Our Chapter President On behalf of the phenomenal and resolute ladies of Alpha Kappa Alpha Sorority, Inc.®, Kappa Omega Omega Chapter, welcome to the virtual presentation of our 24th Miss Fashionetta® program.

The advent of the COVID pandemic has caused many organizations to pivot to virtual platforms in effort to ensure the continued safety of the community which they serve. We are no exception. We take considerable pride in our ability to mentor, engage, educate, and interact with the community and, especially, our participants in innovated ways.

Miss Fashionetta® has been a signature program of Kappa Omega Omega for thirty-six years.

During those years, sorority members took pride in the young ladies that participated in the program. It was sheer pleasure to watch them develop into poised young ladies with the aspirations to propel them into their future educational endeavors.

In conjunction with the Bakersfield Ivy Legacy Foundation, we are pleased to have had the opportunity to mentor three “Perfected Pearls of Elegance.” These young ladies amazed us with their creativity, innovations, and flexibility in staying engaged in this 24th edition of the program which was done primarily in a virtual environment.

We wish to acknowledge the continued support and contributions to the Miss Fashionetta® program provided by our generous community. Thank you for the essential role you played in assisting the participants and supporting the program by encouraging words, sponsorship, or ad purchases. We extend our heartfelt thanks to the participants, their families, mentors, and sponsors for the role they played in making this program a success. I want to personally acknowledge the dedicated members of the various Miss Fashionetta® committees who worked tirelessly to make this year’s program, in a new format, such a tremendous success.

Master of Ceremonies

Traco Matthews Traco Matthews is the Chief Program Officer at CAPK. He brings extensive leadership skills and deep community connections to this critical position in Kern County’s official anti-poverty agency. His mission is to oversee the majority of CAPK programs which offer direct services to the public. Traco continually seeks to improve culture, processes, and outcomes through his work and in the community. He uses his experience providing leadership development for administrators and directors, contributing strategic analysis, delivering HR expertise, and building a trusted brand through proficient community relations to empower that commitment.

Traco’s purpose and greatest passion is encouraging and coaching others. In addition to coaching employees at work, he teaches business courses at Bakersfield College and California State University, Bakersfield, provides mentoring for leaders on diversity, equity, inclusion, and belonging, and serves as a Social Pastor and community advocate. He graduated from the University of California, Davis with a bachelor’s degree in Economics in 2001, and from California State University, Bakersfield, with an M.B.A. in 2017. He is happily married to his wife of 20 years, Dr. Jessica Grimes, a community college district administrator. Bakersfield serves as the home base for their frequent travels and life adventures.

Meet Miss Fashionetta 2022 Judge

Ashley Marie Owens Rose Ashley Marie Owens Rose, was born and raised in Bakersfield California, Christmas Eve December 24, 1987. 2010 she received her Bachelor of Science in Mathematics from the (HBCU) Spelman College in Atlanta, Georgia. Upon graduation she received a full ride scholarship from Math for America Los Angeles to attend the University of Southern California for her Masters in Math Education. Ashley is the owner of Tkay’s Final Touch Wedding and Event Planning where she coordinates throughout California, she is a high school math teacher, and also an instructional leader.

Over the years Ashley has traveled to numerous countries for personal vacations and educational purposes. She lived in Guanajuato, Mexico with a family during the summer of college and there she took Spanish classes and had the opportunity to teach elementary children English.

During the summer of 2017 she taught Math and Physics abroad in Santiago, Chile and later that year Ashley became a National Certified Board Teacher which is the most respected certification. Since kindergarten, teaching and being a continuous learner has always had a special place in her heart.

For the past 12 years she has committed to being an educator in historically underserved communities. Since 2010 until this present time, she has been a Math for America Los Angeles fellow. Because of this, she is given the structured time to focus on providing equity and access in math classes for students with learning disabilities. She believes in every child that enters her algebra or AP Calculus classroom and ensures that her classroom and lessons are authentic and meaningful for their lives.

In addition to being a wonderful educator, Ashley enjoys watching and playing basketball (Go Lakers!), Salsa Dancing, singing, snowboarding, and playing Catan. Even though she has a deep pathway in business and education, overall her favorite pastime is going to church, reading the Bible, hanging with her husband Ray Rose and mom Tarina Perkins, spending time with her family for Sunday dinners, and being an Auntie and Sister.

Meet Miss Fashionetta 2022 Judge

Lilli J. Parker Lilli J Parker, a native of Bakersfield, California, a teacher, and conference speaker that declares you have what you say. Married for over 45 years to a very humble, and awesome father, brother, friend and husband, Larry Parker, Sr. God has blessed their union with two children, Larry Jr., and Laren L’Dawn, and three beautiful grandchildren, Sydni, Layla and Jackson.

Lilli is the Executive Director at Bakersfield Senior Center (BSC), an active and youthful center for senior 55 year old and older. At the center it’s her goal to improve the health and well-being of lowincome, under-served seniors and senior veterans lives by providing them access to better health services so they can live strong and long healthy lives.

Lilli’s commitment to helping others is evident through her lifestyle of service. She was awarded the Humanitarian Award by the NAACP, and was recognized by the National Pan-Hellenic Council for her community service in Bakersfield. She is the founder of Parker’s Apparel & Consulting a homebased clothing business for men and women, and a consulting customer service training provided to local medical providers. She teaches Bible Study weekly at BSC, and Bible Study meetings at her home church, Greater Harvest Christian Center, under the leadership of Pastor Vernon R. Kemp. She is a certified Diabetes Education Empowerment Program, instructor that empowers those with diabetes they can self-manage their disease, because diabetes is preventable and controllable.

Lilli is a Grant Writer that has written and been awarded over $1M in grant funds over the past 6 1/2 years.

Lilli and her husband Larry are graduates of The Joseph Business School (JBS) under Dr. Bill Winston Ministries. The Joseph Business School (JBS) is a world class institution that equips entrepreneurs and individuals using practical and biblical principles to raise up companies and create wealth to transform desolate places into flourishing communities for the glory of God. Lilli has transformed BSC attendance, and is currently working on the design and construction of their new Mix-Use Bakersfield Senior Center facility, and Affordable Housing for Seniors, a $45M Plus Project. Lilli is a retiree of Pacific Bell, AT&T and SBC of 28 years, where she was a Consumer Training Instructor. Lilli was recently accepted in the FBI Sacramento Citizens Academy Program, April 5, 2022.

Lilli has a heart for helping people and a desire to see people grow and walk in the promises of God. Above all her accomplishments, supporting her husband and family and raising Godly children is her primary purpose in life, and letting people know your words are important.

Meet Miss Fashionetta 2022 Judge

Rukiya Shehee

A native of Los Angeles Rukiya Shehee married and moved to Bakersfield, CA in 2001. After working as a counselor for a group home for 4 years, Mrs. Shehee began working for Kern High School District in 2005.

The daughter of an educator, quality education and scholarship are of the utmost importance to Mrs. Shehee. She fights daily to ensure that her classroom and offices are spaces in which children can find comfort, consistency and confidence. For the last 17 years, Shehee has served as a Health Teacher in Kern High School District and advisor for Project BEST and Black Student Union. She also began serving as a part time Assistant Dean during the 2021-2022 school year.

Outside of work, Mrs. Shehee enjoys shopping, reading, and traveling. She is wife to Rashaan Shehee and mother to Kailynn (freshman at Fresno State University) and Rashaan “RJ” (6th grade)
