I wish to thank residents and visitors to Ballina Shire for maintaining Covid Awareness Protocols. It really does make a difference.

Council is currently developing a Master Plan to upgrade Kingsford Smith, Pop Denison and Commemoration Parks. Thanks to funding as part of an election commitment from The Hon. Ben Franklin and the NSW Office of Sport to meeting the requirements of a regional sporting facility and to better meet the needs of our community.

With the huge growth in sport participation, the days of standalone sporting venues is a thing of the past.

I applaud the Ballina AFL for seeking to upgrade their facilities at Fripp Oval and in doing so, Ballina Bears Cricket Club and U3A will also have full use of the modernised premises. The huge changes will allow for updated change rooms and will cater for the growth in junior sport.

It is amazing what a motivated committee can achieve.

Years ago, I was told by a sporting group that the Ballina Indoor Sports Centre (BISC) would be a white elephant and only a few sports would use the facility. However, this is certainly not the case. Due to the hard work and initiative of council staff, the growth in sport participation and the delivery of a multitude of activities for the aged and those experiencing movement difficulties, has meant the facility is fully booked on most occasions.

As a user of the Alstonville 25m heated pool each day, I really appreciate the decision to rebuild both Ballina and Alstonville pools a few years ago. To have each facility open for 11 months of the year is amazing. A reminder – Ballina pool is closed in June and Alstonville in July for annual maintenance.

Many people are worried about the health of the Richmond River and rightly so. It will be a huge job into the future but a substantial start has been made.

Many river tributaries have had bank stabilisation with riparian regeneration works. Sealing of 11.5km of unsealed roads over the last three years is saving 1,500 tonnes of road base runoff into creeks each storm event. Over 1 km of works in Emigrant Creek will establish mangroves which will prevent 30cm of bank erosion each year.

There is large change in many local crop growing areas which is preventing topsoil and chemicals from entering into the river system. Many grants have been leveraged to do these works through Council’s decision to focus on the Richmond River a few years ago.

Ballina Community Garden – 10th anniversary If you go down to Ballina’s community garden, you’re sure to get a big surprise!

With everything from banana trees and pineapple plants, to crops of sweet potatoes and Jerusalem artichokes, to chooks and bee hives, there’s something to delight all ages. Yet many locals are still unaware it exists or know little about it. The thriving garden is located on the corner of Swift and Clarence Streets, and this July marks 10 years since working bees began at the site.

To celebrate, members will be holding an Open Day on Sunday 11 July from 9am. There will a sausage sizzle and salad from the garden, kids activities (potting seedlings, scarecrow making, storytelling), a photo display showcasing highlights from the past 10 years, and produce to enjoy including honey, jam, and chutney.

“When we moved to Ballina three and a half years ago we heard about the garden from a neighbour. It was one of the first introductions we had and it was the perfect fit,” says Margie Lippiatt, Ballina Community Garden President.

“You’re surrounded by like-minded people who love gardening, love eating fresh food, love getting their fingers in the dirt, but at the same time the people are all so different. They come from a variety of backgrounds so they’ve got an amazing knowledge base. We’ve got everyone from a retired banana farmer to teachers to scientists and community workers.”

The garden has around 50 members and there has been growing interest in the past 12 months with more people moving to Ballina.

Margie says many members live in units or smaller homes and don’t have the space to grow their own garden. Whether or not you have the space at home, the community garden is also a place to share knowledge and connect with people.

“You don’t have to garden, you can just come and have a cuppa,” says Margie. “The sense of community is the most important part of what we do here. There are health benefits, both physical and mental, through enjoying the fresh air, exercise and conversations. And most importantly, there’s laughter.”

Looking to the future they would like to reach out to schools, aged care facilities and other groups that may benefit from visiting the garden. They also hope to hold cooking and gardening workshops to encourage locals to get more involved with their community garden. In time they want to build a pergola on the northern side of the clubhouse and create an outdoor kitchen with bench space to host the workshops.

Keen to get involved?

New members are very welcome. Working bees are held every Tuesday and Sunday morning from 9am-12pm, and non-members can pop in for a look and to find out more. Annual membership for an individual is $20, and $35 for a family. Private plots are also available for rent.

Pat’s not Beating around the Bush Ballina Shire resident, Patrick Cawley, has been recognised for 20 volunteer years to restoring and looking after the natural vegetation along our beautiful coastline.

CLIMATE CHANGE IN BALLINA SHIRE Community feedback was recently sought on Ballina Shire Council’s draft Climate Change Policy.

The draft Climate Change Policy sets organisational emissions reduction targets for Council, and a framework for progressing climate change mitigation, adaptation and resilience strategies for Council and the community.

Ballina Shire Council targets are more ambitious than the NSW and Australian Governments and aim to achieve rapid emissions reduction by:

Patrick and the Skennars Head team can be seen each week working along the coastal walking tracks, tending to the rainforest canopy on the headland and restoring natural vegetation communities in the area. Littoral rainforest and themeda grasslands were the original vegetation type for Lennox headland, that are listed as endangered ecological communities within the Biodiversity Conservation Act 2016. The groups restoration work over the years has transformed the Lennox headland to benefit walkers and the wider community, as well as improve the significant conservation values along our coastline.

Did you know you could be fined for dumping a shopping trolley in a public place?

These targets are considered achievable as they focus on Council’s operations such as water and wastewater, street lighting, community facilities, and planning and development.

The draft Climate Change Policy also looks at ways to progress climate change mitigation, adaptation, and resilience strategies within the Ballina Shire community.

In addition to seeking feedback on the draft policy, Council encouraged completion of a short survey to find out how important community-wide climate change action is, what community targets could be set, and how this could be achieved.

The feedback on the policy and the results of the Community Climate Action Survey will be presented to the July 2021 Council meeting.

Help keep your neighbourhood friendly by using your wood heater correctly to minimise smoke.

Your heater should only smoke for a few minutes when you first light it and when you add extra timber. Some tips to make sure your wood heater is working efficiently and generating minimal smoke is to:

only burn small logs of aged, dry hardwood (unseasoned wood has more moisture, which makes more smoke) use plenty of dry kindling to establish a good fire quickly store wood under cover in a dry and well ventilated area never burn rubbish, driftwood, treated or painted wood as they pollute the air and can be poisonous keep the flame lively and bright don’t let your heater smoulder overnight, keep enough air in the fire to maintain a flame check and clean your chimney each year before winter check your chimney regularly for smoke, if there is smoke coming from the chimney increase the air supply to your fire.

Smoke from wood heaters can contain carbon monoxide, carbon dioxide and other nasties so it is important they are installed and operated correctly.

Check your heater has a compliance plate stating it conforms to Australian Standard (AS/NZS 4013:2014) and (AS/NZS 4012:2014).

CAN YOU USE A FIRE PIT THIS WINTER? Everyone enjoys watching the ‘bush telly’ during the cooler months, and Council often gets asked – can I have a fire pit in the backyard?

The short answer is yes, but it’s useful to take a look at Council’s Backyard Burning Policy.

The policy aims to prevent air pollution and unwanted smoke generated by backyard fires. Under the policy, residents in our towns and villages can enjoy a backyard fire for cooking or recreational purposes, but not to burn vegetation or other waste.

Instead, garden waste should be put in your green organics bin, composted or reused in your garden.

Preventing air pollution & unwanted smoke

If you do have a backyard fire you need to make sure you only burn dry seasoned timber and manage the fire to minimise smoke and impacts on your neighbours. It is also important to check with NSW Fire and Rescue or Rural Fire Service as a fire permit may be required.

A happy dog is a well exercised dog, and we are fortunate in the Ballina Shire to have several off-leash areas where dogs can roam freely and socialise with other pets and owners in a safe, shared and supervised space.

More About Annual Permits The NSW Government now require pet owners to pay an annual permit fee for restricted and dangerous dogs and cats that are not desexed. It’s all part of an initiative by the NSW Government to encourage responsible pet ownership and improve animal welfare standards.

The annual permits have been introduced to create an incentive for pet owners to desex their cats, to help address the thousands of unwanted animals in the community and for owners to better manage the behaviour of their animals.

Desexing a cat before 4 months of age ensures it cannot reproduce, plus it improves the health and wellbeing of the animal. Owners of cats not desexed by 4 months of age will now pay an $80 annual permit fee.

Owners of restricted and dangerous dogs will pay an annual $195 permit fee. This is in addition to the oneoff lifetime pet registration fee that is required to be paid before the dog turns six months of age.

Annual permit fees will go directly to the Companion Animals Fund which pays for companion animal management by local councils including pounds and shelters, ranger services, dog recreation areas, and education and awareness programs.

Pet owners can pay for their annual permits on the NSW Pet Registry website, please visit petregistry.nsw.gov.au or through their local council. Fees are set by the NSW Government and increase with CPI from 1 July each year.

Dog ‘No-Go’ Areas With a choice of several dog friendly areas to safely exercise your dog, don’t risk a penalty infringement notice of $330 by taking your dog to ‘no-go’ area.

The ‘no-go’ areas are in place because of the popularity of some beaches and the presence of migratory and shorebirds, so let’s make our Shire a safe place for everyone. Please do not take your dog to the following areas:

To register your pet, it must first be microchipped by a vet or authorised identifier.

After microchipping, details are entered on the NSW Companion Animals Register by your vet or local Council. A Certificate of Identification is issued to the owner.

Crane Street water main renewal complete The Crane Street Water Main renewal works are now complete.

The project is part of Council’s continuous program of water infrastructure replacement to ensure our community has a safe and reliable water supply into the future.

Our water team worked hard to limit the disruption to residents and businesses, however we thank the community for their patience and understanding during these essential works.

Sewerage Pump Station Works, Ballina and Wardell Ballina Shire’s sewerage reticulation network has received some important maintenance.

Water Meter Replacement Program

Our wastewater team have applied protective coating to concrete wet wells at three sewerage pump stations in Balliina and Wardell.

As part of Ballina Shire Council’s proactive water meter replacement program, Council has engaged Want Gas Plumbing to replace 4,000 residential meters over the next two years.

This renewal program started in April and will cost approximately $680,000. So far more than 250 meters have been replaced in Wollongbar and Lennox Head.

Sewage is collected within concrete wet wells until it is pumped out through a pressurised pipe system. These assets require coatings and linings to control the impacts of corrosion.

NEAT WAYS TO SAVE Northern Rivers' residents use approximately 194 litres of water per person per day on average. A rapidly growing population and more extreme weather conditions mean being water wise is more important than ever.

Based on the region's current water usage rate, by 2024 demand on our water supply at Rocky Creek Dam is estimated to exceed the region's secure yield.

Council waste trucks are now equipped with GPS and cameras both inside the truck where bin contents are emptied and outside the truck facing the bins on the kerbside.

This allows council to track collection services at the kerbside, identify contamination in our recycling and organics bins and improve customer service.

The initiative launched by Foodbank, Australia’s largest food relief organisation, and Y Waste, the discounted meals app, makes it easy for businesses to put surplus food to good use.

The initiative is now being rolled out across the Northern Rivers following the successful trial of the concept. “This is an innovative program to reduce food waste and hunger, so we are encouraging Ballina Shire food businesses to get involved.” said Ballina Shire Council’s Waste Education Officer, Samala Heart. “Why waste good food when it can help those most in need in our community.”

If your business wants to be involved, the registration process takes only a few minutes, the ‘Y Waste’ app takes care of notifications, receipts and is free to use with no contract or minimum term.

“By using the Y Waste app, businesses can easily offer their unsold food to be collected by people in need. Then Foodbank works with local charities to make sure it gets to people that are in need of assistance.

Construction of the inbound dual lanes on the northern side of River Street, between Quays Drive and Barlows Road, is progressing according to the program of works.

The following traffic changes are in place:

During Phase 5:

Dual travel lanes will merge into a single lane at Horizon Drive, through the Bunnings roundabout into the single travel lane east of Quays Drive.

Wider load vehicles should use Horizon Drive, West Ballina. Traffic barriers used in each construction phase will reduce the width of the travel lane to 3-metres.

Bus Stops will be temporarily relocated. For temporary bus locations visit ballina.nsw.gov.au/RiverStreetDuplication Single travel lanes will be maintained, except when the construction zone is set-up and packed-down; this will be carried out outside peak travel periods.

The outbound left turn from Sunset Avenue to River Street will temporarily close, and the inbound turn from River Street will reopen.

During Phase 6: Access at the Sunset Avenue and River Street intersection will return to normal.

The right turn into Ronan Place will be permanently removed in Phase 6.

To alleviate congestion and avoid travel delays:

Street parking will be reduced and, at times, unavailable.

Allow extra travel time.

Speed limit will be reduced to 40kmph in construction zones.

Avoid non-essential travel during peak morning and afternoon periods.

PHASE SPECIFIC CHANGES: During Phase 4: Inbound left turn from River Street into Sunset Avenue will be temporarily closed. Detour via Horizon Drive or Barlows Road.

The median strip at Sunset Ave will be permanently removed to allow easier access for larger vehicles including buses, in and out of Sunset Avenue.

The bus stop temporarily relocated during Phase 3 will be reinstated to its original location adjacent to Hibiscus Gardens Caravan Park

Ballina Shire Council has proposed amendments to the Ballina Shire Roads Contribution Plan to incorporate the Barlows Road Link.

The Barlows Road project would create a direct route between West Ballina and North Ballina, enabling motorists to bypass Kerr Street and Ballina town centre.

The Barlows Road Link is estimated to cost $7.8 million, with 64.5% of the cost covered by development contributions and the remainder through Council’s Long Term Financial Plan from loan funds and internal reserves.

In the short term (2020s), the Barlows Road Link will provide major improvements to the road network. It will reduce trip times, in flood free periods, between West Ballina and North Ballina by transferring traffic from congested sections of Tamarind Drive, Bangalow Road and Kerr Street.

In the longer term (2036), the link would take some traffic from the future Western Arterial, which may mean that this project can be deferred for some years. It would also enable part of the works planned for Tamarind Drive between Flathead Lane and North Creek Road to be

removed from the roads contribution plan works program, saving an estimated $8 million.

Traffic modelling conducted earlier this year shows that there would be significant reductions in traffic along Tamarind Drive (up to 22%), Kerr Street (up to 30%) and Bangalow Road (up to 9%) if the Barlows Road Link is provided.

However, traffic on Horizon Drive and River Street, West Ballina would increase.

In the short term, if the Barlows Road link is constructed without additional upgrades, such as the Western Arterial and North Creek Bridge, traffic along River Street will increase by around 6%, which would be manageable with the new dual lanes currently under construction.

Traffic along Horizon Drive, near Emmanuel Anglican College, would increase by around 83% to 4,490 vehicles per day. However, these traffic volumes would drop significantly in the longer term when other network links were provided, such as the Western Arterial.

The PAMP focuses on providing safe, convenient and connected pedestrian routes that create a more accessible footpath network. The Plan includes 96 priority footpath and pedestrian projects across the Ballina Shire to 2029.

The PAMP Delivery Program informs Council’s annual footpaths and shared paths capital works program. The PAMP prioritises footpath projects to ensure all available funding is used effectively to improve the pedestrian network.

Ballina Shire Council is progressing with work to improve safety, congestion and traffic flow through the roundabout at Angels Beach Drive and Bangalow Road.

Key features of this project include:

Construction of dual lanes on Bangalow Road between Kerr Street and Angels Beach Drive (separated by a central concrete median).

Construction of extended dual lead in/lead out lanes for the Bangalow Road/ Angels Beach Drive roundabout northwards on Angels Beach Drive (past Sheather Street) and eastwards on Bangalow Road (to near Moon Street), separated by a median.

Extending Sheather Street to intersect with Angels Beach Drive to provide a left in/left out intersection.

Works will begin in 2021 with service relocations including undergrounding of power lines, and relocation of water and stormwater mains.

Traffic control will be in place, and construction hours will be planned to minimise disruption to traffic flows. Further notices will be provided closer to construction commencing.

Once services have been relocated the main civil works are expected to commence in the first quarter of 2022.

Improving Pedestrian Access

Fernleigh Road Upgrade A section of Fernleigh Road has been identified for upgrading as part of Ballina Shire Council’s ongoing commitment to improve our road infrastructure.

This upgrade will take place along a section of Fernleigh Road immediately north of Nashua Road.

The works started in late May 2021 and will take approximately 10 weeks to complete (weather and site conditions permitting).

What to expect during construction:

Traffic control in place with contraflow.

Motorists should allow extra travel time.

Speed limit reduced to 40km/h in the construction zone.

Access to properties may be impacted during the day when construction works occur in front of driveways.

Council will endeavour to limit this disruption.

Onsite contractors will work directly with residents to maintain access where possible or provide an alternative access.

New Carrs Bridge Now Open

TINTENBAR

The current intersection is complex and has a significant vehicle collision history.

Since the highway bypass completion traffic has decreased and the dominant traffic flow is now Tamarind Drive North, to and from Tintenbar Road.

This upgrade will include:

Road widening and new lane along Tamarind Drive North Service relocations (water and stormwater) Vegetation removal (four camphor laurel trees) and landscaping Signage, lighting and linemarking.

This upgrade will deliver a simplified intersection with Tamarind Drive North as the dominant through road, clear rights of way, improved visibility and line marking, and reduced vehicle speeds through the intersection.

During construction Tamarind Drive and Tintenbar Road will be reduced to one lane with traffic control in place and speed limits are reduced to 40km/h in construction zones.

Lindendale Road and Bruxner Highway Works

WOLLONGBAR

Works to improve safety at the intersection of Lindendale Road and Bruxner Highway have been given the green light.

Ballina Shire Council regularly receives feedback from residents about safety concerns at the T-intersection, where high volumes of traffic along the Bruxner Highway can make it difficult for vehicles exiting from Lindendale Road.

Transport for NSW has approved Council’s design for intersection improvements, along with grant funding of $31,207 to complete these works.

Improvements will include:

Relocation of the hold lines to improve sight distance for road users Installation of a centre median on Lindendale Road to better control turning movements.

Transport for NSW is responsible for managing the Bruxner Highway, while Council has responsibility for Lindendale Road. As a longer term solution to safety issues, Council is encouraging the state government to start planning for an upgrade of the Bruxner Highway from the western end of the Alstonville Bypass to Goonellabah.

Any investment in a major upgrade of the intersection will need to be consistent with strategic planning for the corridor and could be several years away.

Council expects to start work on the intersection improvements in June 2021.

Kays Lane Road Reconstruction – Nightworks Asphalt surfacing works will soon be carried out to Kays Lane, Wollongbar, as part of the current road reconstruction project.

To minimise disruption to businesses, these works will be carried out overnight from 5pm Monday 21 June to 6am Tuesday 22 June.

These works will require a partial road closure of Kays Lane from the entrance to the Russellton Industrial Estate.

Businesses are asked to please ensure that there are no vehicles parked on the street overnight.

The road reconstruction is taking place from Lot 12 (north of Russellton Drive) to Lot 35 (southern entry into Owen Crescent).

The works which includes replacing the road base and asphalt overlay, will accommodate the increased number of vehicles using Kays Lane due to additional businesses operating in the Russellton Estate.

Wollongbar District Park The construction of the Wollongbar District Park, on the corner of Plateau Drive and Rifle Range Road, is well and truly underway.

It is exciting to see some elements of the park being completed, however it is still a construction zone. In the interests of public safety, the site will remain closed until the whole park is complete.

Shade shelter upgrades A number of our shire’s shade shelters and barbecue areas are receiving much-needed upgrades.

The shade shelter at Fawcett Park, Ballina was recently demolished and rebuilt with Australian hardwood timber with new downlights were installed. The barbecue area at Fawcett Park has also undergone minor repairs including a fresh coat of paint and new Greenplate barbecue.

These works were funded through the Federal Government’s Local Roads and Community Infrastructure Program (LRCI) and cost approximately $20,000.

Shelters at Meldrum Park have been upgraded with $50,000 allocated through Council’s Capital Works budget. The barbecue will also be replaced with funding through the Federal Government’s LRCI program.

Lighthouse Parade Upgrade The Lighthouse Parade works are nearing completion.

The roadside kerb, drainage works and landscaping are complete. New asphalt, road hump, line marking and signage will follow.

Two shelters at Chickiba Park, East Ballina, have also been earmarked for replacement, while a new shelter will be built at Bulwinkle Park, Alstonville with $25,000 funding through the LRCI program.

BALLINA

The project along the 500-metre length of Lighthouse Parade to Fenwick Drive aims to improve safety and amenity.

The existing fencing alongside the shared path has been replaced with formalised kerb and guttering, which will provide pedestrians with safe clearance from parked cars and prevent vehicles from obstructing the shared path.

A ‘High Pedestrian Activity’ zone is being introduced. This includes a flat top road hump to help slow traffic, as well as ‘High Pedestrian Activity’ signage and a speed reduction from 50km/h to 40km/h.

Ballina Shire Council has secured State and Federal funding for this project. The total cost of the project is $211,950, with funding through the NSW Safer Roads Program ($103,000), Transport for NSW Network & Safety Services ($36,000), and Federal Government Black Spot Program ($72,550).

The Lennox Village Vision project aims to improve Lennox Head’s village centre while retaining its lowkey, social, and coastal village feel.

Following extensive community consultation, planning, and concept development, this project is due to kick off in the third quarter of 2021 (between July and September). The works will be completed in four stages, over two financial years, as funding and grant opportunities become available.

Stage One will start in the third quarter of 2021 and continue until January 2022 (subject to approvals and site conditions). Early works will consist of service relocations including:

Cultural heritage investigations.

Undergrounding of overhead electrical lines, including connections to properties.

ballina byron gateway airport Airport emergency exercise An emergency exercise was held at Ballina Byron Gateway Airport earlier this month involving members of NSW Fire and Rescue, NSW Police, State Emergency Services, NSW Ambulance, and the Airservices Australia, Airport Rescue and Fire Flighting Service in collaboration with airport staff.

Every two years the airport conducts a full field exercise to test the effectiveness of the aerodrome emergency plan.

“We simulate a real emergency on the airfield to ensure emergency procedures remain current,” said Julie Stewart, Airport Manager.

“A lot of work goes into planning and coordinating this important field exercise with emergency services. It’s an excellent opportunity for inter-agency stakeholder cooperation, and ensures that in the unlikely event of a real emergency situation all parties are well coordinated to respond effectively.”

NEW VISITOR ITINERARIES COMING SOON The Ballina Visitor Information Centre is planning the production of two itinerary based guides aimed at the self-drive market. Hinterland Drives will be one of the guides with the other guide being itineraries based along the coastline.

These guides will drive visitors to your local businesses door.

Local businesses can participate and have their businesses experiences featured on the itineraries through purchasing display space within a guide. A prospectus is due out early July 2021.

Council recently launched the Ballina Business Events website, a resource established to facilitate planning and connect business event planners with local suppliers. The Ballina Business Events website will feature local experts who can be approached to present at a conference.

“Having experts in the region makes the destination even more appealing to event planners.

Securing speakers and facilitators is a major expense in delivering business events in regional areas due to the travel and accommodation costs in bringing presenters to the area,” said Alicia Wallace, Team Leader Visitor Services.

“We can set Ballina apart from other destinations.

Not only is it easy to get here, we have a diverse offering of venues, accommodation, exceptional produce and unique experiences but we also have amazing local talent and experts who can add an authentic experience to business events hosted here,” added Ms Wallace.

There’s plenty of aquatic sports and activities at the pools; making them great locations to host a family BBQ or your child's birthday party.

ANNUAL POOL CLOSURES Ballina Shire Council close the Ballina War Memorial Pool in June and the Alstonville Aquatic Centre in July for essential annual maintenance.

The Ballina War Memorial Pool will reopen Thursday 1 July 2021.

The Alstonville Aquatic Centre will remain open whilst the Ballina pool is closed for maintenance.

The Alstonville Aquatic Centre will close from Thursday 1 July 2021 and reopen Sunday 1 August 2021. The Ballina War Memorial Pool will remain open during this period.

Season pass and ten ticket pass holders can access both the Alstonville and Ballina pool facilities.

The pools are heated making them ideal facilities for winter exercise.

Rates interest free period to end In March last year Ballina Shire Council adopted a Financial Support package to help residents and businesses through the economic hardships of the COVID-19 pandemic.

As part of this package Council waived the interest on overdue rates and charges from 1 April 2020 to 30 June 2021.

During these 15 months Council has forgone an estimated $60,000 in income from interest charges.

This has been an important measure to support the community by enabling ratepayers who are struggling financially to defer their payment of rates and charges.

With this support package coming to an end, Council wishes to advise that interest charges and formal debt recovery will commence 1 July 2021.

Rates can be paid in full on an annual basis or by quarterly instalments. Council also accepts periodical payments (weekly, fortnights or monthly) rather than quarterly to assist with budgeting. Direct debit is another option that can make it easier to organise your bills. If you would like to set up a direct debit complete the application at ballina.nsw.gov.au/rates-explained If you are suffering severe financial difficulties you may also apply for financial assistance under Council’s Financial Assistance (Hardship) Rates and Charges Policy.

In this edition we meet Clare Southwell (Sports Award) and Maria Matthes (Environmental Award).

1. YOUNG CITIZEN OF THE YEAR (30 YEARS OF AGE OR UNDER) A young resident who has made a significant contribution to the Ballina Shire.

AUSTRALIA DAY AWARD

Clare Southwell SPORTING ACHIEVEMENT

Clare Southwell’s story is proof that if you are determined enough and love something enough, there are no barriers to what you can achieve.

Just two short years ago the Lennox Head mum and business owner/ marketing strategist reignited her passion for sailing, and what she has accomplished since is nothing short of inspiring.

Highlights have included competing in her first Sydney to Hobart Race, and winning the 2020 Queensland State Title in the 18ft skiffs.

The Citizen of the Year Award will be selected by the Australia Day Committee from all of the nominees across the seven categories.

Clare learnt to sail in England, Northhamptonshire as a 10-year-old.

She sailed competitively representing England for a number of years, travelling across Europe to attend various championships. But when her sailing partner was poached to join an Olympic team, Clare felt adrift.

“At the time I was going to uni, and I was pretty bruised,” she explains.

“I kind of felt like it was a bit over for me. Which, in hindsight, was the wrong way to look at it.”

The following week Clare took up a crewing position on a boat in Southport. A month or so later she bought herself a 15ft skiff, and she hasn’t missed a weekend of sailing since.

“For me the Sydney to Hobart was the biggest challenge I’ve ever done,” she says.

“I was an inshore sailor, I hadn’t done much offshore at all, and I hadn’t done any overnight races, so for me it was a very daunting prospect. But I knew that opportunities like this don’t come along often, so I said yes.”

During the COVID lockdown Clare continued to hone her skills sailing her 15ft skiff single handedly along the Richmond River. After viewing a video of her on the water, she received an offer to sail an 18ft skiff in Brisbane.

Eighteen-footers are mostly sailed by men as they are very demanding boats that require a high level of strength. Clare is currently one of only two women in Australia, and only three in the world, who currently sail the 18ft skiff.

The Royal QLD Yacht Squadron, based in Brisbane, are loaning Clare an 18ft skiff for the 2021/22 season so she can practice sailing it in Ballina. She will team up with two other locals, Kynan Wall and Liam Channer, from the Richmond River Sailing and Rowing Club. Clare has also been asked to sail at the 2022 18ft World Titles.

Clare and her crew will be looking for a local sponsor to display their brand proudly on the 18ft skiff. This is a first for any regional area, and a significant part of female sailing history. Anyone who is interested in this opportunity can contact Clare via clare@thirdandpublic.com

Maria Matthes ENVIRONMENTAL AWARD

From as early as she can remember Maria Matthes has loved and cared for the local environment.

All the while she was involved in many different activities to help koalas.

In 2016 she was approached by Friends of the Koala to become a koala rescuer for Ballina Shire.

Ever since Maria has been on call, day and night, to conduct welfare checks and to capture sick or injured koalas to transport them to the Koala Hospital in Lismore.

The happy endings, like little Bloom (pictured), are what keep Maria going. Bloom’s mum was hit by a car and Bloom was cared for at the Koala Hospital. She has since been released on private property in Rous Mill.

Too often rescuers and carers have to deal with the heartbreak of another loss, usually from vehicle strikes, dog attacks, and disease.

Two years ago Maria joined Twitter to raise awareness about the significance of Ballina Shire’s koala population. Her passion for conservation has inspired a legion of nearly 5,000 loyal supporters.

“I want residents and visitors to know that we have a nationally significant koala population in Ballina Shire. We have koalas from the southern-most area to the northern-most, to the hinterland in the east, and often in places you wouldn’t expect,” says Maria.

“Locals and visitors can help by being koala aware. Report koala sightings, drive koala aware, know the signs of a koala in need of care, and get active in koala caring activities, whether it be tree planting, weed control, or domestic dog management.”

In 2019 she was in Tasmania celebrating a friend’s 40th birthday aboard a yacht when she asked to have a go at helming the boat. The crew explained that they would be doing the infamous Sydney to Hobart Yacht Race that year and told Clare that if she got back into sailing she would be welcome to join the crew.

She grew up in Broadwater where the local community was ‘koala centric’ and there were plenty of role models who planted trees, and rescued and cared for sick and injured koalas.

“I was always interested in plants and animals and how everything interacted,” she says. “As a teenager I developed a real interest in threatened species and fire ecology.”

Maria studied applied science at the Northern Rivers College of Advanced Education (now Southern Cross University), where she also participated in annual koala surveys.

After completing her studies she landed a job with the National Parks and Wildlife Service as a fire and vegetation ecologist.

“Fire ecology is about reading the bush, what is there, why it is there, and how the ecosystem interacts and responds to fire,” explains Maria. “This work was a natural transition from everything I observed as a kid.”

“The LEBA Boardriders is so proud to be continuing to support and grow junior surfing by presenting an event of such high calibre. This event brings the best groms, not only from the local community but from around the world, to Lennox Head to display the best of junior high-performance surfing. After the crazy year that was 2020, we are so excited to be able to support the local community and businesses with this world-class event.”

The next election for the Ballina Shire Council will be held on Saturday 4 September 2021.

Local government elections in NSW are held every 4 years. Due to the 2020 election being postponed by a year, the current Council will serve for a 5-year term and the new Council that is elected at the 2021 election will serve for a 3-year term.

What qualities do i need to be a successful councillor?

You don’t need any formal qualifications to be a councillor.

However, you do need to be ethical, open and honest.

The following attributes are also helpful:

• Keen to learn • Communication skills • Time management and organisational skills • Problem solving skills • Teamwork skills.

It’s also important to talk to your family and friends about how you would balance your work and personal commitments. Councillors are required to read council business papers, attend meetings and represent their council at events.

Council adopted the amended draft Companion Animals Management Plan, which includes an action to investigate a new dog off leash exercise area at Killarney Park, Wollongbar. The draft plan will go on public exhibition.

The Ballina Shire Roads Contribution Plan has been amended to include part funding for the Barlows Road Link between West Ballina and Cumbalum. The draft plan is now on public exhibition.

The process for lodging a planning application with Ballina Shire Council changes from 28 June 2021.

The NSW Planning Portal is a digital platform used to lodge planning applications. The platform is already being used by a number of councils across NSW. Hardcopy applications and documents emailed to Council will no longer be accepted after 28 June 2021.

Policies on exhibition Council develops policies when there is a legal obligation to fulfil an issue that requires consistent guidelines, or where there is a requirement to set a standard to carry out a function.

We review each policy on a regular basis and any changes are reported to Council. Community consultation is a key element when reviewing and developing policies, and we make these available on our website for community feedback.

BURIALS ON PRIVATE RURAL LAND (new policy) This proposed policy will provide guidance for Council when considering requests for burials on private rural land. It covers factors such as the number of burial plots, potential impacts on neighbours, and access to the site for relatives wishing to pay their respects.

BUILD ENVIRONMENT FIRE SAFETY PROGRAM (review) This revised policy replaces the Fire Safety Statements Program Policy, which Council adopted in June 2018. The revised policy considers available resources and reflects Council’s roles and responsibilities in regard to fire safety in buildings.

SWIMMING POOL BARRIER FENCING (review) This policy has been reviewed in response to restructuring of the Planning and Environmental Health Division and changes to section responsibilities for private swimming pool barrier compliance.

COUNCILLORS EXPENSES AND FACILITIES (review) This policy aims to ensure that Councillors are provided with appropriate reimbursement of expenses and the right level of facilities to perform their functions as a Councillor. A review of the policy has identified information technology improvements to assist Councillors in their roles.

COMPLAINTS MANAGEMENT (review) The objective of this policy is to ensure that complaints are dealt with fairly and consistently. The policy has been reviewed against the NSW Ombudsman complaint handling resources and guidelines to ensure that it is contemporary and meeting corporate needs.

EEO POLICY AND MANAGEMENT PLAN (review) The Equal Employment Opportunity Policy has been reviewed to ensure it meets the requirements of Council and current legislation.

Minor changes identified include updating Council’s responsible officer details and internal procedure terminology.

NAMING OF COUNCIL OWNED FACILITIES (review) This policy provides direction to Council when considering and assessing proposals for the naming of Council-owned facilities.

Kingsford Smith Reserve Master Plan Ballina Shire Council is engaging with the community and stakeholders to develop a Master Plan for Kingsford Smith Reserve, one of Ballina’s premier sporting and recreational precincts that includes Kingsford Smith Park, Commemoration Park and Missingham Park.

Council has received funds as part of an election commitment from The Hon. Ben Franklin and the NSW Office of Sport to upgrade some facilities at Kingsford Smith Park to meet the requirements of a regional sporting facility and to better suit the needs of the community.

“Some of the facilities in Kingsford Smith Reserve are ageing and need to be replaced or renovated to bring them up to current accessibility or inclusivity standards. To ensure the upgrade aligns with a broader vision for the precinct, Council has engaged a consultant to prepare a master plan for the broader Kingsford Smith Reserve area,” said Tara McGready, Manager Strategic Planning for Ballina Shire Council.

“The Master Plan will include concept designs for the three individual parks that make up the whole Kingsford Smith precinct. In addition to being a key recreation area it is also naturally beautiful with scenic views of North Creek and the Richmond River. We really need to look at the precinct as a whole and have a clear vision for the future, making it an open space that can be enjoyed for many years to come, at the same time meeting the needs of our growing community,” Ms McGready added.

Council recently conducted a survey to understand the community’s future needs, ideas and aspirations for the reserve. This information will help shape the draft Master Plan.

There will be further opportunities for the community to provide feedback when the master plan goes on public exhibition.
