Evaluation of EU-Supported Projects to Protect Cultural Heritage in Ukraine Terms of Reference ALIPH seeks a reviewer to evaluate the Action “Acting to preserve Ukrainian heritage” funded by the European Union’s Service for Foreign Policy Instruments and initiated in March 2022. While some parts of the program are still ongoing, a significant portion of activities have been implemented, thus justifying the implementation of an evaluation. These efforts have aimed to provide emergency support to cultural heritage in Ukraine immediately following the outbreak of war. The EU grant (2M EUR) allowed the implementation of 54 projects. I – Areas of the evaluation The evaluation will focus on two areas: a. The full scope of ALIPH projects in Ukraine funded by the European Union to identify and highlight lessons learned and good practices. ALIPH is particularly interested in the evaluation of the objectives as laid out in our contract with the EU. b. A selection of thirty projects (ranging from 5,000 EUR to 113,000 EUR), including twenty projects selected by the Secretariat and ten additional projects selected by the reviewer upon signature of contract. This analysis will specifically address the technical quality of projects with the stated outcomes below: i. Purchase and delivery of emergency protection materials for museums, archives, and libraries ii. 3D documentation, emergency inventory, and physical emergency protection undertaken at monuments and sites iii. Programs that support professionals of museums and sites II – Objective of the evaluation To assess if the Action met the objectives and results stated in the Logical Framework of the Action. III – Methodology of the evaluation The evaluation will develop a methodology based on the Action’s logical framework (provided to candidates who submit an Expression of Interest) and analyze the main learning components to identify lessons learned and extract clear recommendations. See the list below: a. Utilize the established methodological framework (“logical framework”) developed under the project design phase to guide the evaluation.


b. Carry out a comprehensive desk review of relevant documents related to the projects. c. Carry out interviews with members of the ALIPH team, and if necessary, of partner organizations involved in the projects. d. Analyze the main lessons learned and identify the strengths of the projects. e. Highlight projects’ aspects that could become references for future projects of a similar nature. f. Identify weaknesses and provide recommendations on how to address them later. g. On the basis of the lessons learned provide recommendations for partnership expansion between ALIPH and the EU. IV – Proposal a. Required Experience        

Scientific assessment of conservation work using the data available. Experience in conducting evaluations of projects implemented in conflict or postconflict settings. Evaluation of cultural heritage projects in emergency settings. Prior experience conducting evaluations on EU-funded contracts. Creation and implementation of an evaluation methodology relying on quantitative and qualitative data. Demonstrated ability to carry out interviews with a diversity of stakeholders. Demonstrated ability to compile and analyze collected data into a coherent report. Ability to read and converse in Ukrainian.

b. Elements of the proposal    

Description of the applicant’s approach and methodology tailored to the project and the needs of the evaluation. Brief description of the applicant’s track record in relevant projects. CV of the lead applicant. Budget with daily fees and associated costs.

V – Administration a. Timeline The timeline will be as follows:       

December 4, 2023: Publication of the RFP December 13, 2023: Deadline for submission of Expression of Interest December 30, 2023: Deadline for submissions of proposals January 15, 2023: Attribution of evaluation by ALIPH January 15, 2023 – February 2024: Work conducted March 1, 2024: Submission of a draft report, feedback from ALIPH and online meetings with ALIPH’s staff March 15, 2024: Final report


Interested candidates should send an Expression of Interest to the ALIPH Secretariat (harry.tarpey@aliph-foundation.org) stating their relevant expertise, past performance, and a provisional budget outline. ALIPH will subsequently share relevant documents (in particular, the logical framework) to pre-selected candidates. b. Budget ALIPH estimates about 35 to 40 workdays to carry out this project. The budget of this evaluation will need to remain below USD 25,000, inclusive of taxes, and will be paid in two installments (50% at signature, 50% at approval of the final report). No travel expenses are foreseen for this evaluation. c. Deliverables The reviewer will be requested to produce a preliminary report to the ALIPH Secretariat team for review and approval. A final report will subsequently be presented to the ALIPH Secretariat to share the main lessons learned. d. Language The reports will be written in English. Knowledge of Ukrainian is required. VI – The Organization The international alliance for the protection of heritage in conflict areas (ALIPH) is the principal global fund exclusively dedicated to the protection and rehabilitation of cultural heritage in conflict and post-conflict zones. It was created in response to the massive destruction of cultural heritage that began to escalate 20 years ago, predominantly as a result of terrorism and war in the Middle East and the Sahel. ALIPH was founded in 2017 as a public-private partnership. Based in Geneva, this Swiss Foundation has the privileges and immunities of an international organization. Since 2018, ALIPH has supported over 430 projects in 35 countries on 4 continents. Wherever possible, ALIPH strives to finance projects that are carried out on the ground. In all cases, ALIPH’s objective is to work hand in hand with local partners, authorities, and communities.
