AMERY REGULAR COUNCIL PROCEEDINGS March 4, 2020 The Amery City Council met on March 4, 2020 at City Hall – Council Chambers. Mayor, Paul Isakson called the meeting to order at 5:00 p.m. Roll Call: Interim City Administrator/Clerk-Treasurer, Patty Bjorklund conducted Roll Call.

Public Comment: Woody McBride gave an overview of Summer Wednesdays at Michael Park Pavilion to be held on Wednesday’s from June 3, 2020 – August 21, 2020. 5th Grade Teacher, Mike Simonsen with 3 of his 5th Grader Students – Sophia Trandum, Addie Gould and Keaton Wollan. They were discussing the fact that they are doing a donation drive for Sister City – Amery, MS. They are collecting donations of toiletries for victims of heavy rains there. The drive will take place from March 8, 2020 – March 14, 2020. Donations can be dropped off at any of the 4 schools, City Hall & the Dental Arts Building. Erin Hosking and her children spoke about not moving the library this summer. There are programs that she is afraid won’t be taking place because of the unpredictability of the move and its timing.

Th e bids will be publicly opened and read aloud at the Finance & Personnel Meeting which will take place at 5:00 PM, local time, on Tuesday – March 24, 2020. Scope of work includes: Construct, assemble, paint, install electrical for building. Shall provide mechanical rough in drawing showing where electrical, water supply, line, waste line, and fl oor drains are located for hook up to building. Contractor will make fi nal mechanical connections aft er the building is erected. Contractor will caulk interior and exterior seams between modules. Contractor will design and pour a foundation for building. Th e building must meet ADA requirements. A full list of specifi cations and plans for comparison is located at the City of Amery. Village of Clear Lake ORDINANCE NUMBER 2020-3 An Ordinance Creating a Part of the Building Inspections Code and Creating the Position of Commercial Electrical Inspector Pursuant to State Statute SECTION 1. Title 2, Chapter 10 Building Inspections, Sections 2-10-5, 2-10- 6, 2-10-7 and 2-10-8 are renumbered as Sections 2-10-6, 2-10-7, 2-10-8 and 2-10-9 respectively. SECTION 2. Title 2, Chapter 10 Building Inspections, Section 2-10-5 is hereby amended by creating Chapter 2-10-5 entitled COMMERCIAL NON-UDC ELECTRICAL INSPECTIONS as follows: SEC. 2-10-5 COMMERCIAL NON-UDC ELECTRICAL INSPECTIONS. (a) Authority. Pursuant to Wisconsin State Statute §101.86(1) and Wis. Admin. Code SPS 316, the village hereby exercises jurisdiction over the electrical wiring at farms, public buildings, places of employment, campgrounds, manufactured home communities, public marinas, piers, docks, or wharves, recreational vehicle parks, and non-UDC locations. (b) Code Adopted. Th e current version of the Wisconsin Electrical Code, SPS 316 of the Wisconsin Administrative Code and all amendments thereto is adopted in its entirety, incorporated by reference, and made a part of the Village of Clear Lake Municipal Code of Ordinances. (c) License Required. Pursuant to Wisconsin State Statute 101.862 or current revision, no person may engage in the business of installing, repairing, or maintaining electrical wiring unless the person is licensed as an electrical contractor and no person may install, repair, or maintain electrical wiring unless the person is licensed or registered as an Electrician by the State of Wisconsin or a Master Electrician is at all times responsible for the work. (d) Commercial Electrical Inspector. Th e village shall hereaft er designate and appoint a Commercial Electrical Inspection Agency to provide a Commercial Electrical Inspector who shall be responsible for the administration and enforce this ordinance as mandated by Wisconsin Administrative Code Section SPS 316. (e) Permit Required. (1) No electrical wiring within the scope of this ordinance may be started or continued unless the owner of the premises where the installation is to occur, or the owner’s agent, shall have obtained a permit from the designated Electrical Inspection Agency. If issued, such permit shall expire 12 months aft er the date of issuance. (2) It is recommended that the electrical plans, if any, be submitted electronically at the same time as the application for an electrical permit. Th e designated Electrical Inspection Agency shall review preliminary electrical plans upon request and the payment of a fee. (3) Th e designated Electrical Inspection Agency shall post online the electrical permit and plan review fee amounts. (f) Inspections Required. All electrical wiring within the scope of this ordinance shall be subject to inspections. (1) ROUGH INSPECTIONS: Th e owner or agent shall notify the designated Electrical Inspection Agency each time the electrical wiring is ready for a rough inspection. Th e electrical wiring shall remain accessible and exposed for inspection purposes and may not be energized. If upon inspection, it is found that the installation is in compliance with this ordinance, the Commercial Electrical Inspector shall approve the installation for concealment and/or energizing of the electrical wiring. (2) FINAL INSPECTION: Th e owner, or agent, shall notify the designated Electrical Inspection Agency each time the electrical wiring is complete and ready for a fi nal inspection. Final inspection shall be made when all electrical fi xtures, outlets and face plates are in place and the installation or that portion of the installation is energized. (3) Th e designated Electrical Inspection Agency shall have two (2) business days aft er the business day notifi cation is received to perform a required inspection. Th e concealment or energizing of electrical wiring, other than an electrical service, may proceed if inspection has not been completed within 2 business days aft er notifi cation is received or as otherwise agreed between the wiring installer and the designated Electrical Inspection Agency. (4) If upon inspection, it is found that the installation is incomplete or not in compliance with this ordinance, orders to correct shall be issued and a reinspection will be performed. An order may include that the condition of the electrical wiring is to remain unconcealed and/or non−energized until reinspected. (g) Penalty. Upon failure to comply with any order or requirement as directed by the Electrical Inspector, the Electrical Inspection Agency may terminate the current electrical permit and/or impose a forfeiture of up to $100.00 per day for every day of noncompliance and/or submit the matter for action such as, but not limited to, injunctive relief by the village attorney. (h) Records. Th e designated Electrical Inspection Agency shall keep a log of all permits and inspections completed and shall provide to the municipality an annual report of all new permits issued. This will be a separate list that could be accessed if need be by the public by contacting the city offi ces. She will post the fees at City Hall. MADISON, Wis. (AP) — The Wisconsin National Guard’s new leader took the oath of offi ce Thursday, offi cially inheriting a command that was rocked by a scathing sexual assault scandal.

State Supreme Court Justice Rebecca Dallet swore Brig. Gen. Paul Knapp in during a ceremony in the governor’s state Capitol conference room. Gov. Tony Evers, who appointed Knapp to the position last month, and members of Knapp’s family looked on.

Knapp replaces Maj. Gen. Donald Dunbar, who resigned in December at Evers’ request. Dunbar stepped down hours before Evers’ administration released results from a federal investigation that found multiple shortcomings in the Guard’s sexual misconduct reporting protocols under Dunbar’s watch, most notably commanders opening internal investigations rather than referring complaints to Army or Air Force criminal investigators as required by federal law and Department of Defense policy.

Knapp graduated in 1992 from the U.S. Air Force Academy in Colorado Springs, Colorado, and previously served as a special agent for the Air Force Offi ce of Special Investigations. He served two tours as an F-15E weapon systems offi cer and one as an air liaison offi cer to the U.S. Army in South Korea. Knapp left active duty in 2003. He served the past year as backup to the commander at the Air Force Nuclear Weapons Center at Kirtland Air Force Base in New Mexico.

Thursday marked the Wisconsin National Guard’s 183rd anniversary. The Guard was formed on March 5, 1837, when territorial Gov. Henry Dodge commissioned Morgan L. Martin of Green Bay as commander of the Green Bay Rangers, a volunteer rifl e unit.
