BRINGING VISION TO REALITY: TCSG STATE BOARD’S HISTORICAL VISIT TO ALBANY TECH AND PROJECT TOUR

Albany Technical College (ATC) had the rare honor of hosting the State Board of the Technical College System of Georgia (TCSG) on its campus. This past April, the TCSG State Board gathered in Albany for its monthly meeting, taking a significant step outside its typical venue in Atlanta. The decision to convene in Albany underscores the importance of recent developments at ATC, particularly the pioneering Living and Learning Community project in partnership with Phoebe Putney Memorial Hospital. This two-day event was not only an opportunity for in-depth discussions on Georgia's technical education policies, but also a chance to see firsthand the impact of their decisions on healthcare education and community growth.

DAY 1: COMMITTEE SESSIONS AND A TRANSFORMATIVE TOUR

On April 3, 2024, TCSG board members, including Commissioner Greg Dozier, arrived on the Albany Technical College campus, greeted by the warm, welcoming atmosphere that the college is known for. The day’s agenda commenced with committee sessions held in the college's Logistics Education Center. Here, board members convened to review and discuss critical topics within various committees, including Academic Affairs, External Affairs & Economic Development, Operations, Finance & Planning, and Governance, Compliance & Audit.

The highlight of the day, however, was the tour of the $50 million Living and Learning Community construction site at 1000 North Jefferson Street. A bus departed from ATC at 4:00 p.m., carrying board members and other key stakeholders to the new facility’s site. The Living and Learning Community, a groundbreaking collaboration with Phoebe Putney Memorial Hospital, represents a remarkable investment in healthcare

education and workforce development. Now completed, this facility not only serves ATC’s nursing program, but also benefits the greater Albany community, addressing the pressing need for skilled healthcare professionals in the region.

During the tour, board members had the opportunity to see the project up close, visualize the future of healthcare education at Albany Technical College, and hear directly from project leaders. This in-depth tour allowed board members to reflect on their policies' real-world impacts, bolstering their commitment to advancing educational opportunities and health services across the state.

DAY 2: GENERAL SESSION

The following day, April 4, began with a breakfast prepared by ATC's Culinary Program, showcasing the talent and dedication of Albany Tech’s students. Following breakfast, board members gathered for the Executive Committee Meeting, led by Chairman Artesius Miller, held in ATC’s Kirkland Conference Center. The morning progressed with the General Session, where the board engaged in discussions central to TCSG’s mission: setting standards, regulations, and policies that ensure Georgia’s technical colleges remain accessible, affordable, and responsive to the state’s evolving workforce needs.

A highlight of the day’s session was the introduction of Albany Technical College’s 2024 Alumni of the Year, Alex Daniels, a veteran superintendent at Pellicano Construction. Daniels, whose leadership in commercial and healthcare construction spans over a decade, shared insights into his career and how his foundation at Albany Tech contributed to his

success. A key player in the construction of the very Living and Learning Community that the board toured, Daniels has dedicated himself to building projects that serve and uplift his community.

Reflecting on his education at Albany Tech, Daniels expressed gratitude, stating, "My education at Albany Tech was the foundation of my career in construction, providing me with the skills and knowledge to excel in this dynamic industry. I am deeply honored to be recognized as the Alumni of the Year by Albany Technical College." His words resonated with board members, further highlighting the long-lasting impact of ATC’s educational programs on students and the community alike

A LEGACY OF COMMITMENT

The TCSG State Board's visit to Albany Technical College was an event that will be remembered for years to come. With only one annual visit to a college within the TCSG network, Albany’s selection highlights the board's recognition of ATC’s role in transforming lives through technical education. As Albany Tech continues to innovate and expand, particularly in healthcare, this visit underscored the board’s steadfast support and the critical role Albany Technical College plays in shaping Georgia’s future. MEDSTARTX

MOBILE GATEWAY TO HEALTHCARE CAREERS

In a vibrant and celebratory event on October 24, 2024, Albany Technical College (ATC) officially launched the MEDSTARTX van, a groundbreaking initiative designed to bring healthcare education and career opportunities directly to underserved communities in Southwest Georgia. The ribboncutting ceremony, held at the Healthcare Technology Building, was a testament to ATC’s commitment to removing barriers to education and strengthening the region’s healthcare workforce.

The crowd of students, faculty, healthcare professionals, and community members gathered to witness the unveiling of this colorful, state-of-the-art mobile classroom and recruitment hub. More than just a vehicle, the MEDSTARTX van represents a beacon of opportunity, providing a streamlined path for individuals to begin meaningful careers in healthcare.

Breaking Barriers with a Mobile Classroom Central to ATC’s Community Outreach and Nursing Infrastructure (CONI) Enhancement Initiative, the MEDSTARTX van is equipped to meet the unique educational needs of the region. Designed as a “college on wheels,” the van offers an array of resources to potential students, including on-site enrollment assistance, information about healthcare programs, and guidance on financial aid.

“The MEDSTARTX van allows us to extend our impact beyond the classroom,” said Lisa Stephens, Associate Vice President of Academic Affairs at ATC. “It’s not just about recruitment— it’s about creating real-world opportunities for individuals to start their careers in healthcare. We’re breaking down barriers to education, one mile at a time, by meeting people where they are.”

The van will travel across ATC’s sevencounty service area, participating in job fairs, community events, and school visits. It’s a hands-on recruiting platform tailored to engage rural communities where access to education can be limited. Inside, prospective students can

explore healthcare programs, receive one-on-one advising, and complete enrollment steps—all without needing to visit ATC’s main campus.

CONI Grant: Building the Foundation for Success

The MEDSTARTX initiative was made possible through a $1 million federal grant under the CONI Enhancement Initiative, championed by U.S. Congressman Sanford D. Bishop, Jr. The funding supports a comprehensive approach to addressing healthcare workforce shortages in Southwest Georgia. Beyond the van, the grant enables ATC to modernize healthcare training equipment, create immersive learning environments, and enhance student retention through career readiness and mental health support initiatives.

“This van is a critical tool in tackling the healthcare shortages we face,” Congressman Bishop said during the ceremony. “By taking healthcare education directly to the community, Albany Tech is creating pathways to success and addressing the urgent need for skilled professionals in our region.”

A Response to Growing Healthcare Needs

The healthcare workforce shortage is a national crisis, with a projected deficit of 73,000 nurses and 100,000 critical healthcare workers by 2028, according to a study by the American Hospital Association. In Georgia alone, shortages of pediatricians, family medicine practitioners, and nurses are expected to intensify over the coming years. Initiatives like MEDSTARTX are vital in addressing these challenges by increasing the number of trained healthcare professionals entering the field.

For ATC, the MEDSTARTX van is more than a recruitment tool—it’s a direct response to the growing demand for healthcare professionals. With programs ranging from short-term certifications in Phlebotomy and Nurse Aide to specialized tracks like Radiologic Technology and EMT/ Paramedicine, ATC offers flexible options to meet the diverse needs of its students.

“Many of our programs can be completed in just eight weeks, allowing students to quickly enter the workforce and begin addressing critical shortages,” said Stephens. “The MEDSTARTX van ensures that these opportunities are accessible to everyone, no matter where they live.”

A Beacon of Opportunity for Southwest Georgia

The MEDSTARTX van exemplifies Albany Technical College’s mission to transform lives through education. By eliminating barriers such as transportation and limited access to resources, the van provides a tangible pathway for individuals to pursue rewarding healthcare careers. Each stop it makes—from high schools to community centers—is an opportunity to inspire the next generation of healthcare workers.

Morris Clarington, ATC Dean of Nursing and Allied Health Sciences, emphasized the importance of the initiative.

“Thousands of cars pass by our campus every day, and many people don’t realize the opportunities we offer. The MEDSTARTX van brings those opportunities directly to the community, making healthcare education accessible to all.”

MEDSTARTX: A Gateway to a

Brighter Future

The van’s launch is just the beginning of its journey. As it travels through Dougherty, Baker, Calhoun, Clay, Lee, Randolph, and Terrell counties, it will create connections, spark inspiration, and open doors for countless individuals.

With the ability to meet students where they are, MEDSTARTX is poised to make a lasting impact on the region’s healthcare workforce and the communities it serves.

“This initiative not only supports our regional healthcare needs but also provides individuals with career opportunities in one of the most rewarding and essential fields,” said ATC President Dr. Emmett Griswold. “The MEDSTARTX van helps us achieve our vision of making healthcare education accessible to all.”

For individuals ready to take the first step toward a career in healthcare, MEDSTARTX is more than a van—it’s a gateway to opportunity, equipped with everything needed to turn aspirations into reality.

On a momentous day in Albany, Georgia, Albany Technical College paid tribute to a trailblazing figure in the city's medical history, Dr. Walter Carl Gordon Jr. The college formally dedicated the Surgical Technology Lab in its Healthcare Technology Building to Dr. Gordon, the first African American surgeon in Albany and a cornerstone of the local healthcare community.

The ceremony, held on November 19, 2024, brought together students, faculty, healthcare professionals, and members of the community to honor Dr. Gordon’s extraordinary life and career. As the first African American to serve as Chief of Staff at Phoebe Putney Memorial Hospital and a pioneer in establishing Albany Tech’s Surgical Technology program in the 1990s, Dr. Gordon’s contributions have left an indelible mark on Southwest Georgia.

Dr. Emmett Griswold, President of Albany Technical College, set the tone for the dedication with heartfelt remarks. “We are honored to dedicate this lab to Dr. Gordon,” he said. “His legacy will inspire generations of future healthcare professionals to lead with excellence and compassion.”

A LIFE OF SERVICE AND LEADERSHIP

Born and raised in Albany, Dr. Gordon’s journey to becoming a renowned surgeon began with a passion for education and service. After earning degrees from Hampton Institute and Tuskegee Institute, he taught chemistry before

pursuing his medical degree at Meharry Medical School. Dr. Gordon’s military service was equally distinguished. He was the first African American to complete a surgical residency at Walter Reed Army Hospital and commanded medical battalions during the Korean and Vietnam Wars, retiring as a Colonel in 1991.

Following his military career, Dr. Gordon’s leadership extended into his medical practice and community service in Albany. His impeccable surgical skills, coupled with his dedication to mentorship and education, solidified his legacy as both a healer and a pioneer.

A FITTING TRIBUTE

The dedication ceremony was a touching celebration of Dr. Gordon’s impact. Among the speakers were Dr. Leon Dent, Trauma Surgeon and Medical Director at Phoebe Putney Memorial Hospital, and Dr. Willie Adams, a longtime colleague and friend. Both shared touching anecdotes about Dr. Gordon’s mentorship and his tireless efforts to uplift others in the field of medicine. Dorothy Jayne Gordon Carver, Dr. Gordon’s sister, spoke on behalf of the family, expressing gratitude for the honor bestowed upon her brother.

The Surgical Technology Lab, now bearing Dr. Gordon’s name, is a state-of-the-art educational space designed to train future surgical technologists. By linking Dr. Gordon’s name

with this vital facility, Albany Technical College ensures that his legacy of excellence and service will continue to shape the region’s healthcare landscape.

A LEGACY THAT ENDURES

Dr. Gordon’s story is one of perseverance and dedication. From breaking racial barriers in the military and medicine to fostering the next generation of healthcare professionals, his influence resonates far beyond his lifetime. As students walk through the doors of the Dr. Walter Carl Gordon Jr. Surgical Technology Lab, they will be reminded of a man whose life embodied service, leadership, and a commitment to community.

This dedication is not just a celebration of the past, but a beacon for the future, illuminating the path for those who follow in Dr. Gordon’s footsteps. As Albany Technical College continues to honor his legacy, the college reaffirms its mission to cultivate excellence and opportunity in Southwest Georgia.

ALBANY TECH AND PHOEBE PARTNERSHIP: A MODEL FOR SUCCESS IN WORKFORCE DEVELOPMENT

In August 2024, Albany Technical College (ATC) and Phoebe Putney Health System launched a groundbreaking initiative to address the nursing shortage and develop a robust healthcare workforce in southwest Georgia. The newly opened Phoebe Living & Learning Community is already being celebrated as a transformative model of collaboration between public and private sectors, drawing attention statewide and nationally.

Located on Phoebe’s main campus, this 130,000 square-foot, state-ofthe-art facility represents a bold investment in education and workforce development. At nearly $47 million, the Living & Learning Community underscores the critical need for innovative solutions to nationwide challenges in healthcare staffing.

CREATING A SPACE FOR EDUCATION AND COMMUNITY

The facility includes 50,000 square feet dedicated to Albany Tech’s nursing program, complete with advanced learning spaces and offices. Its second and third floors house 80 fully furnished apartments, providing students with an integrated living, learning, and training environment.

“This is a unique asset within the Technical College System of Georgia,” remarked Albany Technical College President Dr. Emmett Griswold. “It sets a standard that can be replicated across the state and underscores the value of partnership in addressing workforce demands. Phoebe’s commitment to this project strengthens our ability to graduate more students ready to succeed in healthcare careers, ultimately benefiting our community and economy.”

A VISION OF COLLABORATION

The project grew from a shared vision between former ATC President Dr. Anthony Parker and Phoebe President & CEO Scott Steiner. As the two leaders discussed expanding their partnership, they resolved to “go big” in addressing the nursing shortage. This audacious approach has since paved the way for a highly successful model that merges education and practical workforce training.

The partnership has already led to remarkable results. Enrollment in ATC healthcare programs has surged by 68% over the past two years, climbing from 233 students to nearly 400. With increased capacity and resources, the program is poised for sustained growth.

“By investing in this Living & Learning Community, we’re not only addressing immediate workforce needs, but also creating pathways for aspiring healthcare professionals to thrive in southwest Georgia,” said Greg Dozier, Commissioner of the Technical College System of Georgia.

A LEGACY OF INNOVATION AND ECONOMIC GROWTH

Built on the site of a historic public school across from Phoebe’s flagship hospital, the Living & Learning Community combines contemporary design with preserved architectural elements from Albany High School, which opened in 1925. This connection to the past, paired with a focus on the future, symbolizes resilience and progress for the region.

The project’s impact extends beyond education. It has been recognized by the Southern Economic Development Council with the Excellence in Economic Development Award, underscoring its importance as a driver of economic growth and innovation.

INSPIRING THE NEXT GENERATION OF HEALTHCARE WORKERS

This partnership between Albany Technical College and Phoebe Putney Health System exemplifies the power of collaboration in solving critical challenges, offering a model that other communities can look to as they seek to address workforce needs and foster economic resilience. For students eager to embark on a rewarding career in healthcare, the Living & Learning Community is more than a facility—it’s a gateway to a brighter future.

ATC NAMES PHOEBE AS

2024 BUSINESS PARTNER OF THE YEAR

ATC proudly recognizes Phoebe Putney Memorial Hospital (PPMH) as its 2024 Business Partner of the Year for their groundbreaking contributions to addressing the region's nursing shortage. Through a historic partnership, PPMH and ATC are revolutionizing nursing education and expanding opportunities for healthcare students in Southwest Georgia.

A VISIONARY INVESTMENT IN HEALTHCARE EDUCATION

PPMH has invested significantly in creating the Phoebe Living and Learning Community (LLC), an innovative facility breathing new life into the former Albany High School building on North Jefferson Street. This project is a $45 million commitment to expanding healthcare education, supported by an additional $400,000 investment in nursing instructor salaries to enhance Albany Tech’s capacity. The collaboration aims to quadruple the size of ATC’s nursing program, increasing enrollment from 54 to 200 students by Fall 2024.

The LLC, a transformative 47,000-square-foot structure, is poised to redefine nursing education. The first floor serves as a hub for ATC’s nursing program, featuring telehealthenhanced classrooms, a health career education center, meeting rooms, and a library/ resource center. In addition to students pursuing Associate of Science in Nursing (ASN) degrees, the facility will welcome those in accelerated nurse aide, phlebotomy, and Licensed Practical Nursing (LPN) programs.

Above the educational spaces, the LLC also offers 80 apartments to provide affordable housing for nursing students. This unique combination of learning and living amenities ensures that students can focus on their studies while staying close to campus.

A LEGACY OF COMMUNITY SERVICE

Phoebe’s commitment to community health dates back to its founding in 1910, when Judge Francis Flagg Putney donated $25,000 to establish a hospital for all citizens, regardless of race or ability to pay. The hospital, named in honor of Judge Putney’s mother, opened its doors in 1911 and has since grown into one of America’s leading not-for-profit community medical centers.

Today, Phoebe hospitals generate more than $1.8 billion in local and state economic revenue, supporting over 8,350 full-time jobs. As the largest employer in Southwest Georgia, Phoebe continues to invest in the region through ambitious projects like the LLC and the upcoming Trauma & Critical Care Tower.

A MODEL FOR PUBLIC-PRIVATE COLLABORATION

The partnership between PPMH and ATC exemplifies how public-private collaborations can address critical workforce challenges. PPMH hires 85% of ATC nursing graduates, making the investment in nursing education not only a benefit for the community but also a strategic move for the hospital. By helping ATC increase faculty capacity, Phoebe ensures a steady pipeline of qualified nurses while transforming the educational experience.

With construction and the move-in process complete, the Phoebe Living and Learning Center has welcomed its first students in Fall 2024. This milestone marked a new era in healthcare education and workforce development for Southwest Georgia.

PHOEBE: A PARTNER IN PROGRESS

Albany Tech extends its deepest gratitude to Phoebe Putney Memorial Hospital for their visionary leadership and unwavering support. Their contributions to healthcare education and community well-being set a standard of excellence that will inspire generations to come.

COMMUNITY SERVICE DAYS

On July 25, the Albany Tech Foundation, ATC employees volunteered their time by packing boxes of non-perishable food at the Albany Feeding the Valley. As a result, 225 boxes were packed equaling 900 meals.

Shout out to Jay Cannon, Facilities Manager, and Roberta, Volunteer Packing Coordinator, for making this a successful Community Service Day for Albany Tech and look forward to volunteering in the future.

The mission of Feeding the Valley is to gather food to feed the hungry with a spirit of compassion, good stewardship, dedication, urgency and inclusiveness. The heart of our mission is to feed hungry people.

JAIL TO JOBS: TRANSFORMING LIVES THROUGH EDUCATION AND OPPORTUNITY

In a groundbreaking collaboration, ATC and the Dougherty County Sheriff's Office are leading an initiative aimed at breaking the cycle of incarceration through education and workforce development. The Jail to Jobs program seeks to equip inmates with the skills and training necessary to successfully reintegrate into society, reducing recidivism rates and giving participants a real chance at economic independence.

A VISION FOR CHANGE

The idea for Jail to Jobs was born out of a vision shared by Sheriff Terron Hayes during his campaign for office. Recognizing that many individuals leaving the Dougherty County Jail had no viable means to earn a livable wage, he reached out to Albany Technical College to help develop a structured program that would provide GED education, vocational training, and employment opportunities.

To achieve this, the program provides a dual pathway: inmates can work toward earning a GED or high school diploma while also receiving career training in high-demand fields. The goal is not only to educate but to empower participants with real-world skills that make them employable upon release.

BUILDING SKILLS AND CONFIDENCE

At the heart of the program are Adult Education classes and hands-on vocational training, designed to match the needs of the local job market.

The program includes training in:

• Basic Welding

• Forklift Operation

• Barbering

• ServSafe Certification (for food service careers)

• Other vocational programs tailored to immediate job placement

According to Matt Trice, Vice President of Economic Development at Albany Technical College, adult education is the catalyst for offering skills training. By integrating academic development with career training, the program ensures that inmates are not just receiving an education but are gaining tangible skills that will help them secure employment after release.

A COMMUNITY EFFORT: LOCAL BUSINESSES STEP UP

While the Jail to Jobs initiative provides education and training, its success depends on local businesses and organizations stepping in to provide job opportunities. Sheriff Hayes emphasized that community partnerships are essential for the program to work.

"When we invest in people, we invest in our community’s future," said Sheriff Hayes. "Jail to Jobs is about more than employment; it’s about dignity, purpose, and the power of a fresh start."

By forging partnerships with local employers, the initiative ensures that participants transition seamlessly into the workforce, reducing the likelihood of reoffending and strengthening the local economy.

A PATH FORWARD

For many inmates, the Jail to Jobs program represents more than just a training opportunity—it’s a second chance at life. As Albany Technical College and the Dougherty County Sheriff's Office continue to expand the program, 2025 will see an increase in employer partnerships, broader vocational training offerings, and a strengthened transition-to-work process.

By investing in education and workforce development, Jail to Jobs is laying the foundation for long-term success, not just for the participants, but for the entire community.
