Where the Heart of the Cathedral and the Heart of Houston Overlap

Dear Friends of The Beacon,

One year ago, my wife, Shelly, and I were living in Paris (the one in France) and contemplating the possibility that we might pick up and move our lives across the ocean to Houston, Texas. Neither of us claimed any prior connection to Houston, or Texas for that matter. Suffice it to say, the move from Paris to Houston was not an obvious one.

We set about doing what anyone would do in considering a move of this magnitude – we did our homework. What would life be like in Houston? What defines the culture of a place? And, more specifically for us, what about the people of Christ Church Cathedral? Who are they, really? And what do they value as a community?

We sought out conversations with those in and around the Cathedral. And we read up on Houston and its civic life.

It didn’t take us long to fall in love with what would become our new home. We learned about what a big-hearted church Christ Church Cathedral is, and its long-standing legacy of serving those on the margins. And we learned about the extraordinary civic effort to provide the unhoused with the dignity of a place to call home.

As the culture of Houston came into focus for us, it became clear that there was an institution that stood in the center of it all – The Beacon. Here was the place where the heart of the Cathedral and the heart of Houston truly overlapped.

Just a few days after our arrival in Houston, Shelly and I attended our first Come to the Table event. We were literally moved to tears by the outpouring of generosity to support The Beacon and its mission. We looked at each other and we knew that we had found our home in the midst of a community dedicated to ensuring that all God’s children would enjoy the dignity of their own homes.

On behalf of our family, the Christ Church Cathedral family and the Beacon family, I wish to extend our heartfelt gratitude for your generosity in supporting our shared mission to provide a home for those who need it most. Your time, talent and treasure have contributed to one of the world’s most big-hearted organizations in the midst of one of the world’s most big-hearted cities. You most likely didn’t need to cross an ocean to know just how true that is. But take it to heart from someone who did.

For the past 12 years, we have annually selected a special volunteer or two who have mirrored the compassion of Stone Weeks and Holt Weeks. Stone and Holt were remarkable young men who loved serving at The Beacon and introduced our mission to many of their friends who joined them in volunteering. They were eagerly making plans to establish a volunteer alliance between Rice University and The Beacon.

Tragically, the two brothers lost their lives because of a highway trucking crash in the summer of 2009. To honor their memories and spirits of giving back to their communities, The Stone and Holt Weeks Foundation was created to continue helping good causes that Stone and Holt were involved in. Since its inception, the Foundation has awarded more than $100,000 to support The Beacon to help us provide critical services for individuals in need.

The Foundation also makes this special volunteer award possible so that the legacies of Stone and Holt live on at The Beacon. We are always humbled to share the story of these amazing brothers who left an indelible mark upon our organization. The motto of The Stone and Holt Weeks Foundation is “Do Good, Have Fun . . . and Make the World a Better Place for All.” We look forward to selecting future recipients of The Stone and Holt Weeks Volunteer Award who amplify the work of The Beacon just like Stone and Holt would have wanted.

More than 5,045 unduplicated individuals experiencing homelessness were served by The Beacon thanks to your support.

Creating Pathways to Stability with Homeless Court

There are a myriad of barriers facing people working to re-stabilize after circumstances leave them unemployed and unhoused. Too often, it involves the lack of a state-issued driver’s license or ID because they are hampered with Class C misdemeanors (fine-only offenses like traffic tickets) that they are unable to pay. These tickets lead to warrants for arrest and may trigger additional suspensions on an individual’s ability to obtain or maintain a valid license or ID.

Most are afraid to approach the courts to resolve these matters because of the warrants which they fear may lead to jail time. This leaves many individuals feeling confused and hopeless. Without a valid license or ID, they are ineligible to obtain employment or access housing, pushing them farther away from stability.

Thankfully, an innovative and compassionate approach to addressing these and other legal challenges faced by those struggling with homelessness has been underway in the City of Houston Municipal Court for nearly 20 years through a program called Homeless Court.

Homeless Court provides a venue for the Beacon Law team to help clients resolve their City of Houston tickets in an understanding and supportive environment. Many of these individuals are struggling to think about where their next meal will come from or where they will find shelter, and attending court to face financial penalties or jail time can be overwhelming to consider. Beacon Law attorneys work to get the tickets dismissed or settled through community service hours so that these individuals can obtain a valid ID, moving them closer to stability.

In an exciting new development, The Honorable Judge Steven Duble in Harris County Precinct 1, Place 2 and his staff are collaborating with Beacon Law and Scot More with the Coalition for the Homeless to expand the City of Houston Homeless Court model to Harris County citations in Justice of the Peace courts through a program referred to as Outreach Court. Clients often have outstanding citations in multiple jurisdictions and opening up a new avenue for resolution will aid in their road to recovery. This restorative work is life-changing for our clients struggling to overcome homelessness and re-stabilize. Our staff attorneys work in jurisdictions throughout Texas to resolve clients’ outstanding legal matters. The City of Houston Homeless Court Program, and now the Harris County Outreach Court Program, prioritizes empathy and rehabilitation over punitive measures.

BY THE NUMBERS IN 2023:

104 INDIVIDUALS successfully resolved their City of Houston Municipal Court citations through Homeless Court with help from our Beacon Law staff, thus clearing more than $138,800 IN OUTSTANDING FINES FOR THESE INDIVIDUALS and paving the way for them to regain their ID, which is required for both employment and stable housing.

In total, Beacon Law staff helped clients resolve an additional $336,000 IN OUTSTANDING FINES, FEES, AND COURT COSTS in other jurisdictions throughout Texas.

The Way Home is the collective effort to prevent and end homelessness in the Houston region through permanent housing with supportive services.

Since 2014, The Beacon has been a crucial partner in The Way Home and the overall community goal to achieve a functional end to homelessness and, when not preventable, make homelessness a rare, brief, and non-recurring experience.

Key findings of the most recent Homeless Count and Survey:

The area’s homeless population has dropped by 61% since 2011

3,270 people were experiencing homelessness in the threecounty area on the night of January 24, 2023

9,300 people were living in a housing program (Permanent Supportive Housing or Rapid Rehousing) of The Way Home on the night of January 23, 2023 For more information and the latest data, go to homelesshouston.org

Message from the CEO

Three years after the onset of the pandemic, The Beacon focused on responding to a growing demand for services in our community. For unhoused people and those at risk of losing their housing, we are widely known as the “front door” or first step to a housing solution.

Last year, we welcomed approximately 200 people in our Ardell Ray Day Center each day. Typically, ten of those were brand new to The Beacon. With so many new arrivals, we aimed to strengthen our capacity to connect people to services within The Beacon and to partner organizations.

We also became increasingly aware that our building had been functioning day-in, day-out for almost 17 years with only one renovation nearly 10 years ago. To continue caring for our clients with dignity and respect, we underwent some loud and messy updates in August. To ensure that individuals wouldn’t go without essential services, we temporarily diverted some of our resources and staff to nearby organizations for the two-week period.

We also partnered with other agencies to engage more individuals in the housing process while the Houston Police Department (HPD) ramped up patrolling. The Downtown Management District (DMD) updated infrastructure on Prairie Street and established a storefront presence on the block to increase public safety and mental health outreach.

This was a collaboration amongst the DMD, HPD, Healthcare for the HomelessHouston, the Coalition for the Homeless, the Mayor’s Office for Homeless Initiatives, The Harris Center, Christ Church Cathedral, SEARCH, and The Beacon to encourage those living on the streets to take the next steps toward a housing solution. The ongoing goal is to sustain a more welcoming, safe environment for those we serve and to support a thriving neighborhood.

During the service diversion:

• We upgraded all five of our shower cabins. Since 2007, we have provided more than 250,000 safe, dignified showers and private space for grooming. Renovations were possible with materials and funding provided by HomeAid Houston and private donors.

• The DMD repaired gutters and drainage to eliminate standing water on the block.

• We simplified our points of entry and access to services within the Day Center to better respond to questions from new and existing clients.

Our leadership team understands that success for our clients requires an ongoing commitment to enhancing the client experience in all of our programs. We are grateful for your support as we strive for excellence in all aspects of our work.

In 2021, we shared about Jerry’s journey out of homelessness and the many ways he engaged with the services and staff of The Beacon to support his path towards stability. From Day Center services to legal aid with our Beacon Law program and case management visits along the way, Jerry stayed diligent and hopeful, even through the pandemic. Soon after we shared his story, Jerry moved into his own apartment.

Now three years later, Jerry continues to thrive and inspires everyone around him to be positive and help one another. He recently shared that he feels like he is God’s instrument since he accepted the Lord Jesus Christ into his life and added, “I am here to help and love people!”

And, while he no longer needs services from The Beacon, he regularly stops by to say hello and keep everyone updated. Jerry’s graciousness and enthusiasm radiates, so it’s no wonder that he is a favorite at TRUTH BBQ in the Heights where he has worked for nearly a year. Just read the on-line reviews - not only is the BBQ famous, but Jerry also regularly gets a shout out from happy customers!

In September of 2023, Shamika’s life took a sudden turn when she was evicted from the apartment she cherished as her home. This marked the beginning of a challenging journey for her and her son as they faced the daunting prospect of homelessness.

Thankfully, someone offered them a room at a local motel, providing hope in such a dark moment. “After that night, people started to help me, and blessings began pouring in from unexpected places,” Shamika reflects gratefully.

Realizing the importance of resourcefulness, Shamika reached out to organizations for assistance in finding stability. Her eligibility for a brand-new diversion program at The Beacon for families known as Beacon Day 1, following the completion of a Coordinated Access Housing assessment, was a turning point in her journey.

With the guidance of Beacon staff, she devised a strategic plan to secure housing, despite facing numerous rejections from apartment inquiries. Over the course of two months and five in-person meetings with her case manager, Shamika received invaluable support and resources from The Beacon. With a solid foundation underneath, she was able to ensure that her son would continue at his same school while she also secured a fulfilling and stable job that brings her joy daily.

On March 1st, Shamika and her son moved into a new home, a moment marked by sheer relief and gratitude. “A weight has been lifted off my shoulders,” she shares, her expression reflecting the newfound peace she feels. “It’s incredibly comforting to have a place to call my own again. This experience taught me to never take anything for granted and to appreciate the blessings that come our way.”

Jahdiel’s truck means everything to him. He worked very hard to buy it several years ago. It was a way for him to get around, earn more money and, most importantly, it was where he slept at night. It proved to be safer than the places he had found previously – a friend of a friend’s place – where he wasn’t always welcome.

He knew he needed to stay away from the fray, and he did. But, one night, Jahdiel was pulled over for driving without his headlights on. He received a ticket and with other previous tickets for misdemeanors on his record, Jahdiel was in jeopardy of losing his license and his truck. Thankfully, a judge in the Alief jurisdiction pointed him to The Beacon to get help for his mounting infractions that he simply could not afford to get out from underneath.

Jahdiel arrived at The Beacon where he was met with compassion and clear direction on what he needed to do to turn things around. With a referral to Homeless Court, he was able to get his tickets resolved and move on to the next step.

While working with his housing case manager at The Beacon, Jahdiel shared that he had been living unhoused for more than a decade. That, along with other factors, made him a candidate for permanent supportive housing. Now in his own apartment, Jahdiel is grateful to have a place where he can feel safe and think about his future. He aspires to work in a trade someday soon and is looking into training to become a solar technician.

Keeping Our Momentum

Dear Beacon Supporters,

As I write, I am almost halfway through my second year as President of the Board of Directors, and my gratitude for your support of this organization increases tenfold with every passing season. All that goes on at The Beacon relies heavily on your generosity and everyone appreciates it more than I can adequately express…but I’ll try!

The Beacon is a dynamic place, uniquely qualified to adapt to the needs of the community and the ever-changing landscape of the homeless services sector. In acknowledgement of our organization’s hard work over the years and its commitment to the community-wide goal of reducing homelessness, The Beacon was chosen to receive a significant grant from the Houston Endowment last August. As one of four key agencies selected by the Endowment, The Beacon received a $1 million grant to move our work forward and to continue making a measurable difference in the lives of our brothers and sisters living on the street.

I acknowledge, as does leadership of the Endowment, that it takes all of us to keep the momentum Houston has with ending homelessness strong and sustainable. I’m happy to report that every one of our Beacon board members financially contributed to The Beacon last year. These gifts, and yours, supported everything from meals to laundry and shower services to mail pick-up, information and referral services, civil legal aid, housing case management, and our Brigid’s Hope program which helps women 35 years and older to stabilize and thrive in independent living after incarceration.

Speaking of Brigid’s Hope, our long-time and much-beloved Program Director, Regina Walker, announced her retirement. During her tenure, Regina nurtured and expanded this program year after year. In 2023, 13 women graduated, found employment and moved into homes of their own. Brigid’s Hope is a small but mighty program that succeeds thanks to direct donations from our supporters. Just ask our graduates, your gifts are changing real lives.

Regina will be sorely missed but her ability to grow and develop Brigid’s Hope is a lasting legacy and representative of the mindset at The Beacon in general. Growing, incorporating change when change is called for and responding to the needs of our clients is paramount to our work and our reputation in the community.

The Board’s job is to help govern and support this amazing staff while keeping an eye on our future as an organization. Though homelessness is an ongoing challenge, Houston has developed an approach that is making a positive difference where other major cities continue to struggle. The Beacon is at the heart of that effort, and it is your generous support that will keep us there.

Leading with Heart

After 16 years of program leadership, Regina Walker retired from Brigid’s Hope at The Beacon. During this time, more than 250 women were served by Regina’s unwavering guidance and grace.

Regina also forged countless partnerships that enhanced the experience for each of the women in Brigid’s Hope. From attending the opera to sailing on a catamaran, training for a 5k and learning how to make healthy meals, Regina opened a whole new world for many of the women to see possibilities beyond their past.

We are excited for Regina to have the opportunity to slow down and enjoy her retirement, and we know that her contributions to Brigid’s Hope are countless and everlasting!
