OSPREY NEST UPGRADES
Two osprey nesting sites, at Riverview Park and Kingsford Smith Reserve, have been upgraded.
Modern cradles have been installed as part of a joint project between Ballina Shire Council, National Parks and Wildlife Service (NPWS), and Birdlife Australia.
One of the cradles was donated by Birdlife Australia, with the other manufactured by Council staff. The new cradles have improved design features based on NPWS best practice, including a new base design that helps nesting birds to cope with strong coastal winds.
A licensed threatened species specialist from Birdlife Australia was onsite during the works to ensure bird welfare was managed and protected during the cradle replacement.
Council maintains four osprey nesting sites throughout the Ballina Shire. Further works are planned to upgrade the remaining sites dependent on weather and the upcoming nesting season.

Welcome to Community Connect ‘Extra’, a supplement to the quarterly Community Connect magazine.
It’s been just over a year since Council last produced this ‘Extra’ edition. Last year’s floods put immense pressure on Council resources, which made it difficult to deliver these supplementary newsletters, however I am pleased to say that Council will once again be producing these editions.
The community newsletter is an important way for Council to keep Ballina Shire residents and visitors up to date with projects, resources, and services available in our shire.
Of course, our e-newsletters are another important way to keep in touch and inform our community. You can subscribe on Council’s website at ballina. nsw.gov.au/enews
Plenty of topics were discussed at Council’s April 2023 Ordinary Meeting, as you’ll see on page 2. Council resolved to put the Delivery Program and Operational Plan 2023/24 to 2026/27 on public exhibition.
Community Information Sessions will be held on Wednesday 17 May at Wardell, and Thursday 18 May at Lennox Head from 6pm-7.30pm. Please come along to one of these sessions if you can.

BURNET STREET ROAD RECONSTRUCTION
Council’s crews recently finished upgrading Burnet Street, between Grant Street and Kerr Street, in Ballina.
This project involved a full dig out of the existing roadway, which was replaced with a two-coat seal. Council also took the opportunity to replace ageing water infrastructure, with new water services installed.
The Burnet Street works are part of Council’s ongoing road reconstruction program.
Crane and Martin Street Intersection
The intersection of Crane and Martin Streets in Ballina is undergoing a full road reconstruction.
This project, which is part of Council’s ongoing road reconstruction program, involves a full dig out of the existing roadway, laying of new bitumen seal, minor kerb replacements, and refreshed line markings. The school drop off area on Crane Street, at the front of the Ballina Public School administration building, will be sealed and car parking spaces formalised with line marking.
Both the Martin Street and Crane Street pedestrian crossings will be reinstated with fresh line markings, which will improve visibility for drivers and safety for pedestrians.

CURRENT PROJECT UPDATES
AIRPORT RUNWAY OVERLAY
The Ballina Byron Gateway Airport’s Runway Overlay project is due to commence in early June. The airport’s 30-metre wide runway will be overlayed as part of a maintenance program that will extend its lifespan by up to 10 years. See page 10 for more information.
KERR AND BENTINCK STREET INTERSECTION
Installation of stormwater services and kerb demolition has now been completed. Upcoming works include: southbound and northbound lane duplication, installation of traffic lights at the intersection of Kerr Street and Bentinck Street, and installation of protected right-hand turns into Bentinck Street. The project is expected to continue to August 2023.
RIVER STREET DUPLICATION
Stage 2 stormwater and watermains have been renewed and concrete pavement poured on the westbound lanes. Upcoming works include: westbound and eastbound lane duplication, installation of traffic lights at the intersection of River Street and Brunswick Street, and installation of protected right-hand turns into Brunswick Street. These works are expected to continue to July 2023.
SIGNALISED PEDESTRIAN CROSSING, WEST BALLINA
As part of the River Street Duplication project, work is also underway to install a signalised pedestrian crossing on River Street near the Westower Tavern, West Ballina. This includes pedestrian crossing lights between Riverview Avenue and Quays Drive, line marking and signage, an upgrade to the existing bus stop, and additional shared path infrastructure. These works are expected to continue through to June 2023.
KINGSFORD SMITH PRECINCT
The netball courts at Kingsford Smith Reserve are now open. The six courts have been completely rebuilt with new LED sports lighting installed. See page 11 for more information.
LENNOX VILLAGE VISION
Stage 6 of the Lennox Village Vision project, which includes road and drainage upgrades, new paving, and landscaping at the Byron and Ballina Street intersection, commenced in late April. Once complete, new paving will enhance the northern gateway into the village and slow traffic, making it safer for pedestrians to cross Ballina Street. Following completion of Stage 6, work will focus on Stage 5 at the Ballina and Park Lane intersection, which is expected to commence mid-July 2023. This will require closure of the intersection with detours.

Protecting koala habitat in the Northern Rivers
Are you interested in helping our koalas?
Private landholders have an exciting opportunity to protect, restore, and manage koala habitat through a collaborative partnership between World Wildlife Fund, the NSW Department of Planning and Environment, the Biodiversity Conservation Trust (BCT), and Envite Environment.
Properties are being identified that may be eligible for private land Conservation Agreements over a portion of their land.
A Conservation Agreement is an in-perpetuity voluntary agreement between the landholder and BCT to conserve and manage biodiversity on an area of land.
This requires a minimum of 20 hectares of intact native bush in moderate to good condition. Funding of up to $45,000 over three years is delivered through Envite Environment, a local not-for-profit organisation, which provides ecological restoration and bush regeneration services.
Eligible activities include weed control, fencing, nest box installation, and repairs to existing features such as tracks to maintain the conservation area. You may also be eligible for discounts on council rates and land tax.

Shaws Bay Coastal Management Program
The popular Shaws Bay in East Ballina will be the focus of a new Coastal Management program.
Ballina Shire Council will transition the existing Shaws Bay Coastal Zone Management Plan into a new Coastal Management Program in accordance with the Coastal Management Act 2016 and the NSW Government Coastal Management Framework
Council has appointed Ballina-based Hydrosphere Consulting to develop the first stage of the program, a Scoping Study which will review work undertaken to date, include consultation with the community and provide a clear path to implement future stages of the Coastal Management Program.
Community members can have their say via a community survey which will be open for feedback from late May - July 2023.
The community survey will be on yoursayballina.com.au and team members will be available to discuss the project at public information stalls during the project (locations and dates to be advised).

Lennox Head Community Tree Planting Day
After a four-year hiatus, the annual Lennox Head Community Tree Planting Day returns.
Community members are invited to join at the top of Lennox headland from 9am to 12noon Friday 9 June 2023 to plant native seedlings of littoral rainforest species to restore what was once present on the headland pre-1800s.
Ballina Shire Council will supply trees, mulch, water and some tools. The Lennox Head business community and volunteer groups generously donate a barbecue and refreshments. Please wear sun protection and closed-in shoes and bring your own digging tools if you own any.

CAN YOU USE A FIRE PIT THIS WINTER?
Everyone enjoys watching the ‘bush telly’ during the cooler months, and Council often gets asked – can I have a fire pit in the backyard?
The short answer is yes, but it’s useful to take a look at Council’s Backyard Burning Policy
The policy aims to prevent air pollution and unwanted smoke generated by backyard fires. Under the policy, residents in our towns and villages can enjoy a backyard fire for cooking or recreational purposes, but not to burn vegetation or other waste. Instead, garden waste should be put in your green organics bin, composted or reused in your garden.
If you do have a backyard fire you need to make sure you only burn dry seasoned timber and manage the fire to minimise smoke and impacts on your neighbours. It is also important to check with NSW Fire and Rescue or Rural Fire Service as a fire permit may be required.
Fire and Rescue Ballina require that backyard fires must: be in a purpose built area/device have a minimum cleared area of 2 metres pose no threat to life or property.

Do you have a smoky chimney?
Help keep your neighbourhood friendly by using your wood heater correctly to minimise smoke.
Your heater should only smoke for a few minutes when you first light it and when you add extra timber. Some tips to make sure your wood heater is working efficiently and generating minimal smoke is to:
only burn small logs of aged, dry hardwood (unseasoned wood has more moisture, which makes more smoke)
use plenty of dry kindling to establish a good fire quickly
store wood undercover in a dry and well ventilated area
never burn rubbish, driftwood, treated or painted wood as they pollute the air and can be poisonous
keep the flame lively and bright
don’t let your heater smoulder overnight, keep enough air in the fire to maintain a flame check and clean your chimney each year before winter
check regularly for smoke, if there is smoke coming from the chimney increase the air supply to your fire.
Smoke from wood heaters can contain carbon monoxide, carbon dioxide and other nasties so it is important they are installed and operated correctly.
Check your heater has a compliance plate stating it conforms to Australian Standard (AS/NZS 4013:2014) and (AS/NZS 4012:2014).

Grab your copy of the Ballina Coast and Hinterland map
The Ballina Tourism Team is excited to announce the arrival of the new Ballina Coast and Hinterland Map.
The map includes detailed town maps for Ballina, Lennox, Alstonville/Wollongbar and Wardell and a regional map overview.
The Ballina Tourism Team collaborated with 35 local business to create the free map, with 40,000 copies distributed across the region.
If you want a copy, pop into the Ballina Visitor Information Centre at 6 River Street, Ballina. Tourism and accommodation providers are also welcome to collect maps for their visitors.
GREEN LIGHT FOR RUNWAY OVERLAY
The Ballina Byron Gateway Airport’s Runway Overlay project is due to commence in early June, weather permitting.
The airport’s 30-metre wide runway will be overlayed as part of a maintenance program that will extend its lifespan by up to 10 years.
Works will occur overnight from 9pm, following the last flight of the day, through to approximately 6am. This will ensure the airport remains operational during the regular airline schedule.
The first stage of works will be carried out from 5 June to the end of July 2023. There will be a pause in works while the surface cures. Following this, crews will complete stage two, which involves putting grooves onto the surface of the runway to assist with friction and drainage. This work will continue through to November 2023.
This project also includes a significant upgrade to the runway lights to a more efficient LED lighting system.
This project is estimated to cost $20 million, with $5.54million provided through the Federal Government’s Building Better Regions Fund, with the remainder funded through the airport’s Capital Works program.

New netball courts at Kingsford Smith Reserve
The netball courts at Kingsford Smith Reserve have opened in time for the 2023 netball season.
The six courts were completely rebuilt in the off-season to modern standards and are marked to enable Fast5 matches, with new LED sports lighting also installed.
Minor works will be continuing at the site, including the installation of shaded grandstands.
These works have been completed as part of the implementation of the adopted Kingsford Smith Masterplan, which received $3.6 million funding from the NSW Office of Sport.

Ballina Shire Council will close the Ballina War Memorial Pool in June and the Alstonville Aquatic Centre in July for essential annual maintenance.
During the closures, the damaged roll-down blinds on the 25-metre pools at both the Ballina and Alstonville facilities will be replaced with framed fixed glazing that includes doors and windows.
Season pass and ten ticket pass holders can access both the Alstonville and Ballina pool facilities. The pools are heated making them ideal facilities for winter exercise.

Future Playground upgrades
OCEAN BREEZE RESERVE
Council is preparing to construct a new playground at Ocean Breeze Reserve, Lennox Head.
The design is based on community feedback received during development of the adopted Ocean Breeze Reserve Master Plan. Desired features include a dry creek bed, rock boulders, balance logs and steppers, timber swing, mound slide, and a timber agility and climbing course to provide something for all ages.
Throughout April the community was invited to have their say on the playground design and Tree Management Plan for the site.
FITZROY PARK PLAYGROUND
Council is preparing to upgrade Fitzroy Park in Wardell from a local playground to a district playground.
Throughout April the community was invited to provide their ideas to help Council design the new play space. Submissions are now being reviewed and collated.

Extra valves were installed during earlier stages of the Lennox Village Vision project which enabled Council to provide uninterrupted water supply while these recent works were completed.
Modern pipeline made of high-density polyethylene (HDPE) is being used for all stages of the Lennox Village Vision upgrade. This pipeline is a much more robust material that will likely service the community for the next 100 years.
Last year two water mains that run along Ballina Street in the Lennox Head town centre were replaced.
New water mains will also be installed during Stage 5 of the Lennox Village Vision works from mid-July.
West Ballina Recycled Water switched on
Construction of the new recycled water main in West Ballina is now complete.
The new recycled water main connects to existing infrastructure at Fishery Creek and runs through to Paperbark Close, West Ballina, with most of the alignment following Kalinga Street. Recycled water is used for flushing toilets, washing clothes, washing cars, pathways and pets and for watering gardens, not for drinking. The new recycled water main will help to reduce regional demand on drinking water supplies by offering recycled water to current and future customers including developments in West Ballina that will be capable of connecting.
Leach Crescent residents are already hooked up to recycled water, while several businesses will be connected in the coming months, including the BP Service Centre, Go Grow, and Imagine Childcare and Preschool. The rugby fields on Kalinga Street will also have a recycled water connection.
Businesses or residents along Kalinga Street who are interested in a recycled water connection are encouraged to get in touch with Council’s Water and Wastewater Team on 1300 864 444.

What’s the go with batteries??
Batteries must not go in your household landfill or recycling wheelie bins as they pose a serious fire risk if crushed, damaged or if friction occurs.
Lithium is found in many household batteries such as non-rechargeable AA and AAA batteries, and in rechargeable lithiumion batteries in devices like laptops, mobile phones, and cameras. All types of batteries must be safely disposed of once they have reached their end of life to prevent fires and toxic materials entering the environment.

Ballina Shire residents can also drop off small quantities of handheld batteries, x-rays, ink cartridges, smoke detectors, reading glasses and mobile phones, for FREE at one of Council’s conveniently located Community Recycling Stations.

Tape the terminals of your batteries with sticky tape or electrical tape (this prevents fire risk)
Store them in a glass jar and keep out of reach of children
Recycle them at your nearest drop off point. Apart from the CRC and community recycling stations, most handheld batteries can also be recycled at participating retailers with B-cycle drop off points including Woolworths, Coles, Aldi, Bunnings and Battery World.

Parklet for Wardell
A parklet was recently installed in Richmond Street, Wardell to provide an additional public space such as alfresco dining.
Community members at the recent Community Design Charette, looking at ideas to upgrade the Wardell main street, suggested the relocation of the parklet as part of a suite of features to help revitalise the street following the 2022 floods.
The parklet was purchased in 2020 and was previously located in Park Lane, Lennox Head then Cherry Street, Ballina before its recent move to Wardell.
The parklet is expected to remain in Wardell for at least six months.

FLOOD RECOVERY SUPPORT IN WARDELL AND WEST BALLINA
Although it’s now more than a year since the devastating 2022 floods, many residents in our community are still rebuilding their homes, and their lives.
