At home, your pet can be your solace in the worst of times and your best friend on the best of days. Dogs and cats can become an essential part of your family, and to some, even an essential part of living. Diabetic therapy dogs can alert their owners when their sugar is low or if they are at risk of having a seizure, cats can be comfort animals for the sick, and more. And it’s not just your typical household pets that can offer a bit of comfort to those in need. Equestrian therapy has become a more prominent option for those searching for something different from typical therapy animals. The Leaning Post Ranch offers equine-assisted therapeutic riding and events for atrisk children, riders with disabilities and veterans. Husband and wife duo Newman and Fran Gersin have been running the program since 1992, with one horse, Jesse, and one gang member looking for something to change his life. Against the odds, Jesse reached this young man and helped him along his road in life. According to Newman, there’s no trick to the horses. Simply interacting with the animals, learning how to handle them and riding them teaches people skills they can use in all aspects of their life. “There’s a real thrill about getting 1,000 pounds of muscle and bone to do what
you want them to do, but they only do it if you talk to them in a language they understand and that’s the way you have to handle them,” Newman said. “You can try to muscle them around or be mean or whatever, but they just fight back and you don’t win when you fight something that big and strong.” Despite their size and strength, and tendency to be just as stubborn as some of the riders, Fran describes the horses as being able to sense what a rider needs from them. Therapeutic horses have that instinct of knowing when to be gentle with riders who are challenged or uncertain. “If I have a child that’s afraid, I’ll bring Trouble in,” Fran said, naming the ranch’s palomino horse. “Trouble will very gently walk up and get next to the child and stand real quietly and move around real quietly. The horses that are therapeutic horses can just sense it.” One of the riders Fran and Newman are most proud of is Ryan O’Connell, a challenged rider who has been coming to the ranch for 17 years. Diagnosed with high-function autism, since joining the program he has served as a drill team captain, helped to teach other riders how to handle the horses and even won two gold medals at the Special Olympics. “It’s relaxing to be on a horse,” O’Connell said. “You just kind of forget about the worries.”
His mother Jackie O’Connell describes her son’s interactions with the horses as life changing. “When Ryan rides, something changes, and I can see it,” she said. “He carries himself better, he’s so confident. … I can’t describe it. It was palpable. Something we could see, something was happening.” One of the volunteers at the ranch Randy St. Moritz, a military veteran and ranch veteran, said he sometimes
enjoys the horses more than he enjoys people. Being with the horses takes his mind off of other things, it teaches him patience and to be calm. “Horses are perfectly honest,” St. Moritz said. “If you mess with the horse, it’ll mess with you right back. It teaches you to be calm around them.” The benefits of therapy riding for at-risk, challenged riders and veterans vary, but it leads to a boost in selfconfidence and self-assurance in everyone who participates in the program. Along with what the horses teach, Fran and Newman do their part to help teach the riders other skills they may be lacking. In particular with at-risk children, Fran said they learn

skills such as reading and discipline while working on the ranch. “One of the things we learned early on is that a lot of those kids can’t read,” she said. “They tell you they can but they can’t. So we’ll let them paint the alphabet on the horse. It teaches them. It helps them understand the importance of following directions.” Fran and Newman said they could have never imagined how much they have grown since starting the program. Through help from people who believed in them and local entities that gave them assistance along the way, they’ve built up the ranch to accommodate an average of 30 to 35 consistent riders a year. In this, the community has given just as much to the ranch as it has given back to those in need. “I feel like we’re a product of the community because we’ve had so many people to help us,” Fran said. “The Greenhut, the realtor who found the property for us. We’ve just had so many people help us. We could have never done this without all the people who have helped this unfold.” The Leaning Post Ranch is a 501(c)(3) non-profit, with volunteers assisting in the day-to-day running of the ranch, caring for the horses and helping the riders. The 40-acre property the ranch sits on includes a 100-year-old barn and a shaded arena built with the help of an Impact 100 grant, among other old structures and buildings constructed with help from local donations. Judge Hilliard received the Harvey Ford Award On July 10, 2019, Judge Robert Hilliard received the Harvey Ford Award, which is the Conference of County Court Judges of Florida’s highest honor. The Harvey Ford Award is given annually to a county court judge who has shown her or his “dedication of service to the community, to the legal profession, and to the conference itself.” The Harvey Ford Award, named after the late Broward County Court Judge, recognizes a county court judge who has provided extraordinary service to the community, to the legal profession, and to the conference itself. Judge Hilliard was selected based in part on his exceptional service to the Conference, having served as Treasurer and President, as well as Technology Chair, among other roles and positions. Judge Hilliard was also recognized based on his service on behalf of the Conference, including his years of work as the Conference’s sole representative on the Trial Court Budget Commission, and his role as the only county court judge to be appointed to Florida’s Commission on Access to Civil Justice, where he served as the founding Chair of its Technology Committee.

Charles Young Appointed to Escambia County Court On June 5, 2019, Governor Ron DeSantis announced the appointment of Charles Young to the Escambia County Court. Young, 58, of Pensacola, has been an attorney at Clark Partington & Hart since 2018. He formerly served as a civics teacher before attending law school. He received his bachelor’s degree from Florida Atlantic University and his law degree from Florida State University. Young fills the vacancy created by the resignation of Judge Joyce Williams.

FDOT: Traffic shift planned for the new Pensacola Bay Bridge

will be shifted to the new Pensacola Bay Bridge Sun-
day evening, July 28 and U.S. 98 westbound (Gulf Breeze to Pensacola) on Thursday, Aug. 1. From 8 p.m. Sunday, July 28 to 6 a.m. Thursday, Aug. 1, 17th Avenue will be closed to through traffic between Gregory Street and the CSX Railroad overpass. Drivers will be detoured using Ninth Avenue and Cervantes Street. Access to the visitor’s center, boat ramp, and the Pensacola Bay Fishing Pier will be maintained for local traffic via 17th Avenue. The temporary configuration for the new bridge will
Florida Licensing On Wheels Mobile Office coming to Century Scott Lunsford, Escambia County Tax Collector, has partnered with the Florida Department of Highway Safety and Motor Vehicles to bring the Florida Licensing On Wheels (FLOW) mobile office to Century on Tuesday, August 6, 2019 from 9 a.m. to 3 p.m. at the Billy G. Ward Century Courthouse, 7500 N. Century Boulevard. FLOW is a standalone mobile office with technology to provide most motorists’ needs. The mobile unit provides a convenient method to renew a driver license, obtain a replacement driver license, conversion/reciprocation of out-of-state license, change a name or address on a current driver license or identification card, and get a first-time identification card. In addition to licensing services, the mobile unit also provides an opportunity to renew or replace a vehicle registration and apply, renew or replace disabled parking placards. Written and driving tests are not available from the FLOW unit.
As a reminder, citizens can renew vehicle registrations up to three months and driver licenses up to 18 months in advance of expiration. Citizens using the FLOW services are encouraged to visit our website, EscambiaTaxCollector.com and click the “What Do I Bring” button for information on what is needed for these services. Staff from the tax collector’s office will be on hand to answer all FLOW service questions and questions concerning all other tax collector services such as property tax, business tax receipts, concealed weapons licensing, etc. Citizens also can drop off property tax payments (checks only please). Volunteers sought for Health Facilities Authority The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for a possible appointment to the Escambia County Health Facilities Authority. Appointees serve without compensation. The Escambia County Health Facilities Authority was established in accordance with Florida statutes. The authority’s duties are to assist health facilities in acquisition, construction, financing and refinancing of projects. Knowledge of finance and/or health care administration required. Authority members serve a four-year term of office. Financial disclosure required. Escambia residents interested in serving on the Escambia County Health Facilities Authority are asked to submit a letter and resume indicating their desire to serve by the close of business on Wednesday, July 31. For educational conferences, the board members are out of town for up to four days, twice a year. • Board members must have reasonable computer skills and access to a computer running Windows 7 or higher, with the current version of Adobe Reader, Microsoft Word and Excel, and with high-speed internet access to receive email with attachments and download large PDF files containing meeting agendas and backup materials. A new board member will spend three to five hours for the initial orientation and training on authority operations. • Board members must be able and willing to learn about (1) tax exempt bond financing and federal regulations related to municipal bond financing; (2) rules and regulations for municipal bond issuers; (3) current capital financing options and techniques for nonprofit healthcare organizations; and (4) Florida laws related to local government operations and finance.

With all traffic shifted to the new bridge, construction crews will demolish the current bridge, complete the new westbound structure, and reconstruct the 17th Avenue interchange. All work is currently estimated for completion in mid 2021. The planned construction
activities are weather dependent and may be delayed or re-scheduled in the event of inclement weather. Drivers are reminded to use caution, especially at night, when traveling through a work zone and to watch for construction workers and equipment entering and exiting the roadway. Pensacola Five Flags Rotary Club recently installed its 2019-2020 officers and directors at its annual Change of Command Ceremony. Newly installed officers are Grayson Miller, president; Matt Davis, president-elect; Tammy Ward, secretary; Robert Hahn, treasurer and Steve Spear,
immediate past-president. Joining the board of directors are Danette Krumel and Diane Mack. Returning directors are Malcolm Ballinger, Joseph Boyles, Mary Hoxeng, Joshua Newby, Mandy Sacco and Walker Wilson. Gerald Adcox and Christine Weddeke were honored as new Paul Harris Fellow Award recipients for their long-time commitment and service to Rotary International and Pensacola Five Flags Rotary Club. Rotary International is the world’s first service club organization, with more than 1.2 million members in more than 34,000 clubs worldwide. Rotary club members are volunteers who work locally, regionally, and internationally to combat hunger, improve health and sanitation, provide education and job training, promote peace, and eradicate polio under the motto Service Above Self. Volunteers sought for EscambiaPensacola Human Relations Commission The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an appointment to two seats on the Escambia-Pensacola Human Relations Commission. The EPHRC was first established by an interlocal agreement between the Escambia County Board of County Commissioners and the city of Pensacola in April 1974. The purpose of the commission is to be responsible for the promotion of fair treatment and equal opportunity to all citizens of the local community. For this term, commission members, who are called commissioners, will serve an initial two-year term of office. Commissioners will establish a schedule of regular meetings, which shall be held at least monthly. The commission meetings are held to discuss the previous month’s day-to-day activities and to ensure that the interlocal agreement
between Escambia County, the city of Pensacola and the EPHRC are in compliance. Additional meetings may be held for special discussion, workshops, training sessions or community activities. Santa Rosa Island Triathlon signup The Santa Rosa Island Triathlon (SRI TRI) has been named as one of the 10 “Great Destination Races Around the World” by www.Active.com for 2019. Events in Mexico, Chile, South Africa, New Zealand, the United Kingdom and the United States were honored with this global distinction. The SRI TRI has been recognized previously as the Best Small Triathlon and the Best Triathlon by USA Triathlon and has long been a “must-do” race for triathletes from around the country. The 24th Annual SRI TRI will be held
on Pensacola Beach Oct. 5. The race will feature a 600 yard swim in the Gulf of Mexico, a scenic 20 kilometer bike course and a 5 kilometer run through the classic neighborhoods of Santa Rosa Island. West Florida Genealogical Society historical presentation: The life and times of Doc Holliday A controversial figure of the Old West, Dr. John Henry Holliday – better known as “Doc Holliday – began his life in Georgia in 1851. He trained as a dentist before heading to the West. He suffered personally and professionally because of tuberculosis, and often supported himself as a gambler and dealer at card tables before the disease claimed his life. Holliday is perhaps best remembered for a brief moment that made history. He was one of the gunmen at the O.K. Corral shootout in Tombstone, Arizona, on
October 26, 1881. The gunfight lasted less than a minute but it’s still remembered and frequently re-enacted more than 130 years later. Crestview dentist Dr. Richard Thomas is an expert on Doc Holliday, and his performance brings this colorful character to life. Thomas will also bring items from his extensive collection of Holliday memorabilia. The presentation is part of the West Florida Genealogical Society’s monthly meeting, Aug. 3, at 10 a.m. at the West Florida
Genealogy Branch Library at the corner of 9th Avenue and College Boulevard in Pensacola. All are welcome, and admission is free. The West Florida Genealogical Society is a 501(c)(3) nonprofit organization founded in 1982 to promote knowledge of and stimulate interest in the study of genealogy. It is the largest genealogical society in Northwest Florida. Monthly meetings are held on the first Saturday of every month (except July) at the West Florida Genealogy Library, 5740 N. 9th Ave., Pensacola.
High school and college students invited to compete in Choral Society’s second “Young Voices” High school and college students are invited to participate in Young Voices 2019, the Choral Society of Pensacola’s second annual singing competition Oct. 12. Winners will receive cash prizes, as well as an invitation to perform on the Society’s March 14, 2020 concert. All singers between the ages of 14 and 30, currently enrolled in a high school (or home school) or a college/university in Florida or Alabama, are eligible to participate in one of four categories: High School Level 1 (freshman or sophomore), High School

39th anniversary Bikini Regatta coming July 27 The 39th Anniversary of the Navy Yacht Club’s Women’s sailboat race known as the “Bikini Regatta” will be held on Saturday, July 27th on Pensacola Bay. In the summer of 1981, Past Commodore Lloyd Stagg and his wife Beverly from the Navy Yacht Club envisioned a plan to provide women an opportunity to enjoy sailing and to become race competitors on large PHRF (Performance Handicap Racing Formula) sailboats. Now, 39 years later, their vision of the “Bikini Regatta” has become a much-anticipated sailboat racing event here along the Gulf Coast. In the summer of 2001, members from the three area Yacht Clubs: Navy Yacht Club, Pensacola Beach Yacht Club and the Point Yacht Club in Josephine, Alabama created a Trilogy Sailboat Racing Series for the lady sailors of the area…their goal to help increase participation in the newly created GYA (Gulf Yachting Association) Women’s PHRF Champion-
ship. Each yacht club provided a Ladies race to be part of the trilogy – The Bikini Regatta, The Race for the Roses and The Fast Women Regatta. EDUCATION BOARD SIGNS OFF ON MENTAL HEALTH INSTRUCTION FOR STUDENTS ANA CEBALLOS News Service of Florida TALLAHASSEE – Public schools will be required to teach students at least five hours of mental health instruction beginning in 6th grade, under a mandate approved by the state Board of Education Wednesday and hailed by Florida’s top educator as a “life saver.” Education officials proposed the change to the statewide school curriculum in June, following discussions with First Lady Casey DeSantis, who has made the mental health issue one of her top priorities. The new requirement will require students to take courses aimed at helping them to identify the signs and symp-
toms of mental illness, find resources if they are battling with depression or other issues, and teach them how to help peers who are struggling with a mental health disorder. “We are going to reinvent school-based mental-health awareness in Florida, and we will be the number one state in the nation in terms of mental health outreach and school safety, all because of the governor’s and First Lady’s remarkable vision,” Education Commissioner Richard Corcoran said in a prepared statement released following the board’s unanimous vote on the measure Wednesday morning. The five-hour minimum will be included in curriculums for grades 6-12, and the requirement will take effect in the upcoming 2019-2020 academic
year. Corcoran said the new mandate is the brainchild of the First Lady, who has taken a more active role in crafting policy than her predecessors. In the last three months, she has traveled throughout the state conducting “listening” sessions where she says she heard from numerous families. Corcoran said state officials worked closely with Casey DeSantis to implement the rule. “We know that 50 percent of all mental illness cases begin by age 14, so we are being proactive in our commitment to provide our kids with the necessary tools to see them through their successes and challenges,” DeSantis, the mother of two young children, said in a statement. “Provid-
ing mental health instruction is another important step forward in supporting our families.” Under the new rule, school districts will be able to choose the types of classes children will be required to take, according to Department of Education spokeswoman Cheryl Etters. The instruction includes courses about cyberbullying, suicide prevention and the impact of substance abuse. When asked in late June if the department had done an analysis on whether the new, five-hour instruction requirement would have an impact on time management for other required instruction, Etters did not offer a comment. Ben Gibson, a state board member appointed by former
Gov. Rick Scott, said mental health education will be a useful tool for all students. “Obviously, this is going to help students who are currently suffering from mental health issues, you know, thoughts of suicide, attempts of suicide. But the thing that is going to be the best thing is that it is going to reduce the stigma and it is going to educate the other healthy students who can identify folks within their peer group who are going through this,” he said. Corcoran suggested more changes related to mental health awareness are in store for Florida’s education system, calling the new rule “just the beginning.” “It is going to be a life-saver and it will reduce the stigma,” Corcoran said.
SOME GOP LEADERS CRITICIZE CHANT, OTHERS STAY SILENT ANA CEBALLOS News Service of Florida TALLAHASSEE – Florida Republican leaders were mostly silent Thursday when asked about a “Send her back!” chant at a campaign rally for President Donald Trump. But once the president disavowed the chant, some GOP elected officials spoke out against it. U.S. Sen. Marco Rubio said the chant, which was targeted Wednesday at Somalia-born Congresswoman Ilhan Omar of Minnesota, was “grotesque,” and that it was “wrong” for Trump to tweet on Sunday that four Democratic congresswomen of color should “go back” to the countries “from which they came from.” Omar was one of the four congresswomen. But Rubio, a Miami-Dade County Republican, also attacked progressive politicians and the media amid the uproar about the chant. “The left wing politicians and many in the media demanding outrage are self-righteous,” Rubio tweeted Thursday. “And the ‘outrage and response’ cycle allows for only two sides and demands you to pick a side or else. It’s a stupid game that I refuse to play.” Florida Senate President Bill Galvano, R-Bradenton, said he was pleased to hear the president disavow the chant Thursday, adding that he does not like the rhetoric and personal attacks.
“It is not constructive in any way and distracts from the real issues,” Galvano said in a statement to The News Service of Florida. He added that the situation has turned into a “dialogue about personalities, rather than policy,” which is what he would rather see. Trump said Thursday he “was not happy” about the chant, which was shouted by a crowd at a campaign rally in North Carolina. Before Trump made his statement, two GOP members of the Florida House criticized the chant. “Chanting ‘Send her back’ towards a Congresswoman (or any American) is racist. POTUS when he heard it should have put a stop to it. This election should be about the issues, not trying to further divide our country,” state Rep. Chris Latvala, R-Clearwater, tweeted early Thursday morning. State Rep. James Grant, R-Tampa, said that even though he disagrees with the beliefs of Omar, chanting “Send her back!” is “not the American answer.” In a “free republic,” he said, the appropriate response is “advocating against her dangerous beliefs and beating her at the ballot box.” “The love of and belief in America has nothing to do with where someone was born, what ethnicity they are, or any other demographic; it has only to do with a belief in and commitment to freedom,” Grant told the News Service. “Anything less is an affront to
freedom and a betrayal of this nation’s core.” Also criticizing the chant before the president disavowed it was MiamiDade County Mayor Carlos Gimenez, a Republican. In a Facebook message, Gimenez said he was “particularly disturbed” by campaign rally chants. He added that “any president from any political persuasion should not tolerate that type of behavior.” “We should be able to discuss ideas and disagree on them. Whether a U.S. citizen was born in this country or came here (as I did as a child or arrived as an adult) and became a U.S. citizen by choice is immaterial,” Gimenez said. Gov. Ron DeSantis, whose successful campaign last year was bolstered by the endorsement of Trump, did not comment on the president’s Sunday tweet and the subsequent chant. “Governor DeSantis is focused on the issues that the voters of Florida entrusted him to oversee and the priorities related to the governance of Florida,” Helen Aguirre Ferre, a spokeswoman for the governor said when asked for comment. Sen. Joe Gruters, a Sarasota Republican who doubles as the chairman of the Republican Party of Florida, did not respond to requests for comment. The silence from the governor and Gruters, who remains a staunch ally of the president, irked some Demo-
crats. “The president endorsed him (DeSantis), helped him win his primary, campaigned with him, kicked off an event in Orlando that he was part of. And literally has nothing to say,” Rep. Anna Eskamani, D-Orlando, said in a text message. State Rep. Carlos Guillermo Smith, D-Orlando, said “silence is complicity” in this situation. “Every Floridian regardless of political party, but especially Republican elected leaders, have a moral responsibility to speak out against the president’s dangerous, un-American and racist attacks,” Smith said in a text message. Terrie Rizzo, chairwoman of the Florida Democratic Party, said Republicans have an “obligation to call this kind of hate out when they see it.” “By not speaking out about these comments, you are telling every Florida immigrant they are not welcome here,” Rizzo said in a prepared statement Thursday. On Tuesday, Florida members of the U.S. House were forced to take a stance on the president’s Sunday tweet, which has been widely denounced as racist. In a measure passed mostly along party lines, the House voted to condemn Trump’s comment as racist. Florida Democratic representatives voted in favor of the resolution, while Florida Republicans voted against it.
JUDGE WITHDRAWS FROM LAWSUIT OVER FELON VOTING dara kam News Service of Florida A federal judge who has routinely ruled against the state in electionrelated lawsuits has withdrawn from overseeing a challenge to a new state statute aimed at carrying out a constitutional amendment restoring voting rights to Floridians convicted of felonies. U.S. District Judge Mark E. Walker on Wednesday filed an order disqualifying himself from the case, saying his wife works for the same law firm as an attorney who recently signed up to represent two of the defendants, including Secretary of State Laurel Lee. George Meros of Holland & Knight LLP filed a notice with the court Tuesday, saying he would represent Lee and Broward County Supervisor of Elections Pete Antonacci. Walker’s wife, Karen, also works for the firm. In his order Wednesday, Walker, who serves as the chief judge of Florida’s Northern District, hinted that the
move to hire Meros may have been intended to force Walker off the case, writing that “the conduct at issue here is deeply troubling.” Walker pointed to a 2015 lawsuit in which defendants hired Holland & Knight mid-way through the judicial proceedings. Plaintiffs in the lawsuit accused the defendants of “judge shopping” by intentionally hiring a lawyer from the firm where Walker’s wife worked so another judge would be assigned to the case. Walker did not recuse himself, but asked for an opinion from another judge in the matter. Senior District Judge Maurice Paul instead disqualified Holland & Knight from the case, allowing Walker to remain in charge of a contentious legal battle over a fuel surcharge fee being charged by a waste removal company. In his April 2016 decision keeping Walker as the judge in the case, Paul wrote that Holland & Knight “should be disqualified because of the potential for manipulation of the judicial system, the lack of need by defen-
dants for this particular counsel, and the potential delay and loss of judicial activity,” a finding Walker referred to in Wednesday’s order. The 11th Circuit Court of Appeals “has outlined a process to differentiate legitimate judicial recusal necessary under federal law from frivolous recusals brought on by unscrupulous shenanigans,” Walker wrote. While Walker asked another judge to weigh in on his recusal in the fuel surcharge case, the federal judge said he “will not employ that process” now. “Although the conduct at issue is deeply troubling, I am relieved of those concerns by confidence in my collegues on this court to preside over the remainder of this case and judge it fairly and wisely,” he wrote. The circumstances surrounding the current lawsuit differ from those in the fuel surcharge case in several ways. The elections complaint, comprised of four lawsuits consolidated by Walker into a single case earlier this
month, was filed less than three weeks ago. Meros has represented numerous Republican legislative leaders, and the lawyer also represented the Florida House during court battles over redistricting several years ago. The elections lawsuit, which has been reassigned to U.S. District Judge Robert Hinkle, is centered on provisions in a new law that went into effect July 1. A number of plaintiffs – represented by groups such as the American Civil Liberties Union of Florida, the Southern Poverty Law Center and the NAACP Legal Defense and Educational Fund – are challenging parts of the law that will require Floridians convicted of felonies to pay financial obligations related to their crimes before they are eligible to have voting rights restored. The plaintiffs allege the legislation unconstitutionally “creates two classes of citizens,” depending on their ability to pay financial obligations that many don’t even know about.

AHEAD OF 2020, REPUBLICANS CRAFT IMMIGRATION POLICY ANA CEBALLOS News Service of Florida TALLAHASSEE – Two prominent state senators intend to release proposals for the 2020 legislative session that would set up the Republican platform on immigration, a key issue going into next year’s election cycle. Sen. Joe Gruters, who doubles as the chairman of the Republican Party of Florida, and Senate Judiciary Chairman David Simmons plan to file measures that illustrate different approaches to the thorny topic of immigration, the source of some of the Legislature’s most heated controversies in recent years. While Gruters’ proposals would further crack down on illegal immigration, Simmons is seeking to add protections for undocumented residents living and working in the Sunshine State. Simmons says he will file legislation that would give undocumented immigrants legal permits to work and drive in Florida, in an effort to bring them “out of the shadows” and have them follow state laws. Such a policy change would have an impact on roughly 800,000 undocumented immigrants living in the state. “They are already working, and they are already driving,” Simmons, R-Altamonte Springs, told The News Service of Florida in a recent interview. “This is not a path to citizenship. This is about dealing with this in a matter that is not demagoguing individuals.” Gruters, who earlier this year sponsored a ban on socalled “sanctuary cities,”
is taking the opposite approach. He wants to pair up with state Rep. Cord Byrd again to push bills that will toughen immigration laws in the state. One measure “would enhance penalties for convicted and deported criminals who re-enter the United States illegally,” Gruters said in a text message. Another proposal would require all Florida employers to use E-Verify, a federal electronic system that checks employees’ eligibility to work in the U.S. With President Donald Trump at the top of the ticket on next year’s ballot, the immigration measures could be an important tool in Florida, a state considered crucial for a White House win and a place where the issue has aided GOP candidates. For example, Gov. Ron DeSantis used a hard-line stance on immigration as part of a successful playbook in his bid for governor last year. Since taking office in January, DeSantis – whose endorsement by President Donald Trump helped boost him to victory in November – was heavily involved in the passage of the sanctuary city ban. The law, which went into effect on July 1, is being challenged in federal court. The governor’s office did not respond when asked if DeSantis would support any of the immigration proposals next session. And Gruters said it is “too early” for the governor to be involved in his bills. With the passage of the sanctuary city ban, Gruters already allowed the governor to deliver on one of his campaign promises. And the
Sarasota Republican may help DeSantis make good on another immigration pledge with the E-Verify proposal, which has faced fierce opposition from Florida agricultural and business interests in the past. Gruters, meanwhile, said he is still open to considering other immigration-related bills. The senator is preparing to embark on a statewide immigration “listening tour.” Dates and locations of the stops will be announced this week, Gruters said. While the Republicans’ crackdown on illegal immigration may help court conservative voters in advance of next year’s elections, Democrats have lambasted the policies. “These pieces of legislation are nothing more than a reflection of the President’s xenophobic strategy of demonizing our immigrant communities and firing up the Republican base ahead of the 2020 election,” Sen. Janet Cruz, D-Tampa, told the News Service. Cruz is more aligned to what Simmons is proposing. “Florida’s economic future is dependent on continuing to build our reputation as a welcoming state that values diversity and inclusion,” Cruz said. “Instead of driving undocumented immigrants further into the shadows, we should be doing all we can to ensure they have the ability to work legally, pay taxes, and live without fear of being separated from their families.” Simmons’ softer approach to immigration policy may be a hard sell for his fellow Republicans, especially in an election year. Similar efforts previously have failed
to gain traction in the Republican-controlled Legislature. But allowing undocumented immigrants to work and drive legally in Florida could resonate among Hispanic voters – a key constituency in the Sunshine State – at a time when immigrant communities are fearful of the new sanctuary city law. The new statute requires local law enforcement agencies to fully cooperate with federal immigration authorities when undocumented immigrants are detained or in the custody of law enforcement. That can include detention over a driving offense. Simmons said he still supports the sanctuary city law and does not believe exemptions should be carved out for undocumented immigrants who commit minor driving offenses. Instead, he says undocumented immigrants should follow state driving laws and be given the ability to have insurance. Simmons said his proposal would put together an “immigration policy that works,” until the federal government acts. Senate President Bill Galvano’s office said none of the immigration proposals were sought at his direction. While Galvano has spoken with Gruters, the Senate president has not talked with Simmons about his bill yet, according to Senate spokeswoman Katie Betta. “Oftentimes senators from both parties will mention ideas to the president or let him know what they are working on, but he doesn’t green-light or red-light every proposal from the onset,” Betta said in an email.
“To the contrary, the president makes every effort to refrain from weighing in, so that senators have the opportunity to vet their ideas with their colleagues and constituents.” Though the Senate’s top Republican says he has refrained from chiming in on the immigration policies, the business lobby is already gearing up for a fight – at least when it comes to EVerify. “It will certainly be a priority of ours,” said Towson Fraser, a spokesman for the American Business Immigration Coalition, whose membership includes South Florida billionaire Mike Fernandez, a former GOP contributor who left the Republican Party, in part, because of its hardline immigration policies. The group’s members also include billionaire auto-dealer Norman Braman and lobbyist Al Cardenas, a former Republican Party of Florida chairman. Fraser said the group – and a “majority of businesses” – oppose E-Verify and will likely have discussions in the near future to determine what resources will be devoted to the fight against the policy. In Florida, representatives of the agriculture and construction industry have publicly warned that E-Verify would make it harder for them to find workers. But DeSantis isn’t backing down from the battle over EVerify. “We got a lot of irons in the fire this session, we want to deliver on things that we can,” DeSantis told reporters in March. “This will be one I’m not going to quit on.”
