Allah (SWT)has planted us on earth to be HIS vicegerent. Our beloved Prophet Mohammed (S) has shown the way and has been the best example for us. His sole purpose has been to Serve Mankind. One of the key Sunna’s of our beloved Nabie (S) is the concept of Waqf as a tool for revitalization and a model for a Sustainable society. The Olive tree is a symbol of Sustainability and Peace. A Waqf can be likened to an Olive tree that lasts for many generations. The Waqf system is a cornerstone for “Sustainable Community Development”. When we set up a Waqf, we need to be cognizant that what we give to others belongs to us and what we keep belongs to Allah (SWT). In the Waqf system what we give translates into eternal blessings for us and all our future generations. We invite you and your family to join Awqaf SA on this journey to make our community a fountainhead for a “Sustainable Society”

Safar 1439 October 2017 In the name of Allah, Most Gracious, Most Merciful Dear brothers and sisters Assalamu Alaykum wa rahmatullahi wa barakatu Since 2000, the National Awqaf Foundation of South Africa has relentlessly championed the institutionalisation of the prophetic and divine concept of Waqf. During these years to date we have seen tremendous growth in the popularization, understanding, and internalization of the concept. But we still have a long way to go. We firmly believe that Awqaf SA, as a collective community based institution, needs to become the Community Sovereign Fund of the Ummah. This will enable us to be benefactors on a much more efficient and wider scale touching the lives of Muslims as well as the poor and needy in the broader South African context. The perpetual sustainability characteristic of the Waqf system enables us to plan for the future and to make targeted and strategic interventions that will enhance the profile of the Muslim community of South Africa. Several local institutions and corporates are also beginning to establish waqf funds through Awqaf SA. Our outreach has also been global. Due to our teams efforts, we have been able to reach out to many other countries to share our experiences and enable communities to initiate the waqf institutions in their countries Uganda and New Zealand are examples of these. We make dua that the waqf system spreads deep, far and wide and becomes part of the culture of Muslim waqf giving as it was in the past. Allah is Khairur Raziqeen. He is also Khayrul Waritheen. The Best of Providers and the Best of Inheritors. A message to us all to give during our lifetimes what belongs to Allah, to revive this sunnah and to reclaim the most powerful, perpetual sustainability, strategic, and empowering voluntary Islamic Charity. Muslims: past, present & future
O
ver the past 350 years, Muslims played a valiant role in opposing colonial rule and apartheid in South Africa. Several years into the new democracy, in an era of change and transformation, we should ask: what about the next 50, 100, or 350 years? What about the future?
As a unique, diverse, and self-confident community, Muslims have a promising future in this country. But we also have challenges and opportunities ahead in every walk of life: from politics to economics; from education to dawah; and from youth to community development. Major concerns are expressed by social workers and community leaders around rising drug and alcohol abuse, women and child abuse, divorce, HIV and AIDS, unethical & immoral behaviour, and a host of other concerns. We now have the challenge to seek solutions and build new, vibrant, and successful institutions for the long term growth and development of our communities in our country - amidst the unjust legacy of slavery, colonialism and apartheid such as white privilege, racism, poverty, deprivation, and gross socio-economic imbalances and disparities. Democracy and its freedoms too are also taking its toll on both Muslims and the broader community. 6

M
USLIMS are searching for proactive leadership and workable solutions to steer them through their challenges which have become even more acute since 9/11. The resilience with which Muslims endured past challenges provides the strength for the future. That strength also lies in its diverse people: youth and elderly, men and women, of all backgrounds and cultures. We have been endowed with community infrastructure like no other. Mosques, madressas, schools, organisations, and Dar-ul-ulooms abound despite the difficulties imposed on us. For this we are thankful to our forebears, our generous businesspersons, general donor community, to Allah (SWT) and their firm faith in Him. We now need to build on that great legacy and go to greater heights. Times have changed. We live in a new era. We need to become more organised, develop more institutions, and be more responsive to the needs not only in our established communities but also in emerging and destitute communities. We need to constantly strive to become an empowered, influential, but benevolent community.

HOW WILL WE DO THAT? New Initiatives
N
ew initiatives are needed to enable the community to pursue the aforementioned vision. We need to make our charity more effective. We need to stop the self-marginilisation. We need to be part of and actively participate in the mainstream of society. We need to initiate and fund a variety of poverty alleviation and sustainable community development projects and programmes both within the Muslim and broader community. The most challenging task ahead: The establishment of the waqf institution in South Africa.
What is Waqf?
A
waqf (pl: Awqaf) is a voluntary donation in the form of an endowment which is dedicated by a person, male or female, to Allah for charitable, humanitarian, or religious purposes. Once donated, the waqf becomes Allah’s property and effectively becomes public property, managed by responsible persons such as mutawallees/mutawalliyahs and administered on behalf of the donor according to his/her wishes. The donation could be in the form of any asset and includes cash, shares, and property, no matter how small or large.

ollowing the idea of founding a dedicated Waqf institution, and the subsequent consultation, participation, and involvement of several stakeholders, the National Awqaf Foundation of South Africa (Awqaf SA) was formed as an independent community-based and community owned trust in 2000. Awqaf SA has thus embarked on developing the Divine institution of Waqf as a long term solution to providing sustainable funding for projects and programmes aimed at empowering communities and contributing to poverty alleviation.

Investments The investment strategy guidelines adopted by Awqaf SA are as follows: Location: Combination of community, provincial, national, and offshore. Returns: Balance of social and financial returns within constraints of strategy with a bias to maximisation of financial returns. Diversification/Risk: Spread risk with bias at low risk, diversified portfolio. Investment portfolio: Combination of property and equity Equity participation: Public/Awqaf/institutional partnership possibilities. Currency & Inflation: Hedge / factor into strategy. How can I make a Waqf? DONOR DONATES
“The person or donor who makes a waqf is called a waqif (m)/waqifa (f). To make a waqf is a Sunnah and the Prophet (s) encouraged his sahaba (ra) to make a waqf. Waqf is a pure Islamic shari’ah-based institution.” You may make a Waqf in at least 5 different ways through Awqaf SA:

Does the Waqf Capital get used?
N
O. AWQAF SA, through its panel of investment advisors and experts, invests 100% of the capital. None of the capital is spent. Only the earnings generated from its investments are used for projects and programmes as directed by the donor. The waqf capital remains intact, protected, and enhanced over time.
How is AWQAF SA Governed?
A
WQAF SA is governed by a Council of Mutawallees, a Board of Management, and a panel of Shari’ah Consultants. These structures comprise of the most credible, qualified, and competent persons, including expert ulama, accountants, lawyers, academics, business people, and others who are bound by the code of conduct, ethics, and operational policies of AWQAF SA. “It is the desire of the founders to ensure that governing organs are representative of the demographics of the country and diversity of our communities and further, to incorporate significant role-players from the mainstream of the Ummah. We are committed to clean, transparent, and effective corporate governance.”

GRANT FUNDING Awqaf SA has two downstream revenue spends allocation : Awqaf SA Projects. These are primarily projects that Awqaf SA has identified as being necessary for community development but is currently not being undertaken by community institutions. Grant Funding for existing organisations working within the community. Organisations are required to complete the Online Grant Application Form and submit the relevant documentation for evaluation. Educators Workshop The National Awqaf Foundation of South Africa (Awqaf SA) in partnership with H2 Advisory will be hosting training workshops for educators, which aims to introduce them to innovative techniques to improve the delivery of classroom lessons. Educators and school managers were introduced to the pioneering research of education specialist, Carl Garner, who has written several books on the ‘How2Teach,’ ‘How2Learn’ and ‘Teach2Learn’ concepts. The H2 Advisory developed modules empower teachers to better support and motivate their students and moves away from the traditional techniques of repetitive, “teacher talk and chalk” learning methods to critical, analytical, and problemsolving skills. The workshops have been endorsed by the Association of Muslim Schools (AMS), host schools, and the United Ulama Council of South Africa 24

Education Literacy Programmes Our Matric Mathematics upgrade project has thus far impacting over 6000 matriculants. The programme is run in association with the Department of Basic Education, K Way Mathematics Institute. The tutorial series is also broadcasted on ITV, reaching thousands more. “Thank you for your wonderful initiative. I have forwarded your mail to our Acting DG. Darushifa - Health Care Cataract It is estimated that there are 217000 patients awaiting cataract operations in South Africa. To date the partnership between Awqaf SA donors, the Pakistan Community of SA, Olympus Digital Camera and the Islamic Medical Association of SA has completed around 4700 cataract operations with a commercial value of around R50million.
Frail Care and Elders Care Due to the dire need in Communities for specialised institutions, such as for the frail and elderly, Awqaf SA has embarked on the development of facilities and the provision of care services to the frail and elderly. These will be branded as Darushifa and overseen by Awqaf SA in cooperation with an Operating Association and a dedicated team of volunteers on the ground. 31

Yo u t h & L e a d e r s h i p D e v e l o p m e n t One of the main sectors supported by Awqaf SA is that of Youth Development and leadership. Various youth leadership, development, training and mentorship programmes are funded and encouraged through the Waqf fund. Muslims have always been part of the struggle for human rights. There are many veterans in our midst who gave selflessly for this cause. Awqaf SA has established a Community Leaders Waqf with sub-funds, to be named after our leader & compatriots. These endowments will benefit previously disadvantaged South Africans. Awqaf SA has also commissioned the writing of a multitude of biographies of Leaders and their Legacies 32

Community Relief Programmes Ramadaan Programme For the past 8 years, Awqaf SA has worked with youth during the month of Ramadaan to deliver iftaar meal packages to our brothers and sisters in emereging communities across South Africa. The project is coordinated by youth and we have partnered with local organisations and International Orginasations like Diyanet Vaqfi Turkey, The Humanitarian Foundation IHH and others.

Hajj Waqf Fund The purpose of the Hajj Waqf Fund is to create a sustainable funding mechanism to assist poor and needy Hujjaaj to perform the Sacred Journey to the House of Allah and to provide subsidies and assistance to needy and distressed hujjaaj. In addition, the fund will assist in sponsoring food and medical supplies and any other need of our hujjaaj. Those of us that have been blessed with the means may give a gift of sadaqah jariyah, now have the opportunity to contribute to the Hajj Waqf Fund established by Awqaf South Africa. The reward: thawaab jariyah, ongoing thawaab, a 100 000-fold. The Hajj Waqf Fund will help make the dream of performing Hajj a reality for many hujjaaj every year and provide for needy & distressed hujjaaj.

Masjid Renovation Project The masjid renovation project emerged as a result of a need within the emerging Muslim communities to refurbish Masajid that were in a basic and often derelict state. Most of these facilities were in such a poor condition with some not having adequate shelter from inclement weather, running water or ablution facilities. The Masjid renovation Project was launched as a joint venture project between Awqaf SA, SANZAF and VOC (Radio Voice of the Cape). In phase 1, a total of 53 Masjids were nominated by the community of which 22 projects were started. A task team consisting of Quantity Surveyors, Architects and Builders was established. A building survey and questionnaire was developed to assess and survey the selected sites in a detailed way. A detailed bill of quantities and final report on each Masjid has been produced. The criteria for selection for Project 21was as follows: The Masjid has to be in an underprivileged area. It was preferred if the Masjid was in an emerging Muslim community. The community had no or had very little access other sources of funding or income. In phase 1 basic repairs were undertaken to ensure the full functionality of the center’s. It is envisaged that phase 2 and phase 3 will improve the facilities so that they can become fully functional holistic Islamic Centre’s providing a variety of services including prayer, early childhood development, skills development, clinics, PC labs, libraries etc.

Community borehole project The aim of the Community Water project is to provide water to communities in remote parts of South Africa. A series of boreholes were installed incollaboration and generous sponsorship of the Ahmed Mohamed Baghlaf Waqf (DUBAI). A total spend fo R17.5million has been allocated for this project.

Awqaf SA PC Labs: Empowering Lear ners Awqaf SA has built a few PC Labs at educational facilities in South Africa. This is an ongoing project. The computers at these sites will help facilitate skills development projects to bridge the digital divide that exists across South Africa. Many of the homes in impoverished communities do not have personal computers and this PC Lab project undertaken by Awqaf SA aims to address that need and provide programmes to upskill learners.

Sports & Community Social Cohesion Awqaf SA funded many Sport development programmes across the country. Various sports codes and tournaments were hosted, in particular the T20 Youth Cricket Tournament. Other codes of sport included soccer, rugby and Silat, the Islamic form of martial arts. Sports is a natural vehicle that acts as a sustainable tool to developing individuals and communities. As a community, owned Endowment Fund, Awqaf SA provides an equal opportunity to all kids to partake in sporting activities, which will allow a platform to harmoniously integrate and build communities.
