У цій статті ми аналізуємо і критикуємо засадничі принципи створення головного містопланувального документа Києва — Генерального Плану 2040. Його оприлюднили 3 березня 2020 року. Ми протиставляємо підхід Плану до міського майбутнього з погодженими в Україні сучасними принципами планування: Новою програмою міст, Лейпцизькою Хартією та стратегією міста Києва. Вивчивши документ, ми виявили чимало потенційних негативних наслідків та суперечностей самого Плану. Тому, окресливши його головні засади, ми стверджуємо, що місту необхідно негайно переосмислити цінності, цілі та структуру владних відносин у процесі створення містопланувальної документації. Готові, звичні, але застарілі планувальні рішення локальних проблем мають поступитися учасницькому, демократичному і цілісному процесу. Лише тоді місто зможе створити майстер-план, який дійсно пропонує інновативні, підтримані громадою рішення для поліпшення життя нашого міста. Ми завершуємо дискусію пропозиціями засадничих візіонерських змін, які зможуть запустити нові політичні, громадянські й дизайн-підходи до міського планування в Києві.

In this three-part article, we assess and critique the foundational principles behind the creation of the city of Kyiv’s key and sole formal planning instrument: its General Plan, proposed for passing and released on 3rd of March 2020. We contrast the new plan’s approach to urban development with alternative, contemporary aims and principles outlined in the New Urban Agend a (NUA); the Leipzig Charta; and the Kyiv City Strategy. Our assessment shows the negative repercussions and inconsistencies of the new plan. As we discuss and debunk key principles of the General Plan we argue in turn that Kyiv needs to foundationally and immediately rethink the values, aims and the power relations within its decisionmaking process for urban planning and development. Off-the shelf, obsolete planning solutions to tactical-level issues should be abandoned and a revised, participatory, democratic and pluralistic participation process should be enacted instead. Only at that point will Kyiv be ready to create a master plan that truly offers innovative and broadly-supported ideas for needed improvements. We conclude by offering fundamental and necessary visionary changes are needed in the GP process in order to «catalyse» new political, civic, and design approaches to planning in Kyiv.

Вісімдесят століть минуло відтоді, як мешканки і мешканці Хірокітії, старовинного поселення на Кіпрі, створили першу відому «міську» вулицю. Жителі та жительки Хірокітії з власного бажання спершу спільно домовилися і побудували, а згодом підтримували центральну вулицю міста протягом декількох століть. Вона була не тільки вільним простором між будинками, а й місцем для спілкування, торгівлі та пересування [1]. Приклад давнього Кіпру доводить силу горизонтальних, ініційованих мешканками та мешканцями процесів і нагадує про базову людську потребу формувати місто [2]. Історія Хірокітії свідчить про важливу соціальну цінність міського простору і наголошує, що процес творення міста це соціальний процес. Зменшення впливу мешканок і мешканців на процес творення і саму форму міста пов’язаний зі змінами, що почалися після епохи Середньовіччя. Населення міст зростало, а зміни політичної системи уможливили сильну, а іноді й авторитарну державу. Ієрархічна система іноді поглинала або й знищувала голоси мешканок і мешканців. Філософія Просвітництва, а потім модерністичний рух 20 століття пропагували раціональний підхід до планувальних та індустріальних технологій. Згодом вони стали поштовхом до виникнення ідеї побудови ідеального міста і посилення значущості інженер/ок - архітектор/ок - планувальни/ць [3]. Давні, вернакулярні практики спільного творення міського середовища зникли. Натомість професіонал/ки і політики/ні почали ухвалювати ключові рішення щодо майбутнього міста.

Eighty centuries have passed since the inhabitants of Khirokitia, in what is today known as Cyprus, created the first known «urban» street. Citizens of Khirokitia collectively agreed upon, built, and maintained their city's central street on their own. This collectively designed street was not merely a space between the buildings, but a space for communication, trade, and mobility [1].

While this ancient Cypriot precedent may seem distant from contemporary urban planning conditions in which computers, engineers, and politicians seem to shape the city, the example of Khirokitia testifies to the power of horizontal, citizen-driven initiative, and to the basic fundamental human desire [2] to participate in shaping the city.

Khirokitia speaks to the social value of city spaces, and the essentially social process of city design.

As the population of cities grew in the post-medieval period and as political systems changed to permit a stronger, sometimes authoritarian state, citizens' influence in shaping the process and form of cities diminished. In some cases, citizen wishes became subsumed to a hierarchical, topdown system, disappearing entirely in the most extreme cases. First, the enlightenment then the twentieth-century Modern movement, pioneered the use of a rational mind, the application of planning and industrial technology, all while fostering the creation of ideal cities and elevating the role of a planner-architect-engineer [3].

The ancient, vernacular, collective practice of shaping the city environment was abandoned as professionals and politicians took charge of urban futures. Today, this profes-

sionalized, politicized, mechanized reality of city building remains routine throughout much of the world. Citizens are mostly alienated from city planning. Kyiv, Ukraine's capital, is no exception.

After centuries of imperialist centralized city planning and development, Kyiv was presented in the 1990s and the first decade of the 2000s with the opportunity to regain a citizen-oriented and integrated approach to general planning. Sadly, this opportunity was missed. Ukraine entered a confusing era in which neither the admittedly hierarchical yet rational Socialist planning model, nor the vernacular, citizen-driven historical planning model, were followed. Instead, a haphazard era of privatized planning in the 1990s and 2000s led to a mixture of state, municipal, and private companies controlling the planning process. This efficiently eliminated expertise and critical discourse in favor of short-term profiteering and rent-seeking.

In today's Kyiv, decisions about the disposition, utilization, and development of urban space are made behind closed doors, to the benefit of specific business interests, and with minimal participation of citizens [4]. Still, citizens suffer the consequences of poor and absent planning: the car parked on the pavement, the smog filling the air, the lack of safety in public spaces. But this suffering public, little informed about its rights to participate in planning, struggles to grasp the connection between the poor-quality urban realm, and the flawed decision-making process that shapes urban planning in Kyiv today. As a result, citizens are unable to influence these processes.

Жительки і жителі не довіряють міським органам влади, професіоналки і професіонали не мають солідарної артикульованої позиції, а міська адміністрація не відкриває жодних можливостей для дискусії. Генеральний план Києва складний для розуміння. Візуальне представлення схем і термінології заплутане, читачі та читачки мають розбиратися з десятками схожих кольорів на мапі, які мають різні функціональні призначення. Наприклад, садибна забудова і пляжі позначені однаковим кислотно-зеленим кольором (малюнок 1). Генеральний план також містить терміни без належного тлумачення: міська дорога, регіональна дорога, захисна зелена зона, лугопарк та інші [ред. ознайомитися з ними можна на офіційному сайті Київгенлан, слайд 6]. Попри це, планувальни/ці з Інституту Генплану очікують, що громадське обговорення формально вдасться провести. Активісти й активістки не довіряють офіційному обговоренню і запустили альтернативну платформу «Генплан киян» [6] для дискусій. Теперішня онлайн-дискусія і критика стосується окремих аспектів Генерального плану. У цій серії статей ми також не пропонуємо всеохопний аналіз положень.

While there are more and more signs of an «insurgent polis» [5] manifested in transgressive events such as clashes with developers and protests, such events in Kyiv are rarely linked to the biased, corrupted decision-making process of urban planning that continues to operate without restraint at the city-scale.

The recent so-called «public debate» of the Kyiv General Plan 2040 (Kyivgenplan, 2020) released on 3rd of March 2020, demonstrates the wide divergence of views between the city's rightfully mistrustful citizens, divided professionals, and seemingly impervious public authorities.

It is important to note that GP is illegible for citizens and is hard to read and understand even for professionals. The visual representation of schemes and its terminology is confusing. Readers are puzzled by the range of colors in a palette, whereby similar colors correspond to the entirely different functional uses. E.g., detached houses and beaches are both shown as acid green [figure 1]. The GP 2040 also includes many professional terms without providing definitions — e.g., city road, regional road, preservation areas, meadow park. The GP authors suppose that citizens will find definitions of the construction norms by themselves.

Still, planners expect a formal «public debate» to be conducted successfully.

Active citizens demonstrated distrust of the official «public debate» that started online in April 2020 by launching an alternative platform for the discussion among citizens. This was named «Genplan for Kyivans» (Генплан для Киян [6]).

Сьогодні професіоналізована, політизована і механізована реальність міста досі домінує в багатьох містах. Мешканці та мешканки таких міст переважно відчужені від містопланування. Київ — не виняток. Після століть централізованого імперіалістичного містопланування і розбудови у 1990-х роках Київ отримав можливість відновити інтегрований і орієнтований на громаду розвиток міста. На жаль, цю можливість ми проґавили. Сьогодні українське містопланування опинилося в суперечливій позиції. Оскільки ні централізована, раціональна й ієрархічна радянська планувальна модель, ані вернакулярна, ініційована громадян_ками історична планувальна модель, не відіграють ключової ролі. Натомість період хаотичної приватизації 1990-2000 років призвів до формування точкового державного, міського і приватного впливу на планувальний процес. Така ситуація успішно підважила експертність радянських планувальни/ць і унеможливила новий критичний дискурс. Сьогодні в Києві дискусії про використання і розвиток міського простору відбуваються за закритими дверима і вирішуються на користь конкретних бізнес-інтересів з мінімальною участю мешканок і мешканців [4]. Водночас жительки і жителі страждають від наслідків поганого планування або від його браку: запарковані машини на тротуарі, смог у повітрі, небезпека у міському просторі. При цьому, будучи непоінформованими про своє «право на місто», вони не можуть встановити зв’язок між низькою якістю міського простору та недоліками у процесі прийняття рішень. Зрештою, громада не може вплинути на процеси місь-

• У першій частині ми розглянемо теми публічного простору, сталого розвитку й інтегрованого планування в Генеральному плані, щоб показати, якими можуть бути негативні наслідки ухвалення цього документу.

• У другій — далі заглибимося у проблеми і недоліки процесу ухвалення рішень, опишемо цінності та принципи, за якими, на наш погляд, створюється Генеральний план.

У завершальній третій частині ми відкриваємо поле для дискусії про можливі шляхи створення нового процесу планування. «Поверення до Хірокітії» означатиме децентралізацію планувальних рішень, посилення влади громад над локальним плануванням і фокус на потребах людей при ухваленні рішень.

• Throughout the first article, we examine aspects of public space, ecology, and integrated planning of the General Plan of Kyiv 2040 to show the critical consequences that will arise if this document is approved in the city council.

• Secondly, we dive into the problems and shortcomings of the decision-making process, values, and principles lying behind the creation of the GP. (Part II) • Thirdly, we open up a discussion about the potential ways to create a new design process in urban planning. We do not intend to create another ideal General Plan, but we argue for an urgent need to reform the whole planning process.

Finally, «getting back to Khirokitia» would mean decentralizing decision-making in planning, empowering communities (hromadas) to take responsibility for the local affairs, and putting people in the center of the main processes of city management.

not wish to make a comprehensive analysis of every proposed action. The scope of this paper allows us to bring three of the most urgent problems to the foreground of discussion and what is more important to reflect on the underlying principles of present-day planning in Kyiv. We aim to contribute to the professional debate on GP 2040 by raising needed questions about values, vested interests, and long-term aims, rather than specific solutions. Therefore, we divide the article into three sections:

Генеральні плани вважаються комплексними документами, що враховують усі нюанси планування. Однак новому Генеральному плану Києва не вдалося впоратися з аналізом і плануванням сучасного міста. Цей документ застарілий щонайменше у трьох аспектах: він пропагує радше нестале, ніж стале мислення, поглиблює дезінтегрованість просторового планування і заперечує важливість публічного простору.

Although master plans are supposed to be comprehensive and acknowledged as being all aware, the new General Plan of Kyiv fails to deal with the contemporary urban situation. Instead, it recommends strategies that were current in the past, not prepared for the future. The Plan is outdated in three respects: it denies the validity and importance of public space, it promotes unsustainable rather than sustainable thinking, and it exacerbates the disconnected nature of local spatial plans.

Київ належить до одного з найменш придатних до життя міст, згідно з індексом EIU (117/140) та рейтингом Mercer (173/221). Столиця України не має того рівня якості життя й політики збереження довкілля, яких досягли такі центрально- й західноєвропейські міста як Відень, Берлін чи Варшава. Збереження довкілля — нагальна справа у світі під загрозою глобальної кліматичної кризи. Втрата орних земель, погіршення якості води, забруднення повітря, збільшення забруднення пластиком — це лише декілька проблем, з якими зіштовхуються міські адміністрації у всьому світі. Потрібно негайно впроваджувати нові міські політики, спрямовані на вирішення цих проблем. Міське планування та проєктування має відіграти у цьому важливу роль, створюючи

Kyiv ranks as one of the least liveable cities in the world, according to the EIU index (117/140) and Mercer ranking (173/221). The capital of Ukraine is very far from having the kind of quality of life and environmental actions achieved by central and western European cities like Vienna, Berlin, or even Warsaw.

Achieving higher environmental performance is an urgent matter in a world threatened by the global climate crisis. Loss of arable lands, worsening water, and air pollution, and increased contamination by plastics are just some of the many environmental problems affecting city administrations around the world. New urban policies to address these problems are urgent, and urban planning and design can play an important role, providing adaptive, responsive strategies such as traffic calming, green buildings, and energy transitions.

• По-перше, у плані немає термінів та концепцій сучасного сталого проєктування.

• По-друге, у ньому немає сучасних планувальних підходів до організації території міста, що вже стали нормою у багатьох країнах і міжнародних організаціях.

• По-третє, цей план і далі використовує «традиційні» методи проєктування, що радше зміцнює нестале й безвідповідальне щодо довкілля планування. Термінології сталого й екологічного розвитку немає. Документ справді посилається на Ляйпцизьку хартію. Однак нам складно простежити вплив проєктувальних політик Хартії на Генеральний план. Дискурсивно правильні слова «розвиток», «будівництво» і «зростання» згадані у тек-

Yet a progressive attitude to environmental challenges is absent from the new Kyiv general plan.

The Kyiv of the future will be obliged to use its natural resources — air, water, energy — more wisely, not only because world standards require it, but because of the national security, public health, and economic well-being of Ukraine and Kyiv will depend upon increased environmental responsibility. Enhancing a city's ecological performance should be a central, perhaps The central, aspect of any urban plan. Yet our reading of the city's new General Plan revealed several shortcomings and absences in the area of environmental responsibility.

• First, we found that the very terms that are widely used in contemporary sustainable planning are absent from the Plan.

• Second, we found an absence of planning tools that are considered as best practices by contemporary global organizations.

• And lastly, we found that the current Plan remains reliant on traditional planning methods that increase, rather than decrease, unsustainable, and environmentally irresponsible planning.

The absence of sustainable and environmental terminology. Although there are references to the Leipzig Charta scattered throughout the document, reading through the proposed numbers and spatial solutions, it is hard to trace these policies` influence on the document.

Отже, питання захисту довкілля пропонують розв’язувати ніби саме по собі, не узгоджуючи з іншими пропозиціями. Створення підвалин екологічного будівництва, зменшення витрат на утримання, збереження та перевикористання старих споруд і земель можуть стати частиною системного розуміння ролі просторового планування для сталого проживання у місті. Зауважимо, що частина Генерального плану про захист довкілля не має жодних пояснень, чому або як ці рішення спрацюють. Тож ми піддаємо сумніву обґрунтованість рішень у цьому розділі Генерального плану. Цей дискурс можна підсумувати одним реченням: «Цілком нормально будувати де завгодно двадцятиповерхівки й вирощувати довкола них траву, щоб компенсувати екологічний дисбаланс». У плані не враховано найкращі світові практики сталих міст. Ми не знайшли у документі згадок про те, як Київ долатиме нагальну проблему високого забруднення повітря, послаблюватиме ефект теплового острову, запобігатиме затопленню вулиць чи скорочуватиме ланцюги постачання продуктів (food miles). Discourse-wise, «development,» «construction,» and «growth» are mentioned in the text 278, 249, and 35 times respectively, conveying a friendly attitude to builders.

Environmentalists receive little respect in the Plan. However: «sustainability,» «resilience,» and «climate change» are mentioned 21, 0, and 1 time respectively. Even more important is the fact that none of these terms are explained in their relation to Kyiv's context and future. The Plan's lack of environmental consciousness is shocking.

Although every sphere enjoys at least a small analysis of the current condition, an environmental block is lacking even this.

Conceptual framework of the interconnections between proposed measures — e.g., transport network construction, housing development, and their impact on the natural environment is absent. Thus, the solutions of this part are created on their own, uncoordinated, and isolated from all the other document proposals. We know well that integration of ecological measures in the core of all the spatial planning processes is the key to tackling the current challenges. Creating frameworks to build ecologically, to reduce the need for maintenance, to «unbuild» derelict structures and lands are all parts of a systemic understanding of the role of spatial planning in achieving sustainable ways of living in the city.

We would like, therefore, to question the origin of the solutions in this section of GP. We note that the block of GP dealing with the protection of the natural environment does not provide us with any references of why, or how, these solutions would work.

The current discourse can be summarized as «it is completely normal to build 20-story towers wherever and plant grass around to mitigate the effect».

У майбутньому національна безпека, здоров’я населення та економічний добробут України і Києва залежатиме від ощадливого і відповідального використання природних ресурсів. Посилення заходів для збереження довкілля міста має стати головною стратегією будьякого плану розвитку міста. У новому Генеральному плані Києва ми виявили декілька недоліків у сфері збереження довкілля.

The absence of contemporary global best practices. What one hopes to find, but does not t find in the document are any references of how Kyiv is going to tackle pressing problems like increasing air pollution, mitigating the heat island effect, preventing street flooding, or shortening food miles. None of these urgent ecological problems, all of which can be addressed by progressive planning, are analyzed in considerable depth. There are sadly no particular parts of the document dealing with urban resilience and reaction to global climate issues.

The General Plan lays out a proposal for further «development» in all directions: road infrastructure, bridges, engineering complexes, transport hubs, new residential, and office district development. This agenda is good news for those who wish to build, but the impacts of the proposed development on the city ecology are not evaluated. We are aware, however, that according to the current law of Strategic Ecological Assessment [7], that an environmental analysis had to be made, and that a summary report had to be publicly discussed. This has not happened, at least not to the authors' knowledge. Though the Institute of the General Plan states that the environmental protection section of the Plan is itself a report, this seems like obvious cheating. The Environmental protection part does not contain required monitoring, evaluation of the impact of the proposed 'developmental' measures, nor an explanation of research limitations.

Most importantly, the research results were never publicly discussed. The report is not only a fundamental instrument to restrict planners' ambitions, but also a possibility

Обидва регулювання вкладаються в історичні моделі міського планування соціалістичного міста, що мало чітко окреслені зони для роботи, відпочинку і сну й було теоретичним продовженням ідеї міста-саду. Такий підхід не передбачає аналізу та регулювання якості, різноманітності й доступності озеленених територій. В одних районах мешканки і мешканці мають доступ до великої кількості озеленених територій, у інших ці території приватизовані або заблоковані дорогами й залізничними шляхами. У плані не узгоджені зв’язки між наявними і запланованими зеленими просторами, що обмежує можливості для ходьби, їзди на велосипеді та пересування тварин.

On the very last page of the document at the end of the list of «action plan,» we found a few mentions of «sustainability» measures. None of them seriously tackles the problems of the increasing use of energy, car dependence, and in general, this section shows a further detachment from the measures outlined in other spheres. The introduction of non-renewable sources is, for some reason, linked to IBRD financing instead of the solutions through municipal legislation and land-use in GP 2040. The Energy Efficiency improvement program exists in the political and economic vacuum without any references to contemporary national and international programs already in place (State «Warm credits,» GIZ energy efficiency, IBRD projects). And mentioning the Kyoto protocol is absurd, as it has been 6 years since the Paris agreement and 4 years since Ukraine published its National contribution.

The Plan is reliant on outmoded and environmentally unsustainable planning ideas. While the aforementioned fundamental spatial responses to the environmental challenges are missing, some extensive solutions may be found in Chapters 9 and 12 of the Explanatory report. Among others, there are recommendations of increasing green space per inhabitant from 18,2 to 23,2 sq.m. per person within city areas and the creation of co-called buffer parks intended to prevent plant pollution. Both regulations are embedded within historic urban planning instruments for the socialistic city, which had distinct zones for work, leisure, and sleep and had its theoretical roots in the idea of the Garden City.

Бракує також роз’яснення методології дослідження, а його результати не обговорювалися публічно. Such logic does not provide analysis and regulation on the quality, diversity, and accessibility of green spaces. While certain districts enjoy a fair amount of green spaces, others have it privatized or obstructed by the road and railways. No coherent connections between existing and planned green spaces are outlined, limiting the possibility of walking, cycling, and animal movement.

There is no comprehensive answer to the problems of maintenance, which are, by now, equally important as the creation of new green spaces. Costly green areas that require constant watering and gardening are not a sustainable solution for the city. Low-maintenance parks, flood-resilient, and biodiverse landscapes such as wetlands are not projected by GP 2040 and, therefore, will not be created in the foreseeable future.

Summing it up, a lot of measures outlined in the GP 2040 will lead to harmful and unsustainable spatial development. The environmental protection block is weak and disregarded in other planning decisions presenting only a handful of the much-needed solutions to the contemporary challenges of climate change, resource scarcity, energy efficiency.

Сучасні плани міст враховують широкий спектр ідей, практик та організацій. Для таких елементів планування як транспорт, публічний простір, сталість, містопланування й розбудова спільнот існує низка міжнародних та національних керівництв і стандартів. Багато з цих ідей є у вільному доступі, їх поширюють неприбуткові та професійні організації онлайн, щоб задати орієнтир для створення якісних планів в усьому світі. Новий Генеральний план Києва не пов’язаний з поширеними найкращими практиками міського планування. Натомість Генеральний план інтелектуально ізольований від локальних і глобальних стандартів планування — Нової Програми Розвитку Міст [8], Хартії публічного простору чи Ляйпцизької хартії. Генеральний план не бере на себе відповідальності за інновації у місцевому плануванні. Він не враховує наявну Стратегію розвитку міста Києва, Концепцію розвитку велосипедної інфраструктури, Концепцію інтегрованого розвитку Подільського району. Генеральний план засвідчує зв’язки зі старим теоретичним дискурсом — міськими нормами, що були запроваджені у радянську добу й зазнали лише незначних змін за два десятиліття незалежності. У Генеральному плані ледь помітно згадують концепції інтегрованого чи сталого розвитку, але водночас наводять кожну норму будівництва та вказують, що тут взяли до уваги принципи Стратегії Києва 2025, Ляйпцизької хартії й ідей Нового урбанізму. Однак це твердження виглядає сумнівним.

Contemporary urban plans exist within a broad network of ideas, practices, and organizations. A range of international and national standards exist for elements of planning, such as transportation, public space, sustainability, urban design, and community building. Many of these planning ideas, standards, and practices are freely available, distributed online by nonprofit or professional organizations at low cost, to provide a reference point for plans being undertaken around the world.

Kyiv's new general Plan seems to have no connection to the contemporary world of widely distributed best practices in urban planning. Instead, the General Plan is intellectually isolated from planning standards, both local and global, such as New Urban Agenda [8], Charter of Public Space, or the Leipzig Charta. Nor does the General Plan take serious account of innovations in local planning practice. It does not build upon the existing Kyiv city strategy (PHC), Bicycle infrastructure development plan, the Integrated development plan of Podil administrative district. Instead, the General Plan seems connected to an older intellectual discourse: that of the urban norms that were released in Soviet times and were only slightly reformed in the two decades after Independence. Whilst the General Plan 2040 does barely mention integrated or sustainable development. It specifies every norm in construction and pledges that the principles of the City Strategy 2025, Leipzig Charta, and New Urbanism movement are taken into account. However, this stated commitment is dubious.

New Urban Agenda specifies that cities commit to «Adopt sustainable, people-centered, age- and gender-responsive and integrated approaches to urban and territorial development by implementing policies, strategies, capacity development and actions at all levels by (...) Reinvigorating long-term and integrated urban and territorial planning and design to (...) deliver the positive outcomes of urbanization» [9].

Additionally, the Leipzig Charta stresses the need to «Make greater use of integrated urban development policy approaches,» by which the document means simultaneous and fair consideration of concerns and interests that are relevant to urban development. The Charta also states that «Integrated urban development policy is a process in which the spatial, sectoral and temporal aspects of key areas of urban policy are coordinated [10].

The Kyiv City Strategy 2025 document, renewed by Kyiv administration in 2017, also puts forward several directions for planning, including "taking into account existing sectoral development concepts and European norms / standards in the field of sustainable urban planning and construction; "and "Implementation of the strategic environmental assessment procedure and other types of expertise and assessments provided for by European legislation in the development of the GP of Kyiv" [11].

Following these directives, we would expect that GP 2040 should pay attention to the sectoral city strategies in different spheres, such as the Bicycle Infrastructure Development Concept. The purpose of the Concept is to realize the objectives of the Kyiv Development Strategy until 2025 in the field of urban mobility. The aim is to reach a

Бінарна логіка Генеральний план — План детального планування була підважена в запропонованій у 2019 році Концепції інтегрованого розвитку Подільського району (ISEK). Її створили як окрему стратегію, що охоплює цілий район. Цей офіційний, але юридично не обов’язковий документ розробили, щоб усунути недоліки Генерального плану 2020 на місцевому рівні та створити орієнтири для розвитку району відповідно до критеріїв екологічної, соціальної та економічної сталості. Його створили за матеріалами напрацювань близько десятка воркшопів та обговорень з місцевими громадами. У Генеральному плані цей документ і важливість створення подібної стратегії для інших районів не вказані.

What we find in GP 2040 concerning this sectoral strategy does not support the statements mentioned above. The Legally-binding Bicycle infrastructure development Concept is not mentioned in the GP 2040 text, and its objectives are not integrated with the Plan either. Even more, for a hardly comprehensible reason, it is written in GP 2040 that a program for the bicycle and pedestrian infrastructure has to be developed in the future, despite the existence of such a development concept already.

When talking about hierarchical planning, there is another negative aspect of GP 2040. The expected binary General Plan — Detailed Plan planning was questioned in Kyiv in 2019. The integrated development concept of Podil administrative district (ISEK) was created as a specific, district-wide strategy. This formal but not legally-binding document was developed to mitigate the shortcomings of General plan 2020 on the local level and create guidelines for the district development according to the criteria of ecological, social, and economic sustainability. What could be even more important; it was based on about a dozen workshops and discussions with the locals and took the opinions of people quite seriously (fig.3).

The GP does not mention this document or the importance for the other districts to develop such a strategy. Moreover, if the General Plan is agreed upon by the city council, it will block the realization of ISEK, as the solutions laid out in General Plan are

Крім того, Ляйпцизька хартія наголошує на потребі «більш активно використовувати підходи з інтегрованого міського розвитку», що означає одночасне і детальне вивчення відносин та інтересів, що стосуються міського розвитку. Хартія також наголошує, що «політика інтегрованого міського розвитку — це процес, у якому узгоджуються просторові, галузеві та часові аспекти ключових територій міської політики» [10]. Стратегія розвитку міста Києва до 2025 року, яку Київська адміністрація оновила у 2017 році, також пропонує декілька напрямків планування «з урахуванням наявних галузевих концепцій розвитку і європейських норм / стандартів в галузі сталого міського планування та будівництва». А також «впровадження процедури стратегічної екологічної оцінки та інших видів експертиз і оцінок, передбачених європейським законодавством, при розробці Генерального плану м. Києва» [11]. Згідно з цими настановами, ми мали б очікувати, що Генеральний план 2040 зверне увагу на галузеві міські стратегії у різних сферах — наприклад, на заходи Концепції розвитку велосипедної інфра-

inconsistent with those of the Integrated development concept of Podil.

Such examples are countless, and we mentioned only the most outstanding ones.

The General Plan, in its current form, is inadequate for the needs of a contemporary metropolis with a complicated policy framework and myriads of stakeholders.

The GP 2040 does not reflect today's highly pluralist, participatory society, instead of relying on outmoded notions of hierarchical planning.

1.3 Misunderstanding the role and idea of public space

Що сьогодні відбувається з публічними просторами у Києві? Узагальнюючи, можна говорити про тенденцію привласнення парків і вулиць автівками й вуличною торгівлею, а набережних і транспортних хабів — приватно-публічними «партнерствами» [13]. З іншого боку, у місті народжується практика спільного перетворення публічних просторів зусиллями мешканок і мешканців [малюнок 4]. Ми розглянули запропоновані у Генеральному плані 2040 ідеї щодо збереження публічного простору і демократизації його творення та використання. Ми знайшли чимало протиріч у тлумаченні публічного простору в тексті Генерального плану. Саме поняття «публічний простір» у Генеральному плані 2040 має гібридний характер радянської, авторитарної та приватизаційної моделей. Визначення «публічного» і громадського простору базується на попередньо визначених категоріях функціональності, що передбачає окремо відпочинок, спілкування, місце для культурних заходів або занять спортом чи навіть транспортну розв’язку [14]. Генеральний план 2040 успадкував розуміння публічного простору з радянських часів і трактує його як контрольований, визначений простір. Таке трактування не передбачає доступності для всіх та поліфункціонального використання. Ця проблема присутня й в українському перекладі Нової Програми Розвитку Міст, де термін «публічний простір» замінено на «громадський простір». Через це втрачається ключове розуміння

What is happening with the public spaces in Kyiv today? We can outline two contrasting tendencies. On the one hand, there is a privatization of open spaces ranging from streets and parks occupied by cars and street vendors to the private-public appropriations of embankments and transport hubs [13]. On the other hand, there is an emerging practice of common transformations of the spaces by the citizens [figure 4]. With this in mind, we examined GP 2040 ideas for public space protection and the democratization process of its use and transformation.

We found contradictions as in the explanation and usage of the term public/ civic space in the General Plan. The notion of «public space» in GP 2040 is a sort of hybrid of a Soviet, authoritarian model and a private-friendly model. The interpretation of «public» and civic space relies on the predefined categories of functions, whether it be recreation, communication, cultural, sport, or transport hub [14]. The GP 2040 inherited the notion of public space from Soviet times and therefore treated it as a regulated open space. This does not necessarily mean accessible for all, nor having a diverse functional use.

among a wide diversity of people and cultures, and that is designed and managed to ensure human development and build peaceful, inclusive and participatory societies, as well as to promote living together, connectivity and social inclusion.»

While the GP 2040 public space analysis fails to comply with any contemporary understandings of public space, «trade centers» are considered one of the key points of new «public» and civic spaces. Instead of engaging the city authorities in the development of new open and accessible facilities, authors of GP 2040 simply give away the city's primary responsibility to developers [14].

Most of the proposed open spaces in the city center cited by the GP for further development were, in fact, already planned in Soviet or even earlier, in imperial times: administrative squares, embankments, transport nodes, and religious squares. The Art Arsenal, the best-known national project of space transformation from industrial to public use, is a rare exception and is currently publicly inaccessible daily.

Майбутній план розвитку публічних просторів, на жаль, відсутній у Генеральному Плані 2040. У документі немає чіткого розуміння важливості створення публічних місць — наприклад, на нових територіях, забудованих житлово-комерційними спорудами. Автор/ки Генерального плану 2040 відмовляються брати відповідальність за якість і доступність публічного простору у місті. У Плані подано лише один проєкт, що частково стосується публічних просторів, з пропозицією створити «Систему громадських центрів». Запропонований у легенді перелік нових і старих громадських центрів складно відстежити на карті. Пояснювальна записка не подає зрозумілих визначень термінів й і чіткого бачення майбутнього розвитку цих громадських центрів. Автор/кам Генерального плану 2040 не вдалося запропонувати нову мережу міських просторів, що могла би зрівнятися з амбітними реалізованими проєктами радянської та імперської доби. Документу бракує амбіцій минулого та вміння застосовувати уроки сучасності. Загалом Генплан не пропонує нових ідей для майбутнього розвитку публічних просторів.

Moreover, the list of «successful cases» in the GP is not supported by arguments regarding project quality. Most cited projects are comparatively insignificant: simple refurbishments of pocket parks or half-privately owned and monitored.

A future development plan of public spaces is, regrettably, not present in GP 2040. The document lacks any comprehensive understanding of its role in creating public spaces, e.g., in new residential/commercial development areas. The GP 2040 authors seemingly refuse to take responsibility for the quality and accessibility of public space in the city.

The only scheme distantly related to public spaces is the proposal for «The network of city centers,» which is extremely abstract, considering the other General Plan's action maps. The suggested list of old and new centers in the legend is difficult to trace on the map. Nor does the explanatory report help, as it does not provide a comprehensive definition and fails to draw a coherent picture of the city center listed for future development.

In summary, GP 2040 both fails to propose a new network of city spaces that is in any way comparable to the ambitiously realized projects of Soviet and imperial times, yet it also fails to understand the contemporary role of citizens and public life in activating urban spaces. The Plan lacks the ambition of the past but fails to incorporate the best lessons of the present, and it does not project substantial ideas for the future.

Радянська тоталітарна держава використовувала генеральні плани в умовах надцентралізованої економіки та майже необмеженої експлуатації природних і людських ресурсів. Найважливішими для цієї економіки і просторового планування регіонів і міст були підприємства, супутня інфраструктура, а також житло для працівни/ць [15]. Звісно, ця політика поступово еволюціонувала. Однак культурні, природні, відпочинкові споруди і простори радянська влада систематично визначала як другорядні, а їхня реалізація затягувалася на роки. Хоча збудоване середовище і не створювалося за допомогою демократичних процесів, загалом у найкращих випадках воно було непогано спланованим, ефективним і доступним для різних груп населення. During Soviet times, general plans were instruments developed for what was, in essence, a totalitarian state. This state had a highly centralized «command» economy and also, as part of this totalitarian condition, nearly unrestrained use of natural and human resources. The key aims of Soviet planning evolved through time, and which remained inherently top-down until the end of the USSR, concerned location of ever-developing industry, supporting infrastructure (e.g. Metro, heating, roadways), and housing for the workers in what was purportedly a fully employed economy [15]. Cultural, natural and leisure amenities were often seen as the supplementing parts of the plan. The overall built environment, while not conceived through democratic processes, was at its best well-designed, equitable, and efficient. Many times, however, this was not the case [16].

The general plan, as a directive and all-encompassing document, was well-fitted for the aims of a totalitarian command economy. Plans gave comprehensive directives to municipalities and enterprises of how, when and where to build. In other words, the plan was a document outlining the physical register of state-building intentions. We must recall that in Soviet times, all construction was the product of state action. State resources were distributed according to 5-year construction plans aimed to fulfil the objectives outlined in the

After 20-25 years, planning measures typically prescribed that a new GP would be put into place. This revised general plan would direct new housing and industry construction as well as infrastructural development.

Using state land ownership, Soviet architects ideally aimed to promote social justice by distributing industrial (e.g. employment) and commercial and recreational facilities in an equal way, and by providing new, improved housing to the proletariat and party elites. Soviet general plans thus promoted principles that could serve as the baseline for the aims of Soviet planning: focus on the preservation of the common good, redistribution towards an equal quality of life for citizens and strategic long-term planning for future.

This vision, still seen in its ideal form in residential districts such as Rusanivka Island constructed in 1961-1974 on the left bank of Dnipro, was as challenging and even impossible to realize as it was ambitious in its ideals. Most general plans were realized only in part, perhaps up to 40%, and thus the ideal socialist vision for the Soviet city was never completed. Why? One reason is that such plans worked poorly in big and highly complex cities such as Kyiv, where multiple state companies and municipal institutions had to negotiate questions of land-use, provision of infrastructure and social amenities.

Незадовго до розпаду СРСР Алєксєй Гутнов і Вячєслав Глазичєв, відомі теоретики соціалістичного містопланування, опублікували критику засадничих принципів генпланування: Уявлення про те, що вся необхідна інформація про місто може бути виражена у формі генерального плану, є реліктом традиційної господарської логіки. Воно допускає, що архітектор здатний бути тим фахівцем, який може інтегрувати різнорідну інформацію, спираючись лише на свої професійні знання і вміння [17]. Ідея виняткової компетентності планувальни/ць у розробці генерального плану досі домінує у нашому експертному дискурсі. Вона є спадщиною, яку у світі закріпив модернізм, а в СРСР підсилила командно-адміністративна економіка. Ця ідея народилася ще на початку ХХ століття. In 1990, directly before the collapse of the Communist system, Alexei Gutnov and Wiatscheslaw Glazychev, theoreticians of urban planning in the USSR published a thorough critique of the foundational principles of socialist general planning. They argued that:

The idea that all the necessary information about the city can be expressed in the form of a General Plan is a relic of traditional economic logic. It leads to an assumption that the architect is able to be the specialist who can integrate all the heterogeneous information based solely on his professional knowledge and skill [17].

Such a vision of a planner-architect-engineer who could formulate, design, and administer total control over a totally designed city was a legacy of Modernism and even of pre-Modernism, dating back at least to the time of such General Plans as Daniel Burnham and William Bennett’s Plan for Chicago in 1909 [18]. Yet despite this collapse of the Soviet system in 199091, we would like to stress that the idea of planners/architects being wholly competent in the development of a General Plan, and in having a prevailing role in devising the future city, is still dominant.

Today, responsibility for generating general plans, as well as the professional competencies for generating such plans, are vested into a single communal enterprise, named the Institute of General Plan.

as General Plan 2040, on its own, without prior national/international competition.

The production of plans by a state agency, with little accountability, and whose expertise is uncertain, is a clear holdover from the Socialist era; these means of generating plans are inconsistent with international norms and best practices. For General Plan 2040, the Institute has formulated the main lines of inquiry and conceptual direction of the plan, as well as commissioned specific parts of the General Plan preparatory work, such as its road infrastructure analysis, its historic monument conservation overview, and its cartographic analysis. A surprisingly high number — 15 of the 18-sub-enterprises of the plan dealing with different areas of research are either communal or statefunded.

Given that the majority of general plans today in the democratic world are generated through competitive bidding processes, it is perplexing that private urban planning organizations, architectural bureaus, analytical centers were not invited to take part in Kyiv’s GP development. Nor were private or non-profit agencies permitted to participate in competitions or tenders for the commissions. In other words, no international company has overseen the General Plan 2040 work or worked as a consultancy agency. Why is this? Perhaps the contracting work for the plan is too poorly paid to be competitive at a market price to private or non-profit firms, or perhaps the Plan creation process is simply following the framework, which we showed was of socialist origin, of the previous General Plans. In other words, Kyiv’s planning institution, supported by the state, is drawing their legitimacy not from bringing different stakeholders together, but from adhering to traditional, outmoded prescribed principles of hierarchic planning.

Натомість зараз ми живемо в іншому суспільстві й маємо намір будувати демократичні інституції, спрямовані на інтереси людей. Щоби зрозуміти, чому цей перехід не відбувається у сфері планування, ми спробуємо окреслити цінності та планувальний підхід людей, відповідальних за розробку Генерального плану.

Gutnov and Glazychev argued already in 1990 for an alternative planning structure, saying that: (...) A new situation arose/came into being: the Development Program, that combines answers to the questions «what the city wants to be?», is integrated with the General Plan, that clarifies the main ways to achieve the goals formulated by the program.(A) new General Plan works as a guideline, while specific planning decisions should be based on a Program of Sociocultural development [19].

Міжнародні планувальні інституції також не брали участі в аналізі, консультаціях чи оцінці процесу створення Генплану. Робота з розробки генплану, ймовірно, недостатньо профінансована для організації повноцінного проєктного процесу із залученням різних сторін на ринкових умовах, або виконується за принципом «звички», відтворюючи радянську планувальну практику. Старі державні інституції стверджують власну легітимність через традиційне ієрархічне планування, а не завдяки консенсусу між різними зацікавленими сторонами. Гутнов і Ґлазичєв ще у 1990 році пропонували, щоб генеральний план змінив свою директивну роль на спрямовуючу і працював на рівних з іншими планувальними інструментами:

Unfortunately, up until now, there has been no strategy that informs and guides the creation of a spatial development plan.e. In the case of Kyiv, we have seen only the complete divergence of the principles of Kyiv’s city strategy and General Plan.

While Kyiv and indeed Ukraine’s General Plan format and methodology was originally created under a totalitarian regime and centralized economy, we are today living in another era, one in which we strive to create democratic institutions and сitizen-oriented decision-making. To understand why this is not happening in Kyiv’s contemporary general planning, we need to look at the paradigms and values apparently shared by those planners in charge of the General Plan.

Планувальні підходи — це питання вибору. Радянські міські планувальни/ці виконували накази партії й реалізовуали державні п’ятирічки в рамках тоталітарної ідеології. Сьогодні можна обирати з широкої палітри планувальних інструментів. Однак це не применшує значимість планувальних дилем. Враховуючи соціальну і просторову нерівність в Україні і Києві зокрема [21], містопланувальни/ці мають вирішувати, чиї інтереси захищати. Цей вибір вони роблять на основі планувального підходу, в який вірять, що створює закритий або відкритий процес [22]. Генеральний план Києва до 2040 року і Концепція розвитку велосипедної інфраструктури — документи, які відображають закритий і відкритий підходи до планування. Обидва плани з’явилися на замовлення міських департаментів в однаковому правовому полі. Проте вони пропонують радикально різні рішення розвитку міської інфраструктури. При розробці ГП-2040 використовували партисипацію pro forma. Тим часом автор/ки Концепції розвитку велосипедної інфраструктури залучали громаду та екперт/ок на ранніх етапах розробки документа. Нижче ми обговорюємо, як саме Генеральний план-2040 втілює закритий планувальний підхід. Технократичні планувальни/ці не вірять у можливість співтворення міського простору. Ставлення радянського

The question is not whether planning reflects politics, but whose politics it reflects. What values and whose values it seeks to implement? [20] Today, planning approaches are a matter of choice. Contrary to Soviet urban planners who were ordered by the party to execute a General Plan within the bounds of state ideology, today’s urban experts can choose between a diverse range of planning approaches. This does not reduce urban design dilemmas, however. Given that today’s Ukraine is highly unequal [21], planners have to choose whose interests to serve. This ethical choice is shaped and informed by the professional approach with which planners identify themselves, and this approach, in turn, creates either a closed or open process [22] .

The GP 2040 and Kyiv bicycle concept represent respectively closed and open planning processes. Both projects were commissioned by the same organizations within the Kyiv city council and were developed within the same legal context, but these otherwise institutionally similar plans proposed different solutions for city infrastructure and had an entirely different workflow and process. The first, GP 2040, used participation as a pro forma event, while the second, the Kyiv bicycle concept, involved communities from the very beginning of the project state. To make a long answer short, these two plan documents reflect different paradigms of spatial development and of planning theory.

У рамках цього підходу планувальни/ці сприймають Київ як гомогенне середовище і повністю ігнорують голоси громад районів. Хоча громадські обговорення та прозора комунікація — це стандарти сучасних практик проєктування в містах, такі заходи не включаються у технічні завдання до підготовки генеральних планів і не проводилися при розробці ГП-2040. Обурливо читати в пояснювальній записці, що громадські слухання, проведені ще у 2011-2012 роках (!), подають як дотримання законодавства з боку планувальни/ць. У 2011-2012 роках міські органи влади ще не замовили розробку цього документа. Більше того, обговорення дев’ятирічної давнини подають як релевантні для розкриття і врахування інтересів людей. На наш погляд, це насміхання над планувальним законодавством і свідчення нелегітимності процесу.

Below, we briefly describe how GP 2040 represents a closed planning process. Such a process is underpinned by the supreme role of the planner as a technocratic expert, and the plan is understood as a «secret» visual representation, to be understandable only by experts.

The «Expert» planner sees citizens as consumers, not as co-creators. Among other values of Soviet planning, the view of the citizen as a passive, quieted consumer perhaps explains Kyiv’s current planning practice today in the most dramatic light. In this understanding of planning as a closed process, Kyiv is understood as a homogeneous, single entity and as a result, the local interests of the city communities (hromadas) are completely ignored. GP 2040 does not demonstrate an idea of how to bring locallevel discussion to key stakeholders at the level of administrative districts or the neighborhoods. Instead, a discussion is assumed to be unnecessary or merely superficial.

Public discussions and transparent communication with the citizens is a standard practice in planning today, yet such activities were neither included in the explanation of the terms of reference nor were present in the development of the GP 2040.

It is ridiculous to read in the Explanatory Report that the hromadsky slykhannya (public hearings) conducted in 2011-2012(!) are being presented as a legitimation of planners’ adherence to the law on public participation (p. 4 of the Explanatory report). This is absurd because there was not even any commission for this plan at that moment — how could these participation sessions have been related to the plan? (Note that another version of the plan was instead under discussion at that time.)

ліки втілення модерністичних цінностей у життя. Тоді як у світі зміна планувальної парадигми широко визнана і відома [23], в Україні попередній підхід залишається незаперечним. Замість критичного осмислення помилок, урахування політичного і соціального контексту попередніх генеральних планів, практики дотримуються принципів минулого століття, створюючи абсурдну ситуацію сьогодні. Радянські лідери десятиліття тому і приватні забудовники сьогодні схиляються до просування моделі планувальника-експерта, адже це передбачає прихований процес планування міста за зачиненими дверима. Справжня міждисциплінарна, соціальна, політична і технічна природа професії й самого міста прихована за постполітичним ставленням, яке окреслює урбаністичні проблеми як техніко-економічні менеджерські завдання [25]. Цей підхід застарілий і несе у собі чимало загроз для розвитку демократичного і сталого міста. Більше того, він також корумпований і підтримує рішення в інтересах декількох приватних груп. Інструмент міського планування, що колись працював в інтересах публічного блага, адже створював умови для доступного житла і громадської інфраструктури, сьогодні сприяє спекулятивному девелопменту. Такою є негативна еволюція генерального планування у Києві.

And how could an 8-9 year period having elapsed since this participation be seen as a relevant time-span for a participatory process? The public participation referred to in the GP 2040 is laughable, and the process is illegitimate. The current mechanism of General plan creation allows at most token participation at the very last stage of the decision-making process. This reflects a fait accompli approach where participation cannot effectively influence any of a plan’s central ideas.

But not only citizens are left out of the current planning process. We can observe that not a single person outside the sphere of the professional triad of «planner-architect-engineer» is presented on the main page of the GP 2040 document. Moreover, are no sociologists, political scientists, urban designers, or anthropologists in the core team among the 60 people working at the Plan Institute (p. 56 of Explanatory report). This is not only ridiculous but also a clear sign of an inheritance from the mid 20th century when no broad consensus needed to be reached, because planners` decisions were not only infallible but final.

This situation is not an accident. Instead, it corresponds to technical and result-oriented planning.

The current planning situation in Kyiv can be opposed to an ethically-centred and process-focused approach. This latter approach was first conceived in the 1960s to mitigate deficiencies of modernistic values put into action through top-down planning.

While this humanized planning paradigm has been widely recognized and accepted in many other countries [23], in Ukraine the former approach is still being taken for granted. This brings us the current intolerable and absurd situation. Instead of critical reflection on the shortcomings and politically problematic circumstances of previous general plans and general planning practice during the past century, we persist in following the same flawed principles today.

Ukraine’s technical and secretive planning apparatus even keeps the departed past a secret. It is already 30 years since Independence, and it took 20 years for the Institute of General Plan to reveal just a few maps from secret Soviet General Plans. In fact, the full text and maps of the General plans of 1936, 1947, 1986 are not publicly accessible even today (!) ( [24].

Soviet leaders of several decades ago, and private developers today, tend to favor the model of the expert planner because it promotes a closed, behind-the-door policy-making process of urban planning. While planning is actually an interdisciplinary techno-socio-political project, the creation of the most recent General Plan was masked by a ‘post-political’ attitude framing city problems as solely a technical, managerial challenge [25]. In summary, values of Ukraine and Kyiv’s planning approach are outmoded and create further obstacles to the desired democratic and sustainable city of the future. Moreover, the proposed General Plan 2040 is hypocritical, purportedly technical and impartial but in reality supporting planning ideas that favor selected private interests.

Провальні принципи, якими керуються автор/ки Генерального плану, призводять до проблем безкінечного зростання та дезінтегорваного планування й ігнорують значимість якості міського простору, описану у першій частині цієї статті. По-перше, кількість домінує над якістю. ГП-2040 ігнорує те, що планування — це соціальна практика. Натомість документ фокусується винятково на просторових рішеннях. Як результат, переважають задачі, що піддаються обчисленню. Це відсуває питання якості життя у місті на другий план. Головний недолік полягає у тому, що більшість вимірів міського середовища не можуть бути виражені через цифри.

This section of the article describes how the flawed principles guiding the current GP have led to the problems of seemingly infinite growth, disconnected planning and the overlooked role of public space described in Part 1.

First, the domination of quantity over quality. GP 2040 ignores the fact that planning is a social practice, and focuses solely on spatial solutions. As a result, quantifiable issues dominate over quality of life issues. The key problem lies in the fact that many of the most important qualities of the urban environment simply cannot be expressed through numerical values, and furthermore, that quality depends not on statistical, mechanical

The latest attempts to whiten the image and defend the solutions of General Plan by writing defensive pre-paid articles are a clear testament to the inability of the planners to openly work with the wider public. Once an instrument that allegedly catered to the public good by providing accessible housing and public infrastructure, general planning has retained the secretive, non-participatory nature of Soviet times with the added disadvantage that it now additionally fosters speculative land development. This is a negative and regrettable evolution of the General Plan.

measurements, but on how a reflective, feeling person reacts to the city [26].

The proposed GP contains almost no analysis of the quality of either housing units, urban spaces, or efficiency and comfortability of the transit system created under previous General Plans. In other words, the current GP does not provide a means of assessing its own recommendations. Yet citizens and experts might agree that some districts, such as Osokorky-Poznyaky for example, built in the 1990 to 2010 period according to the previous GP, provide poor urban quality of life. Why? Dwellers in these districts enjoy few opportunities for spending time outdoors, they possess limited local and city-scale transport options and even fewer opportunities for cultural entertainment and social interaction. Such statistically performative, but qualitatively dysfunctional districts, are one of the results of a general plan process that focuses on the numbers of m2 of housing and green space instead of diversity, human scale and accessibility. This focus on quantity, instead of quality, must change, but the current GP shows no signs of wanting to make this important turn.

Instead, the authors of the current GP calculate square meters of residential space per person without taking into consideration the existence of uninhabited housing (which provides no benefits for anyone, since it is not inhabited) and distribution of forms of possession, whether rental or homeownership (p. 51 of the Explanatory report). Since the GP lacks an understanding of the real allocation of residential space for people, the «space per person» figure is instead a pure endorsement of speculative construction practices, which can generate

Розрахунки ГП-2040 щодо збільшення житлової площі на людину також не беруть до уваги можливості реконверсії старих нежитлових будівель. Натомість вони пропагують потребу «будувати більше» — типова рекомендація спекулятивного урбанізму. Запропоноване ущільнення забудови старих радянських мікрорайонів через знесення не розглядається у зв’язку з розповзанням межі міста за рахунок субурбанізації. Це створює додаткові навантаження на інфраструктуру, що й так працює на межі можливостей. Такі процеси планувальни_ці чомусь розглядають роздільно. По-друге, в Генплані немає соціальних досліджень. Велика кількість технічних даних у пояснювальній записці затьмарює проблему недостатнього аналізу того, як функціонує місто. Через залежність від ідеї всеохопного технократичного планування Генеральний план претендує на розуміння всіх процесів міста, використовуючи лише планувальну перспективу. Попри те, що реалізація Генерального плану безпосередньо впливає на життя

additional unsold or overly large units for the rich, increasing space per person at a technical level but not contributing at all to the quality of life or social equity of Kyiv.

Reaching the `European norm` of 30m2 per person, in other words, can also happen if the 1% owns more luxury housing and the rest are driven into either into mortgaged property, or perhaps remain in older units, not improving their housing conditions at all.

As we do not know how much of the GP’s proclaimed residential space is in fact inhabited, any subsequent calculation produces a distorted image of a «lack of housing», or, by contrast, an abundance.

The plan’s calculation of increased space per person also cannot consider the possible use of existing structures scattered around the city of which Kyiv has very many underused structures, but argues instead that «we need to build more» – a typical recommendation of speculative capitalism. The proposed ultra-densification of the socialist mikrorayons is not evaluated against the background of the upper-middle class suburbanization that is making Kyiv`s border irrelevant and creating an immense strain on already overloaded, auto-dependent infrastructure.

Second, social research is not present at all. A large amount of technical data in the General plan 2040 overshadows the problem of the plan’s poor analysis of the ways the city functions and what is needed to achieve an equitable and sustainable urban future. Being dependent on a totalizing conception of all-powerful technocratic planning, the GP pretends to understand all processes in the city, though using only a narrow urban planners’ perspective.

Більше того, якість середовища залежить не від статистичних розрахунків, а від того, як рефлексивна, чуттєва людина сприймає місто [26]. Запропонований Генеральний план не містить майже жодного натяку на аналіз якості житла, міських просторів, системи транспорту, що були створені відповідно до попередніх генеральних планів. Інакше кажучи, ГП 2040 не надає можливостей оцінити реалістичність і адекватність власних рекомендацій. Житель/ки й експерт/ки погодилися б між собою в негативній оцінці якості середовища таких районів як Позняки-Осокорки, що були зведені у 19902010 роках згідно з попередніми ГП 1986 і 2002 років. Чому? Найперше, бо можливість проводити час на вулиці, пересуватися на районному і міському рівні, а також відвідувати заклади культури й некомерційної соціалізації тут дуже обмежена. Такі статистично ефективні, але якісно дисфункційні райони — результат процесу, що фокусується на квадратних метрах житла і озеленення на противагу різноманіттю, доступності і людському масштабу. Цей ухил у кількісні показники на шкоду якісним має змінитися, але у сучасному ГП ми не бачимо для цього передумов. Натомість Генеральний план не бере до уваги незаселене житло у місті, а також розподіл людей, які орендують житло і тих, хто має житло у власності (51 сторінка пояснювальної записки). Its authors rely heavily on spatial research and planning, whereas the expected implications of the GP on the life of the citizens are far-reaching and under-explored. One of the very few socially-relevant numbers in the plan, for example, is the proposal to include 20% of social housing in the new housing construction, but the methods, principles and background for such a solution are absent. For a country-wide overview of housing issues, consult [27].

As a result of the quantity-oriented approach, the plan lacks viable research to understand the city’s quality of life, conditions of working and commuting, and other important issues that are challenging to quantify numerically. As previously stated, the GP’s planners see themselves as experts, yet they did not bother to research which social groups need housing nor what are the typologies in shortage: student housing, co-living, terraced houses for sale or small apartments to rent. Planning Maps are inaccurate and insufficient: specific qualities of neighbourhoods, districts are not taken into account, for example. For the GP’s planners, these neighborhoods apparently all appear as homogeneous outskirts around the urban core, stripped of any peculiarities. But we know this is not the case — these neighborhoods are all distinct having particular social, economic and spatial qualities.

Urban mobility is yet another area in which the GP has shortcomings of thinking. One result of seeing people as numbers is a neoclassical transport planning paradigm aimed only to make everything more efficient: decrease travel time, reduce costs, etc. As has been long proved, such an approach fails to take into consideration

По-третє, методологія розрахунку розвитку міста базована на архаїчних уявленнях і відсталих нормах. Прогнозуючи зростання споживання у місті, автор_ки не беруть до уваги тренди на більше стале, локальне і ощадливе використання ресурсів. Планувальни_ці множать очікувані показники зростання населення і будівництва житла на стандартні цифри з державних будівельних норм і використовують отриманий результат для подальших гіпотез і проєктування. Ймовірно, протягом наступних 20 років патерни споживання і виробництва енергії радикально зміняться. А такі проєктні розрахунки стануть беззмістовними і застарілими. Українська національна стратегія низьковуглецевого розвитку-2050 підкреслює необхідність декарбонізації економіки. А саме зниження викидів СО2 і розрив зв’язків між економічним зростанням та використанням викопних палив. Всупереч стратегічним цілям цього документа, Генеральний план пропонує подвоїти споживання електроенергії і на ¾ збільшити споживання газу (с. 52 Пояснювальної записки). Хоча прогнозоване споживання все ж буде нижчим, ніж у містах ЄС зі схожою кількістю населення, муніципалітети більшості з цих міст прагнуть суттєво знизити енергоспожи-

interests of the different social groups, especially women’s routines [28]. Quality and distances of walking and cycling are ignored as irrelevant or `insignificant` modes of transport. Instead, the GP prioritizes auto dependency.

Third, the GP’s forecasting is based on ancient realities. The GP’s approach to forecasting for energy use are based on current projections of the already outdated norms.

These would definitely change in 20 years given the trend for more sustainable, localized and efficient use of resources. The GPs’ planning practitioners simply multiplied existing norms by the population growth and assessed the outcome as desirable.

However, it is more than likely that energy consumption and production pattern will radically change in the following 20 years, rendering the projected numbers in the GP completely useless.

Why is this? Decarbonization is on the horizon. Ukraine`s 2050 Low Emission Development Strategy, following the Paris Agreement, highlights the need to decarbonize the economy and reduce the relationship between economic growth and fossil-fuel based energy consumption (Low Emission Development Strategy, 2017, p.

31). Apparently opposed to this agreement, in yet another sign of the GP’s disconnection from planning best practices, the GP proposes to double Kyiv’s overall electricity consumption and to increase natural gas consumption 74% within 20 years (p. 52 of the Explanatory report). While this forecasted energy use per capita is still lower than similarly-sized cities of the EU, most of which look forward to drastically limiting energy and electricity consumption in the future, the GP’s forecast is hardly

людей, його автор/ки покладаються майже винятково на просторове дослідження і планування. Одне з небагатьох соціально орієнтованих рішень ГП — пропозиція включити 20% соціального житла у нову забудову. Однак методів, принципів і підстав реалізації такого рішення тут немає. Для того, щоб ознайомитися з житловою політикою і станом житла на рівні держави, прочитайте дослідження державної житлової полтики в Україні Cedos [27]. Як ми вже наголошували, планувальни/ці не готові вивчати, яким соціальним групам потрібне житло або на які форми житла існує запит у місті: гуртожитки, спільне проживання (co-housing), житло у довгострокову, короткострокову оренду чи для купівлі. Запропоновані в Генеральному плані мапи не працюють на рівні районів та ігнорують особливості збудованого середовища. Для планувальни_ць вони виглядають як гомогенні околиці історичного центру, позбавлені характерних рис. Проте кожна місцевість Києва насичена певними практиками, соціальною, економічною значимістю і символічним навантаженням. Управління міською мобільністю — ще одна сфера, у якій проблеми кількісного мислення є очевидними. Одним із наслідків цього підходу є те, що у неокласичній парадигмі транспортного планування, яку розвивають розробни_ці з «Київгенплану», люди є цифрами. Виняткова ціль транспортного плану — зробити рух цих цифр більш ефективним: зменшити час подорожі, знизити вартість пересування, поліпшити пропускну здатність шляхів тощо. explainable within the pressing global need to cut greenhouse gas emissions.

The current projection is harmful, as it will allow for increases in air pollution, energy dependence and thereby increase global warming. Nor does GP 2040 provide land use allocations or clear policy incentives for solar/bio/wind energy creation. Instead, it prescribes the construction of new thermal energy plants that use fossil fuels such as coal and oil. It might not even occur to readers that the plan’s aggressive energy utilization case sounds like a Five-Year Plan in that the plan’s strategy is similar to Soviet electrification proclamations, setting a course for energy usage that we can not afford and do not even need.

We questioned the Kyivgenplan about what appeared to us to be aggressive, unsustainable energy forecasts. They replied that:

Consumption (of energy) is calculated in accordance with current regulations, taking into account the perspective of development of the city. A double increase in electricity or gas consumption does not mean a direct two-fold increase in the use of fossil fuels. For example, in Ukraine solar energy is developing rapidly and so on. The energy efficiency measures are listed in the action plan of the GP 2040.

ВДЕ сьогодні становлять лише 8% загального виробництва електроенергії, близько 25% виробляють АЕС, а решта надходить зі станцій, що використовують вугілля, газ і нафтропродукти [29]. Як наслідок, реалізація Генерального плану передбачає збільшення енергозалежності, використання несталих джерел і брак реальної підтримки дружніх до середовища методів отримання енергії. Уявлення про магічну модернізацію ТЕС є нічим іншим, ніж спекуляціями транснаціональних і локальних олігархічних інтересів: Вугільний режим (йдеться про міжнародних економічних і політичних гравців — прим. авт.) до цього часу успішно протистояв тиску, пов’язаному зі змінами клімату, через дискурс «чистого вугілля» й обіцянки інноваційного захоплення і збереження карбонових викидів (CCS) [30]. Якби на проблеми неконтрольованого зростання та сучасні світові стандарти серйозно звертали увагу, ми побачили б кардинально інший підхід до розвитку в усіх сферах міста. Питання перевикористання, оновлення і сталої підтримки середовища були б на першому місці. Однак цього підходу в Генеральному плані-2040 немає.

not rapidly change. Renewable energy today makes up only up to 8% of electricity production in Ukraine, while around 25% of electricity is being produced in nuclear reactors [29]. The rest of Ukraine’s electricity, unfortunately, comes from coal, gas and oil. In other words, Kyiv’s General Plan proposes to decrease energy independence, to continue unsustainable energy sourcing, and to turn away from sustainable, clean, environmentally friendly energy sources.

The planners’ attitude is locked in the past and seems ignorant of the future. As has been known for quite a while:

Ці агресивні наміри збільшення використання енергії нагадують пропаганду ранніх радянських п’ятирічок. Ми не маємо ані змоги, ані потреби рухатися таким шляхом. Ми поставили запитання Київгенплану щодо, як нам здалося, агресивних та несталих показників у прогнозі. З відповіді ми дізналися:

The coal regime has so far resisted climate change pressures through a ‘clean coal’ discourse and the innovation promise of carbon capture and storage (CCS) [30].

If the problems of uncontrolled growth and contemporary norms were seriously taken into account we would see a different approach to the idea of new development all around the city. Instead, issues of re-use, renovation and maintenance would be put forward. But this attitude is absent in the new GP.

*** In summary, the GP 2040 ignores a substantial and dynamic transformation of the professional role and planning approaches in the world, suppressing participatory planning in favor of dated, obsolete technocratic, top-down planning. The Plan sets aside quality of life measures that cannot be calculated in statistics, instead relying on old-fashioned and therefore, inaccurate and misleading statistics that promise improvement but do not mean improvement of the lives of citizens. And the plan favors increases in unsustainable energy consumption, instead of promoting energy conservation and the transition, inevitable and desired in much of the rest of the world, of sustainable energy. Regrettably, the lasting image of the plan is one that retains the fundamental- and deeply flawed- beliefs of the previous planning era, retaining inherited shortcomings while being unable to build upon the good intentions of Soviet practice.

Is GP 2040, and by extension, Kyiv’s planning process, doomed? Or can Kyiv set itself on a new planning course that will place it in the top rank of progressive, future oriented European cities? We believe that Kyiv can indeed do this, and we propose a new approach to Kyiv’s planning that will permit such a forward-looking avenue to be followed. In the third part of this article, we are going to discuss an alternative planning scenario and the road to a desirable future for Kyiv’s city urban planning.

У цій частині, щоправда, ми не пропонуватимемо всеосяжної міської стратегії чи плану, адже такі стратегії можна створити лише за допомогою відкритого, інклюзивного процесу, що залучає місцевих, національних і міжнародних гравців та інституції. Наш фокус як містопланувальників полягає у тому, щоб сформулювати засадничі візіонерські зміни, які зможуть запустити нові політичні, громадянські й дизайн-підходи до міського планування в Києві. Нові методи й цілі мають відмежуватися від домінантних неоліберальних спрямувань і від успадкованих радянських моделей мислення. Ми відверто визнаємо, що наші пропозиції щодо оновлення планувального дискурсу в місті базовані на наших цінностях і професійному запліччі практиків та дослідни/ць, а також на місцевому й міжнародному досвіді.

We believe that Kyiv needs a renewed urban planning approach that can formulate an appropriate vision of the city’s future development while creating the political instruments that would allow the city to collectively arrive at this desired future. In this part, however, we will not propose a holistic urban planning strategy, since such strategies can only be created through open, inclusive, and comprehensive processes involving first local, then national, and then international collaborations and idea generation. Our focus, produced from an urban planner’s perspective, is instead on devising the fundamental and necessary visionary changes that we believe are needed in the GP process in order to «catalyse» new political, civic, and design approaches to planning in Kyiv. Both new methods and goals should shift away from those currently dominant in the contemporary neoliberal discourse, and from those inherited from the socialist-industrial era. We also acknowledge boldly that our suggestions to renew the current planning discourse and outcomes in Kyiv are guided by our values and professional backgrounds as practitioners and researchers with domestic and international experience.

The future of the city cannot be calculated. Many city components are impossible either to understand or to present with numbers, and attempts to reduce the complexity of the city to its so-called essential,

quantitative components leads to costly mistakes. As we stated at the end of Part 2, such overquantification of planning leads to the sweeping of essential factors under the carpet, and to the exacerbation of subsequent problems like social alienation, natural habitat degradation, and heritage loss [31]. Contrary to this situation, the aim of renewed planning should be to embrace the complexity of societal needs — in other words, to embrace the pluralism of the city — in the production of ideas for the city’s future. Given the perils of overquantified urban planning, is it any wonder that so many critiques of this planning model come from social sciences and arts? These include philosophy (Donald Schön); geography (David Harvey); history (Peter Hall); anthropology (Henry Lefevre); journalism (Jane Jacobs); sociology (Lucius Burckhard); music (Murray Schaefer), and architecture (Michael Southworth), just to name some of the main proponents. Arts and social sciences as a basis for planning open up new perspectives and instruments, necessary both for pre-planning phases and for generating new understandings of the city in planning processes.

What are some of these new understandings? Immaterial, qualitative values, such as city perceptions, interpersonal relationships, fresh air, acoustic horizons, city skylines, social equity, democratic involvement, human environment, historical landmarks, cultural diversity, city images, and memories are only a few of the city factors that cannot be understood through quantification. It is possible, however, for planners to be in a position to create and promote spatial and timeframe models to accommodate those needs [32].

Якщо взяти до уваги, якими жахливими бувають наслідки квантифікативного міського планування, аж ніяк не дивує, що така кількість його критики прийшла з суспільних наук і мистецтва. Філософія, географія, історія, антропологія, журналістика, соціологія, музика, архітектура — лише деякі з дисциплін. Мистецтва й соціальні науки стали базою для нового розуміння теорії та методів планування як для дослідницьких етапів, так і для альтернативного розуміння міста у процесі планування. Якими є складові цього нового розуміння? Нематеріальні, якісні характеристики, такі як сприйняття міста, міжлюдські стосунки, свіже повітря, акустичні горизонти, історичні пам’ятки, культурна різноманітність, міська пам’ять. Водночас жоден із цих компонентів не можна охопити кількісними показниками. Натомість планувальники можуть бути тими, хто створює й підсилює моделі, що відповідатимуть цим потребам у просторі й часі [32].

Kyiv’s contemporary planning includes the unrealisable and undesirable aims desperately attempted during the last century — to overcome the «liveable chaos» of the city in favor of a tightly controlled order.

Livable chaos is not negative; in fact, city existence depends upon it, because the city is dynamic, not fixed in place. Especially in Ukraine, urban planners, despite repeated calls for flexible physical planning, have never devised a model to do so besides the approach of adopting incremental and illegal modifications. And urban designers remain stubbornly fixed to nineteenth-century conventions of plan, section, and elevation for the dynamic model of the city. Diagramming a static future for what is a living being (the city) is akin to pinning a butterfly to a board and claiming that in doing so, one thereby understands a living butterfly.

Only a few urban designers have ever conceptualized and embraced an understanding of the design of the city as a dynamic entity, and of devising planning and design solutions that embrace this dynamism rather than resisting it, in the manner of pinning a butterfly to a board.

The planner must view the act of designing the city as one akin to the act of «painting on a river», as David Crane (1970) put it. Edmund Bacon (1980) promoted the planning of the city as a movement system, while Brent D. Ryan (2017) advocated for a «plural urbanism», permitting the collective shaping of the city by its numerous actors, yet in an intentional, aesthetically purposed way. Following this innovative thread of design practice, we propose a flexible or dynamic master plan as a new planning approach that achieves this aim.

Якщо дотримуватися цього інновативного напряму на практиці, ми пропонуємо гнучке або динамічне майстер-планування як новий дизайн-підхід, що дозволить досягти означених вище цілей. Міське планування має стати невід’ємною частиною соціального, культурного, політичного й економічного розвитку (а інколи й cтиснення — shrinkage), адже його відрив від прагнень жителів, науковців, митців і підприємців створює ситуацію недовіри й абсурдності. Пріоритети мають базуватися на потребі теперішнього й майбутніх поколінь у сприятливому для життя місті без забрудненого повітря, води та землі. Щоб цього досягти, ми зосереджуємося на тому, як міське планування може змінитися.

Urban planning needs to become an integrated part of economic, political, cultural, and social development, as its detachment from the aspirations of citizens, scientists, artists, and entrepreneurs creates mistrust and absurdity. Priorities and strategies have to be based on the needs of the current and future generations to inhabit a liveable city without polluted air, water and soil. To achieve this desirable outcome, we now look into how spatial planning and urban development could change.

Ці нові принципи включатимуть поліцентричність та фокус на процесі; імператив сталості; громадяни — співтворці, а не споживачі.

Сучасне планування в місті досі спирається на небажані й нездійсненні цілі 20 століття — вхопити й перемогти «життєдайний хаос» міста та забезпечити чіткий контроль за порядком. Цей хаос не є винятково негативним. Насправді існування міста залежить від нього, адже постійно перебуває в русі, ніколи не зафіксоване в одній точці. Міські планувальни/ці, надто в Україні, так і не розробили іншої моделі, крім ухвалення інкрементальних або нелегальних змін, попри багаторазові заклики застосовувати гнучке просторове планування. А міські дизайнер/ки залишаються затятими прихильниками уявлень з 21 століття: плану, секції та зрізу в часі динамічного розвитку міського середовища. Графічна фіксація статичного майбутнього для мінливого середовища міста — ніщо інше, ніж пришпилення метелика до дошки зі спробою заявити, що цим досягається розуміння живого метелика. Лише зрідка планувальники й дизайнери концептуалізують і вхоплюють процес створення міського середовища як динамічної сутності та формують рішення на підставі динамічності поля, а не прикріплюють метелика до дошки для власної ентомологічної колекції. Планувальни/ці мають сприймати створення плану для міста як малювання на поверхні ріки, що не залишає незворотних слідів, як це формулює Девід Крейн (1970). Едмунд Бейкон просував ідею планування міста як рухливої системи, а Брент Д. Раян (Ryan, 2017) захищає позицію «плюралістичного урбанізму», що уможливлює спільне створення міста багатьма гравцями в обраному напрямі.

A clear statement of how planners should conduct themselves requires looking beyond professional ethics to the functions the profession serves, the tasks it is assigned. If a given task is harmful, executing it professionally is not desirable [33].

We suggest that different principles and language of planning are needed.

These new principles would include polycentricity and horizontality; a sustainability imperative; and citizens as co-creators.

These changes in the approach constitute our responses to the unsustainable; the disconnected nature of local spatial plans; the unrealistic, artificially calculated, and fixed-butterfly nature of static spatial plans, and these plans’ denial of the validity of public space as a forum for future civic action.

Співвідношення між формальністю та неформальністю часто базується на ексклюзивному пріоритеті формального. Як потужна метамова, формальність інкорпорує структури влади та домінації й надає готову репрезентацію світу, базовану на нормах, стандартах і культурних кодах [34]. Документація з міського планування не має бути переоцінена як така. Процес її створення відіграє чи не більш важливу роль. Сучасні планувальники ж одержимі надрегулюванням, що створює розрив між бажаним планом й дійсністю. Цей розрив часто зменшується за допомогою корумпованих механізмів і особистих, нескоординованих рішень. Гнучкості ми вимагаємо часто, але саме її реалізація має стати новим принципом. У той час як юридичні рішення вимагають чітких правил, ефективний просторовий план має бути динамічним [35]. Гнучкі інструменти, такі як законодавчі рамки зміни землекористування, стимулювання перевикористання пустих територій або тимчасові дозволи, дають плану можливість узгодити майбутні зміни й залишатися інтегрованим з іншими документами: стратегією, зонуванням і детальними планами. The relation between formality and informality is typically based on formality’s exclusive priority. As a powerful meta-language, formality incorporates structures of power and domination and provides a prescriptive representation of the world mediated by norms, reference standards, and cultural codes [34].

Urban planning documentation must not be overestimated on its own. The process of its creation has to become even more significant. Current planners are obsessed with over-regulating, leading to gaps between the desired plan and real context. Often this is resolved by corrupted mechanisms and personal, uncoordinated decisions.

Flexibility is often called for, but its realization needs to become a new planning principle. While legal decisions certainly demand clear-cut rules, an effective spatial plan needs to be dynamic and flexible [35]. A flexible instrument such as a legal framework for urban land reallocation, vacancy reuse incentives, or temporary permits allows a plan to accommodate future changes and to remain integrated with other planning documents such as a strategic plan, a zoning and detailed plan, and others. Moreover, such a flexible instrument should provide an overlay of formal (zoning, detailed plan) and informal plans (community-led projects, for instance).

Комунікація та координація між секторами й організаціями має стати базовим принципом, реалізацію якого може забезпечити поліцентрична та горизонтальна процедура створення планувальної документації. Звісно, планування має відбуватися з ініціативи й під контролем міської адміністрації та міських експертів на основі конкурсів. Міські управлінці зобов’язані брати на себе ключову проактивну роль у більшості проєктів розвитку, захищаючи та забезпечуючи громадський інтерес. Проте планування як таке більше не мають проводити винятково фахівці з державних інститутів. Місцеві актори та бізнеси вже сьогодні прагнуть створювати керівництва та рамкові умови водночас з міськими програмами, і їх мають взяти до уваги міські планувальники, щоб забезпечувати демократичність і скоординованість проєктів. Представництво та прозорість планувальної документації має бути обов’язковою умовою процесоорієнтованого планування. Документація, за окремими винятками, має створюватися як публічно доступна та зрозуміла. Це може й має запрошувати містян, забудовників, незалежних експертів і громадянське суспільство до участі в плануванні. Крім того, планувальники мають бути справді терплячими до можливої затримки випуску документа, якщо цього вимагатиме відкритий процес [36]. Наостанок, важливим аспектом представництва є децентралізація ухвалення рішень на рівні районних рад і адміністрацій, де місцева планувальна документація може бути публічно обговорена, оцінена й ухвалена на умовах рівноправної участі стейкхолдерів. Лише тоді муніципалітет має розглядати й голосувати за оновлення землекористування на території та узгодження проєкту.

Communication and coordination between sectors and organizations have to become a principle. This can be provided by a polycentric and horizontal procedure of planning provision. Of course, planning must be guided by an integrated team of city administration and urban experts chosen on the basis of competition. City administration has to play a pivotal and proactive role in most of the development projects, securing and defending the public interest.

Still, planning can no longer be produced solely by experts from state institutions.

Local actors and businesses already strive to create guidelines and frameworks in parallel, and they must be taken into account if planning is to be coordinated and therefore democratic.

Representation and transparency of planning materials has to be a supporting condition of process-oriented planning.

Documentation has to be created in a publicly accessible and understandable way that invites citizens, developers, independent experts, and civil society to participate.

Moreover, planners need to be tolerant of postponing the planning document release if the open process demands it [36]. Lastly, there needs to be a decentralization of the local planning procedures to the level of district councils and administration, where local planning documentation can be publicly discussed, evaluated, and accepted on the terms of fair stakeholder participation by rayon (district) council members. Only then should the city council vote to update the land-use or general plan and legalize an urban project.

3.2.2 The sustainability imperative in planning: Reduce, reuse, recycle

creative and innovative in uncovering new potential users and uses. Within the GP, a new strategy for comprehensive revitalization needs to substitute the current «renovation», which is actually destruction, strategy for industrial areas.

Recycle sites of toxic industry, residential waste, private cars, fences, demolition debris, parking garages and highway interchanges. Take advantage of recycling to get rid of obsolete and damaging elements of the city, such as motorized personal mobility vehicles and redundant asphalt. Set new rules and priorities towards minimizing the remaining inefficient and unused areas with the aim of converting them to places of public interest with high sustainability criteria.

Urban planning urgently needs to take very seriously the ecological balance and climate crisis as well as the low-carbon future of the city. This imperative can be translated to spatial and managerial instruments that aim to: Reduce traveling distances, food miles, speculative construction, heat island effect, energy use and waste production. This means a search for methods and incentives to lessen the consumption of different goods and to change mobility patterns. It also implies the need to minimize waste creation at different stages of urban development, taking on the responsibility for evaluating and decreasing waste from the start of development.

Участь громадян/ок — невід’ємна складова демократії в міському житті, яка сприяє освіті містян/ок і сприяє ухваленню виважених рішень. Залучення — це також про можливість стати співтворцями свого міста. На рівні цілого міста жител/ьки навряд чи зможуть замінити професіонал/ок, але на рівні району, вулиці чи кварталу місцеві мають значно глибше розуміння процесів і відчуття причетності, адже мають власне знання і спогади про цю територію (Jacobs, Habraken, Ryan). Формальні й неформальні асоціації разом з громадськими організаціями також можуть надати неоціненну допомогу планувальни/ці. Проте для цього планувальні процедури мають створювати просторові та правові умови активної включеності громадян упродовж усього процесу. Залучення людей через формальні процедури раз на декілька років — це не процес, який враховує позиції зацікавлених сторін протягом усіх основних кроків створення планувальної документації. Страх політик/инь і планувальни/ць перед спекуляцією на темі або реакцією жител/ьок «тільки не на моєму подвір’ї» — це насправді проблема непрозоро комунікованих цілей проєкту, погано фінансованого й недбало проведеного залучення. Створення фасадних, імітаційних процесів більше не можливе, адже містяни фрустровані та розлючені тим, що шкідливі міські проєкти ухвалюються без них, без жодної можливості для них бути почутими, включеними в процес ухвалення рішень, або навіть отримати інформацію заздалегідь. Створити цінний міський план або

3.2.3 Citizens are co-creators, not consumers Participation constitutes a facet of democracy in urban life, and it promotes the education of citizens as well as the promotion of negotiated and well-considered choices. And participation does even more than that, enabling urban dwellers to become co-creators. At the city scale, citizens can hardly assume the role of professionals, but on the level of local districts, streets and neighbourhoods citizens possess a much deeper understanding of the processes and sense of involvement due to their intimate knowledge of such areas (Jacobs, Habraken, Ryan). Formal and informal associations as well as NGOs are also of invaluable help to planners on the ground.

To enable citizens’ right to participate, planning procedures have to provide a spatial and legal opportunity for active involvement by citizens throughout the process.

Permitting participation does not mean simply providing highly formalized procedures conducted by the city once every few years. Instead, participation means that a planning process should include all major steps in planning documentation.

Planners’ and politicians’ fear of NIMBYism and speculative development is as much a failure of transparent communication of the common goals as it is a problem of poorly financed and conducted processes. Creating visibility of false participation processes can no longer suffice because people are frustrated by harmful planning decisions being made somewhere, without an opportunity for citizens to intervene and access the accurate planning information beforehand.

Численні міські проєкти стикаються з запеклим громадським опором, що говорить про зростання свідомості громадянського суспільства у Києві, а також свідчить про реальність insurgent polis (Swyngedouw), коли люди стають активними учасниками перетворення міста. Планування має враховувати, поважати й вітати цю учасницьку дійсність, а не ігнорувати її в інтересах окремих міських управлінців і забудовників.

To create a valuable plan or regulation that will find public support in spite of a developer’s opposition is possible only via co-creation of a plan with the public and through publicity and transparency of plan regulations and concepts. A worldview in which citizens play only the role of consumers is far from the real-life urban processes that we observe. What was previously expected by powerful actors — the silent approval of the majority — is no longer a viable option. Many urban projects are meeting fierce local resistance, a sign of the growing and thriving civil society of Kyiv, and a welcome indicator that the «insurgent polis», with an active, engaged, and participatory citizenry is the reality of the city today. Planning needs to acknowledge, respect, and welcome this participatory reality, instead of pretending that it doesn’t exist for the sole benefit of developer groups and city administrators.

While we understand that any serious changes to the contemporary planning mindset and process existing in Kyiv may take an immense amount of time and energy, we propose that by building upon existing lines of action to strengthen the discontented voices and stimulate radically new

Short-term, small-scale projects respond in a modest way to tackle the vast challenges of changing planning paradigms. Many local plans and conceptions are simply neglected instead of being applied for the benefit of the communities, and as such are almost never taken into account by municipalities in Ukraine.

Small-scale and short-term projects help us move toward a desirable future, help us to achieve the suggested result of plans, as well as to reflect on the aim and principles of a new planning paradigm without taking difficult big steps all at once. It is easier with short-term and small scale to experiment and to make radical decisions that would otherwise be unavailable in political gridlock and business-as-usual approach that is typical of big-scale plans. A helpful step to achieve desirable outcomes is to designate short-term projects as equal in importance to strategic and long-term projects.

Ми категорично проти представлення короткострокових проєктів як «паралельного виміру» роботи, повністю відірваного від формального і реального планування (Michel de Certeau). Навпаки, ми пропонуємо користуватися інтегрованим підходом, де проєкти «знизу-вгору» мають навчитися ставати більш довгостроковими, а великі проєкти — залучати стейкхолдерів і бути гнучкими (Mike Lydon, Daniel Campo). Звичне уявлення про неформальність короткострокових проєктів є їхньою сильною стороною, адже вони здобувають легітимність через переговори, а не примус. У таких проєктах приватні та громадські ідеї стають вагомими інструментами прогресивного і свідомого розвитку територій. Однак цього недостатньо. Довгострокові проєкти слід ініціювати з дослідницькою метою, а не лише з політичною. Адже залучення зацікавлених сторін часто не веде до конкретного передбаченого результату, а відкриває перспективи різних варіантів і посилює позицію міської адміністрації, планувальників та експертів. Просування дослідницьких методів критично важливе, щоб оцінювати й відповідати на сучасні виклики у містоплануванні. Найважливішим тут є створення зв’язків між різними сферами: соціальної політики, екологічного регулювання, управління громадськими просторами, планування міської мобільності тощо. Наразі більшість із цих тем вивчають і опрацьовують вузькі спеціалісти поза «міським контекстом», тому вони вкрай рідко потрапляють у містопланувальні документи. Це й призводить до розірваності та слабкості планувальної політики, про яку ми згадували раніше.

We are opposed to the «image» of a short-term project being a parallel field of action or activity that is detached from «formal» or «real» planning (Michel de Certeau). Instead, we suggest considering an integrated approach, in which the bottom-up has to learn how to be more longterm, and vice versa (Mike Lydon, Daniel Campo). Their presumed lack of formality is actually a strong side of these projects, as they obtain their persuasive power through negotiation, not coercion. In smallscale, short-term projects, both private and non-governmental ideas can become powerful tools fostering progressive development. But these will not suffice on their own.

Long-term projects should be initiated within a more research-oriented rather than a policy-making outlook. Engaging interested parties in a discussion often does not lead to any precluded result, but instead opens a horizon of options and strengthens the position of municipal administration, planners, and experts. Advancing methods of research are critical to assess and respond to contemporary challenges. The most important point here is to link planning to other related topics, such as social cohesion programs, ecological regulation, public space management, mobility planning, and others. Many of these topics are being researched and managed by other professionals outside of an «urban» context, so they are very rarely incorporated into spatial plans, thus leading to the disconnectedness and weakness of planning documentation which we mentioned earlier.

Короткострокові, невеликі проєкти дають скромні відповіді на величезні виклики змін у планувальних підходах. Багатьма місцевими планами та концепціями просто нехтують замість того, щоб використовувати їх в інтересах громади, і через це їх практично ніколи серйозно не беруть до уваги в містоуправлінні. Насправді ж маленькі проєкти з невеликим терміном виконання допомагають досягти бажаного майбутнього та рефлексувати над цілями і принципами у плануванні без ухвалення багатьох складних рішень. У невеликих часових рамках і масштабі легше експериментувати й досягати радикальних рішень, неможливих в умовах політичного глухого кута та стандартних практик (business as usual). Вельми помічним було б визнати короткострокові проєкти так само важливими, як і довгострокові стратегічні.

Із завершенням ери постсоціалістичної технократії у Києві не настав період сучасних критичний інституцій та громадської участі. Ми переконані, що наявна планувальна система зламана й застаріла. Вона не має довіри в очах ні жител/ток, ні політик/инь, ні бізнесу. Як ми стверджували вище, найгірші з її пропозицій ведуть до несталого розвитку, а найкращі з них спекулятивні забудовники легко обходять. Необхідно відкинути всі марні спроби модернізувати проєкт Генерального плану-2040. Але щоб змінити систему, необхідна хоробрість і час, аби переглянути засади і відповісти на питання, які постійно залишають осторонь: Як планувальна стратегія взаємодіє з демократичним суспільством? У чиїх інтересах насправді планується майбутнє міста? Якою є роль планування в сучасному міському розвитку? Як громадяни можуть впливати не те, щоб місто ставало кращим простором для життя? І що, зрештою, означає «краще місто»? Озираючись на кіпрську Хірокітію, одне з найстаріших міст світу, ми згадуємо, що впродовж сотень років міські жител/ьки прагнули збалансованого міста й найчастіше могли домовитися між собою, враховуючи принцип загального блага. Звісно, складність сучасного міського життя не йде в жодне порівняння з попередніми століттями, але у нас залишається надзвичайна кількість невикористаних можливостей для учасницького планування й управління містом. Київ готовий до планування, ініційованого громадою.

The era of post-socialist technocracy is over, but in Kyiv, the era of new critical institutions and public engagement has clearly not yet fully emerged. We firmly believe that the existing urban planning system is broken and outdated. It lacks credibility in the eyes of active citizens, politicians, and businesses. And as we have argued, the worst of the current planning system’s provisions have led to unsustainable development, while the best have been easily bypassed by ill-intentioned speculative developers. In a practical sense, it is necessary to abandon the futile attempts to modernize or legalize the project of the General Plan 2040. But to change the system, we need to have courage and time to reconsider the basics, and to answer thoughtfully and publicly the questions often left aside, such as: How does planning strategy interact with the forces of democracy? For whom is the city planned? What is the role of planning in urban development? How can an average citizen help the city to become a better place? And what does a «better place» really mean?

Thinking back to our ancient Cypriot city of Khirokitia, we can recall that for hundreds of years, urban dwellers strived for a balanced city and that more often than not they were able to negotiate different interests with the view of the common good in mind. Surely, the complexity and speed of the current city life is no comparison to earlier ages, but there do remain many, many underutilized opportunities for people to take part in the creation and management of the city.

Kyiv is a city ready for citizen-driven planning.

We are confident that shifts in the planning paradigm, such as those that we have suggested in our three-part article, have to come before changes can be made to the legal aspects of city planning and management. The city administration can no longer play a secondary role, not during an era in which speculative market forces are overriding the existing legislation and establishing a parallel world to the general planning system, leading to the disastrous mobility, energy, and land use situation that we have described in our articles. The current system’s seemingly mythical faith in quantitative and precise planning documentation cannot compensate for the insufficient competence, non-involvement, and lack of leadership shown in the actual administration of this system.

Today, the personal responsibility and positioning of Kyiv planners are very blurred, and their role and responsibilities are both distanced from the real changes happening in the city and disrespectful of the actual desires of the majority of Kyiv citizens. Only through embracing new, flexible, citizen-centered paradigms, shown in the diagram below, can we, the Kyiv society, begin the process of reinstalling public trust in the planning profession and restoring the profession’s ability to provide public goods to citizens in a transparent and democratic way. These restorations will permit the subsequent transformation of practices and rules to take place. The authors hope that the next generation of urban planners, by reflecting on the values and principles outlined above, will be able to critically engage in the process of creating new planning for Kyiv, and in abolishing the current system that compromises planning ideals in favor of short-sighted decisions.

Ми також впевнені, що зміни в мисленні планувальни/ць і дотичних до планування людей мають передувати законодавчим перетворенням. Міська адміністрація більше не може грати другорядну роль. Не в часи спекулятивних і агресивних гравців на ринку землі та нерухомості, які оминають приписи міської політики та закони, встановлюючи паралельну до планувальної системи дійсність, що веде до катастрофічних наслідків у сферах мобільності, використання землі й енергії та житлового забезпечення. Міфічна віра прибічників нинішньої системи в кількісну та точну планувальну документацію не може замінити недостатню компетентність, брак участі громади та лідерства в управлінні міським розвитком. Сьогодні особиста відповідальність планувальни/ць у Києві розмита, а їхні ролі та підхід космічно далекі від реальних міських викликів і, як наслідок, зневажливі до цінностей містян. Тільки завдяки використанню нових, гнучких, орієнтованих на громадянина парадигм, показаних на діаграмі нижче, ми можемо розпочати процес відновлення довіри громадськості до професії планувальника та здатності професії служити суспільному благу в прозорий і демократичний спосіб. Ці зміни у мисленні дозволять здійснити подальшу трансформацію практики та правил. Автори сподіваються, що наступне покоління містобудувальників, розмірковуючи над викладеними вище цінностями та принципами, зможе критично взяти участь у процесі створення нового планування для Києва та заміни наявної системи, яка компрометує ідеали планування на користь короткозорих рішень.
