your former employer. More tips in next week’s edition
It became apparent over the weekend that on 6 July 2021 wouldn't be a happy day for Chinese tech stocks. Although yesterday's bloodbath was fully expected, it was still brutal. Both Naspers and Prosus fell by around -6%. In Hong Kong, Alibaba fell 2.8%. And Tencent? That was down -3.6%. Year-to-date, Tencent is down -1.8% which is hardly the type of return that anyone would be happy with. Naspers is down around -8%, Prosus -18% and Alibaba 11%, so it's been pretty horrible across the big names. To give an indication of how painful the story has been for Chinese tech companies compared to other Asian growth stories, Sea Limited (a tech conglomerate headquartered in Singapore) is up by more than 37% this year. There's a lot of cheese in the Chinese tech market. Some believe it is a trap for investors. Unfortunately, the Chinese Communist Party (CCP) is flexing its substantial muscles when it comes to control over the country's tech ecosystem. Big tech companies do all kinds of things that authoritarian governments don't approve of, like give people access to information and new products, while connecting them with the rest of the world. The rot began in early November 2020, with the shocking news that the IPO of Ant Group (the payments business incubated within Alibaba) had been pulled by Chinese authorities. Jack Ma had been highly critical of the CCP and the Chinese banking system, which doesn't win you any friends in high places. After Jack Ma literally disappeared for a while,
reminiscent of the average Bond movie plot, he magically resurfaced and began a process of repairing Alibaba. Things quietened down for a while. I felt brave enough to buy the Alibaba dip last week, as the underlying business is still strong in my opinion. Of course, my timing was spectacularly unlucky. As the news broke over the weekend of China's clampdown on ride-hailing app Didi, a company that listed in the US just days prior, it became clear that the problems are back. Arguably, they never went away in the first place. Tencent is the latest casualty, although in this case the issue relates to a blocked merger rather than a truly damaging ruling like the removal of an app. Tencent planned to merge the country's two most important videogame streaming sites: Huya and DouYu. "Huya" sounds like the sound emitted by most local asset managers yesterday, who suffered a kick in the gut of a 6% drop in the NaspersProsus stable. The biggest issue, but also the biggest opportunity, is that investor sentiment has cooled towards China. The read-through for Naspers and Prosus isn't promising. Luckily, those companies are so busy trying to create a convoluted corporate structure that people barely have time to consider the genuine business risks in the portfolio. For the likes of Alibaba, the debate will rage on about the extent of the Chinese risk discount that should be applied to these companies. It's going to be a bumpy ride.

Discerning fathers don’t only want to look good though, they also want to travel in comfort and the interior of the Triton offers just that. The Triton addresses this by providing a high impact-safety cabin structure and a host of safety features that include seven airbags, side-impact protection bars, a collapsible steering column, ISOFIX child seat anchors, active stability and traction control (ASTC), an anti-lock braking system (ABS), electronic brake-force distribution (EBD), a brake assist system (BAS), speed-sensing door lock and a high-mounted rear stop lamp. Vrystaat Landbou (VL) bly waaksaam oor die onteieningswetsontwerp as die belangrikste beleid om die onteiening sonder vergoeding ideologie te dryf. Dit was die reaksie van Vrystaat Landbou na onlangse berigte dat die EFF en ANC nie kon saamstem oor die wysiging van artikel 25 van die Handves van Regte in die Grondwet nie. Volgens Francois Wilken, president van Vrystaat Landbou, moet die burgerlike samelewing hierdie ontwikkeling nie as die einde van die bedreiging van eiendomsreg in Suid-Afrika beskou nie. “Die onteieningswetsontwerp bly die grootste bedreiging en is tans besig om wet te word. As hierdie wetsontwerp afgekondig word, kan alle bates deur die staat onteien word.” Wilken het verder gesê dat die afwesigheid van ‘n betroubare grondoudit aan politici vrye teuels bied om die grondkwessie te misbruik. “Trevor Manuel, voormalige minister van finansies en voorsitter van die Nasionale Ontwikkelingsplan-komitee, het verlede week tydens ’n betrokkenheid by die Sentrum vir Ontwikkeling en Onderneming verwys na ‘n getuienis-gebaseerde studie van die Buro vir Ekonomiese Navorsing om die Nasionale Ontwikkelingsplan (NOP) te evalueer en het verklaar dat slegs 67% van die 2030grondhervormingsdoelwit wat in die NOP gestel is, behaal is en goed op dreef is om die beplande doelwit te bereik”

Volgens Wilken is die Vrystaatse been van die Onteieningswetsontwerp openbare verhore nou al twee keer uitgestel weens Covid. Die portefeuljekomitee van Openbare Werke wat die verhore hanteer, het gesê dat die laaste oorblywende provinsies, naamlik die Vrystaat en Noord-Kaap, uitgesluit word weens die oorweldigende steun van die wetsontwerp in die huidige vorm. “Alhoewel Vrystaat Landbou reeds ‘n skriftelike voorlegging gedoen het, ondersteun deur 80 000 ondertekenaars en die komitee op nasionale vlak toegespreek het om die wetsontwerp te verwerp, sal ons daarop aandring dat die provinsiale verhore ons saak sal uithoor waar ons lede hul persoonlike vrese en kommer kan uitspreek om ‘n gaping in ons wetgewing vir onteiening (van enigiemand se eiendom!) sonder vergoeding te laat.” Enigiemand wat steeds die Onteieningswetsontwerp wil teenstaan, kan hul insette op Vrystaat Landbou se webwerf (https://vrystaatlandbou.co.za/stopexpropriation/ ) aanteken. Hierdie insette sal aan die parlementêre paneel wat die provinsiale openbare verhore hou, oorhandig word.
