Section 1 Executive Summary

a. Project Objective

The primary objective of the energy audit was to identify and analyze the operations of the facilities and to detect Energy Conservation Measures that will combine to form a project that meets the needs of the district, whereby capital improvements will be funded by energy and operational cost savings. In the development of this audit, we focused on providing a report with estimated cost and savings that can assist the district in mapping a path forward. The next step in the process will be for the district to determine which of these improvements will best fit into the district's long-term plan. Once the specific measures are selected Siemens will finalize the price and savings for the project. The prices provided below are based on estimated current prices and utility cost. Siemens would recommend a phase approach to address aging equipment replacement. Siemens will work with the district and SHP to determine the best project scope.

The following table summarizes the facilities that were surveyed in the energy audit.

b. Recommended Energy Conservation Measures

The ECMs analyzed and recommended for implementation are summarized in Table 1.2 which shows a breakout of projected first year annual savings, budgetary costs, and simple payback.

a. Facility Conditions

Greater Latrobe Senior High School

Address: 131 High School Road, Latrobe, PA 15650

Original Construction: 1966 Building Area: 305,950 sf

Greater Latrobe Senior High School currently houses roughly 1,200 students in grades 9-12. The original building was constructed in 1966 with an addition in 2001 and renovations in 2003 and 2014. Lighting throughout the building is primarily 32 Watt T8 Fluorescent with Compact Fluorescents in specialty spaces and Metal Halide lamps in the natatorium and gymnasium. Exterior lighting is a mixture of LED, Metal Halide, and Compact Fluorescent fixtures. The building contains 3 natural gas boilers and 2 water-cooled chillers that provide hot water and chilled water to air handling units (AHUs), unit vents (UVs), constant volume boxes (CVs), variable air volume boxes (VAVs), cabinet unit heaters (CUHs), and rooftop air handing units (RTUs) throughout the building. The boilers also provide hot water to the Junior High for building heating. The majority of this equipment was installed in 2001 and is nearing or has reached the end of its useful life. Pool heat is provided by 2 dedicated packaged natural gas rooftop units that were replaced in 2022. The existing Direct Digital Controls building automation system was installed in 2001 however, some pneumatic controls remain throughout the building. The building automation system has been well maintained and equipment has been replaced as failures occur however, the overall automation system is in poor condition and outdated and should be replaced to provide optimal operation and efficiency.

Original Construction: 1974 Building Area: 162,500 sf

Greater Latrobe Junior High School currently houses roughly 600 students in grades 7-8. The original building was constructed in 1974 with an addition in 2001 and renovations in 1998 and 2014. Lighting throughout the building is primarily 32 Watt T8 Fluorescent with Mercury Vapor and Compact Fluorescents in the gymnasium and Metal Halide lamps on the exterior of the building and in parking lots The Junior High School is located on the same campus as the Senior High School. The 3 natural gas boilers at the High School send hot water to RTUs, VAVs, fan powered boxes (FPBs), and UVs at the Junior High School. 9 of the 11 RTUs are equipped with DX cooling and provide ventilation and conditioned air to the building however, the gymnasium does not currently have cooling capability The majority of this equipment was installed during the 1998 renovation and is nearing or has reached the end of its useful life. The existing DDC building automation system was installed in 1998 however, some pneumatic controls remain throughout the building. The building automation system has been well maintained and equipment has been replaced as failures occur however, the overall automation system is outdated and in poor condition and should be replaced to provide optimal operation and efficiency.

Baggaley Elementary School

Original Construction: 1951 Building Area: 98,730 sf

Baggaley Elementary School currently houses roughly 500 students in grades K-6. The original building was constructed in 1951 with additions in 1974 and renovations in 1998. Lighting throughout the building is primarily 32 Watt T8 Fluorescent with Metal Halide lamps on the exterior of the building and in parking lots. Building heat is generated by 2 natural gas boilers that provide hot water to 9 RTUs and numerous VAVs and FPBs throughout the building that are equipped with reheat coils. The 9 RTUs are equipped with DX cooling and feed ventilation air and conditioned air to the building. The majority of this equipment was installed during the 1998 renovation and is nearing or has reached the end of its useful life. The existing DDC building automation system was installed in 1998 however, some pneumatic controls remain throughout the building The building automation system has been well maintained and equipment has been replaced as failures occur however, the overall automation system is outdated and in poor condition and should be replaced to provide optimal operation and efficiency.

Mountain View Elementary School

Original Construction: 1952 Building Area: 99,031 sf

Mountain View Elementary School currently houses roughly 580 students in grades K-6. The original building was constructed in 1952 with additions in 1960 and 1974 and renovations in 1999. Lighting throughout the building is primarily 32 Watt T8 Fluorescent with Metal Halide lamps on the exterior of the building and in parking lots. Building heat is generated by 2 natural gas boilers that provide hot water to 7 RTUs, UVs, and numerous VAVs throughout the building that are equipped with reheat coils. The 7 RTUs are equipped with DX cooling and feed ventilation air and conditioned air to the building. A single air-cooled chiller provides chilled water to UVs throughout the building. The majority of this equipment was installed during the 1999 renovation and is nearing or has reached the end of its useful life. The existing DDC building automation system was installed in 1999 however, some pneumatic controls remain throughout the building. The building automation system has been well maintained and equipment has been replaced as failures occur however, the overall automation system is outdated and in poor condition and should be replaced to provide optimal operation and efficiency.

Latrobe Elementary School

Original Construction: 2018 Building Area: 124,124 sf

Latrobe Elementary School currently houses roughly 650 students in grades K-6. The building was constructed in 2018. Because this building is less than 5 years old, it was not included in the District’s facility assessment.

Central Administration Building

The Central Administration building houses administrative offices and conference rooms. The original building was constructed in 1960 and purchased and renovated by the District in 2011. Lighting throughout the building is primarily 32 Watt T8 Fluorescent with incandescent lamps throughout the conference rooms. The primary heating and cooling for the building is provided by 2 packaged rooftop units with natural gas and DX cooling. The age and size of this equipment is unknown however, the equipment appears to be old and in need of replacement. A Carrier split system was installed in 2012 to provide additional cooling to offices at the front of the building. This unit appears to be in good condition and does not need to be replaced at this time. Each unit is controlled by a dedicated thermostat which has resulted in occupant comfort issues throughout the building. This building is not currently on the District building automation system.

Athletic Complex

Address: 130 High School Rd, Latrobe, PA 15650

Original Construction: 2014 Building Area: 24,235 sf

The Athletic Complex is comprised of a field house and new press box which were constructed in 2014. The field house houses numerous locker rooms, training room, and weight room. The press box houses 3 press boxes, concessions, ticket booths, and restrooms. Lighting in both buildings is primarily 32 Watt T8 Fluorescents. Heating and cooling for both facilities are provided by furnaces with electric heat. The units are controlled with dedicated thermostats, but the facilities are not currently on the building automation system.

Section 3 Methodology/Utility Data Analysis

a.

Study Approach

This section discusses the methodology of the energy study and FIM development approach. In conducting an investment grade audit, it is essential that the existing conditions be precisely established as a baseline for evaluation of any potential system improvements Relevant factors were identified and assessed through a systems approach in an effort to develop potential energy improvement measures. The factors are outlined below.

3.1.1 Review of Facilities

The initial step in the study entailed familiarization with the facility layouts as well as review of available drawings and meeting with building staff and operations personnel.

3.1.2 Review of Systems Operation/Usage

In buildings, energy usage is dependent on how the facility is utilized and operated. It was therefore necessary to collect data on operating hours and utilization. Lighting system runtime was logged during the months of May and June 2022. The resulting runtime for each space type is reflected in the lighting savings calculations. Equipment runtime was determined through facility administration and staff interviews as well as existing schedules on the building automation system.

3.1.3 Development of Facility Improvement Measures

Based on the field surveys, metered data and related calculations, the Energy Conservation Measures were developed. The measures were analyzed to determine their effect on the overall baseline energy consumption of each facility impacted.

3.1.4 Energy Usage Characteristics

The most recent complete energy consumption data available for Greater Latrobe School District cover January 2020 through December 2021 for electric, natural gas, and water consumption. The baseline (12 months) for the project and any follow-up analysis was determined to be January 2021 – December 2021. Energy consumption data is summarized below.

b. Utility Supply Description

Utilities used by the District include electricity, natural gas, domestic water supply and sanitary sewer and stormwater service. Electricity generation and transportation are provided by Direct Energy and West Penn Power, respectively. Natural gas generation and transportation are provided by Direct Energy and Peoples Natural Gas, respectively. Domestic water supply is provided by Latrobe Municipal Authority, Youngstown Municipal Authority, and the Municipal Authority of Westmoreland County based on the location of the facility. Sewer and stormwater service is provided by Unity Township Municipal Authority and the City of Latrobe based on the location of the facility. A summary of utility providers and accounts for the District are listed in the table below.

Siemens was provided utility bill information for Greater Latrobe School District that covered the following approximate time periods (dates refer to time of use, not bill date):

• Electricity Generation and Transportation: January 2020 – December 2021

• Natural Gas Generation and Transportation: January 2020 – December 2021

• Domestic Water Supply: January 2020 – December 2021

• Sewer and Stormwater Service: January 2020 – December 2021

Siemens used the bills to establish utility use and cost data sets for the most recent available 12month period to determine the most representative data set for use as a baseline for savings calculations. The baseline was determined to be January 2021 to December 2021. The baseline energy consumption, water consumption, and costs are listed in the table below.

The Senior High School and Junior High School consume the most electricity across the District at 37% and 16% of total District consumption, respectively. A typical electric profile in this part of the United States would show the most electric consumption in the summer and the least in the winter primarily due to the additional cooling load in the summer. The profiles above clearly show that the schools are closed in the summer however, there is still some cooling, plug load, and lighting consumption during this time.

Latrobe Elementary, Mountain View Elementary, and Baggaley Elementary consume 15%, 11%, and 12% of the total district electricity consumption, respectively. The consumption profiles are to be expected with consumption decreasing over the summer months when schools are closed.

The administration building and athletic complex consume 0.4% and 6% of the total district’s electric consumption, respectively. Cooling at the administration building was found to be a very small percentage of the building’s total energy consumption therefore, the majority of electricity consumption at this building can be attributed to plug load and lighting. The low cooling load and year-round occupation is reflected in its relatively flat electric consumption profile. The athletic complex utilizes electricity for both heating and cooling. This is reflected in the building’s consumption profile where electric consumption is highest in the winter and lowest in the summer when school is out.

SHS & JHS - Baseline Natural Gas Consumption

The senior high school and junior high school consume 72% of the district’s total natural gas consumption. Natural gas is utilized in both buildings for heating and domestic hot water which is reflected in the consumption profile with higher consumption in the winter and lower consumption in the summer. The natural gas consumption for both facilities is represented by one account with the utility company. The district then attributes 60% of the utility bill to the high school and 40% to the junior high It is for this reason that the consumption profiles at each school mirror each other.

Elementary Schools - Baseline Natural Gas Consumption

Latrobe Elementary, Mountain View Elementary, and Baggaley Elementary consume 10%, 7%, and 5% of the total district electricity consumption, respectively. Mountain View ES and Baggaley ES utilize natural gas for heating and domestic hot water. Latrobe ES was not part of the investment grade audit due to the recent construction of the facility however, natural gas consumption during summer months is high than to be expected unless the school is being utilized over the summer. In general, the consumption profiles are to be expected with the highest consumption in the winter and lowest consumption in the summer.

The senior high school and junior high school consumption 34% and 11% of the district’s total water consumption, respectively. Water is utilized at the senior high for a number of uses including cooling (chillers and cooling towers), heating (boilers), pool, kitchens, toilets, sinks, etc. Water consumption at this building generally follows the electricity use profile in that the greatest consumption is in the cooling season with the exception of summer break and the lowest consumption occurs in the winter months. The junior high school does not have boilers or chillers therefore, the majority of its water consumption will come from domestic water fixtures (toilets, sinks, etc.). For this reason, water consumption at the junior high stays relatively flat throughout the school year.

Water consumption at Latrobe ES stays relatively flat throughout the year with the exception of the summer months Baggaley ES’s consumption also stays relatively flat throughout the year with the exception of an inconsistency in November. This same inconsistency occurred in November of the previous year, so it is likely due to how this building is operated specifically. Mountain View’s consumption profile does not match those of the other two elementary schools. This could be due to the extra consumption of the chiller during the cooling season.

Water consumption at the administration building stays relatively flat throughout the year which is reflective of the buildings year-round occupation. Water consumption at the athletic complex follows occupation of the building during fall and spring sports seasons.

The following graphs depict the energy end use profiles for each building. The graphs show the total energy used for each category such as heating, lighting, cooling, etc. The data shown is based on the facility audit and utility bills.
