What is ALIPH?
• Created in March 2017, based in Geneva
• Initially dedicated to the protection of heritage in conflict and post-conflict areas. Now also climate change and disasters
• A public-private partnership: donors include 9 Member States (France, United Arab Emirates, China, Saudi Arabia, Cyprus, Kuwait, Luxembourg, Morocco, Uzbekistan), 7 Foundations, the European Union, United States, Monaco, Oman, Romania, and Switzerland as host country
• Over 500 projects in 42 countries have been supported
• A scientific and financial instrument, supporting and accompanying heritage protection projects

III. Call Objectives and Eligibility Criteria
Priorities of the Call for Projects
✓ Geographical scope of projects must be in Central Asia, covering Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, and addressing four priorities:
➢ Protecting built heritage impacted by climate change and disasters
• Conservation plans, emergency response/stabilization measures, rehabilitation, training and capacitybuilding, preventive conservation, multi-country cooperation
➢ Supporting heritage institutions and their collections
• Disaster plans, emergency response/first-aid measures, preventive conservation measures, restoration, training and capacity-building, multi-country cooperation
➢ Safeguarding and transmitting intangible heritage practices
• Support for local institutions and events, emergency safeguarding measures, capacity-building and documentation, multi-country cooperation
➢ Revitalizing and supporting traditional crafts / creative industries
• Preservation and documentation, training, support to craft hubs and cultural spaces, multi-country cooperation
Priorities of the Call for Projects (continued)
✓ Successful proposals address at least one of the priorities
✓ Potential of project impact (training, jobs, effective contribution to sustainable development, intercultural dialogue, gender equality, youth and social inclusion) will be prioritized
✓ Particular attention to projects with concrete protection measures and in situ conservation outcomes, involving on-thejob training for local heritage professionals
✓ Regional or multi-country initiatives are encouraged

Two scales of initiatives
➢ Small grants (between USD 5,000 to USD 30,000) involving safeguarding, protection, conservation, rehabilitation or revitalization initiatives
➢ Medium-sized projects (between USD 75,000 to USD 200,000) targeting safeguarding, protection, conservation, rehabilitation or revitalization initiatives of heritage, including at high-visibility heritage sites. This will also include in-situ/on-the-job training with concrete outcomes for built heritage and professionals. Multicountry initiatives are encouraged.
Eligible Costs
• Research in support of project implementation
• Purchase of equipment and material for the project
• Security and risk mitigation costs
• Professional and expert fees - Wages, stipends, consulting fees for implementation personnel
• Field missions and project-related travel costs
• Communication about the project - Dissemination of knowledge, publication of documents
• On-the-job training
*Administration costs should not exceed 10% of the total budget for the project.
When possible, purchased equipment should be transferred to the main local beneficiary of the project
Due Diligence
The due-diligence process seeks to establish an environment of transparency and accountability between ALIPH and the future grantee.
It aims to address the legal, financial, procurement and reputational risks. It ensures that Grantees have suitable systems and processes to manage grant funds appropriately in terms of:
▪ Flow of funds and cash management
▪ Accounting and financial management
▪ Procurement and asset management
▪ Standard policies and procedures
The Due diligence process seeks to determine risk mitigation measures such as technical assistance or capacity building to give the grantees
