A consistent member of the Philippine Math Team competing in various international tilts, the grade 6 standout from Lilyrose School placed second in the Science Category of the annual event considered as the toughest among international math and science competitions.

This year’s IMSO edition drew 226 participants from different countries such as Brunei, China, India, Kazakhstan, Malaysia, Nepal, Philippines, Singapore, South Africa, Sri Lanka, Taiwan, Thailand, Vietnam and host Indonesia.

Recto : Use part of P7.6B CCT overhead for school feeding BUDGET space can be carved out of the P7.6 billion administrative cost of the government’s Pantawid Pamilyang Pilipino Program (4Ps) in expanding feeding programs for malnourished children, Senate President Pro Tempore Ralph Recto said.

Recto said the overhead expense of the Conditional Cash Transfer (CCT) will increase to P7.6 billion from about P5 billion this year.

“If we retain the amount, then there will be P2.6 billion more for supplemental feeding. If we allow half of the increase being sought, then it is still P1.3 billion in additional funding,” he said.

Recto chairs the Senate Finance subcommittee reviewing the Department of Social Welfare and Development’s (DSWD) budget.

“We're done with the hearings. I am now drafting my subcommittee report. I will recommend some internal adjustments in the DSWD budget,” he said.

For next year, DSWD’s budget will soar to P109 billion, P25.5 billion bigger than what it is getting this year, and catapulting the once-cellar dweller in government appropriations to the Top 5 biggest recipients.

Bulk of the DWSD’s 2015 budget will be for the 4Ps, with a proposed allocation of

P64. 7 billion, of which P57.1 billion is in cash grants and P7.6 billion in administrative cost.The latter consists of personnel payroll which will reach P3.35 billion next year; training (P404 million); monitoring (P429 million); publicity and information (P115 million); bank service fees (P700); equipment purchase (P24.4 million).

Recto said he would “validate the justifications for the proposed increases because some of them, on paper, are hefty.”

“Is the almost 185% increase in the publicity budget really necessary? Why are we increasing payroll by P1.4 billion? Why are we doubling the allocation for monitoring to P430 million?” he said.

“If the cash grant portion of CCT will remain at P57 billion, then why are we increasing the CCT administrative expense by P2.6 billion?” the senator added.

Once he identifies what amounts can be realigned, Recto said he will recommend that these be “laterally moved to the feeding program for daycare pupils.”

He said the budget for the “supplementary feeding program” of the DSWD is P3.36 billion next year DSWD’s feeding program involves serving one hot meal a day for 120 days to 2,053,383 0-5 year olds in daycares or under “supervised neighborhood play.”

The DSWD budget, he noted, can only cover 30 percent of the estimated 7.3 million underweight, stunted and wasted children below five years old.

Another option is to include supplemental feeding in other underfunded DSWD programs, Recto said.

“One of these is the DSWD streetchildren program which targets a measly number of 3,000 kids,” Recto said.

“If we are putting too much on its plate, then we can ask DSWD to partner with other agencies like DepED

whose P1.3 billion feeding budget is way below what it needs,” Recto said.

He said other “feeding funds” can be sourced from programs outside those of the DSWD. “But we can begin with what the DSWD can dispose, “ he said.

"The CCT administrative overhead is two and a half times the proposed budget of the Department of Tourism, thrice the budget of ARMM, twice that of the Department of Trade and Industry, and bigger than the combined budgets of all the 29 state colleges and universities in Mindanao,” Recto pointed out.| BALIKAS NEWS TEAM

Law enforcers, residents donates 200 bags of blood MATAASNAKAHOY, Batangas – TWO hundred bags of blood donated!

Once again, the Batangas Police Provincial Office with the program of Agapay Kabayan project joined the Provincial Blood Council in cooperation with Provincial Health Office and Red Cross, Batangas Chapter held a blood-letting activity here, recently.

About 76 individuals were able to successfully donate blood. These blood donors were composed of PNP personnel of Balete, Sto Tomas, and Malvar Municipal Police Stations; members of Philippine Air Force (PAF); and residents from different barangays in the Municipality of Mataas Na Kahoy, Batangas.

The said activity is one of the opportunities that the PNP will strengthen its police and community partnership for the attainment of a safer and healthy community.

Divine Word College of Calapan and DENR to launch BANGKLASE CALAPAN CITY — The Divine Word College of Calapan (DWCC) and the Department of Environment and Natural Resources (DENR) will jointly launch Bangklase (Klase sa Bangka: Ibang Klase!) on November 14 at Naujan Lake National Park in barangay Pasi, Socorro, Oriental Mindoro.

Bangklase is an educational shipboard project of DWCC with a maximum capacity of 150 persons which primarily aimed at conserving and preserving Naujan Lake National Park through environmental education, eco-tourism development and public awareness campaign.

Likewise, the project is a two-pronged strategy to promote the conservation of the lake as an alternative mode of learning biodiversity and promote eco-tourism that will generate employment of the local residents and additional revenues for the local government units.

According to DWCC Director for External and Alumni Affairs Dr. Don Stepherson V. Calda, the project may be the first in the country, the Bangklase Educational Shipboard.

Said launching ceremony will be graced by DENR Secretary Ramon Jesus P. Paje and other dignitaries from the national government and local government units as well.

With this breakthrough, DWCC is now inviting the local and national media to cover the event on the said date. The first part of the program will be the formal launching and Holy Mass and it will be followed by the actual tour to Naujan Lake and other stations onboard Bangklase.| LUIS F. CUETO

Ang pagsasanay ay pinangunahan ng mga opisyal ng 4th Infantry Battalion ng Philippine Army (PA) ang na idinaos kamakailan sa PA Headquarters, Bgy. Dapawan, Odiongan, Romblon.

Dinaluhan din ito ng mga kawani ng Philippine National Police, mga miyembro ng Philippine Army, mga kasapi ng Reserved force at mga kinatawan ng local government units.

Sinabi ni 1Lt. Alan B. Abara, PA Training Officer na layunin ng naturang pagsasanay na mapabuti ang serbisyo sa mamamayan, mapanatatili ang kaayusan at katahimikan ng komunidad.

Sa pagsisimula ng training ay agad binigyan diin ni Lt. Apara ang mga kalahok na maging handa sa lahat ng oras at maging mapagmatyag sa kapaligiran lalo na sa pagbahagi ng kaalaman sa pakikipag-communicate na isang napakahalagang aspeto sa pagsasanay.

Ibinahagi rin ng training officer sa mga partisepante ang kaalaman hinggil sa epektibong komunikasyon sa isang indibidwal o grupo sa anumang gagawing operasyon sapagkat ang wastong pakikipagtalastasan ang maghahatid ng seguridad at kapanatagan sa taumbayan, awtoridad at maging sa buong sambayanan.

Ordinansa kontra paninigarilyo, mahigpit na ipatutupad

LUNSOD NG CALAPAN – Mahigpit na ngayong ipinatutupad ng pamahalaang lunsod ang ordinansa sa anti-smoking.

Dahil dito, pinapaalalahanan ni Public Safety Officer Nelson Aboboto ang mga mamamayan at mga dayuhan hinggil sa pinaiiral na istriktong implementasyon ng nasabing ordinansa.

“Kailangang alam ng mga maninigarilyo ang designated smoking areas upang maiwasan ang pagpataw ng multa o parusa sa kanila,” ayon kay Aboboto.

Matatandaan na sa ilalim ng City Ordinance No. 07 na ipinasa noon pang taong 2011, mahigpit na ipinagbabawal ang pagsisigarilyo sa mga pampublikong lugar, sa mga opisina at establisyemento, sa mga pampublikong transportasyon at sa kahabaan ng J.P. Rizal, Leuterio, Del Pilar, Juan Luna, San Agustin at Bonifacio Drive.

Ayon sa ordinansa, kailangang may designated areas ang bawat opisina at establisyemento. Ito ay dapat ilagay sa isang open space at 10 meters away sa entrance o exit ng mga tao.

Para sa mga ahensya ng gobyerno, isa lamang ang itatalagang designated smoking area.

Ang mga mahuhuling lalabag ay mamumulta ng P1,000.00 o pagkakakulong ng tatlong araw para sa mga first time violators; P3,000.00 o pagkakakulong ng limang araw para sa second offense at pagmumulta ng P7,000.00 o pitong araw na pagkakulong ayon sa Section 3 ng ipinaiiral na batas o ayon sa ipapataw ng korte.

Bukod sa mga lektyur, ipinakita rin ng mga tauhan ng DOH Region IV na pinamumunuan ni Ms. Shiela Berbano ang tinatawag myth or fact session o paglilinaw ng mga haka-haka’t tradisyon ng paggagamot at ang tunay na dapat gawin sa oras na magkaroon ng delikadong sugat na mula sa kagat ng hayop.

Dito ay ipinakita sa kanila at ipinagbigay-alam na ang medikal na atensyon ang pinakamabisang sandata ng katawan sa oras na magkaroon ng fatal animal bite.

Bilang tugon ng mga Tandok at Albularyo, lumagda ang mga ito ng

pledge of commitment sa pamunuan ng BPRCC na nagsasaad ng pakikipagtulungan at pakikipag-ugnayan at pagbibigay impormasyon sa mga animal bite cases sa kanilang komunidad.

Magsisilbi na rin silang frontline personel o rabies watchers para sa kanilang nasasakupan sa kadahilanang karaniwang sa mga albularyo o tandok inilalapit ang mga kaso ng kagat ng aso sa mga malalayong baryo sa lalawigan.

BATTLE OF SIBUYAN SEA, GINUNITA SA ROMBLON ALCANTARA, Romblon — Magkasabay na ipinagdiriwang ngayon ang 70th Commemoration ng Battle of the Sibuyan Sea sa bayan ng Alcantara, Romblon sa Tablas Island at bayan ng Cajidiocan, Romblon sa Sibuyan Island.

Ang selebrasyon sa bayan Alcantara ay sinimulan sa pamamagitan ng Banal na Misa ng Pasasalamat kasunod ang pagtataas ng bandila ng Pilipinas, Amerika at Japan na dinaluhan ng lahat ng mga empleyado ng local na pamahalaan, mga guro at estudyante.

Sa bayan naman ng Cajidiocan ay nagsimula ito sa pamamagitan ng isang Ribbon Cutting bilang hudyat ng

pagbubukas ng Exhibit ng mga relics at larawan patungkol sa WWII battle na nakalagak ngayon sa PPC building ng Sta. Barbara Parish.

Ang Commemoration ng Battle of the Sibuyan Sea ay taunang pinagdiriwang bilang paggunita sa mga nangyari noong panahon ng ikalawang digmaang pandaigdig kung saan nagpamalas ng kagitingan noong 1944 ang mga sundalong Amerikano at Pilipino laban sa mga Hapon na nagkaroon ng matinding sagupaan sa Sibuyan Sea. Ayon sa mga beterano ng digmaan, ang Battle of the Sibuyan Sea noong Oktubre 23-24, 1944 ang naging simula

ng Battle of Leyte Gulf kung saan napalubog ng mga Submarine at Aircraft Carrier ng Amerika ang napakalaking barkong pandigma ng Japan na “Musashi.”

4,703 bagong botante, nagparehistro para sa 2015 SK elections ROMBLON, Romblon — Kabuuang 4,703 kabataan na may edad 15 – 17 taong gulang sa buong probinsiya ng Romblon ang nagparehistro sa Comelec noong Setyembre 20-29, para sa gaganaping halalan sa Sangguniang Kabataan (SK) sa 2015.

Sinabi ni Provincial Election Supervisor Atty. Percival A. Mendoza, na mataas ang naging turn-out ng mga nagpatala na bagong botante ng kabataan sa 17 munisipyo ng Romblon. Nilinaw rin nito na ang mga kabataang nagparehistro ay hindi maituturing agad na automatic registered voters dahil dadaan pa ang mga ito sa pag-aapruba ng Election Registration Board (ERB).

Ayon pa kay Mendoza, naging matagumpay ang 10 araw na rehistrasyon ng botante para sa isasakatupan na Sangguniang Kabataan Election sa ika-

Balikas “A great Pope, courageous Christian, and tireless apostle” 4

HERE is the translation of the Holy Father’s homily at the Celebration of Mass for the Closing of the Synod of Bishops and the Beatification of Pope Paul VI.  WE have just heard one of the most famous phrases in the entire Gospel: "Render to Caesar the things that are Caesar’s, and to God the things that are God’s" (Mt22:21).

Goaded by the Pharisees who wanted, as it were, to give him an exam in religion and catch him in error, Jesus gives this ironic and brilliant reply. It is a striking phrase which the Lord has bequeathed to all those who experience qualms of conscience, particularly when their comfort, their wealth, their prestige, their power and their reputation are in question. This happens all the time; it always has.

Certainly Jesus puts the stress on the second part of the phrase: "and [render] to God the things that are God’s". This calls for acknowledging and professing – in the face of any sort of power – that God alone is the Lord of mankind, that there is no other.

This is the perennial newness to be discovered each day, and it requires mastering the fear which we often feel at God’s surprises.

God is not afraid of new things! That is why he is continually surprising us, opening our hearts and guiding us in unexpected ways. He renews us: he constantly makes us "new". A Christian who lives the Gospel is "God’s newness" in the Church and in the world. How much God loves this "newness"!

"Rendering to God the things that are God’s" means being docile to his will, devoting our lives to him and working for his kingdom of mercy, love and peace.

Here is where our true strength is found; here is the leaven which makes it grow and the salt which gives flavour to all our efforts to combat the prevalent pessimism which the world proposes to us. Here too is where our hope is found, for when we put our hope in God we are neither fleeing from reality nor seeking an alibi: instead, we are striving to render to God what is God’s. That is why we Christians look to the future, God’s future. It is so that we can live this life to the fullest – with our feet firmly planted on the ground – and respond courageously to whatever new challenges come our way.

In these days, during the extraordinary Synod of Bishops, we have seen how true this is. "Synod" means "journeying together". And indeed pastors and lay people from every part of the world have come to Rome, bringing the voice of their particular Churches in order to help today’s families walk the path the Gospel with their gaze fixed on Jesus. It has been a great experience, in which we have lived synodality and collegiality, and felt the power of the Holy Spirit who constantly guides and renews the Church. For the Church is called to waste no time in seeking to bind up open wounds and to rekindle hope in so many people who have lost hope.

For the gift of this Synod and for the constructive spirit which everyone has shown, in union with the Apostle Paul "we give thanks to God always for you all, constantly mentioning you in our prayers" (1 Th 1:2). May the Holy Spirit, who during these busy days has enabled us to work generously, in true freedom and humble creativity, continue to guide the journey which, in the Churches throughout the world, is bringing us to the Ordinary Synod of Bishops in October 2015. We have sown and we continued to sow, patiently and perseveringly, in the certainty that it is the Lord who gives growth to what we have sown (cf.1 Cor 3:6).

On this day of the Beatification of Pope Paul VI, I think of the words with which he established the Synod of Bishops: "by carefully surveying the signs of the times, we are making every effort to adapt ways and methods… to the growing needs of our time and the changing conditions of society" (Apostolic Letter Motu Proprio Apostolica Sollicitudo).

When we look to this great Pope, this courageous Christian, this tireless apostle, we cannot but say in the sight of God a word as simple as it is heartfelt and important: thanks! Thank you, our dear and beloved Pope

Systemic anomalies PEOPLE’S confidence in the coming elections is hard to assess. For sure, their experience of the past elections and the failure of politicians to translate their campaign promise to policies and programs make serious impact on how people take election. Could people still rely on elections to resolve the most intractable problems of our society today?

The problems that our society face today is more than what any reform measures can answer. These problems are systemic anomalies which could not just be resolved by the elections of even the most brilliant leaders that could be elected. Our society is confronting serious systemic anomalies which would require a total overhaul of the political prevailing system. Some of the symptoms of these systemic anomalies are discussed briefly below.

Concentration of power in the hands of few political families. The stranglehold of few political families to local and elective positions is undeniable. Since only few political families enjoy undue advantage of winning elections, the participation of the people in elections is nominal. For most people, elections are limited to the casting of votes. Since issues and programs usually end up unaddressed after elections, voters no longer consider them essential factors in choosing whom to vote. Failures of local and national leaders to translate their campaign promises to tangible programs disenchant people from serious electoral participation.

This also leads to the decline of voluntarism and civic consciousness among the youth. Meanwhile, appointments in sensitive local and national offices are usually under the control of local and national politicians. Because of this, public interest is continuously subverted by the family interest of these politicians.

Also, waste of public funds due to unnecessary and irrelevant programs and projects are common in local government. Corruption and abuses of authority are usually unchecked because of the influence that their perpetrators wield over the local police and the other pillars of the criminal justice system. .

Unreliable electoral system. Philippine elections are continuously beset by many serious controversies.

In spite of the application of the latest technology, the canvassing of votes still fails to inspire trust and confidence of candidates and voters. The automated election system has given rise to serious problems of reliability and credibility because of the lack of transparency in the counting of votes at the precincts and the transmission of results to higher canvassing bodies.

Weak rule of law and breakdown of peace and order.

Confidence for the criminal justice system is low among the citizenry. Inefficient police actions on complaints by the citizens gravely affect the credibility of the men and women in uniform. Killings and other violent crimes happen every time with the least chances of being resolved.

Dysfunctional public institutions and their failure to deliver basic services to the people. Budget deficits and the lack of moral determination of national and local officials lead to the dismal performance of many public agencies. Oftentimes, many people are denied essential social services because of the unnecessary requirements asked of them by the agency. Politics and patronage also affect the capability of national and local government agencies to perform their mandate without undue advantage or prejudice on any one.

Widespread poverty. The number of poor is increasing through the years. In spite of the job opportunities that the government is promising every year, many families still live below the poverty line. Low wages and productivity characterized most industries, especially those that are concerned with production of essential goods and services.

Increasing vulnerability to calamities and disasters.

Frequent typhoons and monsoons rains put people’s lives and livelihoods at risk all throughout the year.

Damages to agriculture and infrastructure usually cause great hardship to those living in the rural areas.

These symptoms of existing systemic anomalies in our society put the relevance of elections at issue. Can elections still provide a venue for the resolutions of the problems that we have today? Or are they just exercises in futility?|

Labanan ang prostitusyon ANG problema ng prostitusyon ay isa sa pinakamatandang problema ng lipunan. Malaking perwisyo at napakaraming problema ang dala nito.

Kaya ang panawagan ko ay magkaisa tayo para labanan ang prostitusyon sa anumang anyo nito.  Nitong nakaraang linggo, naging malaking balita yung nangyari sa Subic. Sa bandang akin, kung walang prostitusyon hindi ito mangyayari.

Kaya ako’y nagtataka kung bakit ang atensyon ng mga protesta ay nakatuon sa mga kasunduan ng Pilipinas at Amerika at hindi sa ugat ng problema.  Hindi kaila sa atin na ang ugat ng problema at ang prostitusyon dun sa pinangyarihan ng krimen. Ang pagdating ng barkong militar ay hindi ang dahilan dahil puwede rin yun mangyari kahit barkong sibilyan ang dumaong dun sa Subic. Naging incidental na lang na barko yun ng US Navy.

Sa tingin ba ninyo mangyayari yung krimen kung walang prostitusyon na umiiral dun?  Ang prostitusyon ay karumal-dumal na propesyon.

Niyuyurakan nito ang pagkatao ng isang babae. Akalain mong ibenta ba naman ang sariling puri kapalit ng kararampot na pera?

Mas karumal-dumal ito kung inyong iisipin na ang isang lalaki at gumastos para palitan ang kanyang kasarian para lamang rumampa bilang isang prostitute.

Hindi tamang pag-iisip po ang umiiral sa ganitong kalakaran ayon sa tingin ko.  Kaya hindi po tama na akusahan natin ang mga kasunduan sa pagitan ng ating bansa at ng isang bansang kaibigan, o di kaya ang kalagayan ng ating lipunan, para gawing dahilan na merong prostitusyon sa ating bayan.

Ang dapat nating labanan ay ang prostitusyon.

Hindi yung mga kasunduan ng estado.|

Panlalamang kay misis ay hindi pwede BAGO nag-epekto ang New Civil Code noong August 30, 1950, may kapangyarihan ang mister na ibenta ang pagaari nilang mag-asawa (Art. 1413 Old Civil Code). Ito ang ibig gamitin ni Bert sa kasong isinampa ng asawa niyang si Mercy.

Sina Mercy at Bert ay ikinasal bago pa magkaroon ng epekto ang New Civil Code noong Agosto 30, 1950.

Noong ikinasal sila, maraming nakuhang ari-arian ang mag-asawa lalo ang mga parsela ng lupa sa kanilang kinalakhang probinsiya na bunga ng magkatuwang nilang sikap at tiyaga. Nalango sa tinatamasang tagumpay, nag-umpisang magpasarap-buhay at mag“gudtaym” si Bert. Hindi nagtagal, nakipaglive-in na siya sa kanyang kalaguyo at inumpisahang ipagbebenta ang kanilang ari-arian nang hindi nalalaman ni Mercy.

Kabilang sa kanyang mga nabenta ay dalawang lote na malapit sa kanilang bayan, kalahating parte ng lote bilang 10375 kay Emilia noong Agosto 1951 at ang kabuuan naman ng lote bilang 7924 kay Pedro noong Disyembre 1951. Ang dalawang bentahan ay nangyari noong umiiral na ang bagong batas.

Nang malaman ni Mercy ang tungkol sa pambababae ng asawa at iba pang kalokohan na ginagawa nito, hiningi niya sa korte na siya ang gawing administrador na mamamahala sa kanilang ari-arian imbes na si Bert ang humawak nito.

Nang pagbigyan ng korte ang kanyang petisyon, agad nagsampa ng kaso sa korte si Mercy para mabawi

ang mga lupang ibinenta ng asawa kina Emilia at Pedro.

Katwiran ni Bert, dahil hindi pa naman umiiral ang bagong batas noong makuha nila ni Mercy ang mga lupa, dapat sundin ang lumang batas na nagdidikta na ang asawang lalaki ang may karapatan na ibenta o idispatsa ang mga lupa kahit walang anumang permiso galing sa kanyang asawa. Ayon din sa kanya, legal naman ang nangyaring bentahan. Tama ba si Bert?  MALI. Kahit sabihin pa na hindi kailangan ang pahintulot ng misis sa mga transaksiyon ng bentahan ni mister, na binili bago mapatupad ang New Civil Code noong Agosto 30, 1950, hindi ibig sabihin nito na lubos ang kapangyarihan niya na ibenta ang lupa. May mga limitasyon ang kapangyarihang ito. Una sa lahat, hindi puwedeng maargabyado ang kanyang asawa at mga anak. Isa pa, kapag hindi alam ng misis ang nangyaring bentahan, malinaw at ipagpapalagay na may lokohang nagaganap laban sa babae.

Ang mga ari-arian ng mag-asawa o ang tinatawag na “conjugal properties” ay pag-aari nilang dalawa at anumang bentahan na hindi pinaaalam kay misis ay malinaw na panlalamang sa kanya.

Balikas 5 What really happened when FVR and Duterte met

WHEN former President FIDEL RAMOS and Davao Mayor RODRIGO “Digong” DUTERTE met in Davao City a few days ago, the several events where they were seen together, their public body language and the reports that ensued were “combustible” enough to start a political fire. And kept political tongues wagging. Well, let me give you some “inside” story if I may to somehow clear the air. But first, a word of caution: I have not gotten the prior permission of FVR nor of Mayor Digong to somehow disclose what took place behind closed doors, but I’ll take my chance anyway, so here goes.

I got this call requesting if I could arrange a “one-on-one” between FVR and Mayor Digong during his overnight visit. This was no big deal because FVR, in the long time I knew him up close, would always seek “private time” with hosts, especially with close friends for re-unions and informal chats. So I requested BONG GO, the mayor’s “man-friday” to arrange things. In a jiffy, I got word that it was okay and so PAUL DOMINGUEZ, a former FVR “boy” like me and I were at the 17th floor of Marco Polo Hotel that Thursday afternoon chatting with FVR (who just met with one of his friends in the BIMP EAGA, MS SUSAN CHANG from Kota Kinabalu) when Mayor Digong walked in with a bunch of reporters trailing behind. Paul and I conducted them to the boardroom and when they both got seated, I and Paul headed for the door leaving the two behind saying: “We’re just outside.” But, oooops, FVR called out: “Where are you two guys going? I need you both here”. It sounded like an order from a boss. So Paul and I stayed and shut the door, but only after the coterie of media men with cameras had their “photo ops”!

Truth to tell, not anyone of us talked about any endorsement of Mayor Digong for the presidency nor did we egg him to run for president, as some quarters had been speculating. Although I must admit, a possible Duterte candidacy for the presidency was at the back of our minds. Instead, it was a friendly chat -- stocktaking and updating each other around the table -and reminiscing. We threw around the table a few tidbits. But Mayor Duterte, for most of the time, was only intently listening.

FVR talked about his own experience when he ran for president. He recalled how he even had no political party when he started. He even lost the presidential nomination of the administration party, the LDP to House Speaker RAMON MITRA. Then he ran -- and won -- against a phalanx of heavyweights like MONCHING MITRA, DANDING COJUANCO, MIRIAM DEFENSOR SANTIAGO & IMELDA MARCOS. He recalled how he had to doubly work harder and had to leave Mindanao in the last leg of his campaign to focus on Metro Manila as he was losing heavily there. He talked about not relying totally on politicians, although they helped deliver the votes, but generate support from private groups, NGOs, volunteers. He talked about the parable of an oil drop in a big lake. Not one drop but many drops then a thousand drops can make a difference. He talked about former Indonesian President LUCILO BAMBANG, his colleague at the West Point Academy in the US during their cadet days who called on him and sought his advice on his (Bambang’s) presidential plans.

Paul Dominguez shared what he learned about the results of a deep study where it was established that most people or voters choose candidates on the basis of what the officials can do -- or are perceived to be able to do --to them personally or how the candidates handle things that personally matter to them ( the voters) and not on the basis of whether or not they are corrupt or are perceived to be corrupt or for other factors.

I recalled that in my recent travels (Iligan, Butuan, Surigao, Cagayan de Oro) ordinary folks or the “masa” whom I talked with, still had not changed, thus far, on their support for Vice President Binay as their candidate for president in spite of the frequent media bashing he was getting. I recalled what one political analyst in Iligan told me his theory or estimation that "the political fates of Binay and Duterte are now closely linked and intertwined; that they are inversely proportional to the other".

Meaning, if Binay further drops in the next surveys, Duterte will have a good chance of becoming the next president; if Binay however recovers or stabilizes and arrests the fall, Duterte will have a hard time winning. It was his political calculus that smacks right into today's realities. It remains to be validated though but it’s interesting.

Then there was a discussion on how times have greatly changed due to technological advances in cyberspace with the swiftness and almost instantaneous transmission of information to the big, wide world in a flash by a flick of a touch. Hence, even political decisions to run and campaign for public office can be communicated much later in the day and candidates who are ahead in announcing their candidacies much earlier need not necessarily enjoy a big advantage over a johnny-come lately guy. So there's no urgency of any early announcement as yet for the 2016 Elections.

There were other intimate items that need not be disclosed here. Of course, obviously those talking points had some cogency to Duterte's reported run for the presidency. -- which we all know Mayor Digong continues to quickly deny at every turn.

But there were subliminal and symbolic instances that kept the Davao public enthralled by FVR. Example no 1-- when FVR emerged from the closed door meeting and when he was asked for a statement what the meeting was all about, he merely said: “The best is soon to come”. He did not elaborate.

Example No. 2 . When FVR was asked whether it was time for someone from Mindanao to be in Malacanang, his categorical answer was: “Yes, it’s about time”!

Example No. 3 -- When FVR attended the BIMP EAGA dinner hosted

by Mayor Digong, he ( FVR) wore a t-shirt emblazoned "DIGONG" with FVR's signature thumbs up sign and caused the adding of the letter "s" to the phrase ATO NI 'PRE" hence suggesting "this is our president".

Obsessed with power?

President Aquino’s intention to seek another term by amending the 1987 Constitution; the selective attacks on the opposition, most especially the frontrunner among the candidates for president Vice-President Jejomar Binay (Without making judgments on the basis of the accusations against Vice President Binay one could not help but notice the timing of these “investigations”.); and the start of the “information plugs” featuring politicians who have intentions of running in the 2016 elections.

Also, this is the time to build the campaign kitty of political parties and candidates. Does this pitch for emergency powers for the President have any connection with the insistence of President Aquino that he has the power to embargo the

allocations of government agencies and declare it as savings for rechanneling to other projects?

The controversy over the Disbursement Acceleration Program and how the funds for this were sourced is all about the expanse and limits of the power of the president, specifically the power of the purse. President Aquino even went to the extent of openly challenging the Supreme Court then circumventing the High Court’s decision through an act of Congress in asserting his power.

The Aquino administration has been using Congress to concentrate more power in its hands, especially the kind of power that would enable it to accumulate funds. It is doing so because it arrogantly thinks that it is popular and therefore, could get away with anything.

Tanaueño kid earned Sudoku Whiz Kid Title three years in a row LIPA City - A total of 159 students participated in the Regional Eliminations of Sudoku Super Challenge last October 19 at the Annex building of SM City Lipa. Organized by the Mathematics Trainers Guild in partnership with SM Supermalls and in cooperation with the Philippine Star and Phoenix Publishing House, the participants were divided into three categories: The Sudoku Whiz Kid (for elementary pupils), Sudoku Wizard (for high school students) and Sudoku Grand Master (for college students and professionals).

Albriz Moore Bagsic from Lilyrose School in Tanauan City, won the Sudoku Whiz Kid category, while Gabriel Medenilla of Morning Star Montessori in Los Baños Laguna won as the Sudoku Wizard.

UST student Caila Romina Yu won as the Sudoku Grand Master. The three winners will then compete for the Sudoku National Finals at SM North Edsa on January 31, 2015.

Sudoku is a math puzzle which uses logic and simple arithmetic in solving. The goal of Sudoku is to fill a Sudoku Whiz Kid Albriz Moore Bagsic from Tanauan City won the 9×9 grid with numbers so that each title three years in a row. TUMANGGAP ng karangalan kamakailan ang Batangas City bilang Top Performing Local Government Unit (LGU) in Rabies Prevention mula sa Provincial Rabies Coordinating Committee ng pamahalaang panlalawigan ng Batangas kaugnay ng paggunita ng World Rabies Day 2014 na may temang “Kilos Batangas upang sa Rabis ay maging ligtas”.

Ang plake ng nasabing pagkilala ay ibinahagi ni Mayor Eduardo Dimacuha sa Office of the City Veterinary and Agricultural Services (OCVAS) na siyang nagpapatupad ng Rabies Prevention and Control Program at tinanggap ng hepe nito na si Dra. Estelita Lacsamana.

Layunin ng OCVAS na gawing rabies- free ang Batangas City sa pamamagitan ng pagpapalawak ng public awareness tungkol sa rabies prevention. Bukod sa information and education campaign, iba’t ibang contests din ang isinasagawa kagaya ng Search for Best Barangay in Rabies Control Program kung saan ang pagpili ng mga winners ay

base sa mga best practices ng barangay.

Kabilang sa mga best practices na ito ay ang pagpapasa ng barangay ordinance sa rabies prevention and control, pagpapabakuna ng mga aso sa pamamagitan ng pakikipag-ugnayan sa OCVAS, pagbubuo ng Barangay Rabies Coordinating Committee, pagtatali ng mga aso upang huwag itong maging gala at maiwasan ang pagkagat sa mga tao, at pagpapatayo ng barangay dog pound para sa mga ligaw na aso.

Mayroon ding mga contests para sa mga pet dogs with best costumes upang ma-promote ang responsible pet ownership. Itinuturo rito ang tamang pangangalaga ng mga pet kagaya ng kalinisan, tamang pagkain, pagpapabakuna laban sa rabies at pagtatali sa mga ito upang hindi sila gumala sapagkat ang mga asong gala ang malimit magkaroon ng rabies.
