Better beach safety for our community! See pages 4 - 5

From the Mayor

Welcome to another bumper edition of Community Connect magazine. We’ve recently celebrated several significant milestones.

As you’ll see on the front page, Ballina Shire Council has rolled out a new Beach Safety Program which provides potentially life-saving equipment to our community. I am pleased to say that Critical Response Kits and Rescue Tubes have been installed at ten locations from North Wall in East Ballina to Seven Mile Beach at Lennox Head. It’s fantastic to know that beach users can now surf, swim and play with peace of mind knowing safety and first aid equipment is available in key locations.

Speaking of safety, have you seen the marvellous new two-lane concrete bridge at Pearces Creek? Last month we marked the official opening of the new bridge, which has greatly improved safety for heavy vehicles, school buses and motorists.

The Lennox Park upgrade was also completed in April. And doesn’t it look amazing! Council has been able to renovate and retain the shelter shed, which now has a whole new lease on life. The new amenities, including family change room with shower, bench and baby change table, unisex accessible toilet, and two ambulant toilets, are sure to be a great asset for locals and visitors alike. It was great to see so many people soaking up the incredible views and relaxing in the refreshed green space at Lennox Park over Easter. Now there is only one part of the Lennox Village Vision left to fulfill, see page 7 for details.

We also recently celebrated the $20.68 million upgrade of the runway at Ballina Byron Gateway Airport. The upgrade will extend the runway’s lifespan by up to 10 years and enable the airport to cope with expected growth in the coming years. Our busy regional airport currently supports around 635,000 commercial passengers each year.

Soon it will be Wardell’s turn for some TLC with the Wardell Village Centre Revitalilsation works starting later this year.

Alstonville’s Main Street and The Avenue Intersection is also to be upgraded to improve pedestrian and cyclist safety. The upgrade includes a new pedestrian crossing, full road reconstruction, and landscaping, which will slow traffic and enhance Main Street. See page 6 for details.

Council has also started preliminary investigation works at Fishery Creek Bridge and Canal Bridge as part of the plan to duplicate both bridges. The project also involves raising portions of the roadway on sections of River Street, between Teven Interchange and Ballina Island, and Tamarind Drive, between Ballina Island and Cumbalum Interchange. Duplicating the existing bridges and raising these sections of road will improve evacuation options during flooding events and build a more resilient road network.

While there are many important projects on the go, Council does so much more. Inside you’ll find heaps of useful information about Council services including water, waster, environmental health, tourism, and arts and cultural activities from across the shire.

I hope this edition leaves you feeling informed and enthused about your Council and your community. Rest assured - great things are happening!

“A heartfelt thank you to retiring Governor General of Australia, David Hurley, and his wife Linda, for their unwavering support during their tenure. Their presence in flood-affected communities during the 2022 floods meant the world. Wishing them both a healthy and fulfilling retirement!”

Better Beach Safety for our community

Ballina Shire Council has recently rolled out a new Beach Safety Program which includes Critical Response Kits and Rescue Tubes installed at numerous locations from North Wall, East Ballina to Seven Mile Beach, Lennox Head.

This is in addition to the emergency markers, angel rings and an emergency response beacon already installed along Ballina Shire’s coastline.

Critical response kits contain:

Defibrillator

Bleed kit

CAT tourniquet

CPR mask

First Aid instructions

Beach Rescue Tubes include a foam surf rescue device, rope, and lanyard inside a rescue box.

This initiative has been a joint effort and made possible with the donation of defibrillators from the Matthew Hardy Memorial Project with the assistance of NSW Department of Primary Industries and Surf Live Saving NSW.

The Critical Response Kits and Rescue Tube boxes feature QR codes, enabling the community to easily report incidents, damage or missing items to Council.

Plans underway to duplicate Ballina Bridges

Council has started preliminary investigation works at Fishery Creek Bridge on River Street, and Canal Bridge on Tamarind Drive, as part of plans to duplicate both bridges.

Once constructed, the duplicated bridges will provide dual lanes in and out of Ballina Island, improve traffic flow and increase the roads’ capacity to comfortably cater for future traffic demands.

The Evacuation Route Raising (including bridge duplications) project will be completed across three years and has been funded with $40 million from the Australian Government through the Emergency Response Fund administered by NSW Reconstruction Authority’s Northern Rivers Recovery and Resilience Program 20222023.

Pre-construction work includes gathering samples using barges and from the roadway at both Ballina bridges. The following changes will be in place during this stage of work:

Footpath closure and pedestrian detours - please follow on site signage.

A marine barge will be present within both waterways. The boat ramp and navigation of the creek will remain openplease follow on site navigation markers.

Construction noise between 7am- 6pm, Monday to Friday and 8am – 1pm Saturdays.

Council will then move into the design and approval phase, with bridge construction anticipated to start in 2025.

LENNOX PARK’S FRESH AND MODERN UPGRADE

The Lennox Park upgrade is now complete, and the park fully reopened following a major overhaul.

The shelter shed has undergone significant work to bring it back to its former glory. The renovation was a much bigger task than anticipated due to the age and condition of the structure. However, Council’s contractors were able to significantly improve its functionality, look and feel while retaining its original design in line with Council’s resolution from November 2022.

The new amenities block, which has been completely rebuilt from the original structure, significantly improves accessibility. It includes a family change room with shower, bench and baby change table, unisex accessible toilet, and two ambulant toilets.

Indigenous language components, produced by local Nyangbal Elder and linguist Ricky Cook, have been installed throughout the park. The Aboriginal words are located on pedestrian footpaths, seating and as a backdrop to the bus shelter area.

The Lennox Park upgrade was Stage 7 of the Lennox Village Vision project. The final part of the Lennox Village Vision project will see the Rural Fire Service (RFS) site on the corner of Park Lane and Mackney Lane converted into new public carparking spaces, once the RFS facility has been moved to its new site off Hutley Drive.

PEARCES CREEK BRIDGE

Ballina Shire Council and Lismore City Council have officially opened the new Pearces Creek Bridge.

The aging wooden bridge has been replaced with a two-lane, concrete structure that meets the needs of today’s road users.

The new bridge will improve safety for road users, reduce maintenance costs and has reinstated the bridge from one lane to two lanes.

This $5.24 million project has been funded by the NSW Government Fixing Country Bridges Program and the Federal Government Bridges Renewal Program.

The bridge borders the Lismore City and Ballina Shire local government areas and is a key connection in the local road network. Load limit restrictions previously introduced to preserve the aging timber bridge have now been removed.

This project has been funded by the NSW Government Fixing Country Bridges Program and the Australian Government Bridge Renewal Program.

ALSTONVILLE

Main Street Alstonville intersection upgrade

Ballina Shire Council is upgrading the intersection of Main Street and The Avenue, Alstonville.

Council has secured funding through the NSW Government’s Get NSW Active program for this project. The upgrade will provide a safer environment for pedestrians and cyclists.

New shared paths have already been constructed, which will improve accessibility to the Alstonville CBD, and the upcoming intersection works will further enhance accessibility and visual amenity.

The upgrade will include:

New pedestrian crossing with street light

Raising the asphalt road surface

New kerb and gutter

Extended median strip along Main Street to improve vehicle turning lines

New accessible carparking space

Landscaping.

These works will commence in the April school holidays and are expected to be completed in mid-July 2024 (weather and site conditions permitting).

Short road closures will be required. Stay tuned to Council’s social media pages, website, and Live Traffic for details.

DO YOU KNOW THE E-BIKE RULES?

E-bikes have grown in popularity across Ballina Shire and riders need to know what is and isn’t permitted.

ARE E-BIKES LEGAL IN NSW?

remember it is illegal to use e-bike conversion kits to override e-bike speed limits

Yes. There are two types of permitted e-bikes, electrically power-assisted cycles and power-assisted pedal cycles. The rider must primarily propel these bikes – a motor cannot be the only source propelling it. The electric motor should not assist the rider travelling more than 25km/h. If you can ride without pedalling, the device is no longer a considered a bike. It is considered a motorbike and rules and laws relating to motorbikes will apply.

MOPEDS AND ILLEGAL DEVICES

We’ve seen an increase in mopeds and other illegal devices across our community. These include:

Non-compliant e-bikes such as petrol-powered bikes and e-bikes that don’t meet the legal specifications are illegal on roads, footpaths, and shared paths, they can only be used on private property.

Mopeds cannot be ridden on footpaths, shared paths or beaches. Mopeds are legal on NSW roads only if they meet registration requirements and safety standards and are ridden by a licenced rider.

WHAT ARE THE RULES FOR E-BIKE RIDERS?

Compliant e-bikes are considered equivalent to standard bikes and the same road rules apply. Riders need to follow these rules:

Do not ride ‘negligently, furiously or recklessly’

Must dismount and ‘walk their wheels’ on footpaths* and crossings

Must keep left

Adjust speed to suit conditions

Give way to pedestrians

Use hand signals.

WHERE CAN E-BIKES RIDE?

Standard bike rules apply.

ROADS: Yes, but riders need to follow the road rules.

SHARED PATHS: Yes, riders should follow shared path etiquette and slow down around pedestrians.

FOOTPATHS: *Generally, you cannot ride on a footpath unless you’re under 16 years old, or you are supervising a child riding a bike.

Look out for Fire Ants

Fire ants have been detected in Wardell.

NSW DPI, the National Fire Ant Eradication Program and Ballina Shire Council are working together in response to the detection.

Red Imported Fire Ants (solenopsis invicta) swarm agressively, stinging over and over causing severe reactions, and rarely, fatalities. They form super colonies, killing off native plants and animals and damage ecosystems beyond repair.

Fire ants could be moved in hay, potted plants, soil, sand, mulch, turf and on agricultural machinery. A Biosecurity Emergency Order is in place with restrictions on the movement of fire ant carrier materials out of the 5km Wardell control area while the ants are controlled.

FIRE ANTS ARE:

Dark reddish-brown with a darker brown-black abdomen

Not all the same size in the one nest (between 2-6mm long)

Aggressive, swarming out of the nest if disturbed or poked with a stick

Fire ant nests are flattish mounds of soil up to 40cm high, with no obvious entrance holes and are loose or crumbly looking with a honeycomb appearance inside.

Think you’ve spotted fire ants?

Airport runway stronger than ever PROJECT UPDATE

Ballina Byron Gateway Airport’s runway has been upgraded to meet future aviation demands.

The $20.68 million upgrade, officially opened in March, will support growth for local tourism and businesses as well as provide career opportunities.

The upgrade included designing and constructing an 80mm runway overlay with full-width grooving along the 1,900 metres of runway.

Linemarking on both the runway and taxiways was also part of the works. Additionally, enhancements involved installing energy-efficient LED runway edge lighting and implementing additional lighting systems such as upgrading the visual approach slope indicators with new precision approach path indicators (PAPI).

The Australian Government provided $5.5 million to this project and Ballina Shire Council contributed the remainder.

Noise Concerns

Bluesfest a soaring success

Ballina Byron Gateway Airport has been the official airport sponsor for the Bluesfest Byron Bay for the last seven years.

This year the airport delighted festival patrons with an immersive experience in the VIP Lounge, featuring ‘cabin crew and air marshals’.

Julie Stewart, Airport Manager, highlighted the airport’s contribution to regional events for the local economy. Direct flights from Sydney and Melbourne position the airport as the primary gateway to the Northern Rivers, underlining its significance in regional connectivity and tourism.

Airservices Australia manages complaints and enquiries about aircraft noise and operations through its dedicated Noise Complaints and Information Service (NCIS).

The service is the Australian aviation industry’s main contact point for the community on aircraft noise and related issues. Complaints and enquiries help identify issues of community concern and opportunities for delivering noise improvements for communities.

WASTE WATCH

Changes to your FOGO bin

Food Organics and Garden Organics (FOGO) bins should now only be used for food scraps and garden waste.

These new organics bin rules mean it’s easier than ever for residents to sort out their waste.

Fibre-based products including paper towels, cardboard or paper packaging, tissues and pizza boxes are no longer accepted in the FOGO bin. The exception to this rule is paper used to wrap food scraps (for example a kitchen caddy lined with newspaper), and Australian Certified Council approved compostable kitchen caddy liners used to contain food scraps.

What can we do?

Minimise packaging waste by packing your refillable water bottle, reusable food containers and cutlery, and reusable cup in your reusable bag when you head out for the day. Ask for your coffee or takeaway to be put into your own cup or container so you have all the taste and no waste!

Why has it changed?

Councils and commercial compost facilities need to comply with state government legislation and policy - the NSW EPA’s Compost Order and the NSW Position Statement on FOGO. Recent testing has also found that many fibre-based products claim to be compostable but contain chemicals and substances that can harm the environment and our health. Keeping those potentially harmful items out of our green bins means that we can create high-quality commercial compost to support food production and soil health.

International Compost Awareness Week is 5 - 11 May 2024.

Ballina Shire residents are experts with FOGO bins - 94% of the average organics bin is made up of food and garden organics, well done!

We’re careful with what goes into our organics bin so that we can make the best quality compost to build healthier soils and grow tasty food.

When food and organic waste are put into landfill, they generate methane – a greenhouse gas that is 25 times more powerful than carbon dioxide and a major cause of climate change.

Help us out by continuing to put ALL your food and garden waste into your FOGO bin if you have one.

To find out more about why we compost or how to compost at home, join in our International Compost Awareness Week activities and keep an eye out on our socials for free composting workshops to be held across the shire.

Is your water meter in hiding?

If you can’t find your property’s water meter chances are we can’t either.

Each quarter water meter readers visit properties across the Shire to record water usage for your quarterly bill. But sometimes water meters can get lost amongst dirt, landscaping or overgrown grass. This makes it next to impossible for Council contractors to locate and read a property’s water usage.

When a water meter can’t be located Council staff will contact the resident and then return to the property to try again. Unfortunately, this impacts on Council resources and ends up costing the ratepayer.

The good news it’s easy to show us your meter! Simply, clear away grass or any other obstructions from around your meter. Another idea is to clearly mark your water meter’s location with a stake and red ribbon.

Water meters are generally read in mid March, June, September and December.

So next quarter, remember to find your meter and clear away any obstructions.

For more information call Council on 1300 864 444.

Wipes go in the waste

Antibacterial wipes might be handy for cleaning, but unfortunately there’s an abundance in our community’s wastewater network.

These products often claim they are ‘flushable’, but we are here to tell you that is not the case. Cleaning, makeup and baby wipes are all made with reinforced material that does not break down like toilet paper. This causes a lot of problems and blockages within our wastewater network, and on average council is fixing three wet wipe blockages a week. These often happen overnight and ultimately the staffing and material costs are worn by the ratepayer.

You are more than welcome to use wipes to keep your surfaces sanitised, we just don’t welcome them down the toilet. Instead, keep your toilet to the three Ps – poo, paper and pee!

Rous Water Project Update and factsheets now available

The Future Water Project 2060 is Rous County Council’s plan to ensure the Northern Rivers has a secure and resilient water supply that meets our needs to 2060 and beyond.

The plan was adopted in 2021 and sets out a three-stage approach that includes more water saving initiatives and new water supply sources.

Water security means having a reliable and sustainable supply of safe drinking water that supports our community’s health, livelihoods and the development of the region. A growing population and a changing climate are placing pressure on our existing water sources, so water security is a strong focus at Rous.

Rous’s Future Water Project Update is a PDF document available to download from their website. It outlines short-term actions to increase the use of groundwater and the investigations taking place to secure water for the long term. The challenge of a growing population and a changing climate requires an ‘all options on the table’ approach to long-term planning. This means investigating the technically feasible options available including groundwater, purified recycled water, desalination and surface water.

Weeds update from Rous

You may have seen Rous County Council’s Weed Biosecurity officers driving utes around the area and wondered who they are and what they do.

The Rous Weed Biosecurity team is a small group of professionals dedicated to combating the spread of new ‘priority’ weed species in the Northern Rivers region. The functions of Weed Biosecurity Officers are directed by the NSW Biosecurity Act 2015 on all lands within their areas of operation. The officers work over an area of about 10,290 square kilometres.

Biosecurity officers are tasked with: Preventing the establishment of new weed species in our region

Eradicating the spread of new weed species in our region.

In our area officers are particularly looking for Frogbit, Tropical soda apple, and Kidney leaf mud plantain.

Rous County Council can provide plant ID, control advice and further information on other common weeds that are a concern for the Northern Rivers community.

Rous has published a comprehensive guidebook to assist you with learning more about weed biosecurity and the weed species that pose the greatest risk to our region.

Download the guidebook at rous.nsw. gov.au/publications or call Rous County Council on 02 6623 3800

Portrait of a Landscape

Jenevieve Beves

Drawing inspiration from her surroundings, Jenevieve’s work is rooted in an ongoing exploration of mark making, landscape and memory. Through the fusion of abstraction and representation, Jenevieve seeks to capture the essence of place, depicting the character, story and emotion embodied by a place.

Mestiza/ Mestizo

Mark Kleine

Mestiza/Mestizo is an exhibition that celebrates the multifaceted nature of identity. Drawing from key components of Kleine’s practice, the exhibition speaks to their lived experience as a ‘mestizo’ - a person of ‘mixed’ Filipino descent. This is expressed through photographic narratives that depict Kleine in a variety of guises.

Curated by Fabian Pertzel

This exhibition brings together artists with deep connections to regional Australian landscapes and culture. They examine their lives and the world around them through this lens and explore Queerness in a way that extends beyond categories of identity. It is at the essence of how they think, experience, and view the world.

Coastal biome

LeAnne Vincent

This new work functions to form visual representations characteristic of Anthromes on the east coast of Australia. These natural ecosystems accommodate significant flora and fauna that can go unseen unless viewed closely. Coastal biome aims to celebrate natural environments in urban areas, while reminding us of our impact on often unseen ecosystems existing around us.

Earthly Threads

Billie Baker

Earthly Threads explores the idea of reciprocity in the natural world, investigating the notion that our relationship with self, parallels our relationship with the environment. Across a suite of textile works Baker reproduces patterns in nature through weaving, painting, sewing and photographic processes – organic shapes and lines combining the scientific, topographic, mystical and erotic.

The Importance of Unassuming Things

Susan Gourley

Drawing upon the still life genre, The Importance of Unassuming Things utilises the humble, versatile, and mimetic qualities of discarded materials to replicate new, used, and disused, small life-size objects found in everyday life. This visual response reflects Susan’s expanding practice into the material, symbolic and metaphoric capacities of rubbish to explore ideas and impacts of consumption and waste.

E.S.P. Espresso Bar

The Ballina Tourism Team caught up with local business owner Gera to chat about what he loves about the Ballina Coast & Hinterland.

Gera took over E.S.P Espresso Bar in Alstonville in August 2023, which saw him expand his business, owning both Benchtop Espresso Lismore and now E.S.P. From chatting to him you can see the pride he takes on delivering great coffee and service.

Where are your favourite places to go around the Ballina Coast & Hinterland?

Honestly, cafes are my happy place. A place I go to to clear my head or relax and do some work. You would usually find me in one of the many fabulous cafes around the region with a laptop or a book.

If you are having a day off from work, where do you take your visiting friends for dinner?

It’s really hard to choose just one spot. My daughter and I really love the Indian food at Indo Indian Cuisine in Alstonville - it is, in my opinion, one of the best in the region. A couple of the cafes in Alstonville have also recently been opening for dinner and I’ve been dying to check them out.

What is your coffee order and treat you recommend from your menu?

My standard order is always an Espresso and a Piccolo. I like to see how a coffee tastes both as black and with milk and can never decide on just one of them.

We’ve got so many delicious treats at the cafe, it’s hard to choose just one. Now I am not a big sweet tooth person but even I can’t go past the ‘Cherry Ripe’ slice. Not only is it gluten free and vegan but it’s seriously delicious and has been my go to afternoon pick me up.
