2018 Gratitude Report Empowering Houston’s Homeless
MESSAGE FROM THE CHAIR
ONE OF MY FAVORITE PRAYERS in the Book
of Common Prayer asks God to move us “from strength to strength in perfect service.” On rare occasion, we are granted the opportunity to witness God enact this prayer in our lives. Such is the case now, in the merger of The Beacon with its sister organization COMPASS, which was finalized on April 15, 2019. COMPASS was created by Christ Church Cathedral as a 501c3 nonprofit in 1982 with inspiration from Dean Pittman McGehee, Canon John Logan, and parishioner Kay White. The organization’s name spoke to its original purpose: to point Houston’s homeless toward places and people who could help them achieve independence. Over time, COMPASS moved between various physical spaces in the 1200 block of Prairie, but the constant was a red front door, which symbolized sanctuary and help for those in need. COMPASS’ services grew to include guidance on employment, assistance obtaining public benefits
such as SSI and food stamps, and housing navigation as part of the citywide initiative known as The Way Home. Always, COMPASS case managers spent extensive, quality time with clients, ensuring that each person who walked through the red door was engaged as an individual with a story worth hearing. The funding landscape for human services nonprofits has evolved over the past several years. Funders, both private and public, increasingly look for collaboration, efficiencies, and outcomes. This has required both The Beacon and COMPASS to reimagine how we provide services. In 2018, both organizations realized that together each could offer vital services that neither could provide as well alone. The Beacon board and the COMPASS board engaged in intentional conversations, and the result was the decision to merge, approved unanimously by both boards. COMPASS’ services will enhance the work of the Ardell Ray Day Center, Brigid’s Hope, Beacon Law, and The Beacon’s own housing case management efforts. As a program of The Beacon, the COMPASS name will endure, and the red door will continue to adorn the COMPASS offices, inviting and encouraging those in need to enter. I am enthusiastic about the value added to The Beacon’s mission that COMPASS brings, as we move together from strength to strength in perfect service, providing essential and next-step services to restore hope and end homelessness in Houston.
The Way Home is a collaborative model to prevent and end homelessness in Houston, Pasadena, Conroe, Harris, Fort Bend, and Montgomery counties. The Beacon has been a vital partner in The Way Home efforts since 2014.
Grace and peace,
The Very Reverend Barkley Thompson Chairman of the Board

efforts have been under way to provide access to income for individuals through an initiative known as Income Now. One of the three tracks for Income Now is a program called SSI/SSDI Outreach, Access, and Recovery (SOAR) which is designed to increase access to the disability income benefit programs administered by the Social Security Administration (SSA) for eligible adults who are experiencing or are at risk of homelessness and have a serious mental illness, medical impairment, and/or a co-
occurring substance abuse disorder. The Beacon is a key partner in the local SOAR collaborative, working with physicians, nurses, hospitals, and local medical providers to document disabilities to meet Social Security standards of evidence so that the disabled can obtain income. With this income, the goal is for these individuals to secure and maintain housing and pay medical bills, taking the burden off the local-level community hospitals and medical providers that normally absorb this cost.

CEO MESSAGE
MOVING FORWA RD TOGETHER 2018 marked the announcement of the COMPASS merger with The Beacon. COMPASS is a homeless services organization within the John S. Dunn Outreach Center that was also founded by Christ Church Cathedral. For the past 37 years, COMPASS has become known for its excellent case management services, transportation assistance, effective information and referrals, mailbox privileges, ID assistance, and access to comprehensive healthcare through its partnership with the Harris Health System. With this merger, leadership of both organizations have agreed that the existing services provided by COMPASS will become an official program of The Beacon, joining the Day Center with Coordinated Access, Beacon Law, and Brigid’s Hope programs.
True collaboration is measured by the willingness to set aside agendas and leverage one’s expertise for good will in the community. The Beacon’s long track record of working hand in hand with various entities has been recognized by key stakeholders as a model for true collaboration. At our core, Christ Church Cathedral has been a significant partner, having started the organization as a mission of their own and then eventually forming a separate nonprofit 501(c) (3) in 2007. Cathedral members designed and founded the organization on the principle that collaboration and teamwork would lead to great achievements. And, we have certainly celebrated accomplishments in our work -from reducing overall homelessness by 51% as part of the homeless response system to deepening the level of services for our clients. In keeping with this founding principle, The Beacon formalized several new partnerships in 2018. We are working with the Harris County Corrections and Community Supervision Department in the newly opened Harris County Joint Processing Center. This partnership will allow us to expand our civil legal aid

services which can remove barriers to stable housing and employment. The Beacon also continues to participate in the collaborative known as The Way Home, partnering with over 100 organizations in the effort to reduce homelessness in Houston. Evidence of this collaborative at work can be seen in the John S. Dunn Outreach Center where nonprofit partners provide haircuts, dental screenings, HIV testing, access to the Harris Health Gold Card, food support, and educational services. We are grateful for the spirit of collaboration that is thriving in our Houston community and enabling us to continue our work in service to our most vulnerable community members.

The Ardell Ray Day Center Known for his kind heart and service to others, Ardell Ray was fiercely protective of the Cathedral’s buildings and grounds during his 40-year tenure as a sexton. His second home, as he called it, expanded in 2007 to include the John S. Dunn Outreach Center, which houses
the only drop-in day center for Houston’s homeless. One of many programs of The Beacon, the day center provides access to essential and next-step services for individuals living on the streets of Houston. Ardell’s empathetic nature for those that crossed the threshold helped to shape the
culture of the day center early on. Today, it bears his name to honor his legacy as a compassionate caregiver whose memory will live on forever in our hearts through the good works in the newly named Ardell Ray Day Center at The Beacon.
We wish to thank Chris Kuhlman (ckpro.com) and Alese Pickering (alesepickering.com) for combining their amazing talents in photography and graphic design to make this Gratitude Report possible.

Letter from the Board President
In addition to serving as a hub for housing assessments, The Beacon offers essential and other next-step services in its core programming. The Day Center 79,444 client visits 68,686 hot meals prepared and served 21,514 showers taken 22,728 loads of laundry washed and folded

As the newly elected board president, I feel blessed to have a group of dedicated board members, both past and present, who have truly led the way in building a thriving organization that restores hope to those living on the margins. With that in mind, I am happy to report the Bottom Line Up Front (BLUF): The Beacon is strong, both operationally and administratively, and is an integral part of the Continuum of Care initiative known as The Way Home. As we continue to strengthen the organization, the board has adopted the following goals to set a clear path in our work:
Coordinated Access/ Housing Case Management
1. Complete the COMPASS/Beacon legal merger and provide support to staff as needed through the transition period for administration, fundraising, and programs.
2,610 housing assessments completed (33% of the community-wide effort)
2. Establish and set clear goals for the Security Task Force, engaging key partners to evaluate and participate in a neighborhood-wide security program.
55 individuals enrolled in the Rapid Re-housing HOME Program
3. Review and refine the work of the Board of Directors with a focus on establishing clear roles, responsibilities, and tasks for members and committees. 4. Continue to cultivate donors, raise agency visibility, and educate the community about The Beacon’s work to reduce homelessness. While the community of volunteers and professional staff make The Beacon’s services available and meaningful to our clients, none of this work could happen without your financial support. I am comforted with the knowledge that every dollar donated makes a huge impact and is administered professionally. At The Beacon, you can hear the testaments of individuals whose lives have changed forever and witness the faces of those with renewed hope and sense of purpose. In these moments, I am reminded that Christ is in us all. With your help, The Beacon will continue to make a difference in the lives of so many! God bless you.
