More mayors jump ship, throw their support to Poe MALVAR, Batangas – WITH barely five days before the May 9 elections, more mayors and olter political leaders of the CALABARZON are jumping ship, so to speak, and shifting allegiance to presidential candidate Senator Grace Poe. In an event held in Lima Park Hotel here Wednesday, 23 mayoralty and vice mayoralty candidates together with their respective slates sign a manifesto of support to Grace Poe’s Gobyernong May Puso. The event was spearheaded by political party Aksyon of the late Senator Raul Roco.

“It is a good development that more and more politicians now recognize the importance of a compassionate and competent government. They have committed to deliver the needed votes and machinery for Grace Poe,” Aksyon president Lawyer Robbie Pierre Roco said.

Among the Batangas mayors and political leaders who shifted allegiance to Poe include Mayors Gerry Natanauan of Talisay, Jey

Cerrado of Tuy, Dan Reyes of Agoncillo, Michael Montenegro of Taal, Danny Toreja of Ibaan, Rosario Apacible of Nasugbu, and Celerino Endaya of Cuenca, Vice Mayors Wilson Maralit of Balete and Sixto Yabyabin of Ibaan – who are all belonging to ruling Liberal Party.

Mariño couple faces DQ case for alleged massive vote buying BATANGAS City – INCUMBENT board member and now running for a congressional seat of the Lone District of Batangas City, Mario Vittorio “Marvey” Mariño, and his wife Beverly are now facing disqualification case in their respective candidacies on charges on alleged massive vote buying.

Charging the Mariño couple are marvey’s opponents, former Justice secretary Hernando “Nani” B. Perez and UNA’s congressional bet Danilo “Danber” Berberabe; reelectionist vice mayor Emilio Francisco “Jun” Berberabe and PDP-Laban’s mayoralty candidate Kristine G. Balmes, herself, an incumbent city councilor.

In a 7-page petition, the petitioners asked the poll body to disqualify the Mariño couple for alleged vote-buying “grounded on Section 68 of the Omnibus Election Code (OEC) and filed the same pursuant to Rule 25 of the Comelec Rules of Procedure, as amended by Comelec Resolution No. 9523..”

In filing the petition, Perez said that two witnesses has submitted their respective Sworn Affidavits stating among others that they were promised financial and educational assistance by the Dimacuha’s in exchange of their support and votes on May 9 National and Local Elections.

Beverly is the only daughter and substitute to the mayoralty race of incumbent city mayor Eduardo B. Dimacuha who withdrawn his candidacy last December.

“Prior to the filing of this Petition, respondents conspiring together, gathered Barangay Chairmen and did then and there give them money in several tranches amounting to a total of One Hundred Fifty Thousand Pesos for the purpose of assuring the victory of the respondents,” the petition read.

Accordingly, the petitioners, likewise, claimed that the camp of the respondents distributed “EBD” cards, which serves as health cards, and money ranging from P1,000 to

P300 per voter in barangays and/ or subdivisions such as but not limited to Sta. Rita, Bolbok, Alangilan and Cuta.

“The EBD cards being distributed are health cards financed by the city government of Batangas and being used by the respondents to entice residents of batangas City to vote for them with the pretense that only those who would vote for them will be given said card,” the petition continues.

The petitioners also submitted a copy of a letter signed by the city mayor himself which letter asks for support of the Mariño couple as his anointed candidates in the coming election.

Hundreds of supporters of the four complainants trooped to the town plaza before they marched towards the Comelec Office in Batangas City.

PIGLAS PILIPINAS: 10K march against coal plants in Batangas, nationwide BATANGAS CITY, Philippines – Around 10,000 Filipinos marched here last Wednesday, to demand that the next administration cancel all proposed coal plants nationwide and hasten a transition to renewable energy.

“We are facing a planetary emergency. Now more than ever, we need leaders who are pro-people and pro-environment, not pro-coal and proclimate change,” said Lipa Archbishop Ramon Arguelles, who led the march to the Batangas Provincial Sports Complex.

The anti-coal march highlighted a national campaign called “Piglas Batangas! Piglas Pilipinas!” symbolized by the struggle against the proposed 600megawatt coal plant of JG Summit Holdings in Brgy.

Pinamucan Ibaba, Batangas City. The opposition to the plan is led by the Lipa Archdiocesan Ministry on Environment, local fisherfolk, and other concerned citizens.

“Even without the coal plant, the existing plants of

JG Summit are already poisoning our air, water, and land. The proposed coal plant would only make it harder for us to breathe, much less fish,” said 27-year-old Reymond Mendoza, a fisherman from the nearby barangay of Simlong, which also hosts the Gokongwei family-owned complex. The complex has a petrochemical and naphtha cracker plant.

The local anti-coal groups were joined by other coalaffected communities from Quezon and other parts of the country, as well as people’s movements and civil society groups from Metro Manila and other provinces in Southern Luzon.

“Piglas is a call for the incoming president and other new government officials to scrap the Pinamucan coal plant and the other 26 proposed coal plants currently in the pipeline. The campaign is part of a worldwide movement and the first in Asia to join “Break Free from Fossil Fuels 2016”, a global wave of peaceful direct actions across 12 days and six continents. Mass actions are scheduled until May 15 in other countries including Indonesia, Nigeria, Brazil, the United States, Germany, and Australia.

Re-electionist city councilor gunned down in Tanauan City CITY OF TANAUAN, Batangas – IT was a gruesome Friday evening for the family of a reelectionist councilor here that he was gunned down by still unidentified assailant just three days prior to the May 9 National and Local Elections.

Incumbent city councilor Epimaco “Peming” Magpantay (LP) was attending a meeting with a tricycle operators and drivers association (TODA) at Barangay Darasa when a gunman approached and fired at him several times from behind at around 7:00 o’clock in the evening.

Magpantay’s driverbodyguard, identified as Joel Garcia was also hit in his legs when he tried to rescue the

former.

Both Magpantay and Garcia were rushed to the nearby Dr. Daniel O. Mercado Medical Center but attending physicians failed to saved Magpantay from fatal wounds. Garcia however was pronounded out of danger and was recuperating at the said hospital as of press time.

Magpantay, 64 and a resident of Barangay Pantay Matanda is the lone lawyer among the candidates for councilor of the city. The man who has earned the support of his constituent is now running for his third term as councilor, with high record of votes on his first and second terms.

Police investigators are

looking into the political angle as the possible motive behind the said incident.

I SUPPOSE it’s basic and commonsensical that when we express our opinions and engage among ourselves in some exchanges of our personal views, ideas and preferences, we always need to be courteous first of all and then always to be constructive and positive in our tack.

Upholding unity and living the requirements of charity rank far higher than simply wanting to be right or to score a point in any given contention.

We should never forget this principle.

Especially in the area of politics, where opinions vary due to the immense variety of people’s preferences, we should see to it that the tone of our discourse is kept calm and respectful. Given the volatile character of politics, we should learn how to hold our horses, so as not to be carried away by our unbridled and intemperate passions and biases.

In the first place, we cannot be too strong or too sure about our political opinions because no matter how right we feel we are, we certainly do not have the exclusive right to possess all the truth.

Everyone always has something valid to say, no matter how small.

And in the second place, there simply are just too many unknown factors that are at play. We cannot account for everything no matter how smart and diligent we are in building up our position.

And in the third place, we simply have to learn to live with imperfect persons and candidates, as well as imperfect systems and structures. We cannot be too simplistic as to paint our favored candidate is entirely saintly, completely incapable of committing a mistake and our undesired candidate is entirely devious, completely incapable to doing anything good.

The least thing that we can do is not to be too attached to our ideas and our preferences. While it’s true that we somehow shape our destiny, that task is always a joint effort among ourselves and ultimately between God and us. Never ignore the indications of divine providence, the promptings of the Holy Spirit who is the Lord of history.

That is why, we can never have a political discourse that is fit for human beings, let alone, children of God, if it is not preceded, accompanied and followed up by prayer and sacrifice, together with due study and consultations.

Without these fundamental requirements we end up attacking each other like cats and dogs. And that’s what’s happening these days. In the heat of the political polemics, we are witnessing a lot of shooting from the hip, bullying, gloating, obsession to dominate, dogmatizing opinions, faultfinding, casuistry, mocking, mudslinging, etc. There’s a lot of tit-for-tat, the law of Talion reigning supreme.

As a consequence, the air gets polluted, proper thinking and judging is hampered. Passions, tension and divisiveness escalate. A perfect storm gathers.

Some people say that in politics, charity should not be the main consideration, but rather the truth, arrived at through gathering of facts and the strict use of reason and logic. But if we examine closely the allegations, we hardly find any truth that is not tarred by a litany of fallacies.

This is the real problem. When charity is set aside and is considered irrelevant in our political discussions, we are actually setting ourselves for a bigger trouble. It is precisely because of the peculiar character of politics, so vulnerable to deteriorate and to hit the skids, that charity should be the primary consideration as it should be in everything else in life.

We have to learn to be open-minded and tactful in our dialogues, motivated only by love for God and for everyone else, which is what the common good is all about in the end. We have to learn to be delicate in expressing our views as well as not to be too onion-skinned to receive the positions of others, especially the adverse ones.

We should try our best to listen most attentively to the others, get to know them very well and discern where they are coming from when they express their opinions. If they sound unreasonable or ridiculous and would even attack us, we should not feel provoked and tempted to mount some personal attacks. That would not help. Rather it will worsen things.

What we have to do is to help them see our point as calmly and as

Are elections bad for the voters “CHANGE.” Everyone partook in the abuse of the word. All camps promised change, one way or the other. This early, the camp that spent most of its resources on the word has claimed victory. Change is coming they say as if the election will bring about anything significant in the present dynastico-personalist political dispensation.

Whatever numbers the machines would finally tally in days or weeks after the elections will not change anything. The Philippines remain a bastion of political clans whose interests are inimical to the welfare of the people. If ever, only politicians and their minions will emerge triumphant in the end. Local political clans will continue to reap the benefits of ignorance and poverty in the country. They will also reap most of the spoils from a farcical national contest, especially those aligned with the noisiest personalities and the biggest spenders in this election.

If any benefit is to be derived from the past political exercise, the same would inure only to the politicians.

At the end of the end, voters would likely to turn out the biggest losers in the process.

The past national election was everything except as a discourse about political programs. Nor was it ideologically driven or about national interest. On the contrary, this election is but a game show where anyone who could conjure the most colorful and controversial impressions would emerge victorious. No wonder, the charitably as possible. If they do not accept it, then let it be. We have to learn to disagree without being disagreeable, always maintaining a healthy attitude towards everyone.

In the end, we should not forget that there is divine providence that will guide things to the proper end in spite of our blunders and stupidities.

battle lines were drawn in the social and broadcast media.

Voters, therefore, should not be blamed if they are easily swayed by gossips and trivialities.

Voters were placed in a compartment for easy disposal. Their consciousness were subjugated. They were not given opportunity to manifest their true sentiments and exercise their will as autonomous beings. Rather, politicians gave their best to make them automatons and soulless partisans. Both the administration candidates and those who are claiming to oppose them are complicit in this. They all indulged in the mediocrity of the time. They all kept people from thinking for themselves. They are all to blame for corruption of the voters. They all rigged the elections, though they differ in strategies and forms.

They all tamper with decency and morals.

Not only are elections psychologically prejudicial to the voters. They are also bad for their health as voters suffer the worst discomfort while waiting lines to cast their votes. Everybody sees this yet no one is doing anything about it. Schools and voting centers were never improved in spite of their regular use by the Commission on Elections since the 1950s. Situations would have been different had politicians been sensitive to the convenience and plight of voters. As a result, voting becomes a literal sacrifice for the good of those who are running in the elections. Voting is a right that one has to endure for his or her bets. Voting is bad for your health. Rigged voting is bad for your morals. Nonetheless, vote if you must. Be a king for a day as they say.

Nevertheless, we should congratulate ourselves for enduring one of the foulest campaign seasons in Philippine history. We survived the lies and the hate.

We also survived the unfriending and bullying by friends and foes alike. We are survivors. We should be glad to be so. |

The mood of the electorate THE May 9 election is a mere few days away. The talk of the town for the past weeks has been the phenomenal rise of former Davao City Mayor Rodrigo Duterte.

His brash manner of responding and acting on issues is highly unusual for a presidential candidate, but it has earned him a lot of loyal followers. Why? Well, Duterte represented everything that the Aquino government is not. He promises swift action on problems, so different from the Aquino administration, which has often been accused of delayed responses during emergency situations, dilly dallying on issues, and bungling of sensitive operations.

Duterte has been accused often of taking shortcuts, an example of which is the extrajudicial killings of suspected criminals in Davao City, while President Aquino has a penchant for hiding behind legal processes and inane alibis when being accused of slow responses and inaction on situations.

Duterte has endeared himself on the ordinary folk while the Aquino administration has been accused of being heartless when it comes to the welfare of the masses, such as when it vetoed the proposed increase in pensions and when it raised the fare for commuter trains.

Actually, if Duterte wins in the presidential elections, it would be an indictment of the “daang matuwid” of the Aquino administration.

This trend has been building up since those aiming for the presidency began jockeying for position and the public’s attention, which in this country began since the 2013-midterm elections.

The strong showing of the political party and candidates of Vice President Jejomar Binay during the 2013 elections made it appear that he was a shoo-in to the presidency. By then, Binay was the face of the opposition, even if he was still dilly-dallying then from decisively breaking away from the Aquino administration. But at least, he represented an alternative to President Aquino who was viewed as incompetent, snooty, a cacique and self-righteous. Binay boasts of what he did for the poor and senior citizens in

Makati City and this boosted his candidacy.

That was until the Aquino administration unleashed its demolition job on Binay and exposed his questionable transactions.

Then there emerged a fresh hope in Senator Grace Poe who, during the height of the Senate investigation on the anomalies and bungling of the MRT commuter train system, patiently waited for her turn to ride the train amid the long rush hour queue. This she did to get a feel of what commuters have to go through everyday.

When Senator Grace Poe expressed her intention to join the presidential race, her ratings immediately overtook that of Vice President Binay. She was accused by her rivals of being too ambitious and of being a puppet of her running mate Sen. Chiz Escudero, but it did not affect her ratings. Disqualification cases were filed against her to no avail. She was viewed as an alternative to the Aquino administration and what it represents. But she hesitated in hitting hard. Initially, she even packaged herself as a continuation of the Aquino administration’s “daang matuwid” while being its alternative. She was viewed, therefore, as a moderate opposition. She even declared that she would be reappointing “performing” members of Aquino’s Cabinet.

However, without corruption issues weighing her down, she continued to top the surveys. That was until Duterte declared his candidacy for president.

Duterte immediately hit hard at the Aquino administration. Even to the point of challenging President Aquino’s anointed candidate Mar Roxas to a fistfight and gun duel.

Duterte even identified himself with the Left, declaring that he is a socialist, and the far Right, by citing his friendship with the late dictator Ferdinand E. Marcos and his family. These are the groups that the Aquino administration hated to the core. President Aquino’s parents, the late Ninoy and Cory Aquino, were considered as the archrivals of Marcos.

By the roadside THE efforts of the Church in the Philippines, particularly through the CBCP, to be a principle of unity (read: in non-partisan political engagement, if I may use the phrase) and, at the same time, to provide moral-spiritual guidelines to the Filipino faithful in the face of the upcoming May 9, 2016 polls remind me of the Parable of the Sower. The Church sows the seeds (i.e., the Word as applied to the present circumstances). But there are so many kinds of soil, majority of which does not seem friendly (as in the parable). The only difference is that it is so difficult to tell if even the “good soil” would outperform the unfriendly ones, so as to bear fruit “a hundredfold” in the election of what may be perceived by believers as the “fitting choices” among national and local candidates.

While in the previous elections violence was more pronounced in the actual and attempted political assassinations carried out between rival political groupings, now violence is extended to the verbal discourse in the mass and social media, to the debates and campaign sloganeering, to the pre-election survey results analyses and exposés. Information is so hard to distinguish from disinformation, truth from fabrication, anti-criminality politicking from criminal bullying, whether in cyberspace or in the marketplace.

The Church stands in the middle of it all. She is doing what she can to maintain the balance between faith and reason, between the principles of democracy and those of morality. She hopes for the maturity of the Filipino faithful to prevail over juvenile inter-party quarrels and narrow-minded perception of what ails the nation and the kind of leadership that will lead us to solutions, not false expectations. But her eyes also reveal undisguised anxiety.

The level of cynicism and distrust among so many Filipinos in the present political system and those that represent it seems too loud to be ignored. It is palpable not only in the ordinary conversations and mediafacilitated exchanges of viewpoints and standpoints but also in survey results as dissected by sober analyses. Far too many of the poor have far too little share of the so-called “development pie”. So many of the so-called “middle class” and “upper crust” elite are so dissatisfied with the seemingly “ironclad” impunity of criminals, unchecked government corruption and inefficiency, breakdown in the mass transport and traffic systems that they are now ready to make drastic rather than right choices.

The personality cult in Philippine politics also further obscures the already short memory our people have in their collective sense, if at all, of history. The Church realizes this, too. But while she decries the amnesia of past ills, she also sees how much the nation needs a sense of mutual forgiveness and reconciliation among its many warring families, clans, parties and communities.

Still, justice cannot be sacrificed to achieve national unity. Therein lies the problem. Justice in the Philippine context has not only been painfully slow; it is also mostly unattained. This, I believe, is why Philippine politics could be compared to a typical showbiz celebrity; it is perennially adolescent.

Whatever happens to the May 9 polls, the Church will always face challenges. If the presidential and vice-presidential frontrunners somehow get elected, this particular observation holds. The Church in her colorful and diverse history had dealt with many types of governments and regimes before, some friendly, others downright hostile. She survived persecutions and even betrayals by some of her own sons and daughters. Our age or country does not promise to be any different. What the Church may find more disturbing, especially in the Philippine context, is the rather nonnegligible number of those who, while calling themselves Catholic, also play a deaf ear to her or advocate positions openly contradicting their faith. In Waray, we have a saying to the effect that the most painful thing a mother can go through is being betrayed by her own children.

And yet, there are also opportunities before us. For instance, there is the opportunity to be purified as Church. Time was when the Church could influence the powerful or move in their corridors like she was one of them.

That is not exactly gone, but it is considerably diminished. This, I believe, is to our great advantage. We have an opportunity to align ourselves more closely in relation to the Master who was not only powerless; he was also a victim of the powerful, like so many of our poor who easily fall for their promises many of which are until now unfulfilled.

There is also the opportunity to sow the Word in humility. The more abuse and rejection Church teaching and preaching may meet even among otherwise sober believers, the less should pride and arrogance characterize our response. The silence of Jesus before Pilate and on the way to Calvary is deafening. It is the silence of a humble proclamation, one that is about to end in a humiliating defeat before staging an overpowering resurrection.

This Jubilee Year of Mercy also affords a special opportunity for the Church to truly be a Mother who initiates the binding of wounds, instead of joining those who inflict more of them. Our politics is divisive enough.

But are we pointing to ways and means of bringing about the lost unity?

Do we allow ourselves often enough to be “instruments of peace” and “rekindlers of hope” in a country prone to calamity, both natural and man-made?

Democracy has its limitations. But, by far, it is the better situation for our people than the known alternatives. The people may or may not choose a government that is friendly to the Church. Whatever results will always be a test and a trial for her. But it matters little in the long run. The Church does not flourish by man’s grace but by God’s. It relies on the words of him who declares: “You are Peter and upon this Rock, I will build my Church and the gates of the netherworld will not prevail against it” (Mt 13:18).|

The mood of the electorate to the motion of talking peace with the National Democratic Front of the Philippines, immediately scuttling the talks when it took over.

President Aquino is one of the few, if not the only president, after Marcos who never released a political prisoner as a goodwill measure nor for humanitarian considerations. Even the late dictator Ferdinand Marcos released some political prisoners, yielding to pressures from the local and international community. But Aquino the son never did despite calls from the local and international community, while her mother Cory released the most number of political prisoners during her term.

Aside from college scholarships, APRI provides financial assistance to elementary, high school, and Technical-Vocational (TechVoc) students, together with the construction and repair of classrooms to support the country’s public education system.

MAKBAN, Laguna — The FIRST BATCH of college students who received full scholarship from AP Renewables, Inc. (APRI) last 2011 graduated with the degree of Electronics Engineering from their respective universities last April.

Four scholars graduated with the five-year engineering course from

Laguna State Polytechnic University in San Pablo City, while the other one completed the course at Polytechnic University of the Philippines in Sta. Mesa, Manila.
