THE REQUIRED annual budget mailing will be sent to all homeowners on

Please pay special attention to the Compliance and Enforcement Policy, the Collection Policy, the Anti-bullying policy, and the Election Procedures Policy. These documents have been revised for various reasons. The Election Policy was revised to mirror the procedure as outlined in NRS 116. The Anti-bullying policy was revised to include vendors after a homeowner seriously and continuously harassed one of our vendors over an extended period. The Compliance and Enforcement Policy and the Collection Policy have been revised for clarity and simplicity. I want to thank Wayne Headrick, Board Member and retired Air Force Colonel who holds a Ph.D. for the many hours he spent revising these documents.

The documents were also reviewed by our legal counsel. Colonel Headrick is also working on revising the Design Guidelines and the Rules and Regulations, which will be mailed later.

I would like to congratulate Rachelle Church on being elected to the board for District 3.

Rachel is also the President of the Aliante sub association Treviso. She will be the board liaison to the Safety Committee. Welcome Rachelle! Wayne Headrick, Jim Spencer, and I were re-elected by acclamation to the board.

Important Board Decisions at the August Meeting Approved a quote in the amount of $3,823 for Cyber Insurance to comply with new legislation requiring Homeowner Associations to carry Cyber Insurance. (Shortly after approving this quote our Community Manager found a lower premium in the amount of $1,725. We canceled the higher premium policy and purchased the lower premium policy.)

If you are planning on decorating the outside of your home for the holidays, please review these guidelines to ensure you remain in compliance.

Outdoor Holiday Decorations: Lights or other decorations may be placed, erected, or displayed on a Lot in commemoration or celebration of publicly observed holidays without the approval of the Board of Directors or its duly appointed designee subject to the following: a. Such lights or decorations may not unreasonably disturb the peaceful enjoyment of Owners of adjacent homes by illuminating bedrooms, creating noise, or attracting sight-seers. b. Holiday lights of decorations relating to any publicly observed holiday between December 1st and December 31st of any year may not be displayed before November 15th of the same year. c. All lights and decorations that are not permanent fixtures of a Lot that were part of the original construction or have been properly approved as

permanent improvements by the Master Board or its duly appointed designee shall be removed within thirty (30) days after the holiday has ended. d. Maintenance Report: October 2023 Maintenance The Flowers in the 18 small pots & in the 4 big pots will be replaced the first week of August 2023.

• The maintenance on Aliante Pkwy North, and along Elkhorn between Aviary and Clayton was completed between Sep 27th. & Oct. 4th. According to our schedule, we will once again service the area between Nov. 8th to Nov. 15th, 2023.

• Between Oct 5ths. & Oct.12th, we serviced Clayton St, Brian Cram St, and Deer Springs South between Aviary and Clayton • Between October 13th to the 20th. We serviced Aviary way as well as Grand Teton • We are currently working on Centennial- We started maintenance on Oct.23rd, and we will be there until Oct.30th.

• Aeration on the remaining turf will start on Nov.1st and will be completed by Friday Nov. 10th.

• We will be fertilizing all remaining turf after we are done aerating. The Fertilizer that we will be using is 21-2-4 which will help the grass maintain its green color with minimal water during the cooler months.

• Between the months of December 2023 & January 2024 we will be spraying pre-emergent throughout the community to reduce the growth of weeds in the Spring.

• Over the last 6 weeks we have replaced over 900 plants under warranty, in the next few weeks we are planning on replacing another 200 to 300 plants under warranty, and 25 trees which are also under warranty. The location of those trees will be sent to FSR management.

• So far in October we have replaced 12 irrigation valves around the community, valve replacements are due to wear and tear.

• On November 1st we will be changing our watering schedule to once a week, however, we will still be manually watering areas that may need extra water.

Gothic Landscape Site Data September Statistics Aliante Community sits on 1900 acres of land. As part of the Development Agreement, Aliante Master was required to set aside 22% of its property for public and recreational purposes.

• 22% = 418 acres, which includes over 40 miles of concrete sidewalk, 108 doggie stations, landscaped common areas @ 60% or more, a landscaped trail system, over 570,000 sq ft of live turf (not including the Aliante Golf Course) 5600+ trees, 860 Olive trees and 170K +/- Shrubs.

• To comply with the Development Agreement, in 20192020 Aliante HOA installed 40,000+ new shrubs and 1600+ new trees in the Aliante community.

• To comply with the new law, AB356. Over 180K sq ft of nonfunctional turf has been removed, and per the Development agreement, nearly 15K+new shrubs have been installed.

• To service and maintain the Aliante community we have 21 full-time gardeners & 2 irrigation techs. M-F. 6 Gardeners & 1 irrigation techs on Sat & Sun. We have personnel on site 7 days a week and a 24-hour emergency response team.

A maintenance rotation around the Aliante community takes 6 weeks. The maintenance service includes but is not limited to the following.

– Selective shrub prune.

– Raised low hanging tree branches.

– Removal and disposal of debris.

– Servicing of doggie stations.

– Mowing.

– Removal and spot treat weeds.

– Deep root watering of new plants.

– Irrigation checkups and repairs.

– Landscape damage repairs.

– Warranty plant replacement.

• In 2016-2017 Aliante HOA switched to smart irrigation controllers (satellites) that could self-adjust according to weather; Aliante also installed 11 smart water meters that can be access via internet and can send alerts when excess water is being used or wasted. With the use of smart controllers and smart water meters, Aliante HOA was able to save over 7 million gals of water in the first 2 years of use. We estimate that after all nonfunctional turf is removed, Aliante Master will save 16,571,500 gals of water per year.

• Between May 1st & Aug. 31st our watering window is between 7pm and 11am- Monday through Saturday, no watering on Sundays. Why is this information important to understand? Well, to comply with SNWA watering regulations, our last watering cycle must end by 11 am on Saturday and start again after 7 pm on Monday. Which means that, for the remaining of the day on Saturday, all day Sunday, and most of the day on Monday, our plants, trees, and turf have no water which in most cases can be detrimental to some of the newly installed shrubs and trees that have yet to stablished roots that can withstand temperatures of 100 degrees and above.

• SNWA’s watering regulations are another reason why we have irrigation tech on site 7 days a week, not only to identify and repair leaks, but also to manually water newly installed and /or stressed shrubs and trees.

• Having personnel on site 7 days a week is fundamental in keeping Aliante Master looking green and pristine. It is also a big reason our mortality rate in newly planted shrubs and trees is lower than the industry standard of 12%; our mortality rate in newly installed plants and trees is between 5% and 7%.

• To keep the 570K sq ft of turf alive and green, an estimated 31,000,000 gals of water was used per year and over 4,000 lbs. of fertilizer was sprayed every 3 months.

• and 570k sq ft of turf, Aliante HOA has 43 irrigation timers throughout the community, which combined, they control over 1600 electrical commercial grade valves, ranging in size from 1” to 2” and have a service life span of 2-3 years.

An average of 20-25 valves are replaced monthly, and an estimated 280+ leaks are repaired each month.

Leak Detection Critical for Saving Water IN RECENT YEARS, the Las Vegas Valley Water District (LVVWD) has

enhanced its efforts to ensure the efficient and uninterrupted flow of water through the community’s complex underground grid of pipes and valves. While the nature of this work may appear complicated, the LVVWD deploys various high-tech tools to detect and repair leaks in a timely manner to avoid major shutdowns and loss of service.

One of these tools is an acoustic monitoring system, which “listens” to water as it flows through pipes and alerts technicians in the event of a leak. Typically, water flowing through pipes generates a low-frequency sound; however, the system can detect a high-frequency sound wave if water is leaking from a pipe. LVVWD technicians can then trace the leak’s location and work quickly to repair it.

Securitas Deters Car Theft Says NLVPD! ON FRIDAY, October 13th Near Tivoli, Security Offi-

cer Anthony Thomas encountered an attempted car theft. A white KIA Sedan was parked in the driveway, and the passenger door was left open.

The security officer checked on the vehicle and discovered glass broken near the door. Upon closer inspection, Security officer Thomas observed that the steering wheel column had been compromised with the ignition wires exposed! The resident was notified, and the NLVPD came to check the scene.

The security officer made sure his fellow partner checked the area to ensure safety and no further attempts.

A witness had come forward to write a statement for NLVPD stating that four to six male minors driving a silver sedan had left in a hurry just before the arrival of Security officer Thomas. NLVPD had informed Security officer Thomas that most likely these were the same thieves that had attempted to steal another vehicle in the community across Clayton. We would like to thank Security Officer Anthony Thomas for continuing to keep our community safe & working alongside NLVPD.
