FRONTIER CHARTER ACADEMY Board of Directors Meeting Minutes from March 16, 2020 at 6:00 p.m.

The Regular Meeting of the Board was held at the FCA office at 10653 NE 71st St., Brooks, Oregon 97305 and via videoconference

PRELIMINARY A. Call To Order and Pledge of Allegiance The meeting was called to order by Director Burch at 6:01 P.M. B.

Roll Call Director Burch called for a response from those in attendance. Directors Gallagher and Englehart answered affirmative. Director Memory arrived at 6:08 p.m. and Director Winning arrived at 6:05 p.m.

Board Members: ● Jordan Burch, Board Chair - 3 year term ending June 30, 2021 ● Jelani Memory, Board Vice-Chair - 3 year term ending June 30, 2021 ● Michael Winning, Secretary - 2 year term term ending June 30, 2020 ● Jack Gallagher, Board Member - 2 year term ending June 30, 2019, extended by bylaws to June 30, 2022 ● Travis Englehart, Board Member appointed November 18, 2019, term ending June 30, 2021

Approval of Previous Board Minutes Director Englehart moved and Director Gallagher seconded that the FCA Board Meeting Minutes of January 27, 2020 be approved as presented. Motion passed 3-0. (Directors Memory & Winning were absent)

COMMUNICATIONS A. PUBLIC COMMENTS: No individual comment shall be for more than three (3) minutes and the total time for this purpose shall not exceed fifteen (15) minutes. Board members may respond to comments however no action can be taken. The Board may give direction to staff following comments.

BOARD/STAFF DISCUSSION Director’s report: 1.

School Update Todd Schweitzer, Executive Director, reported that student enrollment has reached 470 and is on track to exceed 500 by mid-April. The growth is due to the media campaign and also the closure of all non-virtual schools by the State of Oregon. This situation has put FCA in a unique position and staff are working to make sure there are adequate resources including ChromeBooks. Todd also stated that several of the scheduled testing sites have cancelled FCA’s reservation because of the government restrictions. FCA will not be rescheduling testing sites, but instead use work samples.

Beau Neal, High School Principal and Director of Curriculum, said that the Oregon Department of Education (ODE) requires eleventh graders to either show subject matter proficiency through a standardized test or work sample in order to graduate as seniors. Beau plans to use the current advisory section as an essential skills course.

Director Gallagher asked if there is a maximum number of students that can enroll.

Todd responded that the charter had worked with the district to increase the limit from 500 to 1200. However, Todd will control growth through a revised limit, if needed, to match available resources that maintain the current high quality of instruction.

Financial Review Melissa Wolfer, Business Manager, reviewed the written report. There were no questions.

Principal Update None

CONSENT AGENDA ITEMS All matters listed under the consent agenda are considered by the Board to be routine and will be approved/enacted by the Board in one motion in the form listed below. Unless specifically requested by a Board member for further discussion or removed from the agenda, there will be no discussion of these items prior to the Board voting on them. The Executive Director recommends approval of all the consent agenda items.

Discussion: Todd reviewed the list of consent items as shown below stating that the existing staff of 40 will be increasing.

A.

New Employees: Melissa Wolfer, Business Manager (currently in position as .5 FTE contractor, employee effective 7/1/20)

B.

Resignations: Elizabeth Elliott, Teacher Kathleen Hull, Counselor

C.

Employment Changes / 2020-21 Renewals & Extensions: Staffing for 2020-21 School Year: Renewal of all current 2019/20 licensed, classified, and administrators/managers unless noted in resignations.

Motion: Director Burch moved and Director Englehart seconded to approve the consent agenda as listed. Motion passed 5-0.

IV.

SCHEDULED FOR ACTION Discussion: Melissa reviewed the proposed employee salary schedules and the 20/21 proposed budget. She discussed the forecast model that was used to gather the information needed to make these recommendations.

Todd added that he believes approving the salary schedule one year at a time is a better model and intends to

continue with this direction for future years.

Personnel IV-BDRPT-01_031620 2020-21 Salary Schedule The Frontier Charter Academy Board of Directors approves the proposed 2020-21 employee salary schedules as presented. Motion passed 5-0.

B.

Business IV-BDRPT-02_031620 2020-21 Proposed Budget The Frontier Charter Academy Board of Directors approves the proposed 2020-21 budget as presented for $4,771,592.00. Motion passed 5-0.
