AMERY REGULAR COUNCIL PROCEEDINGS March 4, 2020

The Amery City Council met on March 4, 2020 at City Hall – Council Chambers. Mayor, Paul Isakson called the meeting to order at 5:00 p.m. Roll Call: Interim City Administrator/Clerk-Treasurer, Patty Bjorklund conducted Roll Call. Present: Mayor, Paul Isakson. Council President, Tim Strohbusch. Alderpersons, Julie Riemenschneider, Rick Van Blaricom, Kris Vicker, Sarah Flanum, and Chad Leonard. Absent: None. Staff Present: Interim City Administrator/City Clerk-Treasurer, Patty Bjorklund; Management Analyst-Deputy Clerk, Ben Jansen; Assistant Fire Chief, Erik Hellie; Library Director, Amy Stormberg; Public Works Director, Bones McCarty and Wastewater Treatment Plan Supervisor, Jeff Mahoney. Staff Absent: Police Chief, Tom Marson. Others present: Members of the Public and Guests. Pledge of Allegiance to the Flag: Mayor, Paul Isakson led everyone in the Pledge of Allegiance to the American Flag. Public Comment: Woody McBride gave an overview of Summer Wednesdays at Michael Park Pavilion to be held on Wednesday’s from June 3, 2020 – August 21, 2020. 5th Grade Teacher, Mike Simonsen with 3 of his 5th Grader Students – Sophia Trandum, Addie Gould and Keaton Wollan. They were discussing the fact that they are doing a donation drive for Sister City – Amery, MS. They are collecting donations of toiletries for victims of heavy rains there. The drive will take place from March 8, 2020 – March 14, 2020. Donations can be dropped off at any of the 4 schools, City Hall & the Dental Arts Building. Erin Hosking and her children spoke about not moving the library this summer. There are programs that she is afraid won’t be taking place because of the unpredictability of the move and its timing.

ADVERTISEMENT FOR BIDS Concrete Family Style Restroom – Shower Building City of Amery Sealed bids for the Construction of a new concrete family style restroom – shower building will be received in the office of the City Administrator, City of Amery until 4:00 PM, local time, on Tuesday – March 24, 2020. The bids will be publicly opened and read aloud at the Finance & Personnel Meeting which will take place at 5:00 PM, local time, on Tuesday – March 24, 2020. Scope of work includes: Construct, assemble, paint, install electrical for building. Shall provide mechanical rough in drawing showing where electrical, water supply, line, waste line, and floor drains are located for hook up to building. Contractor will make final mechanical connections after the building is erected. Contractor will caulk interior and exterior seams between modules. Contractor will design and pour a foundation for building. The building must meet ADA requirements. A full list of specifications and plans for comparison is located at the City of Amery. All bidding and construction shall comply with: • The successful bidder will be required to provide Certificates of Insurance within 15 days after notification of award. • The City reserves the right to reject any and all bids and to waive any informalities or irregularities therein. Proposals may not be withdrawn for a period of 45 days after the date of the bid opening. The anticipated schedule for this work to be completed is June 1, 2020. NOTICE OF BOARD OF REVIEW AND OPEN BOOK Town of Clayton Notice is hereby given that the OPEN BOOK for the Town of Clayton shall be held at the Town Hall 462 105th Avenue Wednesday, April 1st, 2020 from 12:30 pm to 2:30pm. The Open Book session provides property owners with the opportunity to informally discuss their assessments with the Town Assessor. Notice is hereby given that the BOARD OF REVIEW for the Town of Clayton shall meet on Tuesday, April 28th, 2020 from 12:30 pm to 2:30 pm at the Town Hall 462 105th Avenue Please be advised of the following requirements: No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone, or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the Assessor to view such property. After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board. No person may appear before the Board of Review, testify to the Board by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard if the objection is allowed under sub. (3) (a), that person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal under sub. (6m) and, if so, which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take. When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate. No person may appear before the Board of Review, testify to the Board by telephone or object to a valuation; if that valuation was made by the Assessor or the Objector using the income method; unless the person supplies to the Assessor all of the information about income and expenses, as specified in the manual under s. 73.03(2a), that the Assessor requests. The Town of Clayton has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph and shall provide exceptions for persons using the information in the discharge of duties imposed by law or of the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35(1). The board shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter by a physician, surgeon or osteopath that confirms their illness or disability. Village of Clear Lake ORDINANCE NUMBER 2020-2 An Ordinance Amending a Part of the All-Terrain Vehicles and Off-Road Motor Vehicle Operation Title The Board of Trustees of the Village of Clear Lake, Polk County, Wisconsin do ordain as follows: SECTION 1. Amendment. Section 8-4-2 & Section 8-4-4 of Title 8, All-Terrain Vehicles and Off-Road Motor Vehicle Operation, of the Code of Ordinances of the Village of Clear Lake is hereby amended as follows: [Language stricken is struck through; language added is underlined.] SEC. 8-4-2 SPEED LIMITS. (a) No person shall operate any all-terrain vehicle within the Village of Clear Lake: (1) In excess of posted speed limits. (2) In excess of 10 miles per hour when within 150 feet of any dwelling. (b) All-terrain vehicles may only be operated single file. SEC. 8-4-4 ROUTES The following are designated as all-terrain vehicle routes in the Village of Clear Lake: (a) Beginning at the north village limits, south on Golf Drive to 3rd Street NW. Left on 3rd Street NW and continue south to 3rd Street. Continue south on 3rd Street to South Avenue West. Right on South Avenue West and continue west to Grimes Drive. Right on Grimes Drive to Deposition Drive. Left on Deposition Drive and continue north to ATV trail. Left on ATV trail and continue west to underpass on the western village limits. (b) From 3rd Street, continue east on South Avenue West to South Avenue East. Continue east on South Avenue East to the eastern village limits. (South Avenue East becomes 25th Avenue in the Township.) (c) From 3rd Street, continue south on 3rd Street SW to the southern village limits (3rd Street SW becomes 55th Street in the Township). (d) From South Avenue East, south on 3rd Street SE to the southern village limits (3rd Street SE becomes 50th Street in the Township). (e) From Grimes Drive and South Avenue West, continue west on South Avenue West to its termination at the driveway for CR Convenience. (f) County Road F from the western village limits eastward to it terminus at Highway 63. (g) County Road JJ from the northern village limits southward, across Highway 63 to it terminus at County Road A. (h) County Road A from Highway 63 eastward to 5th Street. Turn left (north) on County Road A for one block. Turn right (east) on County Road A and continue eastward to the eastern village limits. (i) Alley on the three hundred blocks of 3rd, 4th & 5th Streets. (J) Chalet Road. SECTION 2. Effective Date. This ordinance shall be effective upon passage and publication as provided by law.
