Message from Awqaf SA

S

ince 2015, the annual AWQAF SA T20 Youth Cricket Tournament has grown to become one of the biggest youth cricket tournaments in South Africa. In our last pre-COVID edition in 2019, we hosted 68 teams and 1,000 players over the four days. The tournament is free for participants and offers equal opportunity to all, irrespective of their financial or social backgrounds.

The tournament has for the past five years been held in association with Western Province Cricket Association and Primrose Cricket Club and is held under the patronage of cricketing legends like Beresford Williams, Nabeal Dien and Proteas legend, JP Duminy. However, due to the COVID-19 pandemic, the 2020 edition was cancelled.

Taking into consideration the current COVID-19 trends, the increase in the vaccination roll-out across the country - and after due consultation with colleagues serving in the National COVID-19 Task Team - we are confident that with strict COVID-19 Health and Safety Protocols efficiently implemented during the duration of the tournament, we will be able to manage a safe tournament with absolutely minimal COVID exposure.

The psychological effect of the COVID-19 pandemic has had adverse effects on the wellbeing of our youth, and therefore, getting back to a new controlled and healthy normal is necessary for all of us. The ethos of the four-day tournament is to promote social cohesion. It is also designed to give young players a sense of cricketing heritage by using the sport as a vehicle to instil within them the values of social justice.

This journey of transforming the lives of our young aspiring cricketers has yielded positive stories and life changing experiences. At Awqaf SA we are grateful to all our donors and friends, who have made this event possible with their endowments that allow us to initiate and support a variety of community empowerment and socially uplifting activities such as this.

We thank all the officials and all the players for their enthusiasm and commitment to participate in this year’s event. So, to our players and to their dedicated managers, hard-working coaches, loyal parents and brothers and sisters, may the Awqaf SA 100 Ball Youth Cricket Tournament be another successful tournament in which the real winner is social solidarity, awareness of our proud heritage and the unbridled joy of participation in a beautiful sport.

100 BALL TOURNAMENT RULES & CODE OF CONDUCT TEAM MANAGERS/COACHES The following contains important information regarding the Awqaf SA 100 Ball Youth Cricket Tournament held in association with Primroses Cricket Club, endorsed by Western Province Cricket Association, and is held under the patronage of cricketing legends Rushdie Magiet, Beresford Williams, Nabeal Dien and Proteas legend, JP Duminy.

Please note that the organisers of the Tournament adhere to strict faith based principles and therefore NO ALCOHOL WILL BE PERMITTED AT ANY OF THE PLAYING FIELDS. THIS IS NON-NEGOTIABLE. It is our humble appeal that you communicate this to your Teams, Members and supporters.

1. TEAMS A team may consist of Thirteen (13) players, a Manager and a Coach. Each team is allowed a Batting and Bowling substitute. Both the team list and batting and bowling substitutes must be announced and submitted to the umpires and scorers before the toss.

The team must be age specific and at the time of submission, the players have to be registered at a specific club and have to be eligible to play for the said club.

If a player in the U18 age group turns 19 years old during 2021 and is a current matriculant, the said player will still qualify to play in the U18 age group.

A batting substitute must bat in the top 6 and a bowling sub must bowl a minimum of three (3) overs in the first 10 (ten) overs of a match. Failing to comply will result in a penalty of 3 points per match or on the tournament log. The same batting or bowling sub may not be used more than once during the tournament.

A wicket keeper may not be used as a batting sub.

AWARDS CEREMONY SUNDAY 19 DECEMBER 2021 - 19:00 TO 19.45 RESERVE RAIN DAY – MONDAY 20 DECEMBER 2021 In the event of inclement weather, Monday 20 December has been set aside as a reserve day to complete the allotted fixtures

TIME ALLOCATION

3.1

Each side will have 65 minutes per bowling innings.

3.2

Any team failing to bowl their overs within the allocated time will be penalised. If a team fails to bowl the last 5 balls of the innings within the allotted 65 minutes innings time limit, one fewer fielder will be permitted outside the fielding restriction area.

3.3

As bowlers do not have run up limitations, captains need to monitor the time and either use more spin bowlers or shorten run ups to ensure the team stays within the time allocated.

3.4

A time allowance of 2 min per wicket is given to the fielding team. Additionally, a new batsman should cross onto the field of play and must be ready at the pitch within 90 seconds after the dismissal of the previous batsman. It is advisable to ensure that next batsmen are completely padded up and ready to take to the field as soon as the new batsman comes in.

3.5

Any team that is responsible for the late start of any match will be penalized by one over (5 balls) for every 3 minutes lost from the original starting time.

EXAMPLE

Team A arrives 20 minutes late and will therefore only be allowed to bat for 65 balls (20minutes/3minutes per over = 7 overs/35 balls deducted). Team B will bat their full quota of 100 balls. Any additional time for warming up will also be added to time lost and will be penalized by deduction of overs. The team arriving late will lose the benefit of the toss. The team that arrived on time will have the choice to bat or bowl first.

TEAM MANAGEMENT IS RESPONSIBLE FOR TIME MANAGEMENT! If there happens to be a valid and acceptable reason for a team arriving late, tournament Organisers will take this into consideration. In such an instance, organisers need to be informed a.s.a.p.

4.2.

Match length will be no longer than 2hours 30 minutes broken down as follows:

4.3.

An innings will be no longer than 65 minutes

4.4.

2 strategic timeouts of 2min30sec each (1 per fielding side)

4.5.

A 15-minute innings change break

4.6.

A change of ends after 10 balls.

4.7.

Bowlers deliver either five or 10 consecutive balls.

4.8.

A Bowler can bowl 2 successive 5 ball overs from the same end or successive

5 balls from opposite ends.

4.9.

Each bowler can deliver a maximum of 20 balls per game.

4.10. Each bowling side gets a strategic time-out of up to two and a half minutes

where the coach is allowed one strategic walk out to the middle of the ground

to discuss tactics and strategy with players mid-match.

4.11. The first 25-balls are part of the powerplay for each team.

4.12. Only Two fielders are allowed outside of the initial 30-yard circle during the powerplay.

4.13. A No ball will count 2 runs, with a free hit applying to the following legitimate delivery. No extra

ball will be bowled.

4.14. A Wide Ball will count 2 runs with no extra ball to be bowled.

4.15. On a Caught dismissal, the non-striker will return to their original end even if the batsmen

crossed while the ball was in play.

4.16. To constitute a match, a minimum of 25 balls must be bowled to the side batting second unless

a result has been achieved sooner.

4.17. If a team fails to bowl the last 5 balls of the innings within the allotted 65 minutes innings time

limit, one fewer fielder will be permitted outside the fielding restriction area.

4.18. Each team will be allowed a maximum of one unsuccessful review for a Run Out. 4.19. The Final ball of each innings, that is, the 100th ball must be a legitimate ball.

4.20. In interrupted matches a minimum of 5 overs (25 balls) by both teams will constitute a match.

4.21. In any interrupted match the starting time for the matches in the preliminary matches may

be postponed by the umpires by 40 minutes before a deduction of overs will be applied. In such

circumstances the umpires will be the sole judges whether the playing field is fit and safe for

play and NOT team management or parents. If any delayed start is in the morning, the afternoon

games will start 40 minutes later than the official scheduled starting time.

4.22. [A LATE START DUE TO A TEAM ARRIVING LATE AT A VENUE DOES NOT QUALIFY AS AN

INTERRUPTED MATCH]

4.23. ALL batsmen must wear helmets whilst batting.

4.24. ANY fielder (including the slip fielders) fielding closer than 10 meters from the bat must wear a

helmet.

4.25. BATSMEN STEALING GROUND: Any batsman Run Out the first time trying to steal ground, will

be given a warning. The umpire will call and signal DEAD BALL and any runs that may be scored

from such a Run Out will be disregarded. This is a First and Final warning for the TEAM.

4.26. Parents to stay five meters away from the boundary line. NO PARENTS are allowed on the

field of play to question the umpire’s decisions or to interrupt matches. It is the Team

managements’ responsibility to control their players’ parents. NO parent/coach/player are

allowed nearer than 5 meters from the boundary ropes. A team may be penalized by a deduction

of 3 points on the log should they be in breach.

4.27. Teams HAVE to provide someone to sit with the scorer during the course of each match. This

could either be a parent or player. Scorers do not know the children and need the assistance

from teams to ensure players are correctly identified. Teams are welcome to have their

own scorer sit with the official scorer, but the official scorers’ score will be final.

4.29. RETIRING BATSMAN 4.29.1. Retired Hurt – A player retired due to injury may NOT return at the fall of a

wicket at any stage in the innings.

4.29.2. A batsman may not be retired for any other reason other than for a legitimate injury.

4.29.3. No other ball games, and unruly behaviour from any team whose players are batting will be

allowed. They are to sit and cheer their team on. No extra-mural activity will be allowed during

the duration of play.

FINAL LOG POSITIONS FOR PRELIMINARY ROUNDS WILL BE DETERMINED AS FOLLOWS:

5.1.1. The U16 Age group:

5.1.1.1. Will be divided into 2 pools of 4 teams each.

5.1.1.2. Each team will play 3 pool matches

5.1.1.3. The top 2 teams of each pool will play each other in the semi-finals:

5.1.1.4. 1st place in Pool A will play 2nd place in Pool B

5.1.1.5. 1st place in Pool B will play 2nd place in Pool A

5.1.2. The U18 Age group: 5.1.2.1.

The U18 Age group will consist of 6 teams playing 4 round-robin games (the 5th match

is a BYE). 1ST place automatically secures a position in the final. 2nd and 3rd place will play an

eliminator game for the second spot in the u18 finals.

5.2.

Final Positions:

5.2.1.

In the event of teams finishing on an equal number of points, the final log position/s will be determined in the following order of priority:

5.2.1.1. The team with the highest net run rate. A side bowled out within their allotted overs

will have their run rate for that innings based on the full number of overs they were

entitled to receive if they had batted their full quota of overs. (If a match is declared as a

no result, run rate is not applicable)

5.2.1.2. The team with the most number of wins.

5.2.1.3 If still equal, the team with the most number of wins over the other team/s who

are equal on points and have the same number of wins.

5.2.1.4. If still equal the finalist/s will be determined by the toss of a coin.

5.2.2. THE SUPER OVER (Only applicable in the event of a tie in the final matches)

again, then the team who batted first in the Super 5 wins).

5.2.2.1. If there is a tie in any of the play-off matches a one over per side

SUPER OVER will be played: Teams nominate 3 (three) batsmen

and 1 (one) bowler

5.2.2.2. Umpires to stand at same ends as that when match

5.2.2.3. Fielding restrictions will apply and only 5 players will be allowed outside the circle.

5.2.2.4. The team batting second in the match will bat first.

5.2.2.5. The loss of two wickets will end the team’s one over innings.

5.2.2.6. In the event of teams ending on the same number of runs, the team batting second will

lose the match.

5.2.3. The Tournament Organisers have the right to declare matches null and void depending on the

circumstances / facts surrounding such matches.

5.3.

Points will be allocated as follows:

5.3.1. 3 Points for win,

5.3.2. 1 point for tie/no result

5.3.3. and 0 points for loss

5.

THE ONLINE TEAM REGISTRATION FORMS

The team registration forms need to completed via the online link. Please ensure that you load each players details and stipulate the correct age group.

6. ATTIRE Please note that the dress code for players is Cricket uniform for the appropriate age groups. It is preferable for Teams to wear a coloured kit. If a colour kit is not available, normal cricket whites will be allowed.

7. MEDICAL/INSURANCE: First aid assistance will be on hand but Teams are advised that all medical costs are for your Team’s account. Managers should ensure that they have the personal details as well as medical aid numbers of each and every member of their team.

The Managers must have this information on hand during the Tournament.

Teams must bring their own medical bags for less serious cases, like headaches, wounds etc.

Private paramedics will be on standby at all times for the duration of the tournament.

Managers or Umpires must report all injuries to the designated First Aider or any member of the LOC. Seriously injured players will be transported by ambulance to the local hospital.

Parents/Teams will be responsible for payments of accounts.

8. INJURIES DURING MATCHES

9. UMPIRES, MATCH REFEREE & SCORERS Umpires and Scorers will be provided for the duration of the Tournament. A manager or designated team member is required to sit with the scorers for the duration of the match. A match referee will be assigned to each venue. In the event of any dispute arising, the authorised team manager has the right to approach the match referee to resolve the dispute.

THE UMPIRES DECISION IS FINAL! 10. PERSONAL CARE Players should have plenty of sun-screen and liquids (water or energy drinks) and parents should bring umbrellas and chairs.

11. TUCK SHOPS AND FOOD STALLS TEAMS ARE RESPONSIBLE FOR THE PROVISION OF THEIR OWN FOOD! Tuck shops and food stalls will be available for the duration of the Tournament most of the day.

12. TRANSPORT ALL TEAMS ARE RESPONSIBLE FOR THEIR OWN TRANSPORT TO PLAYING VENUES!

CODE OF CONDUCT BREACHES OF THE CODE OF CONDUCT Any breach of the code can be reported to a member of the LOC who in turn will advise the Tournament Convenor, Mr. Faried Philander. An independent person, from within the Committee, will be appointed to investigate the breach and report to the Full Committee with recommendations of an appropriate penalty should the breach be proven.

No person bound by this Code of Conduct and the Rules of the Tournament shall engage in disorderly or improper conduct or behaviour.

Disorderly or improper conduct or behaviour includes, but is not restricted to: 1. NO ALCOHOL is permitted at any field during the full duration of the Tournament.

2. Assaulting or attempting to assault, or abusing, either verbally or physically, an umpire, player or spectator.

3. No Chirping of Umpires, match referees or officials by coaches, management and supporters 4. Disputing, distinct from questioning, an umpire’s decision, or reacting in an obviously confrontational manner towards an umpire.

5. Using crude or abusive language, or hand signals or other gestures.

6. Engaging in any form of conduct or behaviour detrimental to the spirit of the game or likely to bring the game into disrepute.

7. Refusing to supply that person’s name when required by another captain/person who is lodging a report.

8. The captain of a team shall ensure that the players (including the person acting as 12th and 13th man) comply with the Code of Conduct and Rules and Regulations.

9. The captain of a team breaches the Code of Conduct if a player in that team engages in continuing disorderly or improper conduct or behaviour.

You are required to: 1. Respect the rules.

2. Respect the officials and accept their decisions.

3. Respect the opponent.

4. Have a concern for equal opportunity.

5. Always be gracious winners and dignified losers.

RACIAL AND RELIGIOUS VILIFICATION CODE No person who is participating in a match under the jurisdiction or auspices of the Awqaf SA and Primrose Cricket Youth Cricket Tournament shall engage in any conduct, act towards or speak to any other person in a manner which may offend, insult, humiliate or vilify such person/s on the basis of that person’s race, religion, colour, descent or ethnic origin.
