Have you experienced the mountain biking and hiking trails at Binder Park and Frog Hollow Nature Trail?

Ever heard someone complaining about “kids these days”? They weren’t talking about JC Key Club.

These quality trails are the outcome of hours and hours of volunteer work put in by Osage Regional Trail Association. Started in 1996, the group of mountain bikers and hikers are interested in designing and building natural surface, eco-friendly trails. ORTA uses the International Mountain Biking Associations guide lines for trail building, the most advanced techniques used today.

This remarkable group of young adults identifies community needs and creates opportunities for students at JCHS to get involved in their community. Key Club will communicate with internal and external publics about community service opportunities and accomplishments of JC students in the Jefferson City area on the local, state, national, and international levels.

The guiding principle with HSHC is to reduce childhood obesity in our community by 5% within 5 years with the assistance of Missouri Foundation for Health and local partners.

Along with being a great partner for City of Jefferson Parks, Recreation and Forestry, ORTA also assists Columbia Parks and Recreation; Missouri State Parks; and United States Forestry Service.

Every year, JC Key Club partners with City of Jefferson Parks, Recreation and Forestry to host Paint the People 5K to raise funds for United Way of Central Missouri.

Payment methods accepted include cash, checks, money orders, MasterCard, VISA, and Discover. On a credit card registration, please include the card number, expiration date, printed name as it appears on the card, and your signature. Make all checks payable to Parks and Recreation.

Walk In Mail

Participation Liability The Jefferson City Department of Parks and Recreation and/or the Jefferson City Parks and Recreation Commission does not provide insurance coverage for injuries suffered while participating in programs or using facilities. Any costs related to such injuries should be presented to your personal medical insurance carrier.

Late Fee Policy Many parks and recreation programs have enrollment limits and registration deadlines. To ensure a spot in your favorite activity, please be sure to register before the registration deadline. Registering early will allow for proper staffing levels, adequate equipment and program supplies for all participants, as well as saving you money. If space is still available in a program after the registration deadline, the program fees will be higher.

You can register for activities online at jeffersoncitymo.gov/parks. You may create an account online if you are a new customer. If you are an established customer but don’t know your login information, your user name and password can be emailed to you if you have an email address on file.

Refund Policy The Parks and Recreation Commission has adopted the following refund policy regarding programs and facilities: Programs 1. If a cancellation is made prior to the registration deadline, a refund will be given, less a $5 processing fee. 2. If a cancellation is made after the registration deadline, a refund will be given for 1/2 of the fee paid. No refund will be given if a cancellation is made after 9:00 a.m. two days prior to program start date. 3. Fees paid for team registrations are not refundable once a team registration has been accepted and recorded. 4. Full refunds are made if a program is canceled by Parks and Recreation. Facilities/Hayrides 1. Fees paid for admission to park facilities are not refundable. 2. The $10 facility holding fee required to reserve park facilities/shelters is not refundable under any circumstance except as in #5 below. 3. If a cancellation occurs ten or more business days prior to the scheduled reservation, the facility/hayride rental fee and deposit is refundable, less a $10 processing fee. 4. If a cancellation occurs less than ten business days prior to the reservation, 1/2 of the rental fee and the entire damage deposit will be refunded. 5. Full refunds are made if a rental is canceled by Parks and Recreation. 6. Refunds due to weather will only be given if the park itself is closed. Amusement Park Tickets 1. Amusement park tickets purchased through the Department of Parks and Recreation are refunded through Friday, September 30, 2017.

River City Fall Festival

Prison Break

Presented by Central Missouri Master Gardeners, there will be over 50 handmade craft and gardening information booths, food booths, a petting zoo, wagon rides, pumpkins, pony rides and live entertainment. Festival will take place at Bill Quigg Commons, located in the Master Gardener Demonstration Gardens in North Jefferson Recreation Area. Contact jlong@ktis.net for more information.

Racers will emerge from the prison’s dungeon, sprint through Housing Unit 4 and set out on a 5+ mile course that will test every facet of their athleticism. Breaking out of prison isn’t easy, and this course won’t be either. Expect the unexpected – hilly terrain combined with a slew of obstacles will be featured at every turn. Must be 18 years or older. Special Events Christmas Home Decorating Contest

Capital City Festival of Lights

Load up the car and head to Binder Park to see a magnificent display of lights and whimsical holiday displays. With over a mile of scenic roadway, Binder Park is transformed into a winter Wonderland. This self-guided, drive through tour will showcase everything from displays of Santa Claus and his elves to impressive choreographed lights synced to music. Enter the 32nd Annual Christmas Home Decorating Tour and Contest, which is sponsored by Cottonstone Gallery, Parks and Recreation and the News Tribune Co. The contest is limited to residents within the city limits who have completed and turned in the entry form by the December 8 deadline. Our competitive categories include Charlie Brown; Norman Rockwell; O Holy Night; Clark Griswold; and Christmas Classics. In addition to our regular contest, you can be included on our noncompetitive, City-wide Christmas Lights Tour. If you would like to have your home listed on the Tour, please fill out the entry form and check the box stating that you would like to be included in the Tour. only. Outdoor Programs Storybook Trails

Fall Hayrides

Jefferson City Parks and Recreation, Scholastic Inc and Luetkemeyer Signs are bringing storybooks to the trail (reading, exercising & family time all in one: run, walk or ride your bike). Storybooks will be at the 5-8 year old reading level. The storybook trail will be up by 12 pm on starting date.

Enjoy autumn’s beauty and the park wildlife with a tractor-drawn hayride through Binder Park. Hayrides are available September 8 through November 19. Hayrides are perfect for families, a group of friends, office parties, or youth groups.

Reservations are accepted on a first-come-first-served basis in person, or by phone if using a credit card. Inquiries may be made by phone, but hayride reservations must be accompanied by payment in full for both the hayride fee and the deposit fee (applies to day and evening hayrides). Daytime Hayrides: Cost is $25 per hour. Two wagons are available. For younger age groups, up to age 6, wagons can accommodate 25 to 35 children. For older ages, 7 and up, wagons can accommodate 20. All day-time hayrides must finish before 5 pm. Daytime hayrides are available Monday - Friday. Evening Hayrides: 2 1/2 hours in length, evening hayrides are available Monday - Thursday at 5:30 or 7:00 pm; Friday - Sunday 5:00, 6:30 or 8:00 pm, with a 2:00 pm and 3:30 pm time available on Saturday and Sunday. Cost is $50 per wagon with a maximum of 20 people per wagon. In addition, a refundable deposit fee of $15 per wagon.

Located on Binder Lake, Capital City Sailing Association (CCSA) was founded in 2008 with a mission to promote the art of sailing, sportsmanship, and water safety. Outdoor Programs RV Camping

Disc Golf The Parks and Recreation Department and the Jefferson City Disc Golf Club teamed up to construct two 18-hole disc golf courses. The original course is located in Joseph C. Miller Park (adjacent to the Binder Sports Complex). The second course is located on the north end of Binder Park (beginning by the playground). There is no cost to play and the courses are open during daylight hours. For more information about the course or how to join the local club, please contact the Parks and Recreation office or the Jefferson City Disc Golf Club at (573) 636-2220.

Department of Parks and Recreation operates an RV Campground located just west of Jefferson City in Binder Park. The campground is open year-round and has 17 RV campsites with full water, sewer, and electrical hookups. They also feature barbecue grills, covered picnic tables, campfire rings, and a laundry and shower house. Camping fees are $20/day (all sites having full-hookup capabilities). Reservations can be made up to a year in advance by calling the Parks and Recreation Department at (573) 634-6482. Each site is sewer/electric accessible. Water access is located at approximately every other site. Campers need to bring their own Y attachment and hose.

Dog Park Located in North Jefferson Recreation Area, the dog park offers a fenced, off leash area for dogs to stretch their legs and exercise. It is approximately 2 acres and includes a double gate entrance, water source, waste disposal stations, posted regulations and use guidelines, and park benches throughout the site. Usage permits are required to use the park. Cost is $24 for a full year beginning in January. The fee is prorated at time of registration. Contact (573)634-6482 for information about the Dog Park Regulations and Use Guidelines and how to register for a usage permit.

Winter Trout Fishing In conjunction with Capital City Fly Fishers and Missouri Department of Conservation, McKay Lake will be stocked with Rainbow Trout. Nov 1 to Jan 31 is catch and release (artificial baits, no natural or scented baits). Starting Feb 1, trout may be caught and kept under regulations (any legal bait/lure can be used). Anglers ages 16-64 must possess a valid fishing permit and a trout stamp. Check out the full regulations by contacting Missouri Department of Conservation at (573) 751-4115.

RC Flying Radio control flying field is located in Joseph Miller Park, adjacent to Binder Park. Individual flying permits are required to use flying field. Please be prepared to display your permit to Jefferson City Parks and Recreation, the Jefferson City Radio Control Club members or Law Enforcement upon request. Launch Your Boat Binder Lake Boat Ramp: Binder Lake boat ramp sports a “rougher” texture that eliminates slipping on the moss during the summer. Noren Missouri River Access, located in North Jefferson Recreation Area, is open from 5 a.m. to 11 p.m. Hough Park Lake: boating (hand-launched) and bank fishing are permitted at Hough Park Lake. Access to the golf course irrigation lake is at the end of Iven Road. For personal safety, fishing and boating are not allowed near hole #3 on the north end of lake.

Mountain Biking If you are a mountain bike enthusiast, check out the 15 miles of trail throughout Binder Park and 3.1 miles of the Frog Hollow Nature Trail near the West Edgewood Greenway parking lot (access across the new bridge). These trails offer fun for all ages and ability levels and are designed for non-motorized vehicles - ATV’s and motorcycles are prohibited. Rates apply to all individuals, businesses, and organizations. Reservations are accepted on a first-come-first-served basis up to one year in advance. Inquiries may be made by telephone, but ­reservations must be made in person, unless using a debit or credit card. All reservations made more than 60 days in advance require a $10.00 non-refundable holding fee which is applied to the rental, with the balance due 60 days prior to the rental date. If the balance is not paid within this time, the reservation will be canceled and the facility will be made available to others. Reservations made within 60 days require payment in full at time of booking the reservation. If a cancellation occurs 10 or more business days prior to the scheduled reservation, the facility/hayride rental fee and deposit is ­refundable, less $10.00. If a cancellation occurs less than 10 business days prior to the reservation, ½ of the rental fee and the entire damage deposit will be refunded. If the cancellation is made by the Department of Parks and Recreation, a full refund will be issued. All facilities require a $50 damage, clean-up, and/or key deposit in addition to rental charges payable by cash, check, MasterCard, Visa, Discover. Provided the key is returned (if applicable), the facility is cleaned properly and there is no damage, the deposit, if paid by cash or check will be returned by mail approximately two to three weeks after the date of usage. If paid by credit/debit card the refund will be credited back to the card the Monday after your rental. All outdoor pavilions have enough picnic tables, restrooms, barbecue pits, water fountains and water spigots to accommodate the designated capacity. Those facilities with kitchens also have sinks, counter space, refrigerators and serving areas. Sale of items, usage after 11 p.m., charging admission, and playing amplified music require the completion of a Special Use Permit ­Application and advance approval from the Department of Parks and Recreation prior to a reservation being made, but not less than 10 business days in advance of the planned reservation. McClung Indoor Pavilion

Green Berry Acres Cabin

The McClung Indoor Pavilion is located in McClung Park, 930 McClung Park Drive off Chestnut Street across from Lincoln University’s Dwight T. Reed Stadium. The indoor pavilion can accommodate groups as large as 200 and is frequently used for square dancing, leisure classes, summer day camps, wedding receptions and a wide variety of other rentals.

The cabin at Green Berry Acres, 1915 Green Berry Road, is the newest indoor rental option. The renovation of the cabin was completed in April 2016. The indoor space is 400 square feet and can accommodate up to 45. The kitchenette includes a refrigerator/ freezer, microwave, sink, and counter space.

Washington Park Center

Cedar City Room

The Washington Park Center, 1203 Missouri Boulevard, is located in Washington Park at the corner of Kansas Street and Missouri Boulevard. The historic building offers a rentable public meeting room for groups as large as 45 and is frequently used for birthday parties, baby and wedding showers, as well as other smaller events.

The North Jefferson City Multipurpose Building Cedar City Room is located in the North Jefferson Recreation Area at 810 Sandstone Road. The reserveable room can accommodate groups as large as 100.

Oak Hills Golf Center 16 Operating Schedule Oak Hills Golf Center is open daily year round, providing the temperature is at least 40 degrees, and there is no frost on the greens or frozen turf conditions. The driving range is open as long as the course is open, with the exception of Monday mornings during the summer for mowing purposes. Golf Etiquette When good etiquette is practiced, golf is a much better and more enjoyable game. Benefits of practicing good golf etiquette include faster rounds, greater enjoyment, improved course conditions and better interaction between golfers.

Dress Code Policy Shoes: • Tennis or golf shoes required. No boots of any kind allowed. Pants/Shorts: • No cut-off, biking or running shorts allowed. Shirts: • Collared shirts with or without sleeves, hemmed. • Crew neck t-shirts with or without sleeves, hemmed. • Ladies tank top/sweaters with a minimum of 1 1/2” strap. • No spaghetti straps, tube tops or swim suits allowed. • All shirts must fall between the waist and knee. • Shirts longer than the shorts must be tucked in.

Anything determined to be offensive by clubhouse staff will not be allowed to be worn.

Unsupervised Youth Play In order to be approved for unsupervised play, golfers sixteen years of age and younger must successfully complete the following: pass a written multiple choice test related to golf rules, etiquette and safety or complete the Oak Hills Jr. Golf Camp. Young golfers ages nine through sixteen who do not meet these requirements and all youth golfers ages eight and younger will be permitted to play only under the supervision of someone seventeen years of age or older. Violations of rules, poor etiquette, bad sportsmanship, abuse of facilities, horseplay and/or other complaints received from golfers will be grounds for suspension and/or revocation of the privileges granted under this policy.

Special Programs Friday Night Recreation

Special Athletes Youth Program

Friday Night Recreation is a year round recreation program for Cole and adjacent County residents with mental and/or physical disabilities who are 15 years old or older. Family members and friends are welcome and encouraged to attend any of our activities. Friday Night Recreation is co-sponsored by the Jefferson City Department of Parks and Recreation and Cole County Residential Services. The program includes social, physical and creative activities and tries to fill the leisure needs of our participants. Dances, game nights, dinners, hayrides, bingo, movies, and nature activities are some of the events we offer. Anyone wanting to participate must pre-register before attending any of the activities. Pre-registration consists of filling out the registration/application form and returning it to the Parks and Recreation office along with the registration fee. This form includes a parent/guardian release, a brief medical history, and emergency contact information. Schedules and applications may be picked up at the Department of Parks & Recreation and Cole County Residential Services. Jefferson City Special Olympics The Jefferson City Special Olympics is a year round sports training program for any Jefferson City resident sixteen years of age and older, having disabilities because of cognitive delays. Beginning Judo for All Ages

Karate is a martial art involving blocks, strikes, evasions, throws, and joint manipulations and is divided into three aspects: kihon (basics), kata (forms), and kumite (sparring).

Judo is the ancient martial art of unarmed self defense and emphasizes throwing, grappling, and submission techniques (striking techniques are not used). A judo gi can be purchased at a martial arts supply store or through the class instructor. Minimum age is 7 years old. Beginning class runs from 6 - 7 pm. Adult/Women’s Judo A second class, from 7-8 pm, is specifically designed for adults, especially women, who seek to understand judo for self defense or to get in shape. Ice Dancing Class

Off-Ice Conditioning Class

Ice Dancing is a discipline of ice skating that focuses on musicality. Proper posture, correct timing, clean footwork and individual expression will be fine-tuned during these classes. Skaters in the ISI Gamma level and above are eligible to enroll. Ice Dancing classes take place on Thursday evenings. The 23 dances correspond directly with USFS Ice Dancing descriptions.

Off-ice conditioning class helps skaters improve their overall fitness level. This class includes cardiovascular exercises and promotes muscular strength and endurance. An emphasis is placed on core body strength and agility, which is utilized most in figure skating elements. The class will also focus on jumping and spinning techniques. ISI Gamma level and above are eligible to participate. Class meets in the ice arena multipurpose room for 45 minutes.

Moves in the Field Prep Class This is a 30 minute class to help prepare skaters for the upcoming USFS test session. Instructors will help skaters learn and polish the moves in the field patterns and skills in their various levels. Junior Instructors In order to assist staff instructors, junior instructors must attend an off and on ice training seminar. Participants must at least be entering 7th grade and have passed Freestyle 1. Attendance at monthly training meetings is required for all instructors. Attendance will factor into scheduling Jr. Instructor volunteers for classes. Private Lesson Policy Skaters interested in taking private skating lessons may contact the Ice Arena for information on skating professionals eligible to teach private lessons. Students receiving private instruction must pay admission to the public or freestyle session, as well as pay the instructor for the private lesson. Instructors interested in teaching private lessons must contact Rachel Bruemmer, Skating Director or Brent Echols, Assistant Skating Director at 634-6480 for eligibility, requirements and contact information. The Jefferson City Department of Parks and Recreation is not liable for any private instruction from a coach who is not registered through the Washington Park Ice Arena, a member of ISI, USFS or PSA and covered by liability insurance through one of the aforementioned national skating organizations.


Washington Park 27 Ice Arena Capital Classics Synchronized Skating Synchronized Skating is a fun and exciting sport for figure skaters. Team Sensations is a performance based team focusing on the fundamental elements of synchronized skating. Team Vibrant is an advanced formation team working toward transitioning to competitive skating teams. The teams will perform at least four times during the skating season: the Winter Recital, the Capital City Classic Competition at the Washington Park Ice Arena, the annual Ice Show (3 shows) and the Spring Recital. Team Vibrant will also attend at least one out of town competition in the St. Louis area. A team costume is required, but the cost of the costume is kept to a minimum. All skaters Pre-Alpha or Basic 1 and above are encouraged to sign up for this program. Jefferson City Figure Skating Club The Jefferson City Figure Skating Club (JCFSC) is an co-sponsor with the Jefferson City Parks and Recreation Commission. Established in 1962, JCFSC is a non-profit organization and a member of U.S. Figure Skating. The club provides skaters of all ages and abilities an opportunity to develop figure skating skills through a variety of skating opportunities. Registration: Aug 24, 6 - 8 pm; for new and returning members; Classes begin Sept 7 JCFSC Events The Annual Ice Show provides JCFSC skaters the opportunity to combine the grace of figure skating with the artistry of the theater. Classes JCFSC programming offers Moves in the Field, Freestyle sessions and Adult lessons. Snowplow Sam: Designed to help pre-school children develop coordination and strength on ice. Free Skate: Introduces many advanced moves built around single jumps and spins. Adaptive Skating Program: Introduces children with special needs to the rewards of ice skating. Parent Meeting: Tuesday, Aug 29 6:00 pm This meeting will provide details for the spotlight tryouts for the 56th annual Ice Show scheduled for March 2-4, 2018 Group Numbers: Participation is FREE for skaters who have enrolled in Jefferson City Parks and Recreation group lessons in September-December 2017. All levels from Tots to Freestyle will be represented. Some groups will be asked to provide costume items and/or pay a small fee to provide costumes and props for the show. Jefferson City Speed Skating Club

The Jefferson City Speed Skating Club (JCSSC) and members are teamed with the Missouri Speed Skating Association (MOSA) and US Speed Skating (US). JCSSC allows members to participate in local practices and competitions throughout the skating season. Short track speed skating is an Olympic sport which promotes speed on ice in a competitive, fun, exciting, and safe manner. Termination of Participation Any of the following infractions will subject the individual(s) to suspension from attendance at Parks and Recreation programs or facilities for a period to be determined by the Director of Parks and Recreation and prosecution for violation of the City of Jefferson trespassing ordinance: Any park user, program participant, or spectator, who verbally or physically threatens or who attempts to intimidate or harass a Parks and Recreation employee or another park patron or causes such employee or other park patron to be apprehensive about his/her personal safety; • Any park user, program participant, or spectator, who uses vulgar or inappropriate language in addressing a Parks and Recreation employee or another park patron at a Parks and Recreation program or facility; • Any park user, program participant or spectator, who fails to heed the request of an on-site Parks and Recreation supervisor to vacate park property; • Any park user, program participant, or spectator, who violates any Parks and Recreation Commission rule, regulation, policy, code, expectation and/or guidelines for conduct.

The Parks and Recreation Commission believes that no youth should be denied access to Parks and Recreation programs for financial reasons. The Parks and Recreation Foundation makes recreation sponsorships available to those who otherwise would not be able to afford to participate in organized recreation activities. Those seeking sponsorships will be asked to complete a Recreation Sponsorship Application Form available through the Department of Parks and Recreation. Sponsorships are generally limited to those receiving benefits from public assistance as designated on the application form. Sponsorship funding is limited to $200 per individual per calendar year and is restricted to ongoing programs conducted by Parks and Recreation staff. Specialized programs of short duration conducted by non-staff members (e.g. baseball clinics) are ineligible for sponsorship funding. All application forms requesting funding for youth programs must be signed by the parent/guardian of the prospective participant. Participants/parents must pay a minimum of 20% of the registration fee for programs for which sponsorship assistance is requested. Program Cancellations Decisions regarding morning programs will be made by 8 a.m. and announced as quickly as possible thereafter. Decisions on the cancellation of evening activities due to inclement weather will be made by 3:30 p.m. daily, when possible. Volunteer Opportunities with City of Jefferson Parks, Recreation and Forestry City of Jefferson Department of Park, Recreation and Forestry has several opportunities to serve on Commissions and Committees.

Parks and Recreation Commission The Parks and Recreation Commission is charged with acquisition, management, preservation, and improvement of a quality system of parklands, open space and recreation facilities and the development and supervision of a broad program of quality educational and recreational activities for all ages. All nine Parks and Recreation Commission members serve a 3-year term and must be City residents. Those interested need to complete a Volunteer Profile Application that can be found at jeffersoncitymo. gov.

Advisory Committees Along with Parks and Recreation Commission members, we also have several advisory committees. Those interested in serving on a committee need to complete a Committee Membership Questionnaire. • Parks Resources and Planning • Recreation Services • Golf Advisory

Cultural Arts Commission Ensuring the arts are integral to our community’s quality of life, economic vitality and central identity, Cultural Arts Commission leads in promoting collaboration among the arts, business, government, educational institutions and community residents. Members serve a 3-year term. The commission is composed of 11 members, 3 of which may be non-residents. Those interested need to complete a Volunteer Profile Application that can be found at jeffersoncitymo.gov.

Environmental Quality Commission Environmental Quality Commission exists to promote and collaborate on/with programs, policiies, and partnerships related to wellness, safety, and environmental sustainability of the Jefferson City area community. Members serve a 3-year term. The commission is composed of 9 members, 2 of which may be non-residents.
