Welcome to the Here in Allen, fall is always a time of change and transition. Kids head off to school for a new year of learning, the family calendar finds a new rhythm, and our beautiful parks and trails become more colorful as leaves take on their autumn hues.

There are changes elsewhere in our City, too. Earlier this year we Ken Fulk, Mayor CITY OF ALLEN adopted a new strategic plan to help guide Allen’s progress through the next several years. We also welcomed three new members to the Allen City Council and moved forward with several long-anticipated projects—including the construction of the Stephen G. Terrell Recreation Center and designs for the expansion of Allen Public Library. You can read more about each of these items in Allen in Focus, located at the back of this publication. Some things never change, however – including the community spirit that makes Allen so special. We’re thrilled to welcome back several beloved traditions in 2021, such as diving for pumpkins at Don Rodenbaugh Natatorium (page 18), planting trees on Arbor Day (page 19) and ringing in the holidays at the Holly Jolly Celebration (page 21). We hope you’ll join us throughout this special season as we make new memories, together!

Pavilion Rentals

Reservations A number of pavilions are available for rent through Allen Parks and Recreation. All pavilions are available on a first come, first served basis. A $50 deposit plus hourly fees are required. A complete list of Pavilion Rental Rules and Regulations will be provided upon reservation confirmation.

Bounce House Bounce houses are welcome in City of Allen parks and require an additional $25 fee charged upon notifying the Parks and Recreation department of your plans. Once confirmed, staff will then mark a safe spot (away from buried electrical lines, irrigation, etc.) for bounce house set up. Proof of insurance must be provided by bounce house vendor.

Fees REGISTRATION FEES

All program fees are set according to the cost of the instructor, supplies and minimum class enrollment. All fees collected help support and finance programs.

ADDITIONAL FEES

Some programs may require additional fees or supply fees and may be offered at member and non-member rates. These fees are generally identified in the program description and are to be paid directly to the instructor.

Wait Lists WAITING LISTS

Is your class full? If so, we can place you on a waiting list. We will notify you if a space becomes available or a new class is formed. Payment is not required until you are registered for an open class position.

Policies TRANSFER POLICY

Participants may transfer to another available class before it begins without charge but only if the enrollment for the class transferred from will not drop below the minimum.

ASSUMPTION OF RISK

By registering for a class there is an assumption of risk by the participant. The Allen Parks & Recreation Department is dedicated to providing safe facilities and equipment for all participants, as well as qualified staff and instructors. In the event of a serious accident or illness, it is City policy to contact: • The Allen Fire Department Emergency Services to perform First Aid and when necessary, recommend transport to a hospital. • Each parent or legal guardian as soon as the situation allows.

SIBLING POLICY

Due to the structure of child/parent classes, only children who are of the appropriate age for the class will be permitted to register and attend the program. No younger or older siblings will be allowed in the classroom to sit and watch or be left unattended in the lobby.

PARENT POLICY

Please refrain from entering the teaching area during class to eliminate interruptions between the instructor and participants. There will be special days to view your child’s progress.

PHOTO POLICY

Staff or hired photographers may take photos of class participants. The photos may be used for City of Allen promotional purposes in the Activity Guide, brochures, flyers, news releases or the website.

Refunds REFUNDS

Customer service is our top priority! If you are not satisfied with a class, please let us know immediately so we can correct the situation. If you need to request a refund, please contact an Allen Parks & Recreation Department facility.

FULL REFUNDS WILL BE ISSUED IF:

• Participation is not possible due to class cancellation or a change in day, time or location. Refunds will not be subject to any administrative charges.

PARTIAL REFUNDS WILL BE ISSUED IF: • Participation is canceled after the class starts due to unusual circumstances (e.g. sickness or injury). The refund will be prorated minus charges for furnished supplies. All partial refunds are subject to a $10 administrative fee. • Participation is canceled regardless of reason with notification of five (5) or more calendar days before the class starts. • Participation in any program is canceled with less than five (5) calendar days notice and we are able to fill the vacancy prior to the start of the program.

BIGGER SPACE, BIGGER IMPACT

ALLEN PUBLIC LIBRARY EXPANSION Conceptual designs for Allen Public Library’s long-anticipated expansion are expected to be finalized this fall. Over the summer, architects gathered input from a citizen-led steering committee, patrons, staff and other stakeholders to help guide the design process. The project will add up to 45,000 sq. ft. to the current library location. Construction is expected to begin in 2022 with projected completion in 2023. Allen voters approved more than $16 million for library improvements during the 2016 bond election, with a library expansion identified as the primary need to meet anticipated demand of the City’s future population. The 2016 bond program also covered the cost of a previous parking lot expansion which added more than 100 spaces in 2017.

MEET YOUR ALLEN CITY COUNCIL Four new faces have joined Allen City Council over the past year. Mayor Ken Fulk took office in November 2020, with councilmembers Daren Meis, Dave Cornette and Dave Shafer elected in 2021. The sevenmember council is responsible for the City’s strategic planning and annual budget approval. Members also set policy, enact ordinances, regulate zoning and development and appoint members to City boards and commissions.

Council meetings are held at 7 p.m. on the second and fourth Tuesday of each month. Meetings are open to the public and citizen input is welcome.

CLEAR THE SHELTERS

FREE PET ADOPTIONS Clear the Shelters returns to Allen Animal Shelter this fall, with free adoptions offered September 13-19 and special events beginning in late August. Allen Animal Shelter typically charges $95 for adoptions which include spaying/neutering, vaccination and microchipping. More than fifty animals were adopted from Allen Animal Shelter during Clear the Shelters in 2020. The City of Allen is among hundreds of shelters and rescue organizations participating in the nationwide adoption event.

NEW WAYS TO PARTY & PLAY From out-of-the-box activities to one-of-a-kind community events, Allen has a new set of wheels to help residents get active and have fun! The “Let’s Play” Recreation Enrichment Vehicle (REV) is packed full with supplies to help you get moving, from hula hoops to yoga mats to a portable volleyball net. Operated by Allen Parks & Recreation, REV has been described as a “recreation center on wheels” to bring events and programming to locations around Allen. REV will often travel in tandem with the “Let’s Party” Neighborhood Block Party Trailer. Allen’s Community Enhancement team will use it to host neighborhood hangouts and community meetings—think lawnsized checkers, groovin’ music and City services on-the-go. TERRELL RECREATION CENTER Allen is one step closer to opening the doors of its newest recreation facility. In June, City Council approved a $40.4 million contract for construction of the future Stephen G. Terrell Recreation Center. The project is coming to reality after almost six years of planning and community engagement, led by Allen community members. Adolfson & Peterson Construction was selected to perform the work based on qualification criteria and best value to the City. Construction began in July 2021, with the grand opening anticipated in early summer 2023.

A SENSE OF COMMUNITY In early May, Allen Fire Department and a group of community volunteers from Allen's Community Emergency Response Team (CERT) and Allen's Citizens Fire Academy Alumni Association (CFAAA) successfully completed COVID-19 vaccination hub operations at Allen High School Stadium. Thanks to their efforts and the impressive community support, more than 50,000 people were vaccinated and nearly 100,000 shots were administered. In addition to the many Allen Fire Department staff who worked this event, groups such as CERT and CFAAA contributed more than 4,000 volunteer hours!
