T20 Youth Captains
Message Mickaeel Collier - Deputy CEO Awqaf SA
May Peace and Blessings be upon you, our players, managers, coaches and your family. Awqaf South Africa in partnership with Primrose Cricket Club are jointly organizing the second AWQAF SA & PRIMROSES T20 YOUTH CRICKET TOURNAMNET as part of Awqaf SA's Social Cohesion project. We are particularly proud that this year's Tournament will be run under the Patronage of Mr Beresford Williams, President of Western Province Cricket Association and Mr. Nabeal Dien the CEO of Western Province Cricket. These two individuals for decades have selessly dedicated their lives to the advancement of Youth through the wonderful game of Cricket. Awqaf SA is a charitable endowment (Waqf) receiving organization. It invests endowment funds and spends only the income generated from investments to fund a variety of community development projects and programmes promoting Integrated Community Development, social cohesion and self-reliance. In extension of our community social cohesion projects, we have partnered with Primrose Cricket Club to facilitate a Youth Cricket Tournament. Established in 1976, Primrose Cricket Club has been at the forefront of cricket excellence despite the adverse historic challenges placed on sport as a result of discriminatory apartheid policies. We believe that sports is a natural vehicle that acts as a sustainable tool to developing individuals and communities. The tournament therefore, aims to promote social cohesion by allowing kids from varying walks of life to play the game of cricket at NO CHARGE. As a community owned Endowment Fund, we would like to provide an equal opportunity to all kids partaking in the tournament, which will allow a platform to harmoniously integrate and build communities. We wish the players, managers, coaches and parents an enjoyable Tournament. May we respect each other's dignity, be tolerant of our diverse backgrounds, ethnicities and religious beliefs so that we promote harmony, tolerance, and our common humanity. Best wishes Mickaeel Collier Deputy CEO, Awqaf SA 1

3. TIME ALLOCATION 3.1. 3.2.
Each side will have 80 minutes per bowling innings. (4 min/over). Any team failing to bowl their overs within the allocated time will be penalised with 7 runs for every over which is still outstanding to complete the innings. As bowlers do not have run up limitations, captains need to monitor the time and either use more spin bowlers or shorten run ups to ensure team stays within time allocated. This means that the 20th over must start before 80 minutes has elapsed in a normal match to avoid penalties. 3.3. A time allowance of 2 min per wicket is given to the fielding team. Additionally, a new batsman should cross onto the field of play and must be ready at the pitch within 90 seconds after the dismissal of the previous batsman. 3.4. Any team that is responsible for the late start of any match will be penalized by one over for every 4 minutes lost from the original starting time. Example: Team A arrives 20 minutes late and will therefore only be allowed to bat 15 overs (20minutes/4minutes per over = 5 overs deducted). Team B will bat their full quota of 20 overs. Any additional time for warming up will also be added to time lost and will be penalized by deduction of overs. The team arriving late will lose the benefit of the toss. The team that arrived on time will have the choice to bat or bowl first. TEAM MANAGEMENT IS RESPONSIBLE FOR TIME MANAGEMENT! If there happens to be a valid and acceptable reason for a team arriving late, tournament organisers will take this into consideration. In such an instance, organisers need to be informed as soon as possible. 4. 4.1. 4.2.
4.3. 4.4.
4.5. 4.6.
MATCH SET-UP A maximum of 4 (Four) Overs per bowler or in interrupted matches not more than one-fifth of the overs Minimum of 6 (Six) balls and maximum of 8 (eight) balls per over except in the final over of an innings where 6 legal deliveries have to be bowled. No over may end on a No Ball, or in the case of a Free Hit may not end on a wide. If a free hit is a wide, the next ball will still be a free hit. Minimum of 6 (Six) overs of spin in all matches of 20 overs, or one fifth of the overs to be spin in interrupted matches. 6 (Six) overs of Power Play at the beginning of an innings in uninterrupted matches. A maximum of 2 (two) players will be allowed outside the circle. (in all interrupted matches a third of an Interrupted match will constitute a power play.). After the Power Play only 5 players are allowed outside the circle. In interrupted matches a minimum of 5 overs by both teams constitute a match. In any interrupted match the starting time for the matches in the preliminary matches may be postponed by the umpires by 40 minutes before a deduction of overs will be applied. In such circumstances, the umpires will be the sole judges whether the playing field is fit and safe for play and NOT management or parents. If any delayed start/s is in the morning, the afternoon match/es will start 40 minutes later than the official scheduled starting time.
[A LATE START DUE TO A TEAM ARRIVING LATE AT A VENUE DOES NOT QUALIFY AS AN INTERRUPTED MATCH]

ALL batsmen must wear helmets whilst batting. ANY fielder (including the slip fielders) fielding closer than 10 meters from the bat must wear a helmet. BATSMEN STEALING GROUND: Any batsman Run Out the first time trying to steal ground, will be given a warning. The umpire will call and signal DEAD BALL and any runs that may be scored from such a Run Out will be disregarded. This is a First and Final warning for the TEAM. Any batsman legally Run Out in this fashion after the warning, will be given out. NOTE: No Run Out can be achieved if a bowler is in his delivery stride and if his delivery action has not been completed – if this occurs, a No Ball will be called and a Free Hit will be given. NO COACHES are allowed on the field of play to question decisions of umpires or to interrupt any match!!! A team may be penalized by a deduction of 3 points on the log should they have been found to be disruptive. Coaches may not go on the field during play unless there is an injury, and may not give instructions to players during the match. Coaches will only be allowed to go on the field during the drinks breaks. Parents to stay five meters away from the boundary line. NO PARENTS are allowed on the field of play to question umpire's decisions or to interrupt matches. It is the Team managements' responsibility to control their players' parents. NO parent/coach/player are allowed nearer than 5 meters from the boundary ropes. A team may be penalized by a deduction of 3 points on the log should they be in breach. Teams HAVE to provide someone to sit with the scorer during the course of each match. This could either be a parent or player. Scorers do not know the children and need the assistance from teams to ensure players are correctly identified. Teams are welcome to have their own scorer sit with the official scorer, but the official scorers' score will be final. Back- Stop – a fielder may under no circumstances act as a back stop for the wicket keeper i.e. field directly behind the stumps or wicket keeper. The fielders should be in a traditional 3rd man or fine leg position. If a fielder is found to be acting as a backstop, a NO Ball will be called and a Free Hit will be awarded. Retiring Batsman 4.16.1. Retired Hurt – A player retired due to injury may only return at the fall of a wicket at any stage in the innings. 4.16.2. A batsman retired for any other reason may only return prior to the fall of the last wicket i.e. as the number 10 batsman. No other ball games, and unruly behaviour from any team whose players are batting will be allowed. They are to sit and cheer their team on. No extra-mural activity will be allowed during the duration of play.
POINTS, SCORING & RANKINGS 5.1. POINTS Win = 2 points; Bonus point = 1 point; Draw/No result = 1 point; Loss = 0 points A Bonus point is calculated by using the 80% method. E.g., the chasing team must score the winning runs within 16 overs (80% of total overs) in an uninterrupted match. Alternatively, the defending team must restrict the other team less than 80% of their score to achieve a bonus point. 5.2. FINAL LOG POSITIONS FOR PRELIMINARY ROUNDS WILL BE DETERMINED AS FOLLOWS:
4
T20 Rules & Regulations Awqaf SA & Primrose C.C. T20 Youth Tournament 15 - 17 December 2017
5.2.1.
The two teams with the most points in each age group will play in the FINAL. Teams finishing in Positions 3 and 4 in each age group will play out for 3rd and 4th place. 5.2.2. In the event of teams finishing on an equal number of points, the final log position/s will be determined in the following order of priority: 5.2.3. The team with the most number of wins. 5.2.4. If still equal, the team with the most number of wins over the other team/s who are equal on points and have the same number of wins. 5.2.5. If still equal, the team with the highest net run rate. A side bowled out within their allotted overs will have their run rate for that innings based on the full number of overs they were entitled to receive if they had batted their full quota of overs. (If a match is declared as a no result, run rate is not applicable) 5.2.6. If still equal the finalist/s will be determined by the toss of a coin. 5.2.7. THE SUPER OVER (Only applicable in the event of a tie in the final matches) 5.2.8. If there is a tie in any of the play-off matches a one over per side SUPER OVER will be played: Teams nominate 3 (three) batsmen and 1 (one) bowler 5.2.9. Umpires to stand at same ends as that when match ended. 5.2.10. Fielding restrictions will apply and only 5 players will be allowed outside the circle. 5.2.11. The team batting second in the match will bat first. 5.2.12. The loss of two wickets will end the team's one over innings. 5.2.13. In the event of teams ending on the same number of runs, the team hitting the most sixes combined from their two innings will win the match. 5.2.14. If still equal, the team with most boundaries combined from their two innings will win the match. 5.2.15. If still equal the winner will be determined by a count back of runs from the final ball in the over: Example: Runs scored from: TEAM A TEAM B Ball 6 2 2 Ball 5 4 4 Ball 4 2 1 Ball 3 6 2 Ball 2 0 1 Ball 1 2 6 5.2.16. Team A will be the winner because they scored more runs off the fourth ball. 5.2.17. If still equal, the winner will be decided by the toss of a coin. 5.2.18. The Tournament Organisers have the right to declare matches null and void depending on the circumstances / facts surrounding such matches. 6.
