NEW BALLINA SES BUILDING ON THE WAY

Ballina Shire Council, in partnership with NSW SES, is preparing to start construction on a new, purpose-built SES Unit and Emergency Operations Centre in Ballina.

Designs have been finalised, and Council has completed the tender process, with construction scheduled to commence in September 2025.

The current facility on the corner of Angels Beach Drive and Bangalow Road is no longer fit for purpose, prompting a much-needed upgrade to improve outdated infrastructure. The new building will deliver modern amenities and improved operational efficiency, supporting the Ballina SES Unit to continue its critical work responding to floods, storms and other emergencies.

This project is jointly funded by the NSW Government and Ballina Shire Council.

Ballina is set to receive a major boost to emergency services, with a brand new, purposebuilt SES Unit and Emergency Operations Centre on the way. This milestone project will provide our local SES unit with the modern facilities they need to better protect our community now and into the future.

You can meet your local heroes from NSW SES, Ambulance, Fire and Rescue, Surf Life Saving, and more at the Emergency Services Expo on 20 September! This free, family-friendly event will include hands-on displays, expert advice, and practical tips to help you stay safe and prepared.

In another major milestone, Wardell’s new Community Green Space is now open and being enjoyed by locals and visitors alike. It’s a welcoming place to connect, and an ideal venue for community events. The upcoming Wardell River Festival on 30 August will be a fitting celebration in this space.

We’ve also welcomed the completion of the new roundabout at the intersection of Byron Bay Road and Byron Street in Lennox Head. This $1.53 million upgrade, funded through the Australian Government’s Black Spot Program, has significantly improved safety and traffic flow.

It’s been a big start to the new financial year, with Ballina Shire Council adopting a $130 million budget that balances the delivery of major infrastructure with the ongoing provision of essential services. More than $113 million has been allocated to capital works, including:

$44 million to begin duplicating the Fishery Creek and Canal bridges

$3 million for flood resilience upgrades to Ross Lane

$1.3 million for Sharpes Beach carpark upgrades

$4 million for shared path upgrades, including the Lennox to Cooper Close link

$11 million for wastewater projects and $3.5 million for water infrastructure

$8 million for community facilities, including commencing the Alstonville Cultural Centre upgrade

NEWRYBAR STREETSCAPE MASTER PLAN

The Newrybar Village Streetscape Master Plan was adopted. A key feature of the master plan includes a change to the vehicle traffic movement on Old Pacific Highway between Brooklet Road and Hinterland Way to one-way.

DONATIONS PROGRAM

Funding was allocated to more than 40 community and sporting groups under Council’s Donations Program. A total of $83,000 will be donated to community groups and $30,000 to sporting groups.

BALLINA SES BUILDING

Councillors awarded the construction contract for the new Ballina SES building to Blaze Projects, with works to commence in September 2025.

PLACE AND PUBLIC REALM FRAMEWORK

The new Place and Public Realm Framework was endorsed for public exhibition. The framework will guide the future development of streetscapes and public open spaces in Ballina Shire.

WARDELL’S NEW COMMUNITY GREEN SPACE

Stage one of the Wardell Village Centre Revitalisation project is now complete, delivering a vibrant new community space on Richmond Street. The space features upgraded paving, seating, landscaping, public art, improved stormwater infrastructure, and a pedestrian-priority zone.

Designed as a flexible event space, Wardell’s new community space will come alive with its first major event, the Wardell River Festival, on the new date of Saturday 30 August 2025. This free, family-friendly festival is open to the whole community and welcomes visitors from across the region.

Organised by Wardell Core and supported through Council’s Festival and Events Sponsorship Program, the event will showcase culture, creativity and community spirit on the banks of the Richmond River.

The $1.7 million project was jointly funded by the Commonwealth and NSW Governments, with additional support from Ballina Shire Council.

BALLINA BRIDGE DUPLICATION

Planning and design works are progressing for the duplication of Fishery Creek and Canal bridges to improve evacuation routes during floods. Pre-construction work continues, including underground service relocations and embankment earthworks. Bridge construction is anticipated to start later this year.

BYRON BAY ROAD LENNOX HEAD ROUNDABOUT

The new permanent roundabout at the intersection of Byron Bay Road and Byron Street at Lennox Head is now complete.

This vital upgrade to one of our shire’s key arterial routes will ease congestion and significantly improve safety for everyone travelling through this busy part of Lennox Head. This project is part of Council’s ongoing commitment to deliver infrastructure that supports a growing community and creates a more efficient road network.

The project included concrete kerb and medians, asphalt road surface, a shared path for pedestrians and cyclists, linemarking and signage.

This $1.53 million project was proudly funded through the Australian Government Black Spot Program.

North Creek Road and Bridge Project Have Your Say!

Ballina Shire Council will be seeking community feedback on the concept design, cost estimate and preliminary assessment reports for the North Creek Road and Bridge project.

The project will involve:

Reconstruction, widening and raising of North Creek Road between Forest Oak Boulevard in North Ballina and Skennars Head Road in Skennars Head

Provision of a new shared pedestrian/cycle path

Construction of a new bridge across North Creek.

The new bridge will re-establish the previous western road link between Ballina and Lennox Head that was closed in the 1970s following construction of the alternative The Coast Road.

Council’s Roads Contributions Plan and Strategic Road Network modelling identifies this project as a required link to accommodate future traffic volumes generated by urban growth areas, and to minimise existing congestion on roads between Lennox Head and Ballina. Further road network traffic modelling is due to be completed in late 2025 and this will inform future decision making in regard to this project.

Community members will be invited to have their say on the concept design and associated documents via a simple online feedback form.

Sharpes Beach Upgrade Underway

Council has commenced major upgrades to the Sharpes Beach carpark precinct.

The project includes a sealed carpark, accessible toilets and showers, a new viewing deck, surf lifesaving storage, and improved landscaping.

These upgrades will improve safety, accessibility and amenity, making it easier for everyone to enjoy this iconic coastal destination. The carpark is now closed, with works being completed in stages and sections reopening as they are finished.

Pedestrian access to the beach and path remains open, with occasional detours around active work zones. The project is expected to be completed by late October 2025.

Ferry maintenance schedule

The Burns Point Ferry closes for scheduled maintenance each month.

This maintenance is important to ensure a reliable ferry service for visitors and locals. Scheduled monthly maintenance will occur from 9am to 1pm on:

Jetstar and Ballina Byron Gateway Airport celebrate 20 years

Ballina Byron Gateway Airport recently marked 20 years since Jetstar’s first flight touched down. Since 2005, over five million passengers have travelled on nearly 40,000 Jetstar flights, connecting our region to key destinations across Australia and beyond.

Delayed start date for controlled airspace

Airservices Australia has revised the timing of the implementation of controlled airspace at Ballina Byron Gateway Airport from 27 November 2025 to 11 June 2026.

Airservices is working to identify an alternative site for the control service and refining the delivery plan to ensure the location and infrastructure for the aerodrome control solution is fit-for-purpose and meets regulatory requirements.

Until the new air traffic control service introduction, Airservices will continue to provide the Surveillance Flight Information Service (SFIS) to ensure the safety of airspace operations at Ballina.

Rous Champions Healthy Waterways

Rous’ water education program is shining a spotlight on the vital connection between plastic pollution and the health of our local waterways.

The Catchment Activity Model trailer has been on the move visiting schools and community events, providing hands-on learning demonstrations focusing on how everyday plastics travel through our landscapes and ultimately end up in rivers, creeks, and the ocean.

This program empowers people to understand the devastating impact of plastic pollution on aquatic ecosystems and the vital natural resources we rely on. It also highlights the important role each of us plays in protecting our environment.

Rous County Council manages the water sources, catchments, and distribution of water so councils across the region can supply 100,000 people with clean drinking water.

Creating a circular clothing community in Ballina Shire

Did you know that clothing and textiles are the third most common item by weight in our residential landfill bins after food and garden organics?

Council’s Resource Recovery Team has been awarded a Local Government Waste Solutions grant (round 3) from the NSW Government for $32,400 for a project called “Creating a Circular Clothing Community in Ballina Shire Council”

The aim is to buy less, care for clothes wisely, wear them longer and keep them out of landfill. The project will run until June 2026.

Keep an eye on our socials for clothing repair and mending workshops, clothes swaps and slow fashion tips.

Changes to rural landfill bin collection

Council has approved a change in the frequency of the rural domestic landfill bin collection service.

Rural residential landfill and recycling bins will be collected fortnightly, on alternating weeks, following the last weekly collection of landfill bins on Friday 10 October.

Funds to fight Bitou Bush

Rous County Council (Rous) has successfully secured $85,000 from the NSW State Government through the Crown Reserves Improvement Fund (CRIF) to manage Bitou Bush and other invasive weeds at Lennox Head Sport and Recreation Centre, Skennars Head, and Black Head

Bitou bush is one of the most aggressive environmental threats along the coast. If left unchecked, Bitou bush displaces native vegetation, alters soil nutrients, and diminishes habitat quality for native wildlife.

The targeted weed removal is expected to significantly reduce the seed bank, encouraging natural regeneration of native species and improving long-term habitat quality.

The project will also complement the efforts of local volunteer bush regeneration groups, reinforcing a strong community-based approach to environmental management.

Restoring and Protecting Boulder Beach

Boulder Beach is undergoing important restoration works to help stabilise the foreshore and protect this beautiful stretch of coastline. Recent plantings of native trees and shrubs are part of a long-term effort to rebuild the dune system, improve coastal resilience, and support local biodiversity.

Between the 1940s and 1970s, sandmining at Boulder Beach removed much of the original vegetation and a large foredune that once protected the area. Since then, the shoreline has gradually receded, particularly after major weather events such as the 2022 flood and ex-Tropical Cyclone Alfred.

Revegetation efforts like this play a vital role in preventing further erosion and building natural defences against future storms.

We encourage everyone to enjoy and care for this special place. These plantings are helping to restore the health of our coastline – please look after them and help spread the word about their importance.

Lake Ainsworth Renewed for Nature and Community

Lake Ainsworth in Lennox Head is looking better than ever following recent upgrades to improve its environmental health and recreational value.

Works include:

Recycled asphalt carpark to reduce runoff

Extended footpaths and boardwalks

New park furniture, bollards, and irrigation

Beach nourishment to improve access and erosion

Aquatic weed harvesting

Bush regeneration and landscaping

Pervious paving to minimise lake runoff

Upgraded public toilets

The carpark surface was made using recycled glass, soft plastics and toner, demonstrating Council’s commitment to sustainability.

This project is funded by Council’s Healthy Waterways Program, the NSW Government’s Coastal and Estuary Grants Program, the Crown Lands Reserve Improvement Fund, and the Australian and NSW Governments under the disaster recovery arrangements.

Ongoing works, including aquatic weed management, beach replenishment and landscaping, form part of Council’s broader Lake Ainsworth Coastal Management Program, which aims to protect, restore and sustainably manage the Lake.

New Pool Managers for Ballina

Following its annual winter maintenance, the Ballina War Memorial Pool has reopened with two fresh faces at the helm.

Ballina Shire Council extends a heartfelt thank you to former pool managers Vicki and Lee Fitzgerald, who wrapped up their roles in June after an incredible 30 years of service to the Ballina Shire community.

Taking the reins are new managers Clayton and Kendall Fettell.

As locals living in Lennox Head with their three young children, they are proud to be part of the Ballina Shire community and feel privileged to take on this role.

Clayton has a lifelong connection to the water. His parents Greg and Kelly have managed the Alstonville Aquatic Centre since 1994, so he and his siblings have grown up in and around the Centre.

After racing professionally in triathlon for 20 years, Clayton transitioned into coaching, specialising in triathlon, endurance sports and swimming.

Over the past five years, both Clayton and Kendall have been actively involved in the day-to-day running of the Alstonville facility, gaining hands-on experience in all aspects of aquatic centre management.

The pair have ambitious plans to expand Ballina pool’s programs in learn to swim, squad training, water polo and more, and look forward to building a vibrant and inclusive aquatic community.

With great power comes great responsibility

E-bikes are smart for fitness, and for different ages and abilities, but how you ride is much more important than what you ride.

Faster speeds on a heavier bike, means bigger risk to standard bike riders and walkers. Here’s some tips on how to ride e-bikes safely and legally:

In busy areas and around people, ride as if you’re walking

Take care of others on shared paths –slow your roll around walkers

Pass only when safe for both of you –you may have to stop. Ring your bell or call out ‘Passing right’.

Never pass on a blind corner.

Pass like you want to be passed –give plenty of space. If there isn’t enough room to pass safely, slow down and wait for a safer spot. It won’t ruin your ride but a collision might.

Be patient, cautious and courteous around children walking or riding.

Turn off your motor if you come across dogs or horse riders as the sound of your electric motor may spook them.

KEEP YOUR SEWAGE SYSTEM WORKING WELL

If your property isn’t connected to Council’s sewerage system, then you have an on-site wastewater management system. To ensure it continues to work effectively, here are three essential maintenance tips:

REGULAR MAINTENANCE

Aerated Wastewater Treatment Systems (AWTS) must be serviced on a quarterly basis by a suitably qualified service agent. Council has a list of approved service agents on its website.

SEPTIC TANKS NEED

MAINTENANCE TOO

The outlet filter (if the septic tank has one) is located in the “T” outlet of the septic tank. Ensure the outlet filter is cleaned every six months. Rinse the filter with a hose while wearing gloves and sturdy footwear. Septic tanks should be pumped out every 3-5 years.

CARING FOR THE DISPOSAL AREA

Maintain the grass over the surface of the disposal area to allow uptake of nutrients and water from the soil. Ensure grass clippings are removed and protect the area from vehicles and stock.

All systems must have a current Approval to Operate under the Local Government Act. Each approval to operate has an expiry date and it is the responsibility of owners to ensure it is renewed.

Book Week Celebrations at your local library

CHILDREN’S BOOK WEEK IS ON FROM 16-23 AUGUST AND THIS YEAR’S THEME IS BOOK AN ADVENTURE.

Each year the Children’s Book Council of Australia (CBCA) announces a shortlist of the best Australian children’s book for the year in various categories including Picture Book, Early Childhood, Younger Readers, Older Readers, Information Book and Illustrator. Winners are then announced just before the start of Book Week.

Book Week allows the library to host class visits from pre-schools, primary schools and high schools to let children know all about the great resources and services available at the library and encourage them to get their own library card.

The library also provides age-appropriate readings to children from some of the shortlisted books. Can’t come to us? We’ll come to you! If you would like to bring a group of children to the library for Book Week, or if you would like a library staff member to give a talk at your school, please contact your nearest branch.

Ballina Library Upgrade

Ballina Library will be closing for a much-needed refurbishment. A temporary closure will be in place from Monday 1 September, with alternative services on offer.

Exciting upgrades are being planned to transform the library into a bright, modern, and flexible space, with improved access to collections and more room for community programs.

To help maintain services during the closure, several alternative options will be in place.

Temporary Library at Ballina Indoor Sports Centre (BISC). Open weekdays 9am–2.30pm from Monday 8 September for reserve pick-up, browsing a limited collection, and returns.

Mobile Library between the Visitor Information Centre and Ballina War Memorial Pool. Open Saturdays 1–4pm and Sundays 9.30am–4pm from Saturday 6 September, for reserve pick-up, returns, and limited browsing.

Read, Make, Play programs. Held Wednesdays at the Richmond Room. Access via 5 Regatta Avenue. Check the library website for session details.

After-hours returns. Unavailable at Ballina during the closure. Use Lennox Head or Alstonville Libraries for after-hours returns and regular services.

The refurbished Ballina Library is set to reopen in November.

The project is being delivered in partnership with Richmond Tweed Regional Library and is funded through the Public Library Infrastructure Grant from the State Library of NSW and Ballina Shire Council’s 2025/26 Capital Works Program.

GET INVOLVED IN COUNCIL MEETINGS

Ordinary Council meetings are held on the fourth Thursday of each month at 9am at the Council Chambers, 40 Cherry Street, Ballina.

Agendas for these meetings are available to view online at ballina.nsw.gov. au/agendas-and-minutes on the Friday before the Council meeting and in hardcopy at the Council Chambers on the Monday before. Members of the public can attend a council meeting in person or watch the livestream on our website.

DEPUTATIONS TO COUNCIL

Deputations by members of the public can be made at Council meetings on matters included in the agenda. Deputations are limited to one speaker in the affirmative, and one speaker in opposition. Each speaker is given five minutes to address Council. Requests to speak must be lodged in writing or by phone with the General Manager by noon the day before the meeting.

PUBLIC QUESTION TIME

The public may ask questions of the Council on any topic during the Public Question Time session of Ordinary meetings.

It’s August, and that means one extraordinary thing – whale season is well and truly underway. The majestic Humpback whales are once again on their 10,000-kilometre migration, gracing the Ballina coast as they head north to mate and birth new calves.

When the ocean is warmer than the air, the iconic plumes of mist from the whales’ blowholes are a sight to behold, sometimes soaring up to five metres high and hanging in the air on calm days. Add to that the breaches, tail slaps and fin waves, and you’ve got yourself a daily showstopper, especially from elevated lookouts along our spectacular coastline.

Whether you’re a seasoned spotter or it’s your first time with binoculars, now is the time to get out there and experience this unforgettable migration.

Spot the Whales on the Water: Whale Watching Tours with Out of the Blue Adventures

If you’re after something a little more immersive, jump aboard a whale-watching tour with Out of the Blue Adventures. These eco-certified marine adventures combine stunning coastal views with front-row seats to whale action.

You’ll listen to the live underwater soundtrack of migrating Humpbacks using their specialised hydrophone and learn fascinating facts from an onboard marine biologist. The sightings are getting better every year, with more whales and even more action – so why wait?
