Welcome to this new-look edition of Community Connect ‘Extra’ magazine. You may have noticed the magazine has changed size and is printed on glossier paper. While it was necessary to change up the look and feel, rest assured this edition is printed on recyclable paper and is still packed full of council project and service updates. Earlier this month it was my absolute pleasure to celebrate the new art installations at the Ballina Byron Gateway Airport. It was wonderful to hear from the artists involved and I am certain the art will be appreciated by the thousands of passengers who visit our region each year. The works provide such a warm welcome to our beautiful Ballina Shire.

Council meetings at a glance A great number of items and issues get discussed at Council meetings. Here are some items discussed at the Ordinary Council meeting on 28 September 2023.
WARDELL VILLAGE CENTRE REVITALISATION DRAFT MASTER PLAN The draft plan identifies improvements to the riverfront, Richmond Street and Sinclair Street, inlcuding the central business area, with the aim to revitalise and support the village.
There are plenty of exciting projects underway. The Lennox Park upgrade will revitalise the park and provide yet another stunning open space for residents and visitors to enjoy. See page 6 for all the details. Stage 2 of the Pop Denison playground is looking fantastic. It includes equipment for the bigger kids, such as a flying fox, treehouse structure, and an all-access carousel too. A number of projects have been recently completed, including Stage 2 of the River Street Duplication and the Kerr Street Duplication. There are also several opportunities open to the community at the moment, including the 2024/25 Festival and Events Funding Program, the Expression of Interest for Distribution of Community Connect magazine, and nominations for the 2024 Ballina Shire Australia Day Awards. There’s been so much on the go. Council meetings are a great way to stay informed of what’s coming up and what decisions are being made for our shire. I encourage you to get involved either by attending the monthly meeting in person or watching the livestream on Council’s website. VIRTUAL FENCING TO HELP WILDLIFE Council agreed to proceed with a trial of virtual fencing to reduce wildlife deaths by vehicle strike. Council staff will provide a report on the preferred method of funding the trial.
MARTIN STREET BOAT HARBOUR A concept design for the Martin Street Boat Harbour Upgrade will be placed on exhibition for community feedback. The design includes an expanded marina to meet demand for short term mooring and improvements to open space along the waterfront.
PUBLIC ART MURALS BALLINA CBD Council discussed the Ballina Street Art project, which aims to reduce graffiti and improve the look and feel of the area. The project would see artworks on sheds and walls in the Ignite Studio precinct and privately owned walls in the Ballina CBD.

Eltham Road, at Pearces Creek Bridge, will be temporarily closed for one month from Monday 23 October 2023.

This temporary closure is to enable the replacement of Pearces Creek Bridge to be completed by Christmas.
ROUS CEMETERY ROAD, ROUS
Eltham Road will be closed between Pearces Creek Road and Humpty Back Road. Access will be maintained for residents only. Motorists can detour via either Houghlahans Creek Road or the Bruxner Highway during this temporary closure.

Ballina Shire Council and Lismore City Council introduced a reduced load limit of 4.5 tonnes for Pearces Creek Bridge in August 2023. This was introduced to help preserve the aging timber infrastructure until construction of the new, realigned concrete bridge is complete.
FUTURE PROJECTS FERNLEIGH ROAD, BROOKLET
Construction of the replacement Pearces Creek Bridge commenced in June 2023. The aging wooden bridge will be replaced with a two-lane, concrete structure that meets the needs of today’s road users.
RIVER DRIVE, EMPIRE VALE HOUGHLAHANS CREEK ROAD, PEARCES CREEK
The road is a key connection between Lismore City and Ballina Shire and the upgrade will enable load limit restrictions to be removed.

FOOTPATH PROJECTS
RIVER STREET DUPLICATION New traffic lights at the intersection of Brunswick Street and River Street were switched on in September. This marked the completion of Stage 2 of the River Street Duplication project, from Henry Philp Avenue to Tweed Street. The new signalised pedestrian crossing near Westower Tavern has also been completed as part of this stage. Stage 3 of the River Street Duplication project will include duplication of the Fishery Creek Bridge and its approaches. Planning and approvals for this stage are continuing. Works are expected from 2024 - 2025 (subject to funding and approvals).

Once all stages are complete, this project will provide a four-lane road between West Ballina and Ballina Island, doubling the road’s capacity to comfortably cater for traffic into the future.
TAMAR STREET (BETWEEN TWEED AND BRUNSWICK STREET), BALLINA
KERR AND BENTINCK STREET INTERSECTION New traffic lights at the intersection of Kerr Street and Bentinck Street were switched on in September. The Kerr and Bentinck Street intersection upgrade is now complete. By duplicating the southbound and northbound lanes between Swift and Russell Streets, this upgrade has completed ‘the missing link’, resulting in dual lanes along Kerr Street from Tamarind Drive to River Street. LENNOX PARK UPGRADE UNDERWAY This stage will include a new bus stop, amenities, footpaths, and landscaping. The shelter shed will be retained and renovated. During construction, the following changes will be in place: Lennox Park, weather shelter and beach access closed from Monday 9 October and expected to be reopened by Christmas. The toilet and bus stop will be closed from early November until early 2024. The toilet block is a significant piece of work that requires a complete demolition and rebuild. The toilet at Ross Park will remain open during these works. Ballina Street will remain open both ways during these works. Parking adjacent to the site will be removed for the duration of the works to enable safe site access. Pop Denison Park update Airport’s new grooves The final stage of the Airport’s Runway Overlay project is underway and it involves adding trapezoidal grooving to the tarmac. Why is this important? Trapezoidal grooving is a relatively new and improved form of grooving that delivers numerous benefits, including:
Increased pavement life expectancy Enhanced drainage capacity Improved skid resistance and safety in wet weather Reduced risk of foreign object debris (FOD) Reduced tyre wear and rubber build-up. The grooving works kicked off in early October and are expected to be completed in early November. Earlier works for this project saw over 15,000 tonnes of new asphalt laid on the runway to upgrade the surface. This essential overlay will extend the runway’s lifespan by up to 10 years. New LED lights will also be installed on the runway and these are expected to be operational by December 2023. The project costs $20 million, with $5.54 million provided by the Federal Government’s Building Better Regions Fund and the remainder funded through the airport’s Capital Works program.
Stage 2 of the Pop Denison Park playground includes larger and more challenging equipment and features to cater for a wider range of ages and abilities. The senior kids playground will feature:

The second stage of the playground construction is progressing well and is expected to be completed by December 2023 (weather permitting). Managing Frogbit in our local waterways A significant infestation of Frogbit was recently found in a creek in the Byron Shire. Officers found the weed growing along a 10km section of creek line. After six months of dedicated work Frogbit has been successfully stopped from establishing in the creek system and connected tributaries. Frogbit is Prohibited Matter in NSW and an invasive aquatic weed. It is a Prevention weed under the Biosecurity Act 2015. Frogbit is sometimes used as an aquarium plant and can unknowingly spread into waterways. It smothers areas of freshwater, choking creeks and reducing habitat for native plants and animals. As the weather warms up, Rous County Council encourages you to keep your eyes out for Frogbit in Ballina Shire’s waterways. Seen it? The NSW Department of Planning and Environment (DPE) project may involve upgrades to existing gauges, new gauges, and new flood warning service locations. It will also support community awareness of any changes to the flood warning service and their need to understand and respond to changed warnings. Initial draft recommendations have been developed for improvements to the flood warning network in the Richmond Wilsons valley. During spring and summer, Pied Oystercatchers, Little Terns and Beach Stone-curlews nest and roost on our beautiful beaches. You can have a huge impact on the survival of these unique and highly threatened birds by keeping your dog on leash when at the beach. Nests of shorebirds are usually located above the high-tide mark and are very well camouflaged against the sand. Once a dog detects a nesting bird, its natural curiosity can lead it straight to the vulnerable eggs and chicks. No matter how well trained your dog is, accidental crushing of eggs and chicks can occur when a dog runs around on the beach. It is critical that nesting birds are left to sit on their eggs and that their chicks are able to feed on the beach. With the Bureau of Meteorology announcing an El Niño, Rous County Council is asking the Ballina Shire community to use less water now to help delay the onset of more severe water restrictions.

Indoors, replacing a shower with a water-efficient model is one of the easiest and most cost-effective ways to reduce water use. An inefficient showerhead can use between 15 and 25 litres of water every minute, whereas an efficient WELS 5 star rated one uses as little as 4.5 litres every minute. Rous County Council is actively working to ensure the Northern Rivers has a secure and resilient water supply that will meet the community’s needs through its Future Water Project 2060. LIBRARY SERVICE TURNS 50 On 5 November 1973, Lismore City Council and Ballina Shire Council agreed to a joint provision of library services across our region—and Richmond Tweed Regional Library (RTRL) was born. Tweed, Byron, and Mullumbimby councils soon joined the successful model which went on to become one of the largest regional library services in NSW. Our libraries currently provide access to knowledge, information, and entertainment to more than 200,000 Northern Rivers residents through its 12 static branches and a mobile library.

HELP CELEBRATE OUR NAVAL HISTORY Saturday 18 November 2023 11.30am - 3pm Celebrate the 50th anniversary of the landing of the Las Balsas Raft Expedition in Ballina. Festival and Events funding Applications for the 2024/25 Festival and Event Sponsorship Program close on Friday 27 October. The program offers event organisers the opportunity to apply for sponsorship from a pool of approximately $120,000 of funding for their festival or event for the 2024/2025 financial year. Applications will be considered at the November 2023 Council meeting so that event organisers will know the outcome of their application by December 2023. There are a number of eligibility criteria, such as: the applicant needs to hold adequate public liability insurance; the total cost of the festival/event must be more than $20,000; and the festival/event must be held in the Ballina Shire.
