SAN PASCUAL, Batangas – NAKATITIYAK na si Congressman Raneo E. Abu na makukuha niya ang panibagong mandato bilang kinatawan ng Ikalwang Distrito ng Batangas sa Konggreso. Ito ay kung ang pagbabatayan ay ang resulta ng isang political survey na isinagawa noong Abril 22-25, 2016.

Sa naturang survey, nakuha ni Abu ang suporta ng 63.33% sa kabuuang bilang ng respondents na 21,911; samantalang nakakuha lamang ng 18.67% ang katung-

Ang Ikalwang Distrito ay binubuo ng mga bayan ng Bauan, Lobo, Mabini, San Luis, San Pascual at Tingloy. Sa kabuang populasyon nitong 269,981 noong taong 2010, nasa kabuuang 165,957 ang voting population nito.

The new Board took an Oath and was Inducted to Office in a simple ceremony, Monday, before lawyer Mikko Paolo A. Perez, a Notary Public and incumbent legal officer of the Department of Education-Division of Batangas City.

In his message, Rayos expressed his gratitude for the trust and confidence accorded by the general membership of giving him the fresh mandate as the Club President, and recommit himself to bring the Club to a better heights. When Rayos was elected president in December 2001, he envisioned that the Club be registered with Securities and Exchange Commission (SEC) that it may have its distinct juridical personality.

With the support and collegial effort of its members, Batangas Press Club was finally incorporated on June 10, 2003 with the following founders/ incorporators: Joenald Medina Rayos – President, Norberto Gutierrez Maligaya – Vice President, Agnes Ronanlisa A. HE United Nations Development Program (UNDP) had stressed in their “Buhay Panatag Bayang Matatag program for 2012-2016 in the country the importance of increasing civic engagement of indigenous people (IP) through channels such as political and electoral process. Kasalakuyan, nasyunal man o lokal na gobyerno ay makikitaan ng mga pamilya na sabay sabay namumuno o di kaya naman ay sunod-sunod na nagkakaroon ng posisyon sa gobyerno. May dalawang uri ng political dynasty. Ang Thin Dynasty Samanatala, 28 taon na nakabinbin sa kongreso ang Anti-Political Dynasty Bill. Paano nga ba maiipasa ang Anti- Political Dynasty Bill kung 70% ng mga nakaupo sa lehistrado ay kabilang sa mga pamilya mula sa political dynasty? Gayunpaman, hindi pa man naipapasa bilang batas ang na Anti-Political Dynasty bill, maliwanag na nakasaad sa konstitusyon, Artikulo II, seksyon 26, na ang political dynasty ay ipinagbabawal na tinutukoy ng batas.

Ano nga ba ang pulso ng bayan pagdating sa isyu ng political dynasty?

Iba’t ibang opinion ang ibinigay ng mga Batangueno tungkol sa usapin ng political dynasty sa ating bansa partikular sa lalawigan ng Batangas.

Pito sa bawat sampung Batangueño ang nagsasabing hindi sila sang-ayon sa political dynasty. Ilan sa mga rason ng mga taliwas sa pagkakaroon ng political dyanasty, ay ang paniniwala na kakabit na dito ang pang-aabuso ng kapangyarihan at paggamit ng mga pampub-likong pondo para sa pansariling pangangailangan. Ayon pa sa ilan, ito ay nagdudulot ng korapsyon, karahasan, vote-buying at panlilinlang.

Sa kabilang banda, may ilan ding Pilipino ang pabor sa pagkakaroon ng political dynasty. Ayon sa kanila, hindi dapat tingnan ang dynasty, sa halip dapat paglaanan ng pansin ay ang pagpapatakbo ng isang opisyal sa pamahalaan. Ayon din sa mga sang-ayon sa poitical dynasty, hangga’t may konkretong patunay na maganda ang dulot ng dynastiya sa pagunlad ng ekonomiya, hindi ito dapat pang kuwestiyunin.

Ngayong darating na Mayo anuwebe, nasa mga kamay pa rin ng mga botante ang kapangyarihan at responsibilidad sa pagluluklok ng mga kandidato sa posisyon. Pabor ka ba o hindi sa Political Dynasty? Bakit?  “HINDI ako pumapayag sa Political Dynasty dahil sa tagal na nilang namumuno dapat ay pagbigyan naman nila ang iba na mamuno. Maaring sa pagkakaroon ng ibang taong papasok sa pulitika magkakaroon ng mas maayos na pagbabago o sistema sa ating lugar”, - Gng. Uray So, 54 taong gulang isang housewife.  “Yes. If may concrete proof na mabuti para sa government at sa lahat ng mamamayan yung family na yun, if qualified talaga sila to serve, I don’t see a problem with that... by qualified, I mean dapat may pinag aralan sila tungkol sa paglilingkod sa taong-bayan, nasa tamang pag iisip, at walang criminal-record. Hindi lang dahil may kakabit silang apelyido,” - Jolo Perez, 21 taong, Head Choreographer ng Danztek Dance Studio.  “OO, kung wala naman silang ginagawang masama o ikapapahamak ng ating lugar walang masama sa pagkakaroon ng Political Dynasty.” Junjun Buban, 34 yrs. old, ice cream vendor  “Depende basta may nagagawa silang tama at nakakabuti sa tao.” Albert Galvez, 29yrs. old, traffic enforcer  Hindi ako pabor sa sa Political Dynasty. My dear countrymen: We address you as we get nearer the crossroads of our journey as citizens of this land and citizens of heaven. We bring to you a message of truth that may be painful but hopefully liberating. We offer you a hand to unite and our prayers to the Lord to heal our land and people divided by politics.

This is what the Catechism of the Catholic Church teaches about Church pronouncements on political issues: It is a part of the Church’s mission “to pass moral judgments even in matters related to politics, whenever the fundamental rights of man or the salvation of souls requires it. The means, the only means, she may use are those which are in accord with the Gospel and the welfare of all men according to the diversity of times and circumstances.” (CCC 2246) Discerning our Choices The nationally telecast debates as well as the publicized utterances and actuations of our candidates, particularly those who vie for the high office of President of the Republic, have given us all a glimpse of who they are, what they represent and the causes they champion – or reject.

There is a fundamental difference between right and wrong, and not everything is fair game in politics.

A choice for a candidate who takes positions that are not only politically precarious but worse, morally reprehensible, cannot and should not be made by the Catholic faithful and those who take their allegiance to Christ and his Kingship seriously. One cannot proclaim Christ as King and at the same time accept the governance of one whose thoughts, speech and demeanor are diametrically opposed to the demands of submission to the Lordship of Jesus Christ.

The desire for change is understandable. Our people have suffered from incompetence and indifference. But this cannot take the form of supporting a candidate whose speech and actions, whose plans and projects show scant regard for the rights of all, who has openly declared indifference if not dislike and disregard for the Church specially her moral teachings.

The Catholic Church has never asked any political candidate to seek its endorsement, but the Catholic Church has always demanded of Catholic voters that they cast their votes as an act not only of citizenship but also as a public declaration of faith. We ask this most earnestly of all of you, Catholic brothers and sisters, in the forthcoming election.

A Nation at Prayer We commend the various initiatives of our Catholic laity and other youth associations to come together and pray for guidance in choosing the right leaders. In particular, we encourage you to pray the rosary every day and receive Holy Communion starting May 1 until May 9. In this novena of rosaries and Masses, we claim from the Lord the gift of a godly electoral process. With the permission of the bishops, the Blessed Sacrament may be exposed for public adoration to beg the Lord for the gift of peaceful elections.

To you our dear candidates, we plead.

In less than two weeks, the sovereign people will choose who should govern them. It is this that makes

us a free people. We, your bishops of this country, therefore ask of you to allow each Filipino the free and untrammeled right to an informed choice. This means, among other things, that you cannot deceive or mislead the people by proffering them falsehoods, much less defraud the nation.

The campaign period has been rancorous. This is regrettable. Many wounds have been inflicted. This is true not only of candidates but also of their supporters.

Even close friends have parted ways because of differences in political persuasion and in the choice of candidates to support. As we advise our voters, so we also say to you dear candidates: Pray! Pray not only to win but pray that the Lord may show by His signs His chosen leader for this nation, this nation who calls on Him at the crossroads of its national life.

Time to Unite When the elections shall have been concluded and winners proclaimed in accordance with law, we beg you all, in the name of Jesus Christ, to be instruments of peace, reconciliation and healing. Let those who prevail rise in nobility above the hurtful words that may have been uttered by opponents, and draw them rather into a government of unity, but unity that firmly rests neither on expediency nor compromise, but on truth and justice.

We ask all who shall be sworn in to remember that when they take the oath that the law requires of them, they call on God as their witness — and even if they may not expressly do so, they swear in the sight of God’s People. Every public official swears to uphold and to defend the Constitution and to do justice to every man and woman. Not whim then, nor arbitrariness, not vendetta nor revenge, but the rights of God’s people enshrined in the Constitution and their demand for justice, unity, progress and peace to which every law must respond!

Whoever wins honestly, whoever takes the oath of his or her office seriously, whoever strives to heal the wounds of the divisiveness of politics, whoever respects the rights of all and is earnest in his or her fear of God and is zealous for his precepts has the support of the Catholic Bishops Conference of the Philippines, and we will do everything together with our priests so that all our people, to the remotest barangays to which we minister, may rally around a just and God-fearing government that visits no vengeance on foes but is characterized by mercy and compassion for all, not only for allies!

Prayer I invoke the Blessed Mother to cover our nation with her maternal love and to beseech her Son to grant us all the favor of meaningful, peaceful elections and a government thereafter that unifies our people in the sight of God and in accordance with His will. PH’s good governance leads to increased economic growth DESPITE the slowdown in the Asia-Pacific region’s economic outlook, the Philippines had experienced a growth trajectory.

During the press launch of the Economic and Social Survey of Asia and the Pacific 2016 held here yesterday, Dr. Jose Ramon G. Albert, Senior Research Fellow of the Philippine Institute for Development Studies said the country’s gross domestic product (GDP) growth rate was at 6.3 percent from 2010 to 2014, the highest five-year average during the past 40

years. The high GDP growth was sustained in 2015.

“Now, we are expecting it (the high GDP growth rate) to continue this year,” he said.

Albert said that recent economic growth in the Philippines has been at par with, and even surpassed those of other countries in Asia-Pacific region.

Like the rest of the AsiaPacific countries, Albert said the Philippines had “a little bit of volatilities in domestic financial market but underlying fundamentals

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday lauded the National Maritime Polytechnic (NMP) for providing maritime training services which enhance the skills and competitiveness of the Filipino seafarers in the international labor market.

“The training services of the NMP significantly contribute to the enhancement of the competence and competitiveness of the Filipino seafarers in the international labor market.

This, in turn, redound to the economic stability of the country through the dollar remittances of Filipino seafarers employed onboard international ships,” said Baldoz during the NMP’s

38th founding anniversary at the DOLE’s Labor Governance Learning Center in Intramuros.

The NMP, an attached agency of the Department, is the only government maritime training center in the country.

She said NMP’s maritime training also contributes to the progress of the domestic shipping industry because Filipino seafarers who choose to remain in the country strengthen the local pool of maritime manpower for domestic shipping.

Baldoz, citing a report from Executive Director Manuel Roldan, said the NMP provide training services to the country’s maritime manpower resources in accordance with international and national standards, particularly the Standards of Training, Certification and Watchkeeping (STCW), as amended,

In his report, Roldan said that from 2011-2015, NMP trained 48,140 seafarers and issued 69,269 training certificates. NMP also offers 24 courses consisting of 13 STCW courses, three Professional Development Courses and eight specialized/ value-added courses.

The NMP also provided assessment services as basis for the issuance of required certificates for employment of Filipino seafarers, such as Certificate of Proficiency (COP) by the then Maritime Training Council (MTC) and the Certificate of Competency (COC) by the Professional Regulation Commission (PRC). This is on top of the assessment services provided earlier, since 2002, for ratings in collaboration with the Technical Skills Development Authority (TESDA).

2015, NMP submitted its application to the Maritime Industry Authority (MARINA) for its accreditation as an Assessment Center under STCW Circular 2015-10 as prescribed in Chapters V & VI of the Convention on Watchkeeping. This is in relation to the agency’s thrust of extending its reach in maritime assessment to officers and ratings.

“As an active partner in the maritime industry, representing the government sector, the NMP offers training courses that will further boost the competitive edge of the Filipino seafarers, particularly on the capability of the Management Level Officers (MLOs) or the senior officers on board the ships,” said Roldan.|

Ang Pamahalaang Lungsod ng Tanauan ay may 33 serbisyo na sertipikado ng

human capital. For 2015 alone, Albert said the government allocated budget for education at about US$ 8 billion, an 18.6 percent increase from 2014.

Moreover, the conditional cash transfer (CCT) program provides assistance for poor households on condition that children go to school and get deworming, and mothers avail of maternal health services.

Education grants are provided per child (maximum of three children per household only) and per month for 10 months.

Assistance is also extended to child beneficiaries for them to finish their high

school education with a monthly cash assistance.

The number of out-ofschool children also declined from 3 million in 2008 to about 1 million in 2013 through the CCT, increased budget for the Department of Education and the full implementation of the K to 12 program.

The big challenge according to Albert, is sustaining these gains, especially the CCT and other investments in the social sector.

Other challenges he cited also include the need to boost the country’s competitiveness and productivity, climate for innovation, and improved infrastructure spending.|
