Evaluation of EU-Supported Projects to Protect Cultural Heritage in Ukraine Terms of Reference ALIPH seeks a reviewer to evaluate the Action “Acting to preserve Ukrainian heritage” funded by the European Union’s Service for Foreign Policy Instruments and initiated in March 2022. While some parts of the program are still ongoing, a significant portion of activities have been implemented, thus justifying the implementation of an evaluation. These efforts have aimed to provide emergency support to cultural heritage in Ukraine immediately following the outbreak of war. The EU grant (2M EUR) allowed the implementation of 54 projects. I – Areas of the evaluation The evaluation will focus on two areas: a. The full scope of ALIPH projects in Ukraine funded by the European Union to identify and highlight lessons learned and good practices. ALIPH is particularly interested in the evaluation of the objectives as laid out in our contract with the EU. b. A selection of thirty projects (ranging from 5,000 EUR to 113,000 EUR), including twenty projects selected by the Secretariat and ten additional projects selected by the reviewer upon signature of contract. This analysis will specifically address the technical quality of projects with the stated outcomes below: i. Purchase and delivery of emergency protection materials for museums, archives, and libraries ii. 3D documentation, emergency inventory, and physical emergency protection undertaken at monuments and sites iii. Programs that support professionals of museums and sites II – Objective of the evaluation To assess if the Action met the objectives and results stated in the Logical Framework of the Action. III – Methodology of the evaluation The evaluation will develop a methodology based on the Action’s logical framework (provided to candidates who submit an Expression of Interest) and analyze the main learning components to identify lessons learned and extract clear recommendations.
