Construint la Catalunya ciutat dels noucentistes: l’obra pública de la Mancomunitat Building the noucentistes’ Catalonia-city: the Public Works of the Mancomunitat Joaquim M. Puigvert
Volem que els nostres municipis puguin dotar-se de tots els serveis d’instrucció, de policia urbana i d’aprofitament rural proporcionats a la seva importància fins a arribar, entre l’esforç propi i els dels organismes superiors, a fer que no hi hagi un sol ajuntament de Catalunya que deixi de tenir, a part dels serveis de policia, la seva escola, la seva biblioteca, el seu telèfon i la seva carretera. Però per a això calen grans institucions culturals i educacionals que creïn la llum que ha de guiar-nos per camins propis i tota una xarxa d’institucions secundàries, tècniques, professionals i d’humanitats en les poblacions capitals de comarca que vénen a vertebrar la vida catalana. Calen grans obres públiques de tota mena: cal utilització, conservació i regularització de totes les forces naturals. Aquest és el nostre ideal, i quan un ideal no és pas una llista, un qüestionari acadèmic, sinó un sentiment o una voluntat, i un entusiasme popular, creieu, senyors diputats, que, per alta que sigui la idealitat, la realitat és ja ben a la vora.1
We want our cities to be provided with all of the services of education, of urban police and of rural progress proportional to their importance until, thanks to their own efforts and those of higher institutions, there is not a single city in Catalonia without a police force, a school, a library, telephones and highways. But in order for this to happen there must be great cultural and educational institutions to create the light that is guide us on our way, and a whole web of secondary, technical, professional and arts-based institutions in the regional capitals that constitute the backbone of Catalan life. We need grand public works of all kinds: the forces of nature must be utilized, conserved and regularized. This is our ideal, and when an ideal is not a list, an academic questionnaire, but rather feeling or will, and popular enthusiasm, believe, distinguished deputies, that however high the ideal, reality is within reach.1
